gusty winds rattling parts of the area this afternoon giving you a live look now at the east shore freeway, where the afternoon commute has just started along with that heavy wind. well, we're also seeing a pretty big drop in temperatures cold weather, making it difficult for households still without power this afternoon because of down trees and power lines from the wind. pgd right now still working to resolve a number of outages all across the bay area. welcome everyone to the four this afternoon. i'm alex savage heather holmes. pg and e is backlogged with hundreds of damaged or destroyed pieces of equipment, causing a lot of outages for hundreds of thousands of customers system wide. want to give you now. latest look at the outage map affecting the bay area, and pg and e says more than 32,000 customers are without power on the peninsula. more than 6000 around in the south bay and easg

up to more than 40,000 customers affected ktvu tom vacar. joining us now live from south san francisco, where many people are dealing with damage and inconvenience. thomas. well what i've just learned is something brand new up until a little while ago on this block in this neighborhood, there were 133 homes that were out of power there now down to just 13 homes . but this home, unfortunately, has been red tagged, and this home is going to be a long time being repaired. 150 ft tall tree fell on the south san francisco hillside home tuesday about two p.m. it took out a power pole and the line that serves 134 homes. it was just one of 78 fallen trees throughout the system that took out 611 transformers and 113 power poles . we are seeing a lot more impact from droughts with dead and disease trees, winds blowing

as hard as 60 miles an hour, pushed limbs and hold trees on the power lines and electrical equipment, cutting electricity to more than 400,000 hit the pe. more mutual aid crewsdby. sincey really the beginning. we've got more wind coming in. obviously today a little less intense than yesterday. and then obviously, in the days to come, we have some rain to follow, and some very low elevation snow ball of this tree. you can see it's completely dry. and yet the wind was able to blow it over. imagine if rains soaked the ground and that there is the weight of snow on trees. how many more are likely to fall over? not just from when. from literally their own. wait another tree immediately behind the one that tell here now sits

precariously perched, waving in the high winds and must be taken down before the new poll in line can be replaced. we have seen a lot of the trees come down, so i would definitely say that we're worried. pg and e is in full recovery mode, the utilities emergency operations center as well as local pg and e s emergency centers are activated in impacted regions. they direct cruise and materials to optimize restoration efforts system wide. we have over 500 electrical crews alone working that is every crew in our system. now you got to remember this is not on pg and e. this is on mother nature because these are truly what you would call acts of god or acts of nature. mutual aid is on standby if there's a lot of bay area snow, or if there is a monster storm up in the foothills, which means they would have to move a lot of those crews up there very much a work in progress. tom baker ktvu

fox two news. okay, tom, thank you for the update from there. those heavy winds toppled a tree in the santa cruz mountains, sending a one year old child to the hospital. firefighters say that redwood tree smashed right through the roof of a home yesterday it landed in the living room, trapping the child . firefighters had to work quickly. they pulled out saws and cut the tree in order to free the toddler. the child was taken in an ambulance to the hospital and is in critical condition this afternoon. we'll have more details on this story coming up tonight at five o'clock. and the windy weather a little bit calmer in the bay area this afternoon, looking live now at our camera at walnut creek, where the wind speed is being measured right now. currently wind gusts there are about 25 mph in this part of the east bay and the answer of weather will it certainly continues at the temperatures. we all noticed today. a really dropped in a freeze warning is about to go into a big difference compared with yesterday. mark mark tamayo is here. right now we're talking about rain and snow here in the coming days and snow were used

to call, but this is kind of bringing it down to a different level for us. yes so get ready. we're not usually don't talk about winter storm watches here in the bay area, but that is what we have going on in this forecast. yes. so another cold night tonight, in fact freeze warnings for portions of the bay area overnight thursday showers the rainfall could actually pick up thursday late afternoon thursday evening at some very low snow level, snow levels have been dropping off dramatically just over the past 24 hours, but we'll first we'll talk about the freeze warning this in place for the north bay valleys, the inland valleys of santa clara valley. tomorrow morning overnight temperatures in the upper twenties to lower thirties of frost advisory closer to san francisco and oakland and the bay shore line for still talking about the shower chances tomorrow morning. a frigid start for your for your thursday morning, and here is the satellite as you can see here, a lot of one thing i'm noticing offshore here as you can see that speckle cloud cover. that's a sure sign of cold air that continues to approach our coastline. here's some rain and even some snow showers detected

even in santa rosa earlier this afternoon, reports some flurries during the two o'clock hours, so this is not widespread, but obviously that's a good clue that it's cold enough that we're talking about some very low elevation snowfall. current numbers only in the upper forties to right around 50 degrees, and the chill will continue to move into the area for tomorrow, and eventually we are talking about a winter storm watch. not in tahoe right here in the bay area, and we'll have more on that coming up in just a little bit. that's just remarkable. okay mark. thank you. man accused of threatening a woman in a san francisco park is now charged with a hate crime. today district attorney brooke jenkins announced. john phillips has been charged with felony making criminal threats with a hate crime allegation. the 60 year old was arrested on sunday after investigators say he chased a woman through delores park while shouting racial epithets and threatening to kill her. the victim identifies as black and latina. if convicted, he is facing six years in prison. popular oakland bakery was back open for business today, just a few weeks

after the owner was killed during a terrible robbery of primary border. henry lee is here now, after talking to customers who showed up today and support henry. heather jen angels bakery is famous for its cupcakes with different flavors , all lovingly baked customers tell me they wanted to repay that love as they try to process their loss. banana cream pie. i got the lemon myers, henderson and her mother were among the first customers to visit angel cakes bakery in oakland on wednesday. the cupcake shop at fifth and brush streets reopened for the first time since owner jen angel was killed during a violent robbery earlier this month. i was just starting to hear it happening all over. you know where people getting robbed , and it's just really sad. people work hard for their money and he didn't deserve that at all. february 6th angel was sitting in her car in a bank parking lot near 21st and webster downtown when someone broke into her car and grabbed her purse, angel tried to get her belongings back but was dragged by the suspect's car and

hit her head on the pavement. she died three days later. i want to help out, you know, in order it is this lady. because you know, i felt so bad. what happened to her? i'm here to support the company. i'm here to support her vision. carson came an hour early to the shop located in the old gingerbread house restaurant. she bought two boxes of cupcakes. i am amazed and odd at how the community has come together to support her angel was a longtime community activist who did not believe incarceration. friends say she would not want those responsible to be in jail. i think we should do what she wants. and i think it is a new way of approaching. justice angels organs were donated, including on valentine's day, her heart loved ones held a moment of silence and on iter s staff took her to the operating room. angel was 48 years old. oakland police are actively investigating. it made no arrests. anyone with

information is asked to give investigators a call live in the newsroom. henry lee ktvu fox studios, henry thank you today, santa clara county celebrated the groundbreaking for a new state of the art mental health center. the $422 million facility is being built at the santa clara valley medical center campus in san jose. it's 207,000 square feet and will include the first county operated inpatient facilities specifically for children and adolescents in need of behavioral health care. it will also have a separate floor for adults county leader said. when the idea first came up in 2014, there were no in patient facilities for children and teens in crisis in the county. and kids were being sent to other counties to receive care. so all too often. at one of the toughest times in their lives. we're separating these kids from their families. they're away from their families. their friends. and their mental health caregivers. the new center will

hospital. the extent of their injuries is unclear. the orange county sheriff's office says one person has been taken into custody. there was another shooting that happened in that same area earlier today, where a woman in her twenties was shot and killed, according to media reports. the news crew was in the area to cover that shooting. back here in the bay area. tesla is opening a new california engineering headquarters right here in the bay area. both tesla ceo elon mask and governor gavin newsom, making the announcement earlier today on the peninsula. tesla's global engineering headquarters will be at the former hewlett packard headquarters in palo alto. this is a i think a poetic transition from the company that founded looking valley to tesla. very excited to make this our global engineering headquarters. it's a point of pride always has been for me that tesla is a california company started here . first we say about our state. the future happens here first.

we're america's coming attraction. tesla was founded in san carlos in 2003 was originally headquarters in palo alto before moving to austin, texas, in 2021 to help us sort out exactly what's going on here with with tesla and the state of california we're joined by fred berecz, mechanical engineering professor at san jose state university. we appreciate the time today what is the significance of this announcement by elon musk and governor newsom. it is very significant. there isn't is because uh, tesla is a major manufacturer of electric vehicles are also the first company who has started working on autonomous vehicles. the brain of a autonomous vehicle is a semiconductor chip that is manufactured and the software algorithm that is used tesla is having a difficult time recruiting people from seven from san jose or silicon valley to texas. that's one reason they want to come back in here. the second reason is the need for

engineers. we had machine learning and artificial intelligence and the recent uh, lay off of the high tech engineers in this valley. then testimony. isn't it wonderful position to be able to take advantage of this reminds me of the time that, uh, tesla also purchased new me facilities in fremont. so the timing for tesla and mr mark is musk is wonderful . it's excellent. what you here for? everybody to be benefited jobs. let's talk about that. what is the potential here for job seekers and for the entire bay area, especially palo alto. well they're gonna be hiding the engineer that they were, uh, laid off at other companies. these are engineers with excellent knowledge in machine learning artificial intelligence so they would have access to cream of the crop of the engineers with the talent that they need to have, so it would be good for the economy of silicon valley. it would be good for california and today was a wonderful pr for everybody in

this city. what alright, so but why? why would elon musk want to have the corporate headquarters for tesla remain in austin, texas, but but have the global engineering headquarters here in the bay area. as i said he is having a difficult and recruiting engineers from silicon valley to go to texas. that's number one and number two. the timing gets perfect. you have all these engineers software engineer that they are looking for employment opportunity. and why not work for tesla? tesla is a is a wonderful companies for them with their experience, but why keep the corporate headquarters in texas? oh well, that is part of the tax benefit that texas provided them. remember the number of people in the corporate is not as many as the engineers, engineers are going to be the ones who are going to make this happen, and they're going to stay in silicon valley. you're excited that they're gonna have their headquarters of engineers to be in silicon valley. i mentioned that professor. this is a slight change of heart for muskie has been critical of the state of

california over taxation over regulation. i mean, how does he sort of square those issues if he's now bringing this headquarters to palo alto? please note that the his trying to get his vehicles to be functional on california roads, and if he is here you can have a better presence. therefore you can work with the dmv and everybody else in the state of california to say, hey, i am here here designed these vehicles for the benefits of california rose. so it's all nothing but plus plus plus for tesla and instead of california , and today's pr was just great for everybody instead of california. uh, gavin newsom is enjoying the fact that tesla is not moving more people out of the state of california, and so obviously elon musk, making amends with governor newsom and the state of california, it would seem because he stands to benefit here financially, obviously, as a company. absolutely if you remember he has not been in a very good situation in the public domain

at this one, so this is a wonderful opportunity to save your friends. alright, professor really appreciate your time today. thank you so much for joining us this afternoon. alright let's talk about our weather here. we're tracking the latest weather system making its way across the bay area. when was the theme of course yesterday and rain is making an appearance today. this is what it looked like in the santa cruz mountains earlier today near ben lomond, the rain coming down pretty hard at times mark tamayo back now, with more on the precipitation we can expect and mark you're talking about not just rain, but also snow headed our way and some of it with some of those flurries we're already seeing in certain parts of the bay area, right, alex? in fact, reports of some snow flurries up in sonoma county around santa rosa this afternoon. we will probably have quite a few more reports as we head into your thursday and especially thursday night, and it's a friday. this is not just the bay area. this is a cold system that will produce no fault. not only up to our north only add to the sierra, but the key headline. in

fact, probably the area getting hit the hardest will be southern california down towards los angeles, and they actually have a blizzard warnings for the mountains of southern california all in response to this system coming onboard. now for us. the snowfall accumulations easily 3000 ft. we're talking about accumulations about 1500. ft. snowfall likely and even down to 500 ft. possible snowfall, and whenever you get this low, we could have some flurries down to sea level as well in your backyard, so i'll be watching out for these changes over the next 24 hours of winter weather advisory in place right now for these areas, as you can see for the santa clara hills, santa clara county hill, santa cruz mountains up toward medicine, oh county as well. these are just some minor accumulations. you can see what happens when we went through storm warning. not in tahoe. but here in the bay area. this begins 10 a.m. thursday until four p.m. on friday for the santa cruz mountains, the east bay hills portions of the north bay and you can see the projections around 3 to 4 to seven, possibly upwards of 12 inches, so the

landscape will be changing quite a bit as a real, a strong surge of cold air and rainfall and snowfall that will be moving in, at least approaching by this time tomorrow. here's the radar imagery right now. some speckled cloud cover out here. sure sign that. we have cold air out in the pacific and some scattered rain showers out there not too widespread, but it's cold enough to produce some low elevation snowfall, possibly close to the sea level up in portions of the north bay, and it looks like we have some more activity approaching the peninsula. themselves kind of skirting parts of the coastline. it is a chilly afternoon. as you know, the temperature is right now in the forties and the fifties and, of course, the winds the big weather headline yesterday. it's not as windy as yesterday. but it's still windy. you can see oakland airport gusting to over 40 miles an hour sfo gusting to 29 miles an hour here is our live camera looking out towards the golden gate bridge, and i would not be surprised to maybe see a little bit of some snow in the marin headlands over the next couple of days or so. so here's the forecast model that the key into your thursday.

castellanos. angel good to see you always appreciated. what are the most popular places that people are headed this spring break and are there still some decent deals to be had? you know , there are only indicator was from alliance partners usa, who said that mexico and the caribbean we're leading the list for valentine's day vacations, and that trend has continued because expedia published data that says that mexico airfare searches and the caribbean airfare searches are up 30 to 40% that's one of the reasons why i came to the island of curacao and this island just brought back their famous carnival celebration here and then it's been back since three. years and it's a fantastic experience and i'm just so happy to be here. alright so if people are just starting now to plan their spring break vacations, what are the most important things to keep in mind that that can hopefully make it an affordable getaway, but also one where you get to have a good time? well one of the things

that i look for is the amount of direct flights, for example, you know, there's flights directly to this island from the east coast. and another thing that i look for is the point valuation . i'm appointing miles person and i can stay at wonderful beachfront properties like this for a fraction of the past, so there are definitely still deals out there to be had another thing that i like to do is i like to sign up for email newsletters by guys like travelzoo and the points guy, so when you're searching out there where it's just a matter of where you want to go. you know, some people will choose a sti vacation. i chose a warm weather destination because on this island, there's not only great weather but really fantastic culture as well. yeah and obviously we talked about the fact that the prices are going to be up this year for flights and hotels compared with with a year ago. and with that being said, we have a president biden in his state of the union speech , addressing the high cost of travel here in this country, promising to crack down on what

he calls junk fees. these are the fees that are often chimes charged by airlines or resorts. let's let's listen to what the president said here about trying to keep costs down for travelers. and will prohibit airlines from charging $50 round trip for family just to be able to sit together. baggage fees are bad enough. airlines can't treat your child like a piece of baggage. so you had those comments from the president during his state of the union speech and already, united airlines has adjusted its policy to allow children to sit with a parent or an adult in their group while they're traveling without paying an additional fee . how much of a difference will a policy shift like this make you think for families traveling for spring break? well it's going to make a huge difference , and hopefully other airlines do follow because most of those fees come in the economy section of the plane, and so what united airlines has done is they've extended this to even a basic economy fare, which usually is

scare foxes, lauren blanchard shows as people all across the country are reflecting on his legacy, friends and supporters of former president jimmy carter say his legacy stretches far beyond his time in the white house. he was more than a president after leaving office in 1981 former president jimmy carter turned his attention overseas, leading the effort to nearly eradicate a parasitic disease known as guinea worm. his nonprofit, the carter center has worked to provide health,

education and clean water wells. two villages in affected countries when their efforts began more than three million people in africa and asia had the parasite. as of 2022 case, numbers have dropped to around a dozen service after his presidency's extraordinaire, and we all need to learn from it to give back to humanity. as much as we can serving. others has been a key part of carter's legacy. he's the only president who have graduated from the naval academy going on to serve several years before resigning after his father died. returned to his hometown of plains, georgia, to take over his family's peanut farm. it was there he spent decades helping out his community, most recently as a sunday school teacher, where he taught about the driving force in his life, his faith, everybody loved him. we knew when it all began to get bigger and bigger that we were mission feel that people came to us and we were there. missionaries carter's classes drew hundreds of people to

church, with some even sleeping in their cars just to hear him speak in washington. lauren blanchard, fox news. all people on earth are equal and a basic human right? does it have a place to live? that's why i love habitat. thank you. hmm and that is former president carter, speaking after a weeklong volunteer project in 2013 to build affordable housing right here in the bay area, he and his wife, rosalynn, had been fierce advocates of habitat for humanity working right alongside the midi volunteers to build repair and renovate. thousands of homes. joining us now in studio is janice jensen, president and ceo of habitat for humanity. east bay. silicon valley, janice. thank you so much for coming in today. pleasure you worked alongside the carters back during that visit in 2013 to the bay area. what do you remember about the projects that they were part of that experience and the impact they had for families here in

the bay area? well president carter is amazing, as we all know, he's one of my personal heroes. and to have him here in our own backyard. um was truly a once in a lifetime. and yeah, they came out. they built a couple of days in oakland and always there are the first people on site and the last ones to leave, and he's always wanting to do more. he spends a lot of time with our would be homebuyers is they're doing their sweat equity. he came out as soon as they flew in and he was on the ground. he came out the day before the event started , just to say hello to the staff and to um, just to see everything do a walkthrough wanted them where he was going to was very excited to be put in a couple of windows and a door. um, and he was all about it. and when the media throngs came the next day, he ignored them completely, just like whatever work to do you have work to do, and that's what he said. yeah i'll answer your questions. but now i'm working and it was. it was an amazing experience. what

is it like, though, would you have someone like a former president? really get behind? your organization and worked to do so much good work. it's amazing, because if you look at it wasn't just this particular. um carter build he's been partnering with he and rosalynn have been parking partnering with us for almost 40 years. they are people think that they founded habitat they did not. but they were in in very early days and all the advice opening of doors and being with us. as habitat matured as an organization. they really have been with us every step of the way and to have they've also brought in other people at that same build. almost a decade ago, we had a garth brooks and trisha yearwood, who flew in just for this and that same work ethic. that same passion for, um offering a hand up to people who can't afford to buy a home. but the difference that makes and equity and social justice every

possible way really impactful on every every level. you can imagine. it's hard to quantify the good that these guys have done and both he and mrs carter, um amazing. yeah i'm curious where your thoughts are going now that that we're in this moment that former president carter is in hospice care, and as as an organization. i'm wondering how how you are going to try to carry on that legacy of service. and we will. i think that is the biggest takeaway here. i mean, obviously profoundly sad. but when i think of president carter, he was 88, you know, and you know, the secret services wouldn't let him go on a roof he wanted to get in san jose wanted to be on the roof and help, you know, um, but from that passion i think that it's sad. we're going to lose an amazing human being. but the good that he put out of the world and how he lived his own

passion and integrity that i think has a ripple effect. and so i know what we plan to do at habitat is to take all that goodness and go put it out in the world ourselves. we have to pay it forward. i know that you talked about personally what it was like to be around the former president and to work with him, but i'm curious. what was it like for the other staff members and for the sippy ints of the home actually be working with the former president on building their new house. it was amazing . i one of our homeowners 10 years later can tell you because he worked on her house. and she knows the exact window that he worked in. i mean, so it's still a decade later, in fact, one of the families there in oakland, um, when they were, he was shaking their hands and getting to know them a little bit. they brought their baby out whose name was carter and that was really not named after the president, but just coincidentally, but that was a lovely moment. but yeah, for a homeowner's. i mean, it's not every day you get a former president in helping to build

your house. so for all of the volunteers and the community members who came out our homeowners, most especially everybody. um i think it is a little star struck and at the same time so humbled with how, uh, how passionate they are committed to our work there, so incredibly caring, and i think it's just important that you point this out. he was not there for the photo op. someone who has covered those those events in the past. it's very clear he couldn't care less that the cameras are there. covering this habitat for humanity event, but it was always about excited to shine a light on the great work that habitat for humanity. yeah taking the spotlight didn't want the spotlight that's again. you know he is. he's always always that way it was it was lovely to get the chance to work with him once in a lifetime. and you know , and i obviously we're all sending our thoughts. deanna's family, but it's all good. the

to embrace menopause not only in their personal lives but in their professional lives by normalizing the conversation in the workplace. we know that women are experiencing a myriad of symptoms, but the brain fog. at the hot flashes the anxiety and the sleepless nights can make for really challenging work environment for women. okay you just mentioned some of those symptoms that are now upon the screen. brain fog, mood swings, fatigue. i've heard them all from from other women are employers and workplaces responding to these symptoms. and in our women experiencing them while they're at the workplace. absolutely and absolutely so. yes, we are really seeing a shift in the narrative, and this is, you know, common as part of a larger conversation about menopause and general. it's becoming more mainstream, you know, not just girls lunches, but really across industries, and that is translating into change in the workplace. so we are seeing, especially at electric companies
