701. let's go back to the desk. all right. thank you. former oakland police chief laurent armstrong, now considering possible legal action after he was fired earlier this week, armstrong supporters rallied yesterday outside of oakland city hall targeting oakland mayor xiang tao for the firing of armstrong. armstrong was not there at the rally. instead he was meeting with his lawyer, the people who were there, said mayor total was wrong to fire armstrong without cause. loyalty is big in the community of oakland chief laurent armstrong has been loyal to the family's been loyal to the community. it didn't matter what race he's been lawyer now, mayor town said, even though she likes armstrong personally, you know longer had confidence in him because of missteps madeons of a police sergeantayor says the city of oakland is launching a

to 2023, miles three. from 2017 to 2023 any model y from 2020 to 2023. those will all be under this recall. here's the problem that n h. t s a says the self driving features putting drivers at risk they found the software fails at a number of functions, including driving straight through intersections on turning lanes, not stopping at stop signs or dangerously struggling to adjust to a change of speed limits. as of this week, tesla says they received 18 warranty claims the last three years, but the company has not seen a reported any injuries or deaths . one of the most high profile crashes includes one on the bay bridge from last thanksgiving. that's when a driver blamed the full self driving mode. from malfunctioning and suddenly breaking, leading to an eight car pile up. this feature is still in its beta service, and some drivers are still kind of skeptical of it. lot of advocates are definitely now clamoring for the federal government to get more involved

and have more oversight than what they've done to date like to have control of my vehicle. so like i want to have control at all times, dr it, you know, i feel like if i fall asleep and something happens and i don't have control over that. tesla ceo elon musk, responding to the recall, saying it's flat out wrong, saying the fix is as easy as an over the air software update says it plans to notify all tesla dealers right away and we'll send a letter to all owners by mid april. so if you have a tessa basically all you need to do right now is just to avoid using that feature, tesla says, and over the air software update. will be made available over the next few weeks at no charge to tesla owners. this morning in san ramon. i'm james torres. ktvu fox two news. thank you. james accused of causing a deadly house explosion in san francisco is due in court this morning. 53 year old aaron price faces charges of involuntary manslaughter, arson, drug manufacturing and child endangerment. authorities say

they recovered butane tanks and other equipment to process hash oil. they say those materials triggered last week's deadly explosion that blew up prices home, killed his wife and injured two other people. price is expected to plead not guilty and ask for bail. fremont police are expected to release more information later today about an arrest in the city's first homicide of the year. it happened yesterday afternoon at a gas station near the busy intersection of padre parkway and stevenson boulevard. police say there was a fight between two men when is to say the person who died had been stabbed several times. police arrested one man a few blocks away from the crime scene shortly after the attack on 9706 in san francisco, a judge now allowing the case of a mother accused of killing or two children to go forward. 34 year old paul lesha green, pulliam pleaded not guilty to killing her wonder old daughter, paragon and five year old daughter. justice the chronicle says the prosecution presented evidence in a hearing but did not include how the children died. prosecutors also say green, pulliam made

statements admitting that she killed her children, but it's still not clear what miss green pulliam motive might have been. well health experts in san francisco say a new and dangerous substance has made its way into the drug supply. the powerful sedative it's called tranq has recently been found in four people in the city who died of a drug overdose. it's an animal tranquilizer. it's not approved for human use and is often added to fend it all without the knowledge of many users. you know, yours would ano risk overdosing, you know, regardless of how careful you are dr jeffrey hom with the san francisco department of public health used to work in the east coast in philly and says this drug has been around for years. it is a concern to me seeing the significant impact that it has had, um and seeing it firsthand

a forecast for the next mornings still going to be nice and even warmer as we head into the weekend, only a few high clouds today and saturday and sunday looks sunny side up and warmer. you guys, steve. thank you. those perfect conditions come at the very start of the president's day weekend and resorts are ready for big crowds. ktvu andre senior here with what people are saying andre about one of the best ski seasons in years, and look at this fantastic picture right behind me. there are still more than two months left in ski season, but some resorts have all already received about their yearly average amount of snow. the sierra nevada snowpack hit its highest level in nearly 30 years, meaning lake tahoe ski resorts are operating with all lifts open. and are not worrying about having to make snow for the first time in years. the leak tahoe visitors authority says most hotels all right 100% capacity for the holiday

weekend. getting the snow actually was good for us to be able to open the whole mountain and show people that we could come back. sierra tahoe was able to fully open for the 22 23 season after rebuilding since it was damaged by the keldorf fire back in 2021. the result lost some buildings, a few lifts and hundreds of trees. you see the west bowl without trees? it hurts your heart if you know sierra, because the big beautiful trees, the red furs. they're gone. it looks different. despite the differences, skiers are coming back. the resorts has pass holders and visitor numbers are up. and right now there is more than 30 ft of snow at the resort the most you have ever had at this time of the year. it's still still fun. still love it here. it's still great. everyone's still love, lisa. it's one. everyone's having a good time. so the resorts say they're expecting their parking lots to fill up quickly this weekend. the best advice is to get there early. the chp says the worst traffic heading up to

endemic policies that take effect march 1st students and staff members still have to report covid cases to schools, but the school district will stop sending out official notifications about those cases to all district classrooms in those cases, also, covid-19 vaccinations won't be required for volunteers or chaperones who work in oakland school campuses . meantime san francisco's covid state of emergency will end february 28th. under the change face mask requirements will be lifted for people visiting hospitals, skilled nursing facilities and jails. however, the staff employees in those facilities still have to wear a mask. the city's plan is in line with california's decision to end its covid health emergency at the end of this month. the family is in mourning and trying to come to terms with how their 11 year old boy died after twisting his ankle. jesse brown

twisted and possibly scratched his ankle while running on a treadmill. just a few days later, his entire leg was infected. the infection group, a strep transformed into a flesh eating bacteria. doctors say the bacteria caused his brain to swell, ultimately leading to his death. whole leg was covered in like splotchy purple lee read, like almost like bruises. they just said that because he rolled his ankle that's likely where the infection attacked it because it was already weak. doctors recommend that people be on the lookout for symptoms such as swelling, redness, foul smell and fever. time now, 7 25, the number of dog flu cases they're increasing around the country. veterinarians are recommending that dog owners vaccinate your dogs. the dog flu is also known as canine influenza, contagious respiratory disease caused by a specific type. a influenza virus known to infect dogs. that's

different from the seasonal influenza by viruses spread among humans. dogs have no natural immunity to it because it's a newer virus can spread fast and easily with just one dog outbreaks have been reported in several states, including here in california, and the symptoms include coughing of running nose, a fever and a reduced appetite. most dogs do seem to bounce back and recover within 2 to 3 weeks now, the department of fish and wildlife says the avian flu has been found for the first time in a while. wild mammals in california. they say test determined that a bobcat found in butte county died from a strain of avian flu. it's highly contagious. it's been found in mammals and other states, but not in california. until now, they say that animals likely get it when they feed on infected birds. authorities say the risk for transmission among humans is pretty low. it is 7 27, while

holiday weekend or perhaps just taking it easy. looks like we may have. there you go the shots back. you can also see that traffic on the bridge is a little bit slow once you get on it. and there's a little slowing here and there, there's some slowdowns highway 4 to 42. but again compared to what you normally see. it is lighter than usual. 7 31, let's go back to the headlights. former oakland police chief laurent armstrong says he is considering his legal options now after the mayor fired him earlier in the week. ktvu sally rasmus in the studio now to tell us the reaction of another former oakland police chief who sued the city and won the case. good morning, alan. good morning, david and kirkpatrick was the first one and to leave the oakland police department in 2017. she was fired three years later. but then sued the city for wrongful termination and won a jury awarded her $1.5 million. now the question is, will laurent armstrong the latest opd chief to be fired? take similar action before firing him. oakland mayor sing tao had put armstrong on leave after an independent report obtained by ktvu claimed

he did not do enough as chief to hold some of his officers accountable for misconduct that misconduct involved in opd sergeant who was the driver in a hit and run. who never reported the crash and then also fired his gun inside an elevator at nopd headquarters. that sergeant was never disciplined, and the report says the chief ultimately bears responsibility for that. mayor xiang tao agreed. now, in the backdrop of all of this, the oakland police department has been under federal supervision for the past 20 years because of a police abuse and corruption case in 2003, that federal oversight was supposed to finally end this may. but the mayor says armstrong's mishandling of that investigation put in jeopardy the timeline to get out of federal supervision. and that was part of the reason she said she had to fire him now. kirkpatrick says she understands the mayor's reasoning, but also says that having a revolving door of police chiefs is extremely destabilized. opd has had 10 police chiefs in the past 10 years. i think that there's culture issues and still need to

be addressed what they do need. as the ability to have system controls that should. be bumpers around reform so that it doesn't matter who the chief of police is. now in his defense, armstrong said in a statement. quote. i continue to believe that my termination was the result of a fundamentally flawed process that resulted in unfair inaccurate conclusions about me. i am continuing to evaluate my legal options to preserve my rights and my hard earned reputation and quote now. as for kirkpatrick, she won her wrongful termination suit after a jury found she was fired. in retaliation for exposing corruption among the oakland police commission. the circumstances around armstrong's firing are different, but kirkpatrick now travels around the country as a consultant working with law enforcement agencies in their department reforms. gasia and dave back to you. all right, thank you, ali time now. 7 34 san jose city leaders want to find new ways to

help the homeless as more extreme weather is expected next week, the santa clara county coroner's office says. since january, 1st 28 on housed people have died in the city during stormy weather, and san jose mayor matt mehan says his goal short term is to build as much temporary housing is fast as possible. we committed ourselves to building 1000 interim emergency housing sites. these are meant to be temporary, but they give people an individual room with the door that closes and even a private bathroom now said the leaders say, providing shelter for the unhappy house during the cold weather. it's difficult and many people don't feel comfortable in a warming center. people steal your stuff or fighting or sometimes it's first come first serve. some people have precious items that they can't leave behind. they only let you bring in one bag. mehan says. the plan for temporary shelters includes

refurbishing old hotels and other unused buildings just to get people off the streets. two year old girl has been found safe, but police are still searching for her mother, who is accused of abducting the toddler . crystal mendez doesn't have custody of the child. investigators say she took the girl from home in san jose on wednesday. the toddler was later found at a relative's house in oakland. mendez is still wanted in connection with the abduction . she was last seen wearing a white hooded jacket, skinny jeans that erupted the knee. anyone with information is asked to call san jose police 7 36. san francisco police cracking down on prostitution in the mission district. police officers are now going undercover as sex workers catching suspected johns own cap street. seven people were cited wednesday night alone, and assistant police chief david lazar said it only took 13 minutes before the first john approached the undercover cop. if you go to cap street, you never know if it's a female officer that's standing on the corner. posing as a sex worker

being trafficked. the police will focus on resources to help them get out of that lifestyle. new this morning. taiwan's intelligence agency is investigating a large chinese balloon crashed on one of its remote islands. this comes just days after the united states accused china of using similar balloons to spy on americans. the discovery yesterday in the south china sea is raising tensions between the chinese and taiwanese government's china has claimed taiwan as its own territory. beijing's armed forces have stepped up military drills near taiwan in recent years. that discovery came after president biden made his most detailed remarks yet about identity. unidentified objects recently shot down by the u. s military. the president said the decision to shoot down the chinese balloon off the coast of south carolina was justified since then the us shot down three other unidentified objects. the president said. they don't seem to be connected to china's spy program. i've directed my national security advisor to lead a government wide effort to make sure we are
