joined the growing number of regions across the state now taking action. to impose new mandatory water restrictions. we are asking for that 15% reduction this year compared to their 2020 water use in the coming months. our board is going to be considering a 15% surcharge. those new rules went into effect yesterday, and even more measures could be coming soon. several other bay area water districts are expected to soon follow the lead of contra costa county to comply with governor newsom's urgent call to conserve water. and don't forget you can track the current weather conditions anytime by using our ktvu weather app. you can get an hourly forecast for the area where you live. the ktvu weather ramp is always free to download. state lawmakers in sacramento are now considering a bill that is designed to dramatically reduce water use in the state. by the end of this decade. the measure would lower the standard for water use to 42 gallons per

person per day. by the year. 2030 that's 25% less than the current standard of 55 gallons per person per day. water agencies across the state would be required to enforce the rules . the state assembly is now considering the measure after it was passed by the state senate yesterday. the recent rain has slightly improved drought conditions in california. the latest map from the u. s drought monitor shows conditions are still severe following three years of record low rainfall, but the map shows conditions have improved during the past week in many parts of the state when compared to the week before. that includes the region just north of marin county and california's central valley. the fbi in san francisco is looking for tips to help find a wanted man who was a known gang member . the fbi, says christian rios, maura is a member of the midtown menlo norte, no street gang and an associate of the new westra

fluctuations. classes at uc berkeley will resume this morning after a threat forced to shelter in place for hours yesterday. police have not released details of the event, but say one student has been detained. ktvu evan sernoffsky spent with cal students about the nerve rattling day. yeah i was very worried. my professor was getting up closer to the window and i was getting really concerned and just telling him to, like, stay with us and lay low. it was a tense scene at uc berkeley thursday when the entire campus went into lockdown and students were ordered to shelter in place. berkeley police put out an alert to students around 9:30 a.m, warning them about a quote. credible campus-wide threat. they said they were looking for a person who may want to harm specific individuals. officials would not elaborate on the threat, but police were searching the student union building on bancroft way and

reporter henry lee tells us the man received medical attention, but no one was arrested. hey former heavyweight champion mike tyson caught on video punching a fellow passenger on jetblue plane at san francisco international airport. tmz obtained cellphone video of the confrontation. who wants to be hit by mike tyson. my lord, uh, he packs a punch as we've seen in the ring. it happened wednesday night as tyson was set to fly out of sfo to florida. he was in san francisco to attend the 4 20 cannabis festival. according to tmz, tyson took a selfie with the man who was extremely intoxicated man sat behind tyson and continue trying to talk to him. tyson's reps also say the man three water bottle at him in the video, tyson punches the man in his face several times. the man was treated at the scene for facial injuries, but provided minimal details of the incident to san francisco airport police and refused to cooperate further. the men were not arrested and were released from the scene. sfpd says this video surfaced

after they talked to the men and the follow up investigation will be handled by the san mateo county sheriff's office. i know a lot of people are under the misconception that always fists are a deadly weapon, other or not, but ktvu legal analyst michael cardoza says the man who was punched could potentially have a case against tyson, both in criminal and civil court. he has no right to punch anybody, no matter what that person said there that's not justification for punching someone, especially with mike tyson skills. cardoza says tyson celebrity status could cut both ways train box or that certainly would cut against him in the courtroom. should it ever get to a jury trial, which i doubted ever will. cardoza had one word of advice for tyson get anger management. michael sarah birchfield, berkeley woman who was on that plane tells me she had seen that drunk man beforehand at the airport bar, and it was annoyed to find him on her flight. she says that

son. this past sunday. and i can't put my hands on you and take you out of your mind. oh in the recording, you can hear the teacher called eighth grader jazeera, a jerk. joker idiot. the teacher says he will end up being a rapper or a fry cook and suggests he will get gunned down, continuing to talk about him to the class once he left bad you should came in here and started messing up the dynamics in my class. and yeah, just off here in that video breaks my heart every time. um. i wish it didn't happen, but it did. and i want him to. i want that teacher he does not need to be teaching students. serena says she's not confident in the school's ability to keep her son safe and says they have known about the teachers outbursts and haven't done anything until recordings were leaked on social media. there has been staying home from school, saying he's disturbed by it all. or respecting his mother's wishes not to show his

police have a warrant for 55 year old jose correa, weezer. in connection to the crash that killed two women on april 7th investigators say render kerr and her daughter kuljit cur crossing ocala avenue in south san jose when they were struck while in the crosswalk. police say they found the suspect's red pickup truck. but he's missing. he faces charges of vehicular homicide and felony hit and run. a decades old richmond homicide case has been solved, bringing closure to the victims, family attorney general rob bonta and contra costa county district attorney diana beckton say investigators have identified jerry lee henderson as the suspect responsible for the 1999 murder. of mika. widely police found her inside a home on carlson boulevard, where she had been tied up in smothered to death. henderson died 11 days later of a suspected drug overdose. investigators were able to link him to the killing

by using the latest advances in dna technology. comparing dna evidence from the case to the dna of convicted offenders in the state's dna databank. we were able to establish a list of likely first degree relatives. of the person responsible for mika's murder and ultimately helped our partners identify him. prior to the dna breakthrough. there were no investigative leads in the case widely and henderson were acquaintances, but investigators have not yet disclosed a motive for the killing. former san francisco's supervisor david campos, conceded defeat in the special election for state assembly. he addressed the election in a tweet saying, i just got off the phone with matt haney to congratulate him and wish him the best in sacramento. san francisco needs a champion in the legislature, and i look forward to working with him in assisting. however i can, as he advocates for our city and our communities. updated results

school tradition and for many a rite of passage, but following a prom held at san francisco's asian art museum on april 9th nearly 90 of the 600 students from san mateo high school who attended have now tested positive for covid 19. the district says masks were strongly recommended, but many students chose to not wear them. now the district is preparing for hillsdale high school's prom set for this coming weekend masks will be required to attend the indoor event and the school will require negative covid tests. schools around the bay area are preparing for proms and dances, and they're watching closely. san francisco school say prom is an important part of high school and they will be following health guidelines encouraging but not requiring masks. we're following our local guidelines in our local public health guidelines are strongly recommending masks as you seeing any, um, any restaurant or place that you walk into those are the same public health guidelines that we are following san jose unified schools is also

environmental issues like climate change. there are a number of rallies and marches planned throughout the bay area . today there will be climate marches in san francisco, san jose and palo alto, as well as rallies at uc berkeley and uc santa cruz and students at santa rosa junior college will be creating a giant earth day street mural this morning. between nine and noon. in oakland based nonprofit called outdoor afro, is helping to connect the black community to nature. ktvu is greg lee spoke to the group's founder about their work for environmental and racial justice. earth day is friday. and obviously nature is rooted in what you do. thank you . tell me what it means to celebrate earth day to you. yeah you know for me, birthday is not about thinking about the earth as a really big, vast place. it is right. but i like to invite people through the work of outdoor afro to really think about the earth as their backyard. that window sill that

the vehicle and gave chase the driver of that stolen or vehicle was traveling at a high rate of speed south bong on north first street. he ran the red light at montague expressway collided with a white car and he crashed into the montague square business park actually wound up up on the embankment near a tree. he was killed in the crash. the driver of the white vehicle who was just going through a green light was injured and taken to a local hospital. i'm told he did not sustain or suffer severe injuries. the san jose police department is investigating the actual crash. the santa clara county sheriff's department has is picking up the investigation from the carjacking 10 days ago . i'm told it was either at gun or knife point. the car was taken, and they have been looking for since they spotted it around. 3 30 this morning gave chase and that led to this crash here in north san jose.

wel. the president announced a new program that will fast track asylum claims for ukrainians who do have a us sponsor. it's called unite for ukraine. the program allows ukrainian refugees to come directly from europe to the u. s already more than 10% of the ukrainian population has fled the country . that's according to the united nations, with increased fighting along the eastern front. that number is expected to keep rising in the coming weeks. likely face positional war with russia's attempt to declare truth negotiate, create humanitarian corridors and get their forces for the next phase. and keep they are preparing for the possibility that russia may attack again from the ground by building new defense positions.

filled with messages of support and hope, and then we have toys. you know, we have always tent by tent. they got to see the generous donations to help people and pets. they even brought much needed medical supplies and medicine. jamie who's diabetic, collected insulin to deliver to others, like one of her dad's employees . it was really cool to be able to help someone. still it's dangerous. the war unpredictable . so with the air raid sirens are going again. they just they just shut off for a few minutes . now they're back on again. after a three hour long wait in several searches of the car. andy left ukraine and his friends to reunite with his family at the border camp, reflecting on what he experienced and what he saw. the most eye opening thing is everybody's bravery has strong they are and how brave they are seeing them, looking them in the eyes and seeing their commitment and their pride in their country and their commitment to winning
