the husband and wife legal team who was to assist president trump in the russia investigation cannot join his defense because of conflicts of interest. the president's attorneys were set to represent the president in a probe into russian meddling in the 2016 election. the president added the team after one of his top attorneys resigned last week. the turmoil comes as the president's attorneys negotiate a crucial interview between the president and investigators with special counsel robert mueller. it is unclear who will represent the president in this talks. >> the white house is calling on congress to detail parts of a spending bill the president does not like. keeping the government open until september is important. the president has been criticized for caving to democrats. that president's decision to sign the plan was defended by

struggle is that there is not enough housing. >> a lot of students have to commute from a further distance or they are packed three or four in a room. some of them are homeless, living in their cars. >> reporter: part of the plan calls for building two high- rises. that would require changes to the zoning on height limit. >> if we can get next to 20 feet, that is to more stories added on top of the zone. that will allow more units to be built. this person studies urban planning. he looked closely at more than more housing. it targets city rules requiring residential buildings to have a retail on the ground floor. >> that talks to how love of government over managed how development happens. we are going to have a retail establishment below apartments, that does not work out.

>> reporter: this man wants to restrict converting commercial land to residential. he wants to allow the conversion of unused office space into housing. >> it is tragic. we should be providing homes for students. they had a burden in terms of tuition. >> reporter: he wants to create a pilot density bonus program to include a certain number of affordable housing in each development. this will give more housing to uc berkeley students. it has been an ongoing issue. this man is hoping to get enough support, he is meeting with students. he is hoping to gain progress in the weeks ahead. >> a retired san francisco state staff are being evicted to make room for thousands of students on a waitlist. 3000 students are placed on a waitlist every fall. university officials say they began this seven years ago. they must have an active affiliation with the school to living campus and the buildings. that included apartments off campus. at least four retired cap -- faculty and staff are facing

eviction. a man suspected of robbing four bay area banks, we had a photograph of him. he hit banks in various parts of the area between march 10 and march 19. and at least one case, the suspect was armed when he handed a teller a note demanding money. the police have not said how much money the suspect got away with during the robberies. they are asking anyone with information to contact. >> a man has been arrested on suspicion of sex crimes. a 46-year-old man is facing multiple charges that include rape and lewd acts on a child under 14. the police say they started investigating this man last week. they arrested him at his home. he is being held on $12 million bail. there is a possibility there may be more victims. if you have any information you are asked to call the san ramon

police. this surveillance video will help please find a man who stole a package. take a look. the video shows a man wearing glasses and a black hoodie, he walked up to a home friday afternoon. he took a package and walked to a pickup truck. it was driven by someone else. take a good look again, if you recognize this man or have information, give police a call. we have details about the details of the young father who was shot and killed by sacramento police. the reverend al sharpton says he plans to attend the funeral because he says he does not think the shooting has gotten enough media attention. but that has led to a large protest in sacramento. last sunday the 22-year-old was shot to death by police. officers say he was suspected

a shopping mall went up in flames in siberia today. 37 people were dead including at least nine children. more than 30 others are still missing. dozens of other people have been injured. the model includes movie theaters, restaurants, and stores. there are reports that the fire started on the top floor in the hallway of the movie theater. there has been no immediate word on how that began. some people are saying jumping from windows to escape the flames. a man in his 90s is recovering after falling into a well. firefighters were called to a farm. this is where the elderly man fell into a 26 foot deep well. the floor of his clubhouse gave way. that man spent 30 minutes treading water and waiting for rescuers to arrive. the rescue teams through him a life jacket before lowering into the well to try to save

him. the 92-year-old man was rescued and only suffered minor injuries. [ music ] there are many clouds moving into the bay area. it has been an active week with multiple systems moving in to cut southern -- northern california. you see the nobles adding up. a few neighborhoods have topped five inches out toward kentfield in marin county. santa rosa over two inches, redwood city, morgan hills, oakland, all had over an inch. san jose had .61. it has a project -- been a productive week. those showers are moving out of town as a result, we had a clear weather pattern setting up for mister and california.

still running. the police say the driver was a 34-year-old man. he woke up, got out of the suv and try to run away from officers. he was arrested after a short chase. the police searched his suv and found marijuana, methamphetamine, and a ballistic vest that is similar to what the police where. he was arrested for possession of a controlled substance, resisting arrest, driving on a suspended license, and two felony warrants for violating his probation. nervous man came in and try to withdraw money from what turned out to be someone else's bank account. it happened inside a safeway store on south mcdowell street on friday afternoon. the suspect's photo was on the california drivers license he handed over with a withdraw slip that had a name matching the one on the account. the tell letter says the man was acting nervous. it was suspected the id was

faced -- fake. the suspect left without the money or the id. the idealistic. the suspect is a white man around 60 years old. you can see the picture here. if you recognize him, get the police a call. a couple from house who had quintuplets a few months ago brought the last two babies home from the hospital this past weekend. the three boys and two girls were born 13 weeks premature. after 2 1/2 months in a neonatal intensive care unit, lincoln, raven, testing, noel, and gabriella have all doubled in size. their parents said the quintuplets homecoming was made possible by the doctors and nurses at kaiser hospital in walnut creek. >> all of the nurses and doctors, you guys are the reason why we have five healthy babies in our car right now. that is one of our babies crying there. it is beautiful. it is annoying but, it is a cry of life and health.

high school basketball players were disappointed this weekend when they found out in the event that they had planned for oracle arena was canceled. the warriors are telling us people cannot sell tickets to an event at oracle. they say the group was told that last week when the warriors became aware that they were trying to sell tickets. more on all this our reporter. >> reporter: the billboard outside the arena flashed the message welcoming california high school all-stars on sunday morning. >> i was excited. this is a senior year. this is my last time to play for oracle. it was bigger than last year. >> reporter: at the entrance there was a different sign

saying the event was canceled. the team did not learn they would not be playing until the buses were stopped by security at the gates. >> i feel like everything i did is let down. all of this hard work i put into be ready, all of the training, it is like now what is it for? i did not get to play. >> reporter: 30 boys and 30 girls from northern and southern california were supposed to take the court. it was a fundraiser for an organization helping teens get to college through sports. this woman said she and her family were just one of dozens of families who were out hundreds of dollars. they learned their children would not play. >> we feel completely helpless. >> we showed up and nobody knew about the event. >> reporter: this is a video of parents finding out the games were followed off.

shootaround at the arena a few hours before the game. the organization says that the hilltop was used that opportunity to sell tickets for their fundraiser. this public event would require went toe from the arena managers. they would have to pay fees. the warriors and hilltop rates say they want to work something out for the teams. in oakland, ktvu fox 2. 150 members of a walnut creek church sang songs and held up signs in solitary against a planned protest by the kansas taste westboro baptist church. [ singing ] >> reporter: congregants of the unitarian church received words that members of a baptist church in kansas plan to picket in front of the church. the southern poverty law center has listed this group as a hate group that targets the l.g.b.t.q. community. members showed up outside of

the church this morning. >> we are responding with non- engagement in terms of not countering hate with hate. we are going to have a response that does two things. we will affirm that we are out here to witness for a faith that includes all. all people have dignity. >> it is not clear why the church is being protested. will not creek police and deputies were on hand. no problems were reported. the protesters say they plan to continue their demonstrations tuesday morning. they will go to an elementary school. there were crowds in washington, san francisco and in cities across the country to push for stricter gun laws. what happens next? the student's message appears to be having an impact.

a car bomb explosion killed at least five people in somalia. it happened near the country's parliament headquarters. four people in the driver died. several other people suffered injuries. the explosion set off a huge cloud of smoke. the main gate of the presidential palace is just 200 yards from the site of the explosion. the extremist group allah shabbat is coming responsibility. christians are marking the start of holy week. >> in jerusalem crowds gathered to celebrate palm sunday. the pope shared a message with the youth. we have more from jerusalem. >> reporter: the pope spoke today at st. peter's basilica in rome. he goes headfirst into the debate in the united states about guns. the pope urged young people to keep shouting and not to allow older generations to silence

the u.s. military is getting a distinguished sendoff. this is all ahead of metal of honor day in washington dc. [ music ] 30 of the 71 living medal of honor recipients received an honor guard in new york before flying to washington to market national medal of honor day. a green beret wounded 18 times and saved by a tiger was fair. there was a navy foreman who threw himself on a grenade. he received three purple hearts but was owed eight. another green beret became a chaplain. another high school base couple all-american flew his helicopter where no one else would. 22 flights into a hot landing zone, he evacuated 70 wounded troops. he was pretrade it in the movie

it includes various races. the starting line was at the east shore park at lake merritt. this was the ninth year the event has been held. this year the course was different. for the first time the marathon course did not go through the oakland hills. instead the course took runners through downtown, across the port of oakland, and to the base of the bay bridge and back again. >> i like the oakland marathon because of the vibe. it is not a big huge production like the san francisco marathon. it is a small group, it is a hometown feel. the course is amazing. you get to tour all parts of oakland. it is a great race. >> reporter: the director says keeping the course out of the open hills uses fewer police resources from the city because not as many residential streets me to be closed off. >> it was a very nice day out there. we had cool and refreshing conditions. we had a few rain showers.

storm clouds are moving out. tonight we have showers ending. tomorrow it will be sunny. we will have a big warm up. we will have 70s and possibly a few 80s. santa rosa today maxed out at 60 degrees. look what is happening later this week. tamara temperatures will be in the 60s. tuesday it will be in the 70s. later in the week, it will be back up into the upper 70s. it will be 79 degrees on wednesday. this is the case on thursday as well. we are moving along and all of these temperatures will be warming up. we will show you this our life camera is looking at san francisco bay. just a few lingering clouds for tonight. we can have patchy fog return first thing tomorrow morning.

the dry weather pattern is key and it will be here all the way through the weekend. we will look at rainfall. santa rosa picked up over 20 inches of rain since october. oakland got over 11, san jose got over seven inches. we are still well below average. the last week of march we are not going to have much in the way of a rain shower. these numbers are not getting much at all. is a michael up later a little bit in the week. it looks like the main storm track is up to the north of the bay area. a few clouds are moving into northern california. we are showing you the showers from this afternoon. into the early portion of the evening hours it is definitely brisk out there now. i will show you some upper 30s in the, concord it is 50 degrees.
