budget problems.>> gemma is in oakland where the meeting is still underway. why does the district say they need to cut $15 million? >> reporter: the superintendent says that $15 million number is somewhat flexible. he cannot continue with business as usual. they have been over and spending. they do not want to risk another state takeover. that meeting is still going on for hours after it started. hundreds of people were angry with the board for not having better budget oversight.>> before the school board meeting started oakland parents teachers and students rallied outside.>> is is my fifth year teaching. and every year there has been less resources less support.>> these children are dealing with a crime. they have to see people -- their own parents get killed.

all of these children are at risk children.>> reporter: the crowd filled the room. many brought signs and blamed the board for not having better oversight over years of budget deficits. some blame former open school superintendent antoine wilson who left for washington dc after a few years in oakland. the district overspent. the new superintendent who was a former oakland teacher and principal says she understands the concerns. the state requires the district have a 2% reserve to be fiscally solvent. just over one $.2 million. she explained why she has proposed a target of $15.1 million in cuts.>> we have to make sure we are budgeting for what we need for our students and for our reserves. it is important in a good healthy district ensures they are putting away money above the minimum reserve.>> reporter: the superintendent says funding has decreased with

declining enrollment. increased spending on oakland athletics mental health services libraries and other programs was done without focus on balancing the budget.>> we cannot spend on everything and not reprioritize.>> she and the rest of the school board moves forward. our district needs to address the lack of transparency around processing and hiring. at around financial responsibility.>> reporter: tonight board members said they want the district to provide specific details on what would be cut but the next budget meeting december 6. they say they want public input but that needs to come before they make their decision. they expect to vote on the budget by december 13. tonight we are learning details about a deadly holiday crash over the weekend. on interstate 80 and san pablo.

the man arrested in that hit- and-run is 47-year-old fred lowe of sacramento. he was taken into custody an hour after the deadly crash. authorities say he was involved in another hit-and-run nearby. the highway patrol says he was driving on a suspended license due to a prior dui conviction. he is held at the martinez jail on $1 million bail. 400 customers without gas service in san francisco after an explosion ripped through a home. in the st. mary's park area. off mission and bosworth. about 10 pm -- 10 am. the neighborhood was evacuated for three hours. pg&e dug holes in the street looking for the source of the leak. when they found it they turned off the gas. no one was hurt. the house where the explosion happened suffered significant damage making it uninhabitable for the eight people who lived

there. officials say it appears the garage filled with gas and then caught the pilot lights on the hot water heater triggering the explosion. pg&e has brought in a third party to help determine the cause of the leak. a veteran alameda police officer was the target of a male bomber. a package with the officer's name on it was delivered to his home on alameda's bay farm island on friday. his wife opened the package and suffered hearing loss. in minor burns when it exploded. the police officer was at work. he called in the attack on his radio. when he learned of the explosion at his home.>> my wife received a package at my house. it exploded when she opened it.>> no arrests have been made. they are now focusing on gang members the officer might have arrested earlier as potential

investigating the discovery of two cats with been shot with arrows. both incidents happen in the same willow glen condominium complex. and ruben said some neighbors are afraid to let their pets outdoors.>> reporter: residence say someone is targeting cats in the san jose condo complex. to have been shot with arrows in the last two months. the first in early october. neighbors tried to catch the cat to take into the bed. they were able to capture this photo. it shows the shaft of an arrow protruding from this year.>> i continue to see the cat going by with it in his ear.
