power outage. officials say the outage caused them to do burnoffs. in the last hour, power was restored to the area and the refinery but the cause is still unknown. we begin our team coverage live in concord with cute's rita williams. rita? >> reporter: julie, i'm standing here along port chicago highway in concord. you can see behind me now the plumes of smoke and the dark and the burnoff is continuing. now, it's a little disconcerting here and a little frightening, when, just a few minutes ago, we heard this siren. [ sirens ] >> reporter: now, from -- now, a little bit earlier today we were doing a story in pittsburg. that was about two hours ago when this all began. this is a picture of what it

looked like over the hillside there, the sky turned to orange. we got into our van and we drove over here to concord and when we first got here, we encountered the hazardous materials unit from the health department taking air samples. >> we are taking an air san pell of this area -- sample of this area and we'll move on to another area to take samples. >> reporter: can you tell us, is it hazardous for us to be out here? >> at this point in time, no, it looks like the plume is going up. but information is coming in all of the time. >> we've been living here 20 years. this is the first time we've seen this. it didn't happen before. sometimes it's a bad smell but this is the first time that this happened. >> reporter: are you nervous? >> well, kind of because they asked us to stay home. >> reporter: now, as soon as we finished that interview with that woman, she went straight back to her home, right across the street here in clyde. no wonder.

as you see here, it's still continuing to burn behind me. reporting live in clyde, rita williams, ktvu channel 2 news. joining us now on the phone is paul gannon from the tesoro refinery. paul, can you hear us? >> yes, i can. >> can you tell us what the situation is right now and how much longer you think this situation might be going on? >> i've been in contact with pg&e and we're working with them to restore power. at this point we're awaiting response from them. >> paul, can you tell us does the shelter in place order remain in ticket in effect and what could you tell residents at this hour. >> i believe it does. i have not received any confirmation that it's cancelled. >> paul, did i hear you correctly, did you say the power is still out automatic the refeenriry -- refinery? is that part of the problem here? >> i'm not at the refinery. i'm not on the scene.

i haven't received any confirmation that power has been restored. to my knowledge, it's still out. >> at this hour, what do you want people who live in clyde, north concord and martinez, those are the communities directly affected by the large plumes of smoke in the air? what's your message and what's the most important message for those would live in the area? >> to follow the community advisory and to sheltner place and take caution, remain indoors whenever possible. >> paul, best guess, are we looking at another hour, another couple of hours? what do you think? >> i'm not -- i'm not able to comment on behalf of pg&e. i'm not able to speculate on that. >> but nothing could get fixed until pg&e restores power? in other words, this situation will still go on until power's restored at the tesoro refinery, correct? >> that's my understanding, yes. the -- the refinery cannot

operate without power. >> all right. paul gannon with the tesoro refinery near martinez. thanks for your time, paul. now let's check in with patti lee. patty? >> reporter: i'm right outside the refinery where you can see the plumes, the sky. depending upon your angle you can see three to five flames shooting here. you can also see the smoke starting to dissipate slowly in the sky. that's what the health officials are worried about. that's why there is a level iii warning in the community and despite that, there are groups of people who have driven out to the street they are walking around kind taking pictures almost like this is an attraction -- attraction they say they are not re-- they are not really worried about their health. they come out here all of the

time. dan, you come out here and tell me why you come out here. >> i'm always interesting in stuff like this. it's interesting to know what's going on so we -- >> reporter: i'm sorry. you are interested in knowing what's going on but yet you are not worried about your health? >> no. i'm not worried about my health. i'm nowhere near the smoke and as nar as i'm concerned, it's not a hazard. >> reporter: you can see the flames are starting to diminish just a little bit. it really goes in waves. sometimes they flare back up. right now they seem to be dimming. we'll be keeping an eye on this and check back in with you later. patti lee, ktvu channel 2 news. bay area teacher

automobiled of having sex with a student is out of jail tonight. 27-year-old felicia killings was arrested last night at the high school campus where she works. jim vargas is live in vallejo now with more on the investigation going on there. jim? >> reporter: frank, students at fairfield rodriquez high school may have been shocked by this arrest, but possibly not surprised of the story that's coming out. we're here in vallejo because this is where police say the relationship was happening. rumors have been around for a couple of years that a teacher was having sex with a student at fairfield's rodriquez high school. students and police say there may even be cell phone photos floating around. police arrested killings yesterday on eight counts of having sex with a minor. >> there's only one victim right now that we know about. he's 17. he's had an ongoing relationship with the teacher since december of last year,

apparently. >> reporter: we went to killings' last known address. but no one answered the door. police believe they held their lee aens at home -- lee asians -- liaisons at home. some say the enteacher dressed provoke that live -- provocatively. >> the school allowed her to dress inappropriately. she always wore low-cut clothes. >> reporter: the school district isn't saying much. >> statements have been prepared to be sent out to the school communities, especially those students involved, teacher currently is on leave, pending the investigation. >> reporter: well, at this point, the student's name is being withheld because he's still a minor and police

continue to investigate the case because they think there might be more possible victims. jim vargas, ktvu channel 2 news. we're learning tonight about the condition of some of the passengers who are aboard a carnival cruise line we being -- line being tugged along to san diego. one woman's aunt is there. she's diabetic. she says she's concerned the conditions are putting her aunt's health in jeopardy. >> i know my aunt felt like she was going into diabetic shock and my uncle notified one of the crew members and they gave her one tic tac to give to her. >> tugboats were expected to get the cruise liner to san bernardino sometime tomorrow. he didn't have the highest position but he raked in the highest salary. he's a retired deputy chief from the san francisco police department. he was. highest paid public employee

before retiring last year. mike mibach is in san francisco with the details. >> reporter: a lot of these people just happy to have a job, steady pay, put a little change in their pocket. but within one city department at least one man has cashed in an on -- cashed in on an old policy. >> reporter: san francisco, the high-rise district filled with high rises and high-paying jobs. some theorize, the higher up you work, the more you get paid. >> i think that's the natural way things work. the higher up you are in the chain, the more money you will make. >> reporter: according to the sf business times, last year, four of the top five salaries were within the police did the. the highest earner a deputy chief at $516,000. >> they deserve every penny they get. >> reporter: you think so?

>> the police, yes. >> quite a bit of money. >> reporter: too much? >> yeah. i mean, everybody else is either getting laid off or taking pay cuts. >> reporter: this man is president of the san francisco police officers association says the deputy chief is charles cohen who retired last year. >> they didn't just hand this it guy $500,000. they owed him the money because they've been asking him to take time instead of money and we'll pay you later. >> reporter: he says the problem started when the city was strapped for cash, it asked officers to do that, take time instead of pay. so when they retire, they to get paid, sometimes thousands of hours. this is a system that's been kanged. >> any time anyone is promoted they are paid off their accumulated time before they go to the next rank. >> reporter: he went on to say that with these new safeguards in place, no one can retire with more than 300 hours of accumulated time on the books.

[ sirens ] we'll have more updated information on this refinery situation in a few minutes. with the holidays near, a lot of the ski resorts are gearing up for big business. ken pritchett is live at donner summit now with more details and they are making snow behind you as we speak, ken. >> reporter: they are, frank. we're at borrio ski resort. you can see the lights. people are skiing here at night. they will be skiing until 9:00. you wouldn't be able to see them if it weren't for the snow making machines.

that's a welcomed site seeing those. the resorts, a few of them we talked to said they received about a foot of snow in the past week. but optimism for a thanksgiving holiday opening, opening in time for thanksgiving, for some of those resorts will rest mainly with the temperature over the next few weeks staying cold. this is the found of mother nature -- this is the sound of mother nature day cooperation. it is cold enough to allow the ski resort to make snow 24 hours a day. >> overnight we were in the teens. tonight i think we'll see in the mid-20s which are perfect snow-making conditions. >> reporter: two runs are open with more on the way in the coming week. >> it's not too slushy or powdery. it's nice. >> reporter: the ski boarders and snowboarders -- the skiers and snowboarders have been at it for a while now.

expectations are high for the winter ahead. >> we had had record visits, and we had had an amazing year. >> reporter: it's awesome. first day of the year, getting some runs in. having a great time. >> reporter: opening in early december is usually a good mark for the ski resort, beating the thanksgiving holiday is considered a bonus. borroio have been opened since october. if it remains cold, if we get another storm or two, you can expect to see that list grow. near donner summit, ken pritchett, ktvu channel 2 news. >> well, ken mentioned the lifts. here it is. these are some of the resorts that will be opening. mammoth will start running lifts tomorrow. heavenly has announced a november 19th start-date and squaw valley and northstar will be opening up, november 20th. >> comes as good news. a lot of skiers will be hitting

the slopes. cold in the mountains and cold in the bay area. for the latest on the forecast, let's go over to chief meteorologist, bill martin, in the weather center. >> you bet, julie. cold is what gets the skiers going. you get some cold days as they've had and they start blowing the snow. we're seeing skiing earlier and earlier. 56 degrees right now in san francisco. it's fog-free. temperatures outside right now, mostly in the 50s. here's how it goes. tonight's gonna be cold. 30s. even some freezing temperatures. that will produce fog and frost in some north bay went shouldered valleys. a nice day tomorrow. friday nice, warmer for the weekend. 70s back in the bay area forecast. there's lots of 60s around the bay tomorrow. i don't think we'll see 70s. as we get into saturday and sunday, that will occur. overnight, napa, 25. 36 in santa rosa. frost will form at 35, 36 degrees. we'll see foz frost in the

north bay. we have patchy fog in vacaville. and that cold air lingers. it will be around the next couple of mornings. daytime highs will be in the 60s. i don't think we'll see 70s. maybe if you go far enough inland. we'll see the 70s filter in as we head into late friday and saturday. forecast highs for thursday, those are your 60s and you see all of the cool air up north up towards will lits and the -- willits and the north portion of the state. these temperatures certainly mild for this time of year. a little above the average in antioch, 68. 67 in livermore. good air quality, no fire danger to speak of. upper 60s in the santa clara valley. the last few weeks we've had rain in the five-day forecast that would have an impact on your weekend. this is the first time in a while we haven't show you -- showed you rain. the weekend is dry.

we've been here now, probably about an hour and a half. and yes, it appears that it's not quite as high as it used to be when we first got here. however, it is nighttime we can't really see the way we could before as to how far the plumes of smoke are shooting into the dark sky at this point. i will tell you, you asked me earlier if we felt any irritation, cameraman shawn drum and and i have been saying the longer we stand out here, the more irritation you seem to feel in your throat. this area has been pretty much desserted all night -- desserted all night. deserted all night. you can see now a few lights on in the houses. the power has been restored here. the houses were dark when we first got here. but people are still inside

their homes. most of the people abiding by the shelter-in-place level iii that we've had since 4:10 this afternoon. you heard a little bit earlier that siren. now, that's very frightening when you are out here. it's so loud. that's coming from the refinery which is several miles away. but there's no way that you cannot hear it here. so everybody is abiding by it except for us and they are inside sheltering in place. reporting live in clyde, rita williams, ktvu channel 2 news. >> thank you. we'll be back with more right after this.

a high school football player in mississippi is suing his school district. the 17-year-old, shepherd, was a kicker, thrown off his team. he was wearing pink cleats during breast cancer awareness month. the school district says shepherd was disciplined because he ignored the coach's order to take off the shoes. sports count as academic credit. he wants to be reinstated because he fears his graduation could be in jeopardy. the holiday ice rink opened today near justin herman plaza.

that required surgery. it's all about the smiths when you talk about the 49ers who ready up for the rams this sunday. alex smith because he's still not the starting quarterback, his injury not completely healened and then troy smith because he's come from nowhere to take over the starting spot, although coach singletary isn't quick to say anything is permanent at this point. >> as of right now, it looks like it's gonna be troy. you know, something could change. it just depends on how alex progresses through the week. as of right now, latroy is gonna take all of the snaps. if aim lex were healthy. i think right now he -- if alex were healthy, i think he would stay the quarterback. i don't want to get into if he did this, if he did that, alex smith got hurt, troy's the quarterback. that's where we're going with it right now.
