>> our top story this half hour. there is a call for help after a historic church in the east bay was damaged in a fire that the fire was last week at a home and then spread to the church as kron four's terisa reports. the pastor there is determined to turn the situation around. >> to the >> experience. >> you deal with that a lot and consoling people that went through it. when that happens to you really? in the moment to review you don't have emotions can. >> processing. >> pastor robert lacey junior says in a flash, everything is changed. >> his church, a historic landmark with a focus on helping people now desperately needs assistance. pastor lacey says last friday a massive fire broke out at saint andrews missionary baptist church in oakland. he was

inside with others praying before choir rehearsal. >> it started to get hot. in the building and they but i will open the windows. this kind of warm in here. >> and we're in the choir stand the years. that's where the fire started. and the house next door to church. open up one of the windows in the sanctuary. and i heard the fire crackling and popping >> pastor lacey says that he and a parishioner grabbed fire extinguishers, but the flames were fears. i spoke with pastor lacey as he returned from getting food for workers clearing the burned debris. >> westerly shares of the church is an historical landmark. fact, the history of the church. >> 1916, it was built. by the african american episcopal church. to provide support for earthquake victims of san francisco in 19. 0, 6, and it

>> at least one person is dead following a crash on 5.80, in oakland this morning. according to the chp, multiple cars crashed on eastbound lanes near the grand avenue off-ramp. shortly after midnight. they say one of the cars overturned near the center divider info on the person who died in the cause of the crash have not been released. people in martinez may see flaring this month as the martinez refining company is finishing. they say a major maintenance project last month. mrc begin restarting equipment to make sure they're processing units are in good shape. the company says flares are in the central part of the system there to safely manage excess combustible gases. well, burning them off efficiently and effectively. the refining company hopes to minimize or prevent any flaring during the process. but they're giving a heads up more than 70 million dollars have gone into upgrading equipment. there.

>> new area code is coming to northern california currently 5, stretches from the edge of the bay area all the way up to the oregon border. but starting january 2025, people who receive a new number in that area could get the area code 8, 3, 7, this decision comes after a high demand for new phone numbers in that area. >> right. a new t j's san francisco residents now have a new place to shop for groceries and one of a kind snacks trader joe's opened up a new location on fulton street in hayes valley today. the area has been subject to encampment and vandalism over the years. but neighborhood residents now tell us they're excited to have grocery options close by. >> we're so excited because this is part sort of revitalizing neighborhood. so excited. it's yeah, it's tough to get to grocery store a lot

of the time. and it's so nice. i looked like a block away. so i'm excited that i can actually it on the plan is launching a groceries going to be it's a great community. so i think it'll be a a place. >> joe scott snacks, i tell ya store hours will be 09:00am to 09:00pm 7 days a week. this is the 7th trader joe's location. >> and the city there's like chick-fil-a people just go? they flock. yeah. weather news now and it's not good. deadly thunderstorms have been hitting southeastern texas. it happened for the second time this month at a mess there. houston's mayor says at least 4 people are dead. priscilla thompson has the latest. well, it was a scary night for residents across the southeast, texas as those severe thunderstorms rolled in. >> we're in downtown houston, parts of which look like a disaster zone today. take a look at this building. you can see the entire the site has just completely crumbled. this is just some of the damage that people are dealing with

today. there are also hundreds of thousands of people across the state and particularly this houston area who are without power. and sadly, we know that 4 people did lose their lives as a result of the storms. today, there are more than 1500 crews who are out working to restore power and clean up debris. we know that schools are closed across the city and in parts of louisiana and non-essential workers are being asked to stay home so that that working it can get done. but it comes as there's more bad weather on the way with this storm moving east impacting millions in places like louisiana, alabama and mississippi. parts of the gulf coast expected to get up to a foot of rain by saturday. priscilla thompson in houston, texas. >> well, that severe weather continues tonight. things moving a little further to the east. but boy, the damage still going on in the texas area as the water is continuing to rise in many of the rivers there, of course, they have some storms just this past week. the drop over

a foot of rain and well, now they have another round of severe weather there and all that heavy rain causing more issues. and you can see all the areas shaded in red. those are all the rivers there that continue to be under some flood warning. some of those extended all the way out until monday. some as far out as tuesday of next week due to all that activity, you can see even more rain is coming down there. now that will only get more rise to many of those rivers. severe weather. yeah, we've got that to that spreading further south. you can see that storm system making its way through louisiana further south toward alabama. now in the panhandle of florida, georgia and well, they continue to see some strong storms there now on the possibility of more tornadoes. there's a tornado warning in effect. you can see just to the west of watching that very closely. flood warnings behind that as we've seen some very heavy rainfall associated with these storm systems that will continue. it looks like through the night tonight and possibly its tomorrow. in fact, the severe weather outlook for tomorrow. you can see the area shaded in yellow

there across the southeast of the united states. that's where expect all that activity again for tomorrow could be another round of some heavy rain. maybe some thunderstorms there as well. here's the latest forecast models. we take you through time here in the focus a bit further south with these storms as they moved on through. and you can see the storms forecast as we head in toward tomorrow. again, more scattered about that area. but still the potential for some severe weather may be more tornadoes. definitely heavy rain, more thunderstorms there. make another stormy afternoon, possibly dangerous. a park across parts of the southeast. guys, back to you. thanks, lawrence. >> for this second year in a row, salmon fishing along rivers has been banned in california. the state's fish and game commission says the salmon population is struggling due to multiple factors including climate change, rough drought years and harmful algae blooms. this comes a month after federal officials banned commercial salmon fishing off of our coast for the second time as well. >> highway one in big sur is

>> a new nonpartisan state report finds governor newsom's budget deficit is much larger. then he says it is. but in a twist, the report also concludes newsom has put the state on track to solve for the deficit. capitol correspondent eytan wallace reports. >> 27.6 billion dollars. that's what governor gavin newsom believes is the size of the state's projected budget deficit. but this new report from the non-partisan legislative analyst's office or independently reviewed newsom's budget and concluded the governor is facing a 55 billion dollar deficit twice the size of his projection. why for the

analysis and newsom's budget presentation last friday. he did not include a 27 billion dollar reduction. he's already budgeted in implemented for schools and community colleges. the says when you factor that in, it actually shows newsom faces a 55 billion dollar deficit. but legislative analyst gabe pennock who authored the report stresses even with the updated deficit projection. his analysis concludes newsom's proposed spending cuts, deferrals and delays are putting the state in his words, a better fiscal footing going forward. he adds his analysis as the governor's budget takes difficult but important steps to slashing the deficit, including more than 18 billion dollars in cuts to various programs and a plan to dipping into the reserves. but not all of them. is this a crisis? >> but we still view it as a serious budget problem. we do not think of it as a crisis because right now and under this proposal, even you know, the state will retain majority of its budget reserves. that's really very prudent. in

addition the governor's proposal begins addressing the future, your deficits that we and their office had identified previously. and so this helping this helping the state get on the proper fiscal trajectory. >> hd palmer with the california department of finance responded to the report on behalf of the newsom. administration would know that. >> regardless of political affiliation, the legislature's own independent analysts in their initial review, the governor's proposal believes accomplishes a lot of important fiscal goals. we have a balanced proposal that we believe a is a is a difficult but necessary way to do that. that still protects a lot of the core programs and services to people in the state reliable republicans question newsom's numbers arguing he has not been transparent with the budget process. the governor. >> chosen to present his budget in a way that is not that it's really a straightforward. it's confusing. and it seems like

almost few station. >> and in the coming weeks, the is expected to release an analysis about what impact the governor's proposals could have on the state's fiscal condition in future years. reporting at the state capitol, a tonn wallace kron. 4 news. >> a bill that would have scrutinized a new electric charge for californians will not move forward. the simply appropriations committee killed the bill this week. the public utilities commission led by governor newsom appointees approved new charge of 25 $24 and $0.15 last week. in return for paying the new fee. customers will get a lower rate for their power. california is electric rates of the second highest in the country. the new face sparked outrage which is why the bill was introduced. the committee did not explain why they killed the bill. california lawmakers have also decided not to advance a bill to legalize psychedelic mushrooms. san francisco state senator scott wiener was behind the bill. it would have

allowed licensed professionals to give psychedelic mushrooms to patients over the age of 20 earlier this year. governor newsom vetoed a bill from the same senator that would have legalized the possession of small quantities of hallucinations. >> let's get you a check of the forecast now taking a live look from mount tam where the fingers of fog are starting to roll where it says here with a look at how the weekend shaping up a yeah, guys, kind of a little broken out there compared to yesterday. and that's some good news. if you're looking for a little more sunshine over the weekend, going to be ironic, though. >> we'll see a little more sunshine. temperatures going to be a little bit cooler, though, as we got a cool air mass starting to roll in toward the bay area. so out there this evening and the look from mount tam, you can see those figures fog just begin to stretch themselves on shore. some of that moving on shore, that sea breeze this afternoon. more of that on the way as we head throughout the night tonight and tomorrow morning going to fill into the bay. maybe a couple of alleys. not going to be as thick overnight tonight. that's where we see it burn off a little bit earlier. skies will become mostly sunny except right on the coastline

tomorrow afternoon. that's and a very much the same. mostly sunny skies. just cool right along the coast. temperatures out the door right now. beautiful 73 in san jose for friday evening. 68 little breeze and the hayward. 64 in oakland now 58 cooling off in berkeley. still, 72 degrees in concord. 75 in fairfield about 82 degrees. still in vacaville warm. but that fog. yep. that will be the story here throughout the weekend, even though we're not going to see as much of that, the place is that you do, it is going to be very cool compared to other spots. so plan on that throughout the weekend. high pressure going start weaken a little bit. little trough is going to carve itself out a coast here. and that means a cooler air mass above. overall, though, we're going to mild warm temperatures around most of the bay area. so really some pretty comfortable weather for the weekend ahead in the san francisco plan to be cooler. you've got the 50's and low 60's there along the coastline. again, you can see that patchy fog lingering in the afternoon. maybe a little sunshine in between but not much. and then you get inside the bay. we've got 60's as you look toward millbrae. 64 and sunny in the afternoon.

burlingame, beautiful day in redwood city at 70 degrees. 74. and mountain dew plenty of 70's. even some 80's into the south bay by tomorrow afternoon. so really some comfortable temperatures warm there by tomorrow afternoon. as you make your way inland, you're going to see warmer weather to plenty of sunshine after just a couple patches of 69 degrees in napa breezy there in the afternoon. back to the coastline. you get that breeze and the fog. keep you cool next couple days. those temperatures kind of hovering right around the same number to warm slightly on monday and tuesday. before we watch these temperatures cooling down as we head toward the middle of this next week. but overall, the pattern pretty steady as she goes looking pretty nice, actually for the bay to breakers. if you're going out there. yeah. great race to see if you've never been out there. see, that's a good thing to go out. watch. you just want to be a spectator for. you have a lot to see. >> there's really fun costumes
