i'm noelle bellow and i'm grant lotus. keep died in police custody in 2020. his family says he was having a mental health crisis when they called for help. his death created statewide change in how police officers handle calls like this kron four's lezla gooden spoke with his family about what this means for them. angelo quinto's family says be able to close this chapter on their civil suit with the city of antioch is filled with mixed emotions where the beginning of what needs to be done. this is not the end to this is only scratching the surface. >> what we need to do and to get a car. bp transparency have police departments across nation that are responsive to every member of the community. not privileged family will be awarded 7.5 million dollars after the nxt council voted to approve it on a closed session. >> on tuesday, john burris, civil rights attorney says this case has the potential of saving others like angelo.

>> given a new mindset that has developed here in this city some of the other cities around. we won't have seeking help families seeking help losing their loved ones at a time when deadly form interaction, intrusive less aggressive form i could could have resolved it differently. sitting support with the family is the mayor of antioch, who says, although it's unusual for a city official to be here. >> while announcing a settlement, it's a start of before we have body cameras. >> the city worked tirelessly ensure that we didn't have body cams when the city work tirelessly to ensure that everybody believed that nothing was wrong. police department. and so years and family are brought us to this moment. among the family is angeles sister bella. she's the one who called police while he was having a mental health crisis. she wants him to be remembered for the life he lived. >> positive legacy for him take a positive i think. we've

been so lucky that we've been able to do that in antioch was a good kron. 4 news. >> big story we've been following. alameda county district attorney pamela price and her supporters held an event in oakland today responding to the date being set for her recall election last night. the county board of supervisors decided to make the recall part of the november 5th general election. today. price said she and her team are ready to take on her opponents. >> that our supporters will continue to engage our community. we will continue to speak to our family, our friends, our neighbors. we will tell the truth. and a lot. we will counteract the lies and the misinformation campaign. >> that has been amplified by certain folks in the media and a certain people. there's been a whole lot of misinformation. >> county officials say combined the recall with the general election will cost about 4 million dollars. price says she supports that

decision as a special election would have cost 15 to 20 million dollars. price did not rule out the possibility of a lawsuit. she believes the recall process was illegal because the registrar of voters did not follow the charter. she says her attorneys are evaluating all options. >> this evening, we have new homeless numbers in alameda county and for the first time in a decade, the homeless count is going down in the right direction. kron four's rob nesbitt spoke with the county's director of housing and homelessness services. he joins us live in the studio with more. rob. grant, the homeless count is done every 2 years as part of the u.s. department of housing and urban development's point in time requirement. >> alameda county credit increase funding for improving their numbers. tense along sidewalks are a common sight in bay area cities and alameda county. there seems to be improvements. director of housing and homelessness services jonathan russell says since 2022 overall homelessness dropped by 3% and the number of unsheltered people has gone down 11%

crediting an increase of state funds such as governor newsom's project home key is that we round of homekey. i think there's been 12 projects in alameda county along. >> many of those oakland subset of those that drew down those but those buckets of money, you know, 14, 15, sometimes 20 million to convert and or develop housing. russell says the homeless is count has been happening in alameda county since 2007 and then a drop in numbers hasn't happened about a decade. really. we saw the precipitous increases starting the 2014, 15, 16, 17 make. that was really where these rises start while celebrating the decrease of people living on the streets. officials say there's still more work that needs to be done. according to russell, alameda county has a home together community plan, but a significant amount of money is needed to reach it. and that's 2.5 billion dollars over 5 years. so, you know, part of that as well, setting that it's going to take significant funds to to to fund the housing need and the services to go with it. and this problem.

>> another positive take away from the homeless count. alameda county is that homelessness has dropped significantly with veterans youth and families reporting in studio. i'm rob nesbitt kron. 4 news. rob, thank you. >> twice in one night, the same crew is believed to have used a car to break into 2 businesses in concord. take a look. some surveillance video shows the suspects using a car with a stolen license plate to ramin to the micro measurements and pacific instruments business on pike lane. the company makes data systems to customers like nasa and the u.s. military. the suspects are seen slamming into that role up door. they were looking inside and then they left without taking anything a few minutes later, less than 2 miles away. it's believed the same suspects rammed into hsd engineering a high vacuum repair operation on salon away. similarly, the group ran the car. they take a look inside but chose to leave without stealing anything.

>> just decided to trash their car my door and right away. i suspect they're looking for a marijuana grow house. luckily the only thing that saved them from completely demolishing through our building was are recently purchased forklift. it also has doubled as the new way to open and close the door the owners of hsd engineering are offering a $500 reward for information leading to arrests and convictions. in the case they say it will cost them more than $2000 to repair the damage done. >> reports have been filed with concord police in both cases. >> the family in the east bay is asking the community to help find a man who escaped from san leandro hospital. 25 year-old dennis chow with the grad cap here or in the the graduation outfit, at least 2 as a patient at john george psychiatric hospital. his brother tells kron 4 while he was being transferred to san leandro hospital last month. he right away. child has been missing since april 23rd. he

graduated from brown university and was a gates. millennials scholar his family is not sure how he was able to run away from security. they say he was last seen south of salinas just about 5, 6, has black hair and brown eyes. >> today sfo gave us a sneak peek at what travelers can expect once the new harvey milk terminal is finish. wants. the final phase of work is completed at the airport. travelers will find new shops, restaurants, art displays new ticket counters and 2 new airplane gates, both alaska and delta airlines plan to move their operations into that terminal later this year. the project cost about 2.5 billion dollars. but the airport believes it's worth it in the long run. >> we really invest heavily in the features, the amenities, the experience inside the terminal. we get that back in the form of people are spending more money in the terminal there, shopping and dining more. they're spending more time enjoying their stay

>> federal law enforcement officials are warning the lgbtq community about foreign terrorists or their u.s. base supporters targeting them during pride month in june as kron four's. dan kerman tells us the alert comes due to an increase in terrorist propaganda. >> san francisco's pride parade is a little over a month away. but pride events begin the first of june. not only here in the bay area, but in various cities across the u.s. now, this year's pride events come with a warning from the fbi and homeland security. the foreign terrorists or their u.s. base supporters, a target lgbtq venues and events. isis propaganda has made reference to lgbtq community lgbtq events. >> we want to make sure that all of community, but especially in this case, the lgbtq community is aware of that. and exercising appropriate situational

awareness when they attend events. the fbi says the volume and intensity of that propaganda has increased following the october 7th hamas attack in israel. that coupled with next month's anniversary of the 2016 pulse nightclub massacre in orlando is reason to get the word out. people a very good grasp what's normal behavior for their surroundings. encourage them that they see something that's very suspicious, very out of the that they report that many in san francisco's castro district were caught off guard by the terror warning for pride month. >> but said it won't deter them from taking part. i think that being a part of the community being in something like this, it makes you feel more well coming in more safe. i know that that the community does things to prevent things like this. so i don't think it will change. we want to do and be a part of should let your hair or any kind of, you know, kind of weeks. deter us because we're standing for ourselves. but for all those who can set up for themselves

is worrisome. but that's not going to deter us from showing their support and being a part of the community. that means the world to pride festivities are slated to take place throughout the month of june in san francisco. >> culminating in a festival as well as the parade the last weekend of the month. >> in san francisco, dan kerman kron, 4 news. >> palo alto is the latest city to ban public comments made using zoom at city council meetings. the new rule passed monday on a 5 to 2 vote. the goal is to prevent so-called zoom bombings or incidents of public commenters logged on remotely from outside the city often using fake names to just spew offensive garbage councilmember say those incidents have become more frequent and have evolved into serious abuse. they say under this new rule, people on zoom participating in the meeting are still allowed to comment on specific agenda items but can no longer comment during the general public comment

simultaneously. teachers with the contra costa county schools, education association are going to be hosting a rally at that county's office of education. this is video from a rally they held a few years ago. it's expected to happen as their bargaining team sits down with the county to push for increasing salaries and proper intake procedures for students. the group says it may strike in the fall if a deal is not reached. and dozens of teachers rallied outside of los gatos and saratoga high schools this morning demanding better pay. they say they are the lowest paid in the county and most teachers have to work 2 jobs to make ends meet one educator says the teachers in the district deserve better. >> it's a great place, but it's very hard. and i hope the parents realized a majority of us we can't afford to live here. we have to commute to be able to work here, trying to make a living. so that are

younger teachers, especially can live in this area keeping our slice of the pie. >> the los gatos saratoga union high school district sending us a statement in response to the rally. they say the district is in the middle of contract negotiations with both the teachers association and the classified staff bargaining and they are looking to reach an agreement that is mutually beneficial and fiscally responsible to the community. >> our weather time now as we get a live look outside at the golden gate bridge where the fog has moved people are trying get hold on a wednesday night. it was a little chillier today. i feel the days past, lawrence, it's going up. yeah, it looks like we're going to see that fog really kind of factor for all week long and into next weekend. looks like a more that marching on shore right now. little drizzle. >> a possibility impact tonight. we may see high-pressure compress that marine air a little further closer. the service that means we could see a little more dense fog by tomorrow morning. maybe even a little more drizzle to out the door right

now. you know, the clouds are moving into san francisco as we speak. they're quality, ok? we're looking good out there right now.-role in the green across the bay area. and that's what we like to see. of course, this time of year, we start seeing a big ridge is up above. they're quality starts to suffer. but right now you're looking good effect tomorrow. looks like another day in the green just where we want to be as we've got some nice, fresh air that is moving in across the bay area and looks like it is going to stick around get enough of a seabreeze. and that's the breeze helping to clear things up and clear out the atmosphere from all the blues outside right now winds. yeah, a little breezy in spots. got some. 25 mile an hour winds in the san francisco. 23 and sfo. you're looking 18 this moment, 60 mile an hour winds in the upper right now. so little breezy areas. but just that general afternoon sea breeze kicking in going to carry with it. some more of that fog on the way. and that to stretch into the bay and some of the interior valleys overnight, too. but the high country together seen a couple more blow up. some of these thunderstorms look at that tower. this kind of blown up and working its way back toward the coastline. but so far, no lightning strikes there just yet. but we may see that return again for tomorrow. if you're headed

that direction, high pressure but holding on here. but that little bag trough going kind of carve itself out along the coastline. that's going to lead to that marine layer. and that means some warm temperatures inland. cool temperatures by the coastline. really a nice weather pattern to be in tomorrow. looking into 70's into oakland about some upper 70's in san jose, san francisco. you've got a variety of weather along the coastline, according your socked in with fog downtown here in the upper 50's, maybe some low 60's and some partly sunny skies for the next couple days. we're talking about a trend in the temperatures. they're going to start to cool down tomorrow. not bad. the warmest temperatures in the 80's in by friday. we drop off a couple degrees over the weekend. yeah. we've got some cooler temperatures on the way. i think starting this weekend into early next week, those temperatures going to be dropping off that really nice weather pattern compared to other parts of the country. not crazy. cool. just cooler than down in the 70's. so the warmer 80's. so right, actually about average for this time of year. we except okay. thank still it flies. san francisco mayor london breed. >> did not accept an
