theft. and music festival returns to san francisco. despite residents concerns over loud music with a final of the festival plans to do different this time around. >> from the area's local news station, you're watching the kron. 4 morning far. well, good tuesday morning to thank you for waking up with this bright and early for the kron. morning news here >> the 14 time radar v. all right. let's start this way with a check of weather, john, for all the folks that are to be outside enjoying said good morning. yeah, i know a lot of us were out there yesterday enjoying it. and today is going to be another day that at least once we wait for this great, a burned out. >> we'll be right back into that sunshine today. looking outside at coit tower. we've got a little bit of blue glow for this morning as we are seeing gray skies up above it, though. visibility is fine for most areas. but there is some low cloud covering your north bay hills. you're crossing

along 101 and highway one as well as some drizzle along the coastline. so do watch for some of those areas. bridge level. you're doing fine. as far as visibility goes in for the most part, we see this fog burning off towards the middle of the morning. if onshore breeze is generally a little bit lighter today and will weaken gradually as we make our way into tomorrow. and thursday. this will allow some of our temperatures to actually warm a little bit further in the next couple of days. so expect more of those 80's, especially for inland areas. temperatures right now in the 40's to 50's santa rosa down at 49 degrees. nevado a cool 50 oakland and alameda at 53 currently later on today. we do have another day of low 80's for inland areas and some low to mid 70's along bayshore. certainly not bad with most of our fog clearing by middle of the morning of more on your forecast. still to come, as for your roads right now, things are looking, ok, it's just few of us that are making crossing at the bay bridge so far and below 10 minutes for it. weve got chp

going after somebody the mateo bridge or maybe they're just starting its the other side. regardless your traffic is fine. only 12 minutes. as for the richmond center fell bridge 7 minutes to make your crossing. and the golden gate is doing just fine. just a little bit of fog out that direction. great. all right, john, thank you for that. well, in the east bay, a man was convicted of killing a woman whose remains are found in alameda last summer. >> alameda county district attorney announced yesterday afternoon that joseph robert was found guilty of second-degree murder in the death of rachael buckner. robert buckner was from pleasanton. body was found dismembered along the shoreline of bay farm island last summer. police say butner roberts live together at the time of her death. we don't have any word yet on when roberts will be sentenced. and victor killer scott peterson's defense team, they're trying to get him a new trial by gathering evidence. but the status la county district attorney's office is now opposing that motion los

angeles innocence project representing peterson and they want to dna test a rope and a stolen van that was burned right near the peterson's home around the time of his wife, laci went missing. the da's office is asking the judge to deny the motion because of all the evidence that was previously used to convict peterson. peterson was convicted in 2004 of the murder of his wife, laci and their unborn child. peterson has maintained his innocence. he is serving life in prison. over the weekend. customers at a san francisco cafe stopped a man from taking off with the woman's laptop before sara stinson spoke with one of the people prevented that from happening. >> police say a man ran into this cafe, grabbed a laptop and ran right outside was a man named henry flynn who tackled the alleged thief to the ground and held him there until police arrived. security cameras thankfully cut the whole thing on video. unfortunately, we did not get permission to use it. it

literally felt like everyone inside the cafe was screaming. henry flynn was enjoying a cup of coffee outside sanaa cafe saturday evening when he says he saw a man running out with a laptop. flynn works as a security guard. so he says it fell natural to take matters into his own hands. i saw someone running out with a hood. >> with a laptop in the right hand, almost like a football player would run with the football. i think the momentum of him running in the opposite direction of my arm, pushing him in another direction, made him stumble over towards one of the cars. that was part. and then i had the ability to jump on top of him. this video from frisco live 4, 1, 5, shows san francisco police arresting a 19 year-old man and flynn talking with officers afterwards about what happened. flynn learned from police that the man had snatched a laptop from a woman sitting inside who thinks to flynn and others got it back. >> did you speak to the woman who is left of? it was afterwards. i did. they're really cool. her now husband or boyfriend? yeah, actually,

>> mitchell started monday by meeting members of the department, including new recruits. mitchell last worked as chief in lubbock, texas. mitchell says one of his top goals coming into the department is building public trust. >> looking forward to working with you and with members of the community to can say someone to spend the rest of this week attending different meetings to get brought up to speed on several different things going on within the local police department and within community. >> well, the chief also met with the command staff going over the latest crime figures. burglaries are down by 51% since last year, residential burglaries went up by 110%. well as temperatures warm up across the bay area, it is important stay vigilant around the water this weekend. there were multiple reports of drownings. officials say a 5 year-old boy drowned right near bethel island in contra costa county and a mother died in stanislaus county. just try to save her 11 year-old daughter in the san joaquin river. we had several

organizations trying to use this weekend to highlight water safety rivers are moving dangerously fast. freezing cold temperatures as the snow melts. >> have a flotation on your body when you're in or near that cold water staying out of the current really aware of where you are in relation to fast-moving current. >> cal oes fire and rescue says if you're near someone who's drowning, call 9-1-1, try to reach the person with a rope. our poll floating device towards him, do not try to go in the water yourself because they've been multiple drownings involving more than one person that we're trying try to rescue someone else. well, tech company based out of hayward agreed to pay 250 million dollars to settle allegations that accused the company of providing an approved equipment for bart silicon valley extension project. the u.s. attorney says h sq technology acknowledge that it gave the

vta equipment from an authorized distributors and that submitted 8 claims to receive payment for equipment. they purchase, despite not having paperwork to show that the equipment came from an an authorized distributor. the attorney says the claim stop payment from federal funding. despite some bay area residents and officials calling for its removal or even relocation. the part whole of music festivals coming back to san francisco pier 80, the september will mark the 3rd year. the event in 2023 got a lot of people who live across the bay and alameda. they complained about hearing the loud music this year. the music festival is the lower the volume and the base. they're also having a community hotline for people to call in festival. organizers say they'll do everything they can to keep it down. this year's lineup includes artists like roof is to sow and disclosure. committee members across the bay area are remembering the lives of 2 political leaders

nose, right? fdep from those allergies were looking out there. what we've got this morning, which is a lot of cloud cover scooting along with the cool coastal breeze, much like yesterday. we're starting the morning with some foggy conditions but will be set up. >> for pretty nice afternoon. once this low gray burns off by the bay shore, coastal areas staying a little bit more stocked and then the rest of us. now futurecast does show that burn off of clouds occurring towards midmorning a little bit quicker than it did yesterday. we will see some stubborn fog at the coastline. sea breeze continues over the next day, but relaxes a little bit into tomorrow thursday. and because of that tomorrow, thursday are actually going to be just a little bit warmer. then today's about to high pressure. ridge is in place for now. still low sitting off southern california. that is actually going to remove itself from the picture allowing this high to really take hold the next couple of days and will contribute to what will be a little bit of a warm-up into your wednesday and thursday. today's daytime highs will be 50's and 60's for san francisco and for

coastal areas. and then some 70's to 80's for most of the rest of us looking at 75 in san carlos today, san jose getting up to 81 degrees along with campbell and those the state temperatures mostly in the 70's, although livermore 81 oakland up to richmond, you'll hang on to the 60's. well conquered very similar to yesterday at 79. vacaville in antioch or warmest spots at eighty-four degrees today. a look ahead shows tomorrow. just a bit warmer for inland spots. same on thursday. then a little bit cooler come friday. in fact, a sea breeze kicks up more and more. this is going to keep temperatures in the 70's of the warmest starting on friday on into the upcoming weekend. as for your roads right now, we are looking pretty good out there. you're bay bridge commute is 8 minutes. that's not bad at all for this time. hopefully it keeps san mateo bridge. 13 minutes to make your crossing there. the richmond center fell bridge as well as the golden gate bridge rubble sitting underneath the fog.

but visibility not being too affected. all right, john, thank you to see that happening today. caltrans will close highway 9. >> between lower glen arbor role and upper glen arbor in santa cruz county daily closures set to start at 9 and 03:00pm through thursday. they see crews are going to be for me and tree work. caltrans say residents will be allowed through closures if need be. and the east bay, a male sentenced to house arrest for shutting down the computer network of the discovery bay water treatment facility back in 2021. that's according to the u.s. department of justice. prosecutors say rambler gallo, purposely and installed a system on the computer network that runs the automatic monitoring system that protects the entire water treatment system. they say he admitted to remotely accessing the system from his personal computer after residing from a company that was contracted with discovery bay gallo was sentenced 6 months on house arrest, had to forfeit his computer and must pay more

than $44,000 in restitution. now to the state capitol. governor gavin newsom's updated state budget proposal. it's already receiving major push bat both sides of the aisle. correspondent eytan wallace has that reaction. we'll keep in mind. the budget is significant because it tells us exactly which programs the governor plans to fund that impact your life. everything from public safety. >> to education. but now some members of his own party say it's not about what is funded, but what is not that has them outrage. these are difficult decisions. that was governor gavin newsom friday making it clear he's 288 billion dollar proposed budget. >> comes with some painful recommendations. he's proposing cuts to more than 250 programs across state government. all in his words to help close a projected 27.6 billion dollars projected shortfall. none of this is. >> i'm kind working. enjoy but you've got to do we have to be responsible. we have to be accountable specifically. he's

calling for more than 18 billion dollars in cuts on a variety of fronts, including a slash to some 10,000 vacant state jobs and reductions for programs related to broadband access water, storage and local and state public health departments what i want to know. >> but the alternative, you know, we can we can eliminate our expansion health care. we can eliminate. >> wages we can limit. we do furloughs into layoffs. we can do a lot of things i want to do those things. but for those who local public health departments. >> they say the proposed cuts will impact services across the board. health professionals worry cuts could ultimately hurt efforts to prepare for a future. public health emergency detrimental. again, we're moving backwards. the bottom line is that if we lose this funding, people will lose their jobs and work will not get done. in a statement, democratic senator caroline manzo part of the san fernando valley blasted newsom's budget writing do not be deceived. these are not just cuts to administrative costs. these draconian cuts have real life and death consequences and

will push our most vulnerable children. families, an aging californians into homelessness and starvation. but her fellow newsome is taking 12 billion dollars from the state's reserves. they make clear the state will still have at least half of its rainy-day fund left for future years. keeping core services and tact. that's newsom's key message on what he considers some of the positives of this budget proposal. noting it invest in services for public safety, education and housing and homelessness. people want they want to see results. the republicans argue newsom could have avoided this entire situation committed to spending less and saving more in previous years. look, it's his own fault because they made all these promises to people all these things they said they're going to do and now they're going to have to break those promises. >> and lawmakers have until june 15 to review the governor's proposal and pass a fully balanced budget if they fail to do so. >> they will not be paid

has been arrested in coma for allegedly stealing this motor home on your screen. >> police officers noticed the motor home parked a shopping center. coleman boulevard. they ran the plates and found it had been reported stolen by concord police. police later found the driver of the motor home had 3 warrants. he was arrested and booked into the san mateo county jail. now the motor home was told and returned to the owner. 5 people, including 4 children, tried to run off with the cash register. so having of the lay over the weekend, police say the register had a tracker in it, which allow police to find the right away. police say the theft happened saturday at a business on tennessee on the door streets. police say one of the suspects hit a cashier with a handgun before take it off of the register. police found arrested all 5 suspects. police also found the gun and they stuck and the stolen money the parents and students in the east bay are left scrambling now to find a new

school after their campus closed abruptly elementary and middle school. new horizons held last school day on friday. the principal says lot roman limit staff financial troubles left in the file for bankruptcy. he says the school cannot afford to keep the utilities on and it still owes at least 16 staff members, at least 8 families who are i know where the closure the pain. next year's $14,000 tuition early. so now they have to wait 90 days before they can make a request for reimbursement to get their money back. happening this saturday, fairfield just in the truck, the garage sale as vendors sell items right out of their cars. okay. will take place in the little creek community parking lot from 09:00am to 01:00pm. it was originally scheduled for 2 weeks ago, but it was postponed because it rained. coming up next in morning news, sonoma county, home care

to the sunshine. it's not going to take too long to get there. actually a little quicker than yesterday. >> but coastal areas are not the only ones affected by this low grade bayshore and the north bay, especially in the midst of some of this low marine layer that is going to burn off and we get back to the sunshine for everyone. but the immediate coastline where it's going to stay kind of stubborn winds have relaxed a little bit, but still enough of that onshore breeze to moderate temperatures a bit tomorrow. we'll see even lighter onshore winds that's going allow temperatures to climb a bit further on your wind senior thursday. so couple of warmer days ahead of us. daytime highs today in the 40's to 50's or rather our current temperatures that the 40's to 50's other would at 50 degrees. oakland and alameda. 53 now to your daytime highs. so after a cool morning which you just saw daytime highs will reach the low 80's for inland areas this afternoon in some 70's along bayshore and plenty of sunshine. despite this gray start as for your

roads, things are still holding up, ok? you have the slightest of slowdowns about to be forming at the bay bridge toll plaza. you're still at 9 minutes, though, even though that drive time is creeping up san mateo bridge. 13 minutes to make your crossing. no change in the drive time there. both the richmond center fell bridge as well as the golden gate bridge are sitting under the fog. but visibility hasn't been much of an issue. >> rain. all right, john, thank you for that. our top story this morning, 4 people are displaced after a fire breaks out last night at a buddhist temple in san jose. will tran live in san jose with the latest on that will. so what are you learning? >> well, right now i'm i'm in front of the temple of the flames are out. here's what you need to know. you can see the roof there. you can see from the bottom through it as the fire ripped through the temple. this is located on the 97 100 block fosse avenue, which is basically off of alum rock avenue office 6.80, and you can clearly see the

damage, jain and defense right in front of it. investigators will be back out a little bit later this morning to find out the cause of the fire. now, let me show you pictures. it broke out at around 8 o'clock last night. and as you mentioned, for people displaced, they were the 4 people inside and any time a fire happens at a religious structure, they have to investigate whether or not it was a hate crime early on, according to the san jose fire department. they don't believe this was a hate crime. but of course, this is very early on in the investigation. this rose to a 3 alarm fire, which means that at some point they actually had to call for backup. more firefighters got to the scene. they were able to knock down the flames and then they stayed here very late into the night to make sure the hot spots throughout, which is why they left in the overnight hours. they are not here. but once the sun comes up, they will be back to investigate the cause of the fire.

>> all right. well, thank you for that will be following that story throughout the morning. another big story we're following. thieves are targeting cars and sam, a tail and not just any car. the breaking into honda's and they're selling the parts that they still call michael thomas live at 10, a tail with the details. the so should we worry. >> actually raining. you should be worried because it's honda civics that they're actually targeting. and according to san mateo police, they say within 4 days more than a dozen, hundreds were broken into and all of them. but the driver's window smashed out. take a look. this is video on the type of vehicles that were talking about according to the police department. they say within 4 days they got 17 calls. and this all happened last week between thursday and saturday. all reports of car break-ins and officials say the thieves are stealing steering wheel parts that contain driver airbags. take a look. we've got details on your screen describing the vehicles were talking about. they're doing this by using a screw driver

and the parts are worth up to $1000. police say honda specifically are the ones that are being targeted. you can see there on the screen. it's civics accord and cr-v that are 2015 or newer. as of right now, drivers are advised to do these tips that we have on your screen, essentially park in well-lit areas. double. check your car alarms before you're heading out. and if you can, police say invest in security cameras at least go out and buy those old-school security clubs that lie across the steering wheel because this would make it harder for thieves as they are specifically stealing things from but steering area again. so that is their main goal. but back out here live, i did reach out to the police department this morning to ask for more details. but as of what we know now, no arrests to have been made. so as we get more details, we'll keep you updated. but reyna, i know you do have a civic and it is a honda. so you are one of the people who possibly should get one of those steering locks on your car. all send it back to live in the studio. i'm going to check on my car right now.

warning finish the newscast. >> well, the first museum dedicated to fabric arts in the country. it's known danger closing for good for nearly 50 years settles a museum of quilting textiles and showcase are from all over the region and around the world. but as kron jack moment tells us museum is racing against the clock to keep their doors open. >> we're the first museum in the country to focus on tax arts and that's a very, very unique bureau of other museums along the south side of san jose's downtown. >> it may be easy to but i think we're really incredible resource for the community. but for san jose museum of, quote, an textiles director, chris johnson, his museum, it's above its weight class. come here to this wheezing, you'll see kind of the extent of what could be done with fibers. we like the future, our local artists here because we have. >> an incredible history of fiber arts here in the bay area. different are from different artist from san jose. and the far all handmade

in fiber. but after nearly 50 years in san jose sofa district, the vibrant and historic exhibit inside the museum may go away for good. unfortunately, due to the pandemic. >> and kind of the changing face of philanthropy. we just haven't been able raise the resources that we need to continue operating the way we would like to. he said the museum needs $300,000 by the summer. >> the funding that we're asking for u.s. help support the staff. we need to operate the museum. it's to help pay our mortgage. yeah, and this my first time here in julian swanson came down from san francisco. happy to be able to be here. little donation to them helping keep supporting local art. he says keeping arts alive in the bay has been a struggle. feel like it's difficult. you know what the downtowns, less traffic i can imagine has been a big hit for them. the hope is that the museum can collect enough funds from the community. it

can create an endowment and stay open for years to come. in san jose moment kron 4 news. >> well, the san francisco bay ferry says it has broken a ridership record. the services after the pandemic, their morning commute ridership is gonna at more than 2300 riders a day last week. well, the big jump on the oakland route. thursday is bike to work every day in san francisco. may be a national bike month. san francisco bicycle coalition will have citywide rides at a rally at city hall. they will start at 07:30am, in the morning with rides in golden gate park along the embarcadero among other spots. all the rides are going in at a rally on the steps of city hall around 9 that morning. and there's a major setback in the effort to stop public money going towards the stadium in vegas. proposed ballot measure written by the nevada teachers union will not be appearing in the next election. covered in kerman

explains why. >> when the battle lawmakers approve spending 380 million dollars in public money to help fund a stadium in las vegas last june. the nevada teachers union took steps to reverse that decision by putting the issue to a public vote. this november. now that won't happen. the nevada supreme court upheld a lower court ruling that the proposed ballot measure was not written correctly and petition signatures cannot be gathered until it's read and to comply with state law fighting billionaires is never easy. this is just minor setback. alexander marks with the teachers union schools over stadium says the ruling means the measure won't appear on this november's ballot because now there are only 44 days left to rewrite the petition and then collect the 102,000 signatures with no state elections in 2025. that means the next chance for a public vote is november of 2026. but schools over stadiums remains undeterred. this still remains

for things do today. alameda county jury convicted the boy from a rachel black bear in her brutal death last summer. yesterday afternoon. joseph robert just found guilty of second-degree murder buckner's death and his body was found dismembered along the alameda shoreline. we don't have any word yet on when roberts will be sentenced. a convicted killer scott peterson's defense team is trying to get him a new tile, a gathering evidence they want to dna test a rope in a stolen van. it was bird of the peterson's home around that time that his wife, laci went missing. the da's office is asking the judge denied the motion because of all the evidence that was previously used to convict peterson. peterson has maintained his innocence. he is serving life in prison.
