justine waldman. we're going to begin with oakland's new police chief officially taking over the department. this is coming more than a year after the mayor fired the former chief. there was a national search and the mayor then rejected the first set of candidates. chief michel does start with some positive signs lower crime rates in oakland. but there are still some problems. kron four's terisa stasio joins us now live from the newsroom with an update on his first day on the job. thanks for joining high. just the chief says that he has some very big plans for oakland, especially injhis first 100 days. >> on the job. >> oakland police chief floyd mitchell behind the scenes at opd headquarters monday meeting and greeting members of the department. only one news camera was allowed in a no questions were permitted. mitchell was shown on the job tackling tasks such is going over crime statistics got crime. helices myself beating

attending different meetings to get brought up to speed on several different things going on within the local police department and within this community. i look forward to meeting each and every one of you personally, crime continues to plague oakland while burglaries are down by 46%. violent crime is up by 14%. >> which includes robberies up. 37%. opd remains under the supervision of a federal court appointed monitor as a result of the riders case in 2003 in which a group of officers was exposed for beating and framing mostly black oakland residents. >> now the chief has said that he wants to successfully complete the plan set forth by the monitor and and the federal oversight. that's also something top of list. chief michel is oakland's 12th chief in the last decade reporting the newsroom. and theresa stasi, back to you. just theresa. thank you so much. new note to santa rosa. police say that a traffic stop led to the discovery of a loaded machine gun. this happened yesterday when officers

>> pulled over a ford fusion near the intersection of west 3rd street in stony point road, a 19 year-old santa rosa resident world. so yo lauzon admitted to having the firearm in a satchel across his chest. he was detained without incident and then booked on a series of felony charges. this week, david de pap the man convicted of attacking paul pelosi will learn his fate. pappas convicted last year for the attempted kidnapping of a federal official and assault in october of 2022. during the trial have admitted that he broke into the pelosi home with the full intent of holding nancy pelosi hostage pappas set to be sentenced on friday. federal prosecutors are asking a judge for a 40 year prison sentence. community leaders across the bay area are remembering the lives of peggy moore and hope would they worked on high-profile jobs and east bay politics and the 2 women were killed in a car crash over the weekend in san diego county.

councilmember who was challenging the incumbent. this is back in 2013, 2014. >> schaff reflecting back on their time working together. more was shafts campaign manager for run for mayor of oakland, 2015 and a senior adviser towards the end of her time in office. but above all else shafts as she remembers more as a close friend who loved people and making connections. you could not walk. >> anywhere with peggy without it. taking like 2 hours, she knew every person. and if she didn't know that she would just strike up a conversation and get them for her. politics was deeply personal. it was about connecting connecting through our differences to lift up our shared hopes. just love. >> oakland, representative barr relieve posting on x about her sadness over the loss, saying she's heartbroken. peggy was a

take a look at this right here. it's a time lapse of the aurora borealis across bay area. skies over the weekend. this was caused from an unusually strong stole solar storm which produced the northern lights and cities that normally don't get to see them this level. the storm has not been seen since 2003. it had the power to disrupt cell phone networks, gps satellites, internet services and power grids was quite the sight. we're going to talk about our weather forecast right now as we take this live look outside showing us what's going on across the same to bridge where it's sunny here. we could see the sparkly water. we have meteorologist dave spahr with us here. did you get to check out any of the northern lights over the weekend and is that if you missed missed our chance or no. i actually didn't actually see it live. i did see a little bit of the video that we had. >> and, you know, really this is pieces of shrapnel basically thrown off the sun little particles here and >> they don't bode well necessarily with our electronics. we do have thank

goodness some help from the earth in the magners fear and so forth that helps out normally. here's what's going on. you saw the san mateo bridge just recently justin was referencing sauce and all that golden gate bridge. different story microclimate checking in and way out here. you can see some blue skies just about to make way, but it's awfully late in the day to get some clearing. so this is how will freeze it for the afternoon. basically a lot of 70's going on inland. you'll see this on the temperature map. 60 looks like by 09:00pm with clear skies. but the fog not too far behind. we're racing all the way to 77. antioch. 75 for concord. 73 livermore. but east bay shoreline, lots of 60's. even at this hour. 57 chilly degrees again with that. you that we just showed you the golden gate and 55 half moon bay with some 60's and 70 ish up north. this is what it looks like in the snapshot of the winds. got those onshore winds working here. they're going to be around all afternoon and in the evening hours all week long as we get that heating happening inland. and the fog here comes back again for tonight covering up the east bay shoreline off to the delta is you'll notice in

the sacramento valley, lots of ground fog to deal with in the morning. again, that will mix out for much of the bay and let the sun do its activities for the afternoon. we'll take a look at some temperatures you can expect coming up in a bit. justine. >> dave, thank you. now to the south bay where the being in the u.s. community of san jose is coming together to celebrate the planned expansion and improvement of a new public space. and kelly park kron four's charles clifford has the details. >> well, here in san jose, the city's vietnamese heritage garden has sat mostly undeveloped for decades, but there's a new effort under way to improve the space. on monday. san jose mayor matt mahan let a groundbreaking ceremony for a new effort to expand and improve the vietnamese heritage garden in kelly park. the garden was priginally constructed in 2011 to honor the thousands of refugees who fled vietnam after the fall of saigon in 1975. but until now, most of the park has remained an empty lot. the new plan calls for building a garden with trees, trails and benches. there will

also be a space to host community events, cultural performances and educational programs. the first phase of the new effort will include adding a statue featuring an american soldier vietnamese soldier standing side-by-side. our shared vision is a garden that remembers the past but looks ahead to the future that pays homage to the journey that thousands of families took to find a better life here in america. >> and it helps create a better life providing a space for people to come together. celebrate and share the rich vietnamese culture with the next generation. that is remember that this garden is not just for us. but for all our children, our grandchildren and for our community. and for all those who will come us. >> the installation of the statue is set to happen in the months ahead with work on the garden, possibly starting later this year. the estimated cost is about half a million dollars. but for now in the south bay, charles clifford

finances and low enrollment. a private elementary and middle school in newark not only is ending its academic year, but it has closed kron four's. all spoke with the owner who feels that the sudden closure caught the entire community off guard. >> chairs, desks and classrooms empty doors and gates leading into new horizon school in newark, locked on what would normally be a regular school day are lasting was just this past friday, weeks before the scheduled end of the private elementary and middle schools academic year. last wednesday, principal and owner victor dawson notified staff students and their families operations would cease immediately and permanently just keep up. dawson spoke with kron 4 about the closure over the phone. monday. it was hurting us more to stay open. dawson says persistently lower enrollment limited staff. >> and financial instability starting with the economic downturn back in 2020. have regrettably let him and his

school to file for chapter 7 bankruptcy and close up for good. we had to deal with, you know, just city. and it was a new building. would hire hire? >> grant. higher you know, the facility was a little bit during that time. was rather low our and enrollment was what was well months ago. dawson says he met with staff about the school's financial troubles, noting that he could not pay them right away for their work. >> dawson says the teachers who could not make ends meet left. and although the 16 or 17 staff members who stayed allowed the school to stay open longer. >> dawson admits most have remained unpaid even through the closure leading to a complaint being filed against the school with state labor regulators and at least 8 families who were unaware of the imminent closure. and pete, next year's $14,000 tuition early have to wait at

least 90 days for making a request for reimbursement to get their money back. hurts me because this is something that we've built, you know, for years. >> and, you know, we've graduated many students sitting ph, the college, high school, the into college kept kept up with them. so it hurts. it hurts to see that our school but was unable to finish the vision that we had said. the school opened in 1988 in december, marshall and company property management filed a property commercial eviction lawsuit against new horizons, which is still pending in alameda county superior court in newark, philippe djegal, all kron. 4 news. >> utility regulators have blocked a controversial proposal from 18 t to cut landline service. the cpsc administrative law judge last week rejected 18 t's proposal to withdraw as a carrier of last resort. the decision means 18 team must continue to provide basic telephone service to anyone who requests

it. the cpsc still has to vote on whether to accept the administrative law judge's decision next month. san mateo county officials are praising the judge's decision saying it will protect residents in rural areas who still rely on landline service. san mateo county mueller saying in part, we will continue to advance for all sam, okay, advocates for all san mateo county residents and their ability to choose landline service so they can communicate when cell service is unavailable, unreliable or down, especially in an emergency. a live look outside so we can see, you know, this is a pretty good picture of what's going on. the bay area, some sun, some fog closer to the coast. again, that fog no than a coast getting that with us now is dave spahr. so we can go over what we got little bit late in the day to be killing off this fog, though, but it will take we can get i suppose. yeah, justine were looking for pretty much a purpose. persistence forecast for the week ahead. >> so in other words, expect the morning fog. it will clear

tuesday, there's the ground fog burning off and we get some showers coming into the mountains. looks to be the only showers. and usually when it comes in from the east, that's usually when you get more into late summer when that starts to bubble up a little bit, the winds will continue to pop every afternoon. going right across the golden gate and into the quirkiness straight. we're not getting direct synoptic influence from this because most of the traffic remains far up north is look how the local phenomenon within la heating. it's much cooler off towards the bay and the coast that drives those onshore winds. but we're going to get winds. that's the direction to get them from. we don't want any that offshore wind business. alright, look at forecast. comes in like we have tonight 50 san francisco. 51 for oakland. 54 san jose with some of that fog coming back in this forecast again, got a check in the longer range forecast in a peek at the weekend. coming up in a bit. justine. >> dave, thank you so much. today a star witness taking the stand in the criminal trial of former president

donald trump. his former lawyer, michael cohen, just finished his testimony about some key details in the hush money case. our washington, d.c., correspondent hannah brandt tells us sen. >> it's a potentially pivotal week in the trial of former president donald trump has his ex employee turned enemy takes the witness stand >> the former president is charged with illegally falsifying business records to cover up hush money payments that his former lawyer michael cohen made to an adult film star and on monday, cohen took the witness stand testifying about several instances where we pay people off to kill news stories to protect the 2016 trump campaign and co indirectly implicated trump at one point telling the jury, quote, what i was doing was at the direction of and benefit of mister trump. >> the defense team calls cohen a liar and close trump allies are vocally echoing the attacks. >> any reasonable, sensible person believe anything that michael cohen says? i don't think that they should

actually think that this testimony is going to hurt with any reasonable juror. senator jd vance says he came to court to support trump. and senator tommy tuberville was also there to express his confidence in the former president and his path to re-election. hees got more support than ever because what they're putting through in that class in courtroom. but both the lawmakers in the former president himself have expressed frustration, but he stuck in the court rather than out on the campaign trail in washington. i'm hannah brandt. >> happening right now, the demolition of baltimore's francis scott key bridge continues this afternoon. these are live pictures here. they're trying to remove the bridge right now which collapsed in march. now, this removal has been postponed twice due to bad weather. but within the last 20 minutes, crews used explosives to blow up a portion of the bridge that was resting on that container ship and watch the bridge and ship are removed. maritime traffic in and out of this busy port will begin returning to normal. 6 people

mourning the loss of a 5 year-old boy who drowned over the weekend. it happened in the back of the home on bethel island. >> kron four's jack moment has the story. >> contra costa county first responders rushed to bethel island. reports of a 5 year-old drowned in bethel island. we had a young male drowned. >> landing over there. john sullivan, a neighbor says each of these homes has a dock news hitting close to his home. he says tragedy was praying for you know, it didn't work

>> you're the rescuers did the best they could. >> neighbors tell us the boy was visiting relatives in the e dock in the back of the home. so neighbors say a drowning is really uncommon. some of them have been living here for years and say they've never seen anything like it. but they also said at the same time, water safety is at the top of mind spreading sand words of advice for people who have boats just like this one. i'm very sad about it. hearing about it that that breaks my heart. darlene weaver has lived here for 3 years and says she's never heard of a drowning in this community until now. i'm not blaming the pairing, you shows just don't think things happen so quickly, right? so accidents happen. that's why they're like this. lot these so important weaver says her family are all experienced swimmers but make sure they all wear life vests. you know, we're in the get down here without investment has more. boaters are expected in the months to come. >> weaver says water safety to her. his personal, you know, the delta. it's serious, you

know, is that current that under current, we've had lots of friends that are not lots but several friends. >> that have succumb. so we don't we won't get out there without a vest. >> on bethel island, shock moment. kron 4 news. >> one person was injured at a fire at a hotel in san francisco's russian hill neighborhood. this happened at the broadway hotel on polk street sunday morning. the fire forced residents there to evacuate the building. firefighters were able to quickly put out the flames. one victim suffered minor injuries. no word yet on what caused this fire in the east bay, a container of lithium batteries caught on fire at the port of oakland video from the citizens app shows a large cloud of smoke hovering over the san francisco bay. this was yesterday afternoon. crews were able to get that fire under control short time later. alameda county district attorney pamela price is taking on major car insurance companies, including progressive and usa, according

to a lawsuit, the insurance company has put have been working with software developers to undervalue totaled cars. da price filed a 69 page civil complaint accusing the companies of using special software to lowball settlement offers to its customers. price as these companies are rigging, the system at her office is working to level the playing field. more than 2000 pot plants and 100 pounds of marijuana seized at a santa clara county property. the raid carried out early last week. a special unit within the santa clara county sheriff's office has been focused on this operation for months. and now 4 people have been arrested and 2 guns have been recovered. and the north a newly installed license plate readers. the cameras in sandra fell help. police track down a stolen car. police said the van was stolen from nevado. it was spotted early saturday morning driving into downtown sandra fell. the

suspect was then later arrested and found with a revolver in their possession. according to police. the city of santa clara is considering a bond measure for the november ballot that will pay for millions and infrastructure upgrades. the money will go towards fixing public services like repairing storm drains roads and sewer systems. city leaders say some of their fire stations are more than 50 years old and they need critical repairs. we will follow this process and let you know if this bond makes it onto the ballot. student rally is continuing at college campuses all across the bay area. and jewish students organized a rally on stanford's campus yesterday. organizers say it was to express support for stanford's mission of diversity. some students say they feel pressured to keep quiet and they say they can't speak up freely about world events and some say they feel like they need to hide their face because of anti-semitism.

>> a graduate waving the palestinian flag to cheers as she walked across the stage at uc berkeley's law graduation ceremony over the weekend. there were also protests on saturday during the main graduation ceremony. protesters have been camped out at the university's campus now for about 3 weeks. >> a new report on the israel-hamas war published by the biden administration is drawing fire from both sides of the aisle. that report concludes that israel likely violated international humanitarian law. but u.s. officials are not positive. our washington, d.c., correspondent trevor shirley has the latest. >> that report was released on friday and throughout the weekend continued to get pushback from both lawmakers and administration officials. the report found likely evidence israel breached international protections for civilians as it carries out its war in gaza against hamas. it's reasonable to conclude. >> that there are instances where israel has acted in ways that are not consistent with

international trade law. however, u.s. officials could not link specific weapons to individual attacks by israeli forces. that caveat could give the u.s. some future leeway in deciding how and to what extent to supply israel with more weapons. we continue to look at investigate each of these incidents but critically. so does israel already. some lawmakers say israel should be held to account with further weapons shipments conditioned on whether it follows international laws. i think any objective observer knows. israel has broken international law. it has broken american law. and in my view israel should not be receiving on another vehicle in u.s. military aid, but others instead pointing the finger only at hamas. well, i think it's impossible to mitigate civilian deaths in gaza is longest hamas uses their own population as human shields i've never seen in the

history warfare, such blatant efforts by enemy hamas. >> to put civilians at risk, the administration was compelled to create and then release that report by congressional democrats. >> reporting in washington, i'm trevor shirley. >> a setback today for nevada teachers. their union. it has been trying to put a measure on the november ballot to reverse the decision by state lawmakers to earmark 380 million dollars in public funds for a new a's baseball stadium in las vegas. and today, the supreme court there upheld a lower court ruling indicating the proposed referendum petition was not written correctly and must be read on in order to comply with state law. the teachers union says now there's just not enough time to make the changes. henry filed this petition in time to collect the signatures needed to put this measure on the november ballot. >> this is the unfortunate billionaires and their lobbyists took advantage of a very slow process. they did

run out the clock this time. but the only thing they really did was delay this until we can refile until 2025. that still remains incredibly unpopular project locally. and it's very disappointing that the nevada citizens won't have the opportunity to vote on it this year. >> and because there's no election there in 2025, a revised ballot measure cannot go to voters until november of 2026. and in the meantime, the teachers union has already filed suit against the state, suggesting the passage of legislation earmarking public funds for stadium violates the state's constitution. that case has yet to go to trial. talk about our forecast now with this live look outside. and this really, dave, to me shows us exactly what's going on today. the fog just hanging out. doesn't want to go anywhere being kind of stubborn. it strap that can says because warm upstairs and it's actually it can lift it

people gathered san francisco this weekend to celebrate the life of the reverend cecil williams. >> reverend williams was known for his work as a civil rights lgbtq activists. he died last month at the age of 94. he co-founded glide with his late wife devoted his life to activism. kron 4 sarah stinson takes us there. >> 800 people packed into the sanctuary at glide memorial church in san francisco sunday to honor the life of reverend cecil williams. look around at all the people here, overflow of people in the sanctuary. this is 11 feet right the people. >> he passed away on april 22nd in his home. his daughter kimberly shared what he was like in his final hours. i want everyone to know she was radiant. >> and full of and like that

about the weather. we're taking a live look here quite tower in san francisco in a little bit of fog and blue skies here. that's of the day. so do you think, dave, that this fog is going stay in for the night perley is going to grab a little during their early and then come on stepping back for late night snack. so this is half moon bay the same situation over here. just seen. >> a mixed bag fog clouds and some blue skies trying work its magic here a little bit. you know, considering this the coast, not too bad. we have that onshore wind that continues to bring in that marine layer and it gets trapped on our cap here. 71 by 6 o'clock by 9 allegedly clear, although we'll probably be working at least in san francisco a little bit. some of that fog returning. but about 59 or so, even getting chilly inland, it looks like as well. here's the planner here. they clouds and fog by 6, you know, 75 or so inland, then by midnight, we've got fog and cooling inland as we see temperatures fall into the lower 60's already. and by tomorrow morning, upper 40's.

but 52 going well inland with certainly a lot of fog at work there, ground fog at that. and you're going to get that probably in the tri valley little bit to to start your day. but once the sun comes up, it will take care of the inland spots pretty quickly for night time. our temperatures middle 50's off to antioch. 57 for a livermore with lower 50's lighting up the east bay shoreline. there was even some 40's to be found mostly up in the north bay. but half moon bay coming in about 49 on that account. so we've got sunny during the day today with a coastal clouds are still fighting a little bit in spots this week. we have to fog in the morning hours with some partial clearing sunny and warm 70's for the bay near about 80 inland. you can expect that just about all week long then for the weekend bay fog, coastal drizzle because there's going to be low right now backyard. and that may potentially do that. we can handle that. and we're thinking with not much moisture which to work with, that should start to clear out. we'll see temperatures around 70 or so even well inland. let's take a close look at what we're talking about here. we're not being impacted by the synoptic features, here's this rotation

you just want to go check out any project's progress you do. so by county city, zip code or address. for the first time in california history. chronic wasting disease or cw d has been detected in the states deer population. this is according to the california department of fish and wildlife. cwd is a fatal neurological disease in animals like deer and elk. it can include weight loss, a lack of coordination and behavioral changes. the disease was detected in 2 deer in madera and inyo counties. that was after they did some testing earlier this month. the cdc warns not to eat any meat that has been infected with cwd. the federal government is taking action to reduce the spread of bird flu. the u.s. department of agriculture says will be working to improve biosecurity at farms. funding has also been allocated to provide farm workers with protective clothing to better protect them from that virus. the cdc says the virus that causes bird flu really impacts people
