>> happy friday to you. daria and i'm james are waking up this friday to some gray skies for some, but plenty of sunshine for everybody later. yeah, it kind of the same as yesterday was we really like white hazy looking and then it got sunny. john, you had a nice, nice, clear skies this afternoon. the fog this morning is something that we're seeing over san francisco and parts of the north bay in particular. this is your view outside from mount tam looking down at that blanket of gray that's hanging out overhead. so you're really noticing that in a few spots, especially further up north in the bay. >> the rest of us getting that hazy sunshine this morning. current conditions on radar showing dry skies. and that's the way we importantly stay this weekend. we'll actually warm up towards sunday. so if you kind of miss that warmth want some more of those low 80's sunday and monday are still going to bring it today. a little cooler, though, right now we're hanging out in the 50's. later today it's going to be 70's at the very warmest still very pleasant feeling for sure. and a gorgeous weekend set get to more of

those details as we go right now. all right, john, thank you for that. well, we're seeing pockets of friday light. >> and we're seeing some highways and bridges that are a little slower. the bay bridge looks great, though. 14 minutes they we were at about 17 minutes the last hour. so a little busy honor, san mateo bridge by 5 minutes where we typically are a friday 20 min don't want know accident as them. 12 minute ride along a ridge december fell bridge golden gate bridge looking at one of the north. they starting to pick up a bit about 30 minutes checking on our highways that are slower at 8 o'clock this morning. like 8.80. so down to. 37 can take you nearly 40 minutes to make that drive darya. james, back to you. thanks. a lot rain 801 east bay charges have been filed against 3 alameda police officers involved in the death of mario gonzalez. he died back in 2021 while being restrained by police from 4. sarah stinson has more on the story. >> officers eric mckinley, james fisher and cameron leahy, leahy have each been charged with one count of

involuntary manslaughter. alameda county district attorney pamela price announcing charges against 3 officers involved in the death of mario gonzales. >> on the eve of what would mark 3 years since the deadly encounter on april. 21st 2021. alameda police responded to a call for a report of a man at a park talking to himself and scaring the colors wife. when police arrived, they attempted to take him into custody, but a struggle ensued. police body cam video shows 3 officers pinning gonzalez down for several minutes. the coroner ruled his death a homicide saying officer restraint played a role along with other contributing factors under the former district attorney nancy o'malley. prosecutors concluded there was not enough evidence to warrant criminal charges against the officers. price reopen the case along with 7 other cases involving custody deaths. the da's public accountability unit

reexamined the evidence and filed charges against the officers thursday. price says she is not directly involved with this case that i'm walled-off from the case. i will not be participating and have not participated in. >> the ultimate decision about the case, the attorney of then alameda police officer james fisher tells me he doesn't believe price. topping honest with the public. >> about role in reopening the case to begin with. and frankly, i'm sure a role in making the decision to charge on. but really the last day that you could charge case. michael rains says his law firm just started to represent fisher. so he still looking into the case. >> but he says he's confident his client followed police protocol. the family of gonzales settled a wrongful death lawsuit against the city of alameda and the officers involved for 11 million dollars back in december. the attorney representing gonzales, his 8 year-old son

michael haddad, spoke with us on the phone saying in part, the charges are obviously appropriate. it's been obvious for a long time in addition to costing the city 11 million dollars. these officers should also face a jury who can decide if they should be held criminally responsible to at the press conference. price said the officers charged face 15 years to life but then emailed us a correction saying they actually face up to 4 years behind bars. thursday was the last day to file any charges against the officers due to statute of limitations. >> in the newsroom, sara stinson back to. >> it's 804. and the 3 men accused of killing a security guard while protecting a kron for news crew in oakland appeared in court yesterday. the 3 face murder, attempted robbery and assault with a deadly weapon charges for the killing of kevin nishita. he was gunned down in november of 2021. and his wife tells kron 4 that the plea hearing for those 3 has been continued. now until next month. we'll keep following that.

>> oakland police officers made several arrests in connection with the series of tobacco robberies that have happened throughout the bay area. the most recent was tuesday morning on mountain boulevard and shown avenue. that's where a truck driver was making a delivery of tobacco products. 2 cars pulled up. people who are armed came out. they stole the tobacco products and took off and the oakland police ended up with several law enforcement arresting 8 people in connection with those robberies in oakland and they also recovered stolen tobacco products and firearms. on the peninsula. person is dead after their car went off a cliff thursday afternoon. a great whale cove state beach on tara. >> that's south of pacifica. and here's a look at the scene. you can see firefighters working to rescue they had to use it. helicopters. you just saw a moment ago to lower rescuers onto the rocks where that

vehicle landed. but sadly, the person inside had died. we're still working to learn what caused that car to go off the cliff. cal osha has cited the san francisco construction company in connection with a trench collapse that killed a utility worker. so the tragedy happened back in september. it was in the city's lower haight neighborhood where police say a 24 year-old employee was replacing sewer parts inside of an 8 foot deep trench. and that is when it collapsed. the walls caved cal osha has determined the worker's employer, darcy and hardy construction knowingly committed safety violations by not providing a protective system for employees working in that trench and they didn't provide an escape means of escape in the event of a collapse. the company has since been cited. urban find more than $370,000. >> it's 807. and a walnut creek council meeting has once again been interrupted by a man spreading hate against jewish people. take a look at the video is what happened wednesday night at the

meeting. this man went to the podium. he's from sacramento and he went there. he made hateful comments against the jewish community. >> it's not the first time look at this. the same guy went back in march, spewing hate at that time. but this time, as you can see, let's go back and you see how >> they were prepared to denounce the hate was special rainbow flags that they had. so they were showing pride and also had you can see one of those flags has the jewish symbol behind them. so taking a stand against hate in the midst of creek, a bill that wants to make it illegal for your boss to call you when you're off the clock. >> is set closer to becoming a reality. now, this is headed to the assembly appropriations after it passed the assembly labor committee. it was introduced by san francisco assemblymember matt haney and what it would do. it was to give us an employee the right to disconnect from emails, text messages and calls. >> after work. >> when your shift is over,

that's it. now does have some exemptions and exceptions. >> for emergencies, they cauld still contact you for discussing scheduling as well. and there are certain jobs that have unusual hours like ours here, for example, if your non call employee and those might be exempt so they could still after work. >> well, state lawmakers are also trying to block a new fee that you might see on your electricity bill next year. so pg e customers could very well see a $24 charge every single month in return for that regulators want to reduce electricity rates by 5 to $0.7 per kilowatt hour. the california public utilities commission is expected to approve this feed next month. and if they do, it's set to take effect later next year. >> 808, right now. and guess what? san francisco supposed to be getting some giant for >> year. it's been a long time. but mayor london breed made that announcement while she's on tour in china right now. she struck that deal and

they're also talking about some nonstop flights. you know, adding flights have been wonder of the pant pandas got fly nonstop. michael thomas is live at the san francisco zoo awaiting them their new home there. michael. >> hey, good morning, everyone. that's right. we're finally getting pandas. and the last time that we saw pandas here in san francisco was back in the mid 80's. that was only because they were really on a global tour. so as to the date of when we're getting them, we still don't know. but mayor london breed says they are working on the housing accommodations already. take a look. this is video that we have of mayor london breed when she was signing the memorandum with the china wildlife conservation association in beijing. now, this is during her week-long visit where she is working to bring in new business and tourism to san francisco. she's been working on getting these pandas to the city since last november. that was during the apec summit when she asked the chinese president xi jingping for pandas. then she also sent over a letter request. so i would assume all of that hard work has finally paid off because this is now a historical moment. take a listen.

>> we have been working closely with our local. >> chinese and asian community in san francisco to advocate for pandas for nearly a year. and it's an honor that our city has been chosen for the first time to be a long-term host, 2 giant pandas. >> as of right now, no official timeline has been given, but the san francisco standard reports that the san francisco zoo ceo says they've already been working on renovating an existing space here at the zoo to house these pandas and they could be arriving by 2025. renovations could cost up to 4 million dollars and 20 million for a whole new exhibit. they do plan to be doing a fundraiser for that. san francisco, as i mentioned, how pandas back in the 80's 18, 80 or 1984, 85. that was part of a global tour which brought in 250,000 visitors at that time. so the

loaning of these pandas will mark the first official residency for giant pandas in san francisco ever back out here live. the zoo doesn't open for a few hours, but we're hoping to chat with some people as they head on in and darya. and james, we were talking about where pandas are. they are expected to be given some over in san diego, but that hasn't happened yet. so right now in the u.s. they're only in atlanta. so that means a lot of people are going to be visiting the bay area. san francisco specifically. i'll send it back to live in the studio for now. i would just sit there and watch him. panda cam just watching heat. just watching move. thank you, michael. >> all right. still ahead on the ground, morning news. watch this. a man runs out of his house in the middle of the night to try to stop thieves from taking his truck. we'll talk to him about what happened. >> plus, more than a dozen people arrested after deputies found thousands of dollars of stolen merchandise. have that story too.

morning at 11:00am good weekend for that. that's for better just mentioning. it to make is not to hungry. still get us started to say food and all through. and the good weather for last weekend, you know, we're like, oh, my goodness. another saturday it's time all weekend all weekend looking nice and dry today, mid 70's doesn't sound so bad like that. >> and look at this. we got a little bit of fog this morning hanging out over the bay, but it's starting to lift more and more. you can actually see down into berkeley piedmont, right over here somewhere. >> going to be looking just as nice today with some temperatures rising close to 70 degrees in berkeley in piedmont, but definitely on the cooler side of things. as we start this weekend. no, we're 80's today and tomorrow, which just means great weather for walking around 60's and 70's is not bad. we've tapped into a cool coastal breeze that is making its way into the delta this morning. a bit breezy out towards fairfield is that delta breeze makes its way in. you can see some

shower activity way offshore to the west of us. the high pressure ridge is weekend and that is allowing generally cooler air to filter in across the region. we see a brief warm-up sunday and monday. so if you like the way those 80's felt will briefly get back up there. and then next week we're actually going to cool down even further. so this is generally a cooler trend for the rest of the month, especially towards the end of next week. now, as far as today is concerned, temperatures in the 50's and 60's in sf. i keep the jackets close at hand at the coastline today. elsewhere in the bay, it 60's to low 70's for most of our highs anyways at the very warm us today, it's upper 70's, san jose and campbell, among those spots at 77 degrees heyward, you'll be a cooler. 71 while oakland up to richmond in the 60's, very warm, a spot vacaville for this to inland at 78 today. a look ahead shows temperatures tomorrow.ivery similar. great weekend to be out and about walking around with the 70's for your highs sunday monday

for our sunshine and warmer weather lovers. that one's for you before we cool into the 60's middle of next week. right now, our eyes on for that look at your morning commute. >> we're seeing just a little congestion over in the east bay. so long. 80's burghley emeryville highway for little slow, 80 as well. but on the peninsula side looks like a sailing. there are lot more green than red. they ridge right now. 13 minute ride last hour at 17 minutes gone down, even lower 18 minutes still across the san mateo bridge. we start off slow. here is a little slow, low 80's to get in on the bridge to keep a little extra time. 35 right one 85 to menlo park at last check in. still at 30 minutes. it's a little slower than last hour. so andrew, down at 2, 37, 34 minutes, to oakland. i had to choose looks just a little bit lighter between the 2 highways before going to conquer. 33 minute ride reaches back to you. >> thank you very much. rain in some california. lawmakers want to make it harder for

repeat dui offenders to drive. so they gathered with the advocacy group, mothers against drunk driving to introduce a bill they say will save lives. it would require all dui offenders in the state to use interlock ignition devices for 6 months after a conviction. these devices are a small breathalyzer that will prevent a car from starting if alcohol is detected in the driver's breath under the current law, first time offenders get to choose between an ignition interlock device or having their license suspended. but a cdc study show that 75% of convicted drunk drivers continue to drive anyway, despite having a suspended license. >> this is a common sense measure that simply says if you are convicted of a drunk driving offense before you get behind the wheel of a car again, we need to make sure we need to make sure that you're not going to re offend that. you're not putting anyone's life at risk. >> funding for this bill will come from federal government money has the bipartisan.

there's part of the bipartisan infrastructure bill funds are earmarked for impaired driving countermeasures. like this. the bill has support from mothers against drunk driving to sacramento county, d a and the california association of highway protection. >> the city of san francisco is taking on oakland now taking the port to court because oakland wants to put san francisco in the name of the airport, right, which san francisco says will only cause confusion. the again, all could alno potentially confuse travelers. those are the arguments. proffers dan kerman takes a look now at the lawsuit. >> what's in a but it comes to san francisco's airport. the city says so much that it's suing the city of oakland to protected. we're asking the court. >> to tell oakland to stop using its new name last week. oakland port commissioners voted to rename oakland international airport, san francisco bay, oakland international airport. this is about clarifying to travelers

that oakland is an efficient instinctive. choice to fly into the san francisco bay. oakland's proposed name is going to create immense confusion and chaos for travelers, particularly those who do not speak english. san francisco season differently and is filed a federal lawsuit maintaining oakland airport's name change violates its trademark and is designed to confuse travelers and safe and business from sfo. we're very concerned about travelers are going to miss flights mishaps experienced economic loss. we're worried that this is going to damage the reputation of the travel industry in our bay area region. are airports propose renaming does not infringe upon sfo is mark and we will vigorously defend our right to claim are spot on the san francisco bay. we ask passengers arriving at oakland international about the name change and all agreed. adding san francisco to the name is confusing. >> there's also the san

francisco airport. and just able just be confusing to combining it could. then you have to clarify, you have to go wait. san francisco need the oakland, san francisco. so i think it's a better just to keep it kind of clean gears to just stay. oakland airport, san francisco airport to complicate matters. the lawsuit also indicates at least one airline is already started using the new airport name. >> to make online flight reservations. well, the port of oakland is already approved. the name change final approval will not come until the may 9th meeting. that means until that time. this will remain oakland international airport. dan kerman kron. 4 news. >> well, a lawsuit against bart by disability rights advocates has now been settled. that suit was filed back in 2017 and it alleged that bart systematically failed to ensure the full and equal access to its stations and services and thus violated the americans with disabilities act as part of the settlement, bart has agreed now to renovate its

clara county. deputies say they rounded up $150,000 worth of stolen merchandise in san jose. deputies say earlier this month they executed search warrants at 2 homes and found stolen items from home depot target kohl's lows may see sunglass hut, whole bunch of them. the recovered merchandise will be returned to their respective businesses. supporters of a bill to change. >> prop 47, which addresses retail theft. they have enough signatures. now they just submitted them to get this on the ballot in 2017 voters passed prop 47 to reclassify some nonviolent crimes like retail theft, which you see here and make it a misdemeanor. but as a result of that, the punishment for those crimes went down and we saw a retail theft search to turn that around the coalition of community leaders and business owners are bringing forward this after that, they say will increase the penalties and cut down on retail theft. >> well, for the first time this year, mortgage rates are

climbing back over 7%. freddie mac's latest primary mortgage market survey showed the average rate for 30 year fixed mortgages. mortgage now is 7.1% this week. that's up from 6.8 last week. it's still lower than the high of nearly 8% last year rate not seen in nearly a quarter century, but the high mortgage rate could also force housing costs to rise with sellers, keeping their houses off the markets and buyers unable to afford with the monthly costs would be with rates that high. >> coming up next on the kron, 4 morning news. how san francisco is considering making some new safety improvements to the area of west portal after a family of 4 was struck and killed. there at a bus stop.

>> 8.29 is the time right now. we've got a shot at sfo behind us, which is in san francisco, by the way. yes, just decided as opposed to disco bay oakland international airport, right? that story to one of the stories that we're following. yeah, but i would stay in town this week. this going to be morning job? whatever airport you choose, it's just going to keep you in the fog. and yet, no need to choose either one of cause or all 3 of them are looking at some good weather just to stay here. 70's dry skies this weekend can't beat it. we are seeing a little fog this morning. kind of business as usual for the bay right there. that's sitting over san francisco right now. but we are going to see those clearing skies later on today. santa rosa, you've been one of our most persistently, at least overcast areas. that fog is beginning to lift causing less visibility issues. now we

will see temps in the 70's later on today, but it's been a fairly mild morning so far mean san jose fremont dublin each at 53 already this morning later on, it's mid 70's for most of our inland areas, low 70's along the bay shore. not a bad way to kick off the weekend rain. all right, john, thank you for that. well, in hour, our bridges have improved the bay bridge right now at 12 minutes up to 70 minute. the peak of the morning. so few hours ago, 14, run on the mateo bridge. richmond center fell bridge around 8 minutes. the golden gate bridge looking at a 22 minute ride. it's really the highways are a little slow, especially in the east bay along 88 18 highway 4 along the peninsula. looking good in green darya. james, back to you. thanks a lot. reyna 8.30, the time. right now. we're learning now that 4 people who died in this crash in san joaquin county. >> are from the bay area. yeah. the east bay to be specific livermore include a man, a woman, a 12 year-old boy and a 4 month-old baby. 3 other children were also rescued from that van. they

were rescued. thanks to all of these good samaritans people just jumped. >> into action. rowena shaddox has the story. >> we just knew we had to do something and to help. it was a reaction. it was an almost an instant guide. i didn't. think to think what i was going to do, i just reacted. >> joseph in jena roseman were driving by when they saw the accident and also sprung into action. everybody was trying to push the car back onto its wheels. team. >> u.s. and i don't know a big group may be about 2015 of us. we all helped push the car back up and then. we just did what we what thought we could do. trapped inside were 3 adults and 4 children. i looked down and i have to be the closest one to the to what i could see was a baby's arm. >> so i just i just got down on my on my knees there and and and was trying to be like. >> trying to be gentle cause. you know it to great if you can write out and grabbed the baby and kind of move to the moved away from that accident scene and started cpr.

>> his wife, gina, then stepped in as joseph ran back to help. some more just grabbed the baby from that point and ran further away closer to the truck. but further away from the fire >> leave the baby down and went and started chest compressions there. meanwhile, christian and monica work to get the other kids out from the minivan. >> monica recalls one of the girls after she was pulled out. he just let out a scream, but i will never forget it. she was just being in full. and i told her, you're ok, you're ok, we're helping i was just holding her head. >> in the middle of the street, i could see that other people were grabbing the the other kids and what not. and it was even that night as one was getting rolled by on the could see the breath like condensation from the press coming from the. >> churches are right. there was just good, at least somebody still and has a chance. of course, that that's fulfilling knowing that that you're able to at least help somebody. i'm just glad that everybody came together in that moment and wasn't able to

help. however. however, you know what, in whatever way that we were able couple >> you know, we did what we could do. we tried open this is a but a fire that broke out began to spread in get bigger, very scary, but liked. said we didn't even think we're start to think about ourselves. we just thought have to do what we have to do, what we can do to help. so i'm just grateful that other cars and other people stopped to help because it kind of restored. you know, >> believe in humanity that people are so kind kind people out there with everything that's going on in society there still wonderful people >> out there that will stop this type incidents. bring the best in people which we're normally recommend. people put themselves in danger, allows to get there in this case. however, you know, they did take it upon themselves to put themselves at risk in.

possibly saving the life of other 3 juveniles, which i mean. >> it's we can. >> thing coming out in manatee carolina shadix. >> well, the driver who hit and killed a 4 year-old girl in san francisco last august will not spend time behind bars. the crash happened as the girl and her family were in the crosswalk at 4th street near oracle park. girl died. her father was critically injured. the 71 year-old driver who hit them was charged with vehicular manslaughter. now, months later, both sides have agreed to a plea deal. the driver will serve 400 hours of community service and complete a driving course. san francisco district attorney brooke jenkins released this statement. rich reads, quote, in line with the family's wishes and with their support, we reached a negotiated disposition rather than going to trial, although nothing that we do can bring their beloved daughter and granddaughter back. i hope that this settlement brings them some solace as they work to heal and rebuild their

lives in the wake of the terrible tragedy last summer. >> it's 5 and the sfmta is looking at making some safety improvements to the west portal avenue area. this after there was that tragic crash where a car slammed into a bus stop killing an entire family of 4. the agency is doing a project to make more dedicated and protected space for pedestrians and also remove car traffic from the train tracks. the sfmta director says the goal is to simplify the high traffic lanes along you lois street and reduce the number of cars that are driving through the intersection. >> prioritizes people, i'm going to shop in the west portal commercial district and support street by eliminating all of the left. her for about 40% are traffic deaths are a result of drivers making left turns and not that strains.

>> the agency is going to collect feedback on the improvements before they make changes this summer. >> well, would be car thieves apparently picked the wrong neighborhood when they tried to take car from someone in the east bay. the homeowner saw what was happening around outside whether it was the right decision or not. that's a pretty even the guy himself is questioning what he did. and let's take a closer look as he talked to us. >> barefoot and running mad francis jones goes face-to-face with 2 men trying to steal his pick jones as it to 30 in the morning last week. >> he was barely awake when his instincts kicked in. >> you can stand inside your house and be a victim and i wasn't going to let that happen. jones's home security camera alerted him and his wife of the crime in progress. jones as he caught one of the would-be thieves taking around after breaking into his dodge pickup. i reachedearound his neck right here, grabbed him.

and sent him into a headlock and yank him out of the in the video you can see the struggle is jones yells out to call police. then >> a gunshot inspired when the guy shot at me. i kind of got we woke about what really was going on and i let the guy go and i jumped for cover after that. >> the 2 troublemakers then took off in a white sedan. jones says for more than 20 years, his neighborhood along carol avenue has been pretty quiet and he hopes it could stay that way. police discourage people from confronting criminals because of safety. but jones says he had enough. i didn't get shot. i didn't get hurt. they didn't steal my truck. >> so hopefully it sends a message that, you know, they'll go so to another street and not come around here again. >> heyward police say they found that getaway car abandoned and it was stolen and their investigation into this attempted auto theft is ongoing in hayward, dan thorn

kron, 4 news. >> well, governor gavin newsom is giving out nearly 200 million dollars in grants that he says will help local communities clear encampments and provide resources to those experiencing homelessness. the governor says his administration will allocate 192 million dollars to 17 communities, 3 of which are here in the bay area. they include the city of oakland, marin county and san mateo county. the money should arrive in the coming weeks. in the north bay marin county, maybe closer to building in all affordable housing complex on the site of maroon would plaza. county says developers want to create 125 apartment units on that site. it will be located there at the corner of miller creek road and marine wood avenue. they say builders want to make apartments for households with incomes ranging from 30 to 70% of the area's median income. the grant county community development agency director says some residents already living in that area may have reservations about a new affordable housing development, but that it's

right now. and we all know that we live in earthquake country. one could happen at any time. and we were reminded of that fact yesterday as we were covering the 100 18th. >> remembrance of the 19, 0, 6, earthquake here in san francisco. how are we preparing? kron four's rob nesbitt takes a closer look. the skyline of san francisco has changed in the last 118 years.

>> since the 19, 0, 6, earthquake leveled the city and cause massive fires. building codes have been updated. but when dave was good from the coalition for san francisco neighborhoods, research data on 180 of the city's tallest buildings. he found concerns there are 43 tall buildings. >> with the same kind of foundation that the millennium tower had before started leaning had to be the number one priority in cases like this is safety. i spoke with the president of the structural engineers association, california, and legally ammo. she says that modern building codes to a good job of saving lives in the event of an earthquake. but that there's more room for improvement when it comes to making sure buildings are usable. after shaking 30 to 40% of our modern code confirming buildings will be unfit for occupancy following a major earthquake. >> so what that means is it's going to take months or even years to repair it so that you can go back into that particular building. they were also lessons learned during the 6.9 magnitude earthquake that struck in 1989 when

elsewhere. today is a temperature drop from yesterday of around 5 degrees on average. not a huge difference. and that just gets us to those comfortable mid 70's. in most cases, fremont at 73 while oakland up through richmond only in the 60's, walnut creek and danville. after yesterday's 80's, you'll be at 74 degrees. vacaville are warm spot at 78 tomorrow's temperatures right around the same. and there's that brief bump in temperatures come sunday and monday back into the low 80's and went and then we fall even further with 60's expected for warmest of highs by next wednesday, all right, john, thank you for that. well, you may get some really good time on this friday, especially. >> if you're traveling along. 24 right now, 105, 80 just under 13 minutes. no major hazards or delays. there. they bridge 11 minutes into the city this morning. our san mateo bridge down from 20 minutes to 13 going into this 9 o'clock hour. a little easier on those bridges, some of the highways to little slow. for 24 minutes that's down from about 35. 80 in the
