lanes. and you can clearly see they're starting to shrink the accident scene down. so now i'm standing in the express lane and then lane number one after that. but more importantly, you see those 3 lanes. they are open because for awhile they shut it down altogether. and then they open up one lane and then 2 lanes 7.30, or so. and then now at 8 o'clock 3 lanes. are you going by? and one lane makes a huge difference because they kind of clogs the pipe, as i've always said throughout the years, seen starts to shrink a little bit, cars can go by. this is right next to southwest mall in hayward right before the 92 split. you can see the big, great right there. we are 3 and a half hours into this started at 4.30, in the morning. and according to the chp, the driver might have been drowsy because this was a solo accident bounced off >> well, >> on the right side of

southbound, 80 try to correct and then hit the center median that caused back of the big rig to overturn. and if you saw us this morning, starting at 6.30, they brought out a chain, saw pretty much cut the back of the big rig. got it on its wheels. now and then they soon will tow this all together. please pass this along to michael. and of course, more importantly to the viewers as well. good news to pass along and they hope to get out of the year some time altogether before 9 o'clock back to you. >> ok, that is a big update. will. thank you very much. and we'll always have that breaking news as it happens. okay. let's hold over. michael thomas has been talking about this. seems like it won't be an issue to too much light. yeah, good morning, everyone. that's great news because the hp told me it was going to be 2 to 4 hours about maybe an hour ago. so knowing that it's going to be finished by 9 o'clock. it's great news. >> and as we'll send it started at 4.30 this morning. you can see that major backup on 80 southbound lanes completely, really congested,

especially and over in the castro valley area and here have listed 2 to 4 hours. but as you just heard will, hopefully it'll be cleaned up by 9 o'clock. and as you saw in his live report, those left lanes of southbound 8.80, are currently closed. if you do want to avoid it, i put this together. now you can exit at west a street. that accident is just past winton avenue. so if you're heading that way, you can get off on west a street, then head down his spear ian boulevard and then climb back on to 80 or you can merge on to the streets and get over to the san mateo bridge. so those are some options for you. if you're a little bit more inland and you are in dublin, pleasanton or livermore. this morning, your commute livermore to dublin. 13 minutes. i would personally avoid 80 at all costs and just take 60 all the way down. and you can actually see the bottom of the screen. it's already starting to get congested in that area right now. dublin to fremont a 20 minute commute the opposite direction. the northbound lanes. currently, there's an accident that happening right here. so keep that in mind. if you're in the south bay heading up towards the livermore inland area live.

look right now at the bay bridge to 15 minute commute over. and lastly, a live look at the san mateo bridge. there is also currently an accident on that bridge, but they are cleaning it up. so hopefully that also finishes by the 9 o'clock hour. john, thank you so much, i know. >> there's to keep up with on this morning commute both yesterday and today, it seems like, but at least mother nature is not contributing to any of those backups. we've got some dry skies out there again this morning and are actually get a hold on to the same dry skies throughout the course of the day today. this is your view at the embarcadero. it's pretty empty out. there was so packed earlier week. looks like everyone's taking it a little bit easy this friday morning. we will be looking at skies increasingly cloudy through the day today, leading up to tomorrow and even cooler day with showers arriving overnight tonight into tomorrow. now, as of right now, temperatures pretty indiscernible from yesterday. it's 40's to 50's. we were right there yesterday as well. it's the afternoon where things start to diverge. look

at where we're going to land for your daytime highs as compared to yesterday's low 80's inland. it's just upper 60's today. so a big cool down in the making not just today, but even more. the rest of the weekend. back to you. all right, mike, thank you for that, john. okay. let's head to the east leaders of the port of oakland. they voted unanimously to move forward with renaming the oakland airport did. the is set to take a final vote next month's but we'll see what san francisco to say about because they threatened to sue over this, saying that that. >> san francisco name, if they take it, would infringe on a supposed trade over. sarah stinson has that story. >> and impending lawsuit from san francisco didn't seem to stop the port of oakland's board. in fact, they didn't bring it up at all. commissioners only talked about how the name change will put oakland airport on the map boosting its revenue. the oakland airport is one step closer to getting a new name. the san francisco bay, oakland international airport to stickley i 7 eyes most the

board of port commissioners unanimously voted in favor of the new name in its first reading of the ordinance thursday afternoon. the commission says this is needed to boost travelers, geographic awareness of where the airport is located because there's a lack of name recognition or you're a graphic again, if any information on the airport. >> it is hard to sell tickets to a down during public comment. nearly 2 dozen people spoke some in favor of the new name. we see that that this will expose oakland. >> to an international market that is not necessarily aware of our location, but some who live in oakland spoke against it. this seems like corporate gentrification. >> if you have to change and keep oakland in the front, san francisco doesn't want the propoaed name has gained a lot of criticism from san francisco officials. we believe that this new name >> will ultimately be misleading to customers creating greater confusion.

the service. >> and ill will san francisco city attorney david chiu send a letter to the board on monday threatening legal action saying the rename infringes suppose trademark chu says the vote forces them to pursue litigation are very disappointed that oakland. >> refused to engage with us. so we're sending that they're going for and we will consider all legal options. the president of the board requested that they take the next couple weeks today. just public comments and take the final vote. >> on may 9th. meanwhile, the sf city attorney plans to release next steps and taking legal action against the port in the coming days. i'm sara stinson reporting in the newsroom. back to you. >> all right. thank you, sarah 806, is the time and search and rescue teams in sonoma county now are looking for a missing teen who was last spotted in the russian river right around steelhead beach. it was a little before 05:00pm yesterday that someone called sonoma county fire about 2 teens needing rescuing from the water. crews were able to say one of those teams, but

they're still looking for the second one. their search continues this morning. business owners along valencia street in san francisco's mission district are prepared now to take legal action against the city over those new bike lanes that were installed on that street. they say those lanes are blocking their customers and decimating the revenue. fact, more than 10 businesses there on valencia street of reported the closed since the city installed those bike lanes. >> deadly shooting shut down to oakland streets for hours last night to do. it half right along kennedy street near 80 and kron four's. dan thorn has the latest on what happened. >> heartbroken family members stunned while standing before a number of oakland police investigators after a man was shot and killed. police having to cordon off kennedy street between denison and the i-80 south on-ramp for several hours thursday evening, traffic heading onto the freeway building up at times as many onlookers responded to the large police presence, a

woman who lives along kennedy street telling kron 4 off camera the killing may have been related to an attempted robbery. police have not confirmed those details after investigators comb through the scene, the alameda county coroner's office collected the man's body. the police tape was eventually removed as officers cleared the scene and with several businesses in the industrial area. it's unclear if any security video captured what happened. >> we're still working to get more information about this killing. we'll keep you updated as we learn more from oakland police in oakland, dan thorn kron. 4 news. >> well, a berkeley man was charged with a woman right near a park station. investigators say it happened around 6 monday night while the victim was walking near the north conquered bart station. police say larry ridge junior attacked or forced her to the ground and raped her. they say the woman fought back until the man eventually ran into the bar station. police say they later found region arrested him. he was on the bart train. court

documents show ridge was released from jail for days before that conquer barred attacked his arrest last month in millbrae after he reportedly assaulted a woman. the mail by bart station congress. police say the man is also a convicted murderer that was behind bars for almost 15 years. prosecutors say ridge was freed from prison sometime after 2019 because of a change in california law. planned parenthood clinics in california preparing for an increase in out of state patients for abortion after the arizona supreme court upheld a ban on the procedure. it's coming in the days after tuesday's decision to effectively ban abortions by reinstating in 18, 64 law that forbids the procedure except to save the mother's life. man is set to take effect in 2 weeks. all right. well, check it out. everybody applauding at ikea in san francisco yesterday as their new food hall officially opened up. >> the two-storey food hall

45 minutes, michael, we might get this thing cleared. we'll see. >> hey, good morning, everyone. happy friday. yes, a chp says are hoping to get cleared, at least by 9 o'clock. so right now we're almost tipping that. mark write about half an hour. 45 minutes out. taking a look, though, exactly where it's not. you can see it's on 8.80, those southbound lanes. now earlier this morning, all the lanes were cleared, but you can see right here that eta is 9 o'clock. only the left lanes of 2 left lanes. i should say, are currently closed and we have a photo of what it looked like earlier this morning. just you can see what they're trying to clean up happened at 4.30, this morning. that big rig completely flipped over at least the back half of it. so that's on its right side there, cleaning it up. but they're just picking up those oils and spills. so back to our traffic maps. if you are looking to avoid it completely, you can see it's right near the winton avenue area on the southbound lanes. so you may want to exit on west a street and then you could take a severe ian boulevard all the way down. but keep in mind, you and everybody else is using that he's very and boulevard. so it's going to be just as

congested taking a look over more inland. if you are heading out this morning from the dublin pleasanton livermore area, i would personally avoid castro valley at all costs because there's going to be back up there coming from that accident on 8.80. so my suggestion would be to use 6.80 right now. it's a 20 minute commute, dublin to fremont you see that yellow there on those northbound lanes? that's because there is an accident that they're currently trying to clean up. so if you're heading north, just keep that in mind this morning. taking a look at the san mateo bridge. everything is clear there. 14 minute commute. there was a disabled car on the left lane heading westbound. but that's just been cleared so you should be good. they're taking a look over in the south bay right now, san jose to menlo park. 37 minutes. no major congestion there. that 101 does look good. we look at san jose to cupertino. 14 minute commute. not too bad. taking a lack at some drive times. very quickly crockett to the maze. 21 minutes and you see everything else is just about a 20 minute commute. san leandro to the maze. 17 minutes live. look at that bay

bridge right now. it's only a 15 minute commute to get into the city. those metering lights are on. and john, i also see that sun is love to see it to michael and also love to see that the traffic not looking. >> too bad in most areas. i know we've had those issues on a 80, unfortunately where we're sitting atop mount tam, you'll find in the traffic up there. but you will find a little bit of that breeze and some of those mid level clouds that are pushing in right over the bay area this morning, deep in marine layer, sifting right into the bay is really cooling us off that ocean. cool. there's going to keep us all in the 60's aside from san jose in a couple surrounding areas which will barely get up to 70 degrees this afternoon. rainfall tonight into tomorrow. it's still several hours away from us. so we're dry for your morning commute. drive for your friday plans all the way through the time. the sun sets tonight really won't be until well after the sun goes down only 4 are night owls. that will be seeing any sort of rain today. you can see here the cloud cover that we have during the day. no rainfall, though, towards

midnight, more rain up in marin and sonoma counties. and then after that, we'll start to see that shower activity picking up for the rest of us. mother nature, if offering up rainfall over the weekend as at least timing it while we're asleep on friday night, early saturday morning, heaviest dose of rain and strongest of winds during a pre-dawn hours tomorrow. and you can see here some snowfall in our upper elevations right here in the bay area. again, 07:30am, tomorrow. as you begin to stir, you will see some light showers. but they clear out quick. good chance for a morning walk as we will be seeing a nice dry little mid morning to early afternoon after that, though, convection heats up and we will see a chance of thunderstorm activity on into the afternoon with brief periods of heavy rainfall. some cloud to ground lightning also possible in your saturday later in the day. sunday also comes along with a few residual showers into the afternoon. even after that, though, we're officially smooth sailing. the rest of the forecast models are all agreeing that we are anywhere between half an inch to an inch and a half of rainfall over the weekend. so a pretty

decent round of showers this late into the season. we're sitting up in the sierra, the northern sierra talking tahoe, actually not going to get a direct hit from this system moving too far to the south. that means only just a few inches of snow as you're heading up to tahoe roadways will not be closed, but it will be windy and a little slick up there. wind advisories around donner summit and echo past. to the contrary, the central and southern sierra are going to see more snow. a winter weather advisory from yosemite down through sequoia national park's taking effect this weekend. and those areas down in the central to southern sierra will see that multiple feet of snow, whereas donner summit, maybe around half a foot of it here in the bay area today. daytime highs are going to be in the 50's towards the coastline and then a lot of 60's elsewhere already mentioned those spots that are barely eking out of 70 degrees today and that includes much of the south bay like san jose at 71 degrees east bay. temperatures 60's for you. pleasanton at 66 hayward and san leandro. 64

oakland up to richmond, low 60's while the north bay even vacaville in antioch. yesterday's 80's long gone. it's just upper 60's today. tomorrow will be even cooler yet. cold showers through the day. upper 50's for your highs. sunday stays cool and a little active to before we dry out, but stay relatively cool into next week, james. all right. thank you very much, john. 8.19, the time in the north bay, the city of is entered into a settlement agreement. >> for police oversight with california's department of justice. so was in 2020 that the vallejo police department was supposed to implement at least 45 reforms around unlawful use of force racial bias, strengthening police accountability, things like that. the department has complied with 20 of those 45 recommendations with the department of justice says that's not enough. california's attorney general rob bonta said in a statement this week that the new agreement with the city and the police department demonstrates a commitment to correcting injustices and enhancing public safety for the people of a layup.

>> well, shelley and a middle school, they have evacuate hundreds of staff and students. yesterday a bomb threat was reported around one 50 pm. this isn't john near middle school. according alameda county sheriff department's explosive detection dogs went through all rooms and they didn't find a bomb. clear was later given on at the school that around for 15 in the afternoon. >> well, there are only a few days left to file your taxes. irs says it's ready to help if you need it. washington correspondent basil john has that story. >> time's running out for you to do your taxes. our goal at the irs is to make the tax filing process as simple easy as possible. irs commissioner danny werfel says the irs is ready to help with more workers in call centers in for walk-ins. >> and updated irs website and by offering direct file for millions of americans are excited about all these changes that we're making to help serve taxpayers better.

the irs has already processed more than 88 million tax returns. and we're a full says recent investments have made the process quicker for last minute filers. >> 2 out of every 3 taxpayers that's file with us or being found and we need to be ready to help them get those refunds. timely. ted rossman with bankrate encourages taxpayers to file electronically for the fastest refunds. you can still be snagged if you file on paper, but if you file electronically. >> and you don't have any weird exceptions are mistakes. you know, most people are getting those refunds within about 3 weeks. the irs warns filers against the biggest mistake main when filing they file an incorrect return incomplete returns and rosman says don't be late. the consequences of missing the deadline are severe. if you don't file at all, there can be a 5% penalty assessed every month. the failure to pay is half of a percentage point every month. so that can still

all 29 is the time here on the kron. 4 morning news at the half hour. want to get back to overturned semi that's that blocking lanes on southbound 8.80, in hayward kron four's will tran. >> has been talking about that. good news will might have something to share with us right now. good morning. well, >> it took a little bit more than 4 hours to finally get the big rig out of year. but exactly what they did at around 8.30, in the morning right now. caltrans crews, they are cleaning up the mask, meeting the oil spill. they put some absorbent on the ground and you can see them scooping it up once they do that, they will clear this scene reopening all of southbound 8.80, back to the public. but the damage so eerily done starting at 04:30am, in the morning when the big rig driver just was either drowsy at the wheel, possibly speeding. they're still investigating that. but they believe may be possibly drowsy because he bounced off the right side, right? well,

on southbound 8.80, tried to correct the big rig and ultimately when all across the freeway and then slammed into the center divider on southbound 8.80, just before the 92 split. they had to shut down all lanes initially and then slowly but surely at around 7 o'clock in the morning, they open up another lane, giving it 2 lanes at 8 o'clock 3 lanes. and then they are ready to leave this particular scene here. but the damage stretched for miles and it took a long time because the back of the semi truck actually was overturned. so they had to basically cut it in half. get the back of the big rig on all of its wheels. and then tow the big rig basically individually away from this particular scene and look at the mess that it had to clean up. as far as the caltrans crews, all the burned out flares on the roadway. but

the good news is if you are leaving now, you probably won't feel it much longer as it's starting to unclog, so to speak, like a pipe that was clogged. now it started on clogged and as the morning moves on, you drive by here, you probably wouldn't even know that for hours traffic was going maybe one, 2 miles per hour past the scene. >> all right. well, thank you. and let's hope they get that fully cleared here in short order. yeah, you know, for the past few days, michael, you have your hands full talking about these traffic collisions. you still got the residual delays there. yeah, good morning, everyone. they told me it was going to be easy. not so much. we've seen a lot of congestion in the east bay, specifically. this is day 2 of them really. >> dealing with some issues of those big rigs falling over onto the side. you can see this is a map of where we'll is and a lot of residual delays that we're still seeing here. and again, this started at 4.30 this morning. so these roads have been severely impacted. we see on the screen there eta, 9 and we're almost

to that and o'clock hours. so they are making good timing when it comes to clearing up the roads, alternative routes. if you are heading that way, you may want to exit west a street and then head over to his spear in boulevard. you can bypass all of those areas that you saw during will slide shot. and then just climb back onto 8.80, or you can head over to that san mateo bridge. but keep in mind, it's near winton avenue that all that congestion is going to be for those who are a little bit more inland. if you're heading out this morning to avoid it completely, i would suggest taking 6.80, and we're already seeing some congestion there in that area. castro valley looking good for now, but that could also see some build up in the next hour or so dublin to fremont 20 minute commute right now. nothing too bad. there's that daily morning commute at traffic that we see there. but nothing out of the ordinary. and lastly taking a look at that san mateo bridge, which is near that traffic accident. everything looks good there. so once you get past that accident in hayward, you should be clear to cross over that bridge and head on to the peninsula. johnell. send it over to you in the weather center. now it's like you go a little sunshine at

the san mateo bridge. love to see that to kick off your friday. >> friday, that does come along with plenty of changes a little bit cooler. we're going to be looking at showers on the way tonight. not during your daytime hours and a little on the windy and brisk side. your view outside of the coastline got some clouds out there. peeks of sunshine to from half moon bay right here. although cloud cover does increase today. as i mentioned, we will remain dry until after sunset tonight, at which point, especially past midnight. that's when showers will crank up. temperatures are in the 40's and 50's right now. we noticed that the past few mornings. so that's not much different. but you're not seeing temperatures budging and that's kind of the way we're going to stay today. most of us are just going to stay in the 60's for your daytime highs. no 80's and hardly even any 70's. back to you. thank you very much, john 8.33. is the time in the east bay, the owners of a richmond burger joint say they are closing their doors for good. >> customers have been coming there for decades are devastated. kron four's dan kerman walks us through why

they made this decision. >> for the past 38 years, those who live or work in point richmond have come to depend on great american hamburger and pie company. further lunchtime burger in this place since i mean, i was a little boy. i've coming here for years and years it's such as stable enrichment items. it's unbelievable weather. closing. >> they just, you know, super really, really nice people. great food, you know, historic spot here in town. but now this point, richmond institution is closing its doors for good. the success that we had. >> it's because of this coming in. >> owner george callie of us is closing the family business and saying goodbye is difficult. we know everybody. >> and the community. we know they're good times throughout their lives for the past 30 years. we know their kids. and now we know the kids with their kids. the decision to close is based on numerous factors, including. >> tough times during covid.

and we have started a clothing fashion company. >> dan kerman kron. 4 news. all 36 is the time and san francisco police say they've arrested a man accused of >> shooting and killing a man outside of a barbershop in the mission district. drive-by shooting happened last week near the intersection of mission and 20th. the suspected shooter is scheduled to be arraigned next wednesday. and if convicted, he could face life in prison without parole. no word on the victim's identity just yet. meanwhile, a motorcyclist died yesterday afternoon after crashing into a freeway barrier on eastbound. i-80 authorities say that motorcyclist lost control, hit that barrier and then launched himself over the center divide and into the westbound 80 connector on the highway 101. and sadly, that's where a car struck and killed that motorcyclist. >> well, and that's a news for the salmon fishing season. it's been banned for second year in a row all because of low population of fish. so
