>> from the bay area's local news station. we now with breaking news. >> all right. thank you for joining us here at 07:00am. i'm james fletcher and i'm reyna harvey. we're talking about that breaking news. an overturned semi blocking lanes on 80 in hayward. big problem. major back up now affecting east bay commuters. crawford's will trend on the scene for us with the accident behind him. will. >> we're 2 and a half hours into it. james reda. but there is a little bit of hope because the last time you saw me 6.30, they were expecting a tow truck to arrive and sure

enough you can see a tow truck there. they were able to basically split the big rig because it had a little trailer attached to the back of the big rig and they broke it in half. and you could see the wheels right there. what they want to do now is you can see a little movement, get it back on its wheels and with tow truck, remove it from the scene. as far as the scene altogether. probably another couple of hours. but with the back and split in half, just basically, you know, they took a saw cut it in half. that allows the tow truck to remove him from the scene and that could create some wiggle room because they might be able be able to open up a few more lanes. you can see caltrans there. there's a lot of spill may be. some oil may be some fluids from the big rig, other kinds of fluids, but they want to make sure that it's all absorbed before they reopen that lane because the last thing you want is to reopen and all of a sudden a car

comes along, hits that oil patch and then loses control. and then there's another accident. as far as what happened. this started at around 04:30am, in the morning. according to the chp, they believe the driver might have been drowsy, lost control of the big rig bounced off a wall on the right side of 8.80. >> tried to correct himself and then ultimately slammed into the center divider here. you're looking at the cars on the left side of your screen. cars heading northbound 8.80. we are standing literally on southbound right before the 92 split. it is still slow and go. but they do expect hopefully over the next maybe 20 minutes, 30 minutes or so to at least open up one to possibly 2 more lanes of southbound 8.80, and i'm sure michael is all over this. but the backup, i'm sure by now stretches probably all the way into oakland. back to you. all right. >> okay. that so pretty active scene. hopefully that means good news down the road,

michael, for when they can get this cleared. but at the moment. >> yeah, good morning, everyone. this is day 2 when it comes to major congestion for those east bay commuters in his bill just said, chp did tell me they are working, hopefully open up a few more lanes. but as of this morning, as he said, since 4.30, those lanes have all been closed. it's right near the winton in hayward on southbound lanes of 8.80, and your best suggestion is going to be exiting at west a street and then heading and using his spear in boulevard. but keep in mind, majority of the his spear ian boulevard is already congested because everybody is using that route. so if you're a little bit more inland and you're heading towards that area, you're best bet. may be to actually take 6.80 because the castro valley area. he's already starting to see some backup. taking a look at 6.80. if you do decide to take that dublin to fremont. right now, it's only a 15 minute commute, which is not too bad. the area's leading up towards the hayward area where that accident is. and oakland right now, those lanes all look good. and for those of you who are in the toledo area heading towards the maze right now everythings, good in that

area as well. when we take a look at westbound 80 crockett to the maze, a 17 minute commute, not too bad. and lastly taking a look at that bay bridge. right now. those metering lights are on. it's only a 15 minute commute. so your best that is to just really avoid john. yeah, i laced dry morning commute this morning, michael. no rainfall out there just yet. >> we're going to save that for overnight hours tonight, leading into tomorrow morning when most of us will be sleeping in. got a little hint of sunshine are right here above san francisco. this is your view from suture tower. and if you look at he bottom of the screen and between those passing clouds, a little hint of the skyline of the city. we are going to be seeing increasingly cloudy skies today and tonight the showers will arrive. most of our heavy rain and strong winds will actually be during a pre-dawn hours of tomorrow. so at least mother nature's trying to get it out of the way while we're sleeping 40's to 50's for current temperatures right now, a cool start. keep the jackets with you. and unlike yesterday when

the jackets could go away today, you're going to leave them a little closer at hand with daytime highs only in the 60's. back to you. all right, john, thank you for that. let's head to the east leaders at the port of oakland voting unanimously. >> to move forward with renaming the oakland airport controversial the board will make a final vote next month. and all this as the city of san francisco is preparing to follow lawsuit. >> to stop the name change a that new name infringes on as of those trademark rover. sarah stinson has that story. >> an impending lawsuit from san francisco didn't seem to stop the port of oakland's board. in fact, they didn't bring it up at all. commissioners only talked about how the name change will put oakland airport on the map boosting its revenue. the oakland airport is one step closer to getting a new name. the san francisco bay, oakland international airport tuesday asked to clean high 7 eyes most the board of port commissioners unanimously

voted in favor of the new name in its first reading of the ordinance thursday afternoon. the commission says this is needed to boost travelers, geographic awareness of where the airport is located because there's a lack of name recognition or you're a any information on the airport. >> it is hard to sell tickets to 18 bound during public comment. nearly 2 dozen people spoke some in favor of the new name. we see that that this will expose oakland. >> to an international market that is not necessarily aware of our location, but some who live in oakland spoke against it. this seems like corporate gentrification. >> if you have to change and keep oakland in the front, san francisco doesn't want the proposed name has gained a lot of criticism from san francisco officials. we believe that this new name >> will ultimately be misleading to customers creating greater confusion. the service. >> and ill will. san francisco

city attorney david chiu send a letter to the board on monday threatening legal action saying the rename infringes suppose trademark chu says the vote forces them to pursue litigation are very disappointed that oakland. >> refused to engage with us. so we're sending that they're going for and we will consider all legal options. the president of the board requested that they take the next couple weeks today. just public comments and take the final vote. >> on may 9th. meanwhile, the s of city attorney plans to release next steps and taking legal action against the port in the coming days. i'm sara stinson reporting in the newsroom. back to you. >> we'll search and rescue teams up in sonoma county now looking for a missing teen who was last spotted in the russian river right around steelhead beach. it was just before 05:00pm yesterday that someone called sonoma county firefighters about 2 teens needing rescuing from the water. crews were able to rescue one of those teams, but they're still looking for the second one. their search continues this morning. well,

business owners along valencia street in san francisco's mission district are prepared to take legal action against the city over new bike lanes installed on that street. they say the lanes are blocking their customers and decimating their revenue more than 10 businesses there on valencia street have reportedly closed since the city install those bike lanes. >> well, a deadly shooting shutdown. oakland say streets for hours last night had happened along kennedy street near 80 across four's. dan thorn has more on what happened. >> heartbroken family members stunned while standing before a number of oakland police investigators after a man was shot and killed. police having to cordon off kennedy street between denison and the i-80 south on-ramp for several hours thursday evening, traffic heading onto the freeway building up at times as many onlookers responded to the large police presence, a woman who lives along kennedy street telling kron 4 off camera the killing may have

been related to an attempted robbery. police have not confirmed those details after investigators comb through the scene, the alameda county coroner's office collected the man's body. the police tape was eventually removed as officers cleared the scene and with several businesses in the industrial area. it's unclear if any security video captured what happened. >> we're still working to get more information about this killing. we'll keep you updated as we learn more from oakland police in oakland, dan thorn kron. 4 news. >> deliberately man was charged with a woman right near bart station. investigators say it happened around 6 monday night while the victim was walking near the north conquer bart station. police say larry ridge junior attacked or forced her to the ground and raped her. they say the woman fought back until the man eventually ran into the station. police later say they found region arrested him on the bart train. a court documents actually show ridge was released from jail for days before that conquered are

attacked. he was arrested last month and no rain after he reportedly assaulted a woman at the millbrae bart station congress. police say the man is also a convicted murder and was behind bars for almost 15 years. prosecutors say ridge was freed from prison sometime after 2019 because they change in the california law. planned parenthood clinics in california are now preparing for an increase of out of state patients for abortions after the arizona supreme court upheld a ban on that procedure kamin in the wake of tuesday's decision to effectively ban abortions by reinstating 18. 64 law that forbids the procedure except to save a mother's life. the ban is set to take effect in 2 weeks. >> well, 709, is the time and look at this. ikea has officially opened its new food hall in downtown san francisco. lot of people cheering that on the two-storey food hall can apparently fit more than 400

>> all right. well, we've following breaking news this morning. a backup on southbound 8.80. >> yes, so we want to check in with the michael thomas. we've been following the ripple effects of this. what, 2 days in a row now, michael, we've had big rigs turning. oh, yeah, that's right. 2 days in a row when it comes to that congestion and major back up and those big rigs, especially over in the east. but you can see it's causing delays right now. >> it's on southbound 8, 80. it's in the hayward area near winton avenue. it's sig alert and essentially right now all those lanes are closed. chp is trying to get them open. but take a look. this is the reason why that big rig turned over on its side as of the reason they say they don't know. yesterday they ate that driver did fall asleep today. they say that may actually be the same cause today. but back to our traffic maps. you can see we've got some alternative routes. you can actually exit on west a street which is before winton avenue. now you're going to be asked to exit on winton avenue if you're heading southbound on 8.80, your best bet is going to be using his spirit and boulevard. but that is

actually already just as congested everything else that you see. and that's because really the only option we're going to see major congestion over the castro valley area. and you can see here that's already starting to build up taking a look at drive times in that area. livermore to dublin 12 minute commute. not too bad. if you do decide to take 6.80, which would be your best bet if you're in, say livermore or anywhere in that area to get down to the south bay, it's only going to be a 16 minute commute from dublin to fremont. so not too bad. they're taking a look at the areas of building up to that hayward accident. everything does seem to be clear there. the drive times for those heading towards the maze crockett to the maze. 16 minute commute. walnut creek to 5, 80 12 minute commute. castro valley to the maze. 14 minute commute. stanley answer to that means an 11 minute commute. now this is the commute that is probably going to cost you a lot this morning that 88 minute commute from san leandro to milpitas. normally it's around 20 minutes or so. and that's exactly where that accident is. so just keep that in mind as you're heading out, taking a look at the south bay, 101 right now, san jose to menlo

park. 32 minute commute. not too bad. lastly, we'll take a look at that bay bridge. those metering lights are on. and it's only a 15 minute commute to get into the city from the east john, thank you, michael. we are seeing at least a sunrise behind you at the bay bridge there. so no rainfall to. >> further complicate any of your friday morning commute. this is your view from the east bay hills looking down into the bay with some clear skies overhead. we will be looking at skies today that are going to be increasingly cloudy. ahead of tonight into tomorrow's rain that sits right behind me. there. in the meantime, we're still dry from the sierra to the bay. if you have plans on heading to the sierra today is an easy travel day up there. tomorrow is going to be a bit slick as this low drags in with that cold air rain for the bay and snow in upper elevations. time to get out hour by hour. there's your increasing cloud cover rainfall towards 10 to 11:00pm for the north bay. mostly after midnight for the rest of us in our heaviest line of rain and strongest of winds makes its way. and while we're sleeping during your

predawn hours of tomorrow morning, so at least mother nature is getting it out of the way before the bulk of your saturday. we will see some mountain snow right here in the bay. here's around 09:15am, getting a little respite. a breather from the rain towards noontime after that as well. rainfall kicks back up with a chance of thunderstorm development during the afternoon tomorrow. so keep a close eye on the skies tomorrow. we'll keep you updated with the radar as we do see that thunderstorm potential sunday does come along with a few lingering showers as well, including this chance towards the afternoon. one last goodbye to it. before we clear and dry out for the rest of the forecast, a model runs lately are showing even higher precipitation potential from this weekend, anywhere from a half an inch to an inch and a half of rainfall. so that is going to make for some slick conditions out there for your saturday in particular, heading to the sierra is going to be a big impact for the central and southern sierra. so what that means is lake tahoe is actually only going to see a few inches while yosemite is going to see over

a foot in many cases lad. lake tahoe, though, you still get some strong winds with the wind advisory taking effect tomorrow. the winter weather advisory you see in purple here is impacting lake down areas towards yosemite and sequoia, national parks. like i said, the central and southern sierra south of lake tahoe is where we're seeing those greatest of totals anywhere between a foot, a foot and a half. where is donner summit? half a foot to a foot of snowfall possible for the bay. today. temperatures already cooling down as compared to where we were the past couple of days. only 50's right along the coastline and then 60's for the vast majority of the rest of us. only a couple spots like san jose and surrounding spots in the south bay actually barely hanging on to some low 70's 60's for the east bay as well. oakland, you'll be at 62 danville and walnut creek at 65 even spots like antioch, in vacaville cooling from yesterday's 80's to just the upper 60's today. tomorrow, even cooler yet with upper 50's that are very warmest cold showers. sunday,

the nasdaq. i'm jane king. back to all right. we love taylor's for failure in the bay. thank you for that change. >> thanks. time. now 7.21, the city of now is entered into a settlement agreement for police oversight with california's department of justice in 2020, the police department was supposed to implement at least 45 reforms around unlawful use of force racial bias and strengthening police accountability. well, the department has complied with 20 of the 45 recommendations, but the department of justice says that's not enough. california's attorney general rob bonta said in a statement thursday that the new agreement with the city and the police department demonstrates commitment to correcting inju tices and enhancing public safety for the people of toledo. >> wholesale and a middle school at evacuate. hundreds of his students and staff yesterday, a bomb that was reported around one 50 pm, john, their middle school, according to alameda county sheriff's department, explosive detection dogs went through all rooms at the school. they didn't find a

>> 7.25 is the time in the south bay. 8 people in milpitas have been arrested now for theft at the great mall. detectives say they arrested 5 people during a retail crime operation wednesday and during the same period mall officers responded to a theft in progress and arrested 3 more people. no details on what exactly was stolen. san francisco police say they made 42 arrests all in one day during an orchestrated crackdown. the arrests were made on wednesday in or near the tenderloin district. police say out of the 42 people arrested 30 were wanted fugitives. they also recovered fentanyl and meth. police department says they will continue patrolling at night in un plaza and other areas where people are dealing and using illegal drugs. >> the ceo of boeing was asked to testify next week at senate hearings over whistleblower

>> and we're back 7.29. the time. the big breaking news this half-hour. once again, we've got major traffic problems in the east bay and this makes it 2 days in a row. the major backups affecting east bay drivers crawford's will trend live on scene. and it looks like we just saw some rain possible up around. yeah, we'll what's the latest. >> what a difference. one extra lane makes. because over the past 20 minutes or so, they were able so at least free up one more, elaine, because you can see the back of that big rig and they're opening it up right now. they didn't have to empty the contents. they were able to get it back on its wheels and that allowed them to open up one additional lane, which

obviously means thousands of cars just for that one lane. but we do see still 3 lanes shut down as i'm literally standing on the freeway. this is southbound 8.80, just right before you hop on to 92 to the san mateo bridge. and it's right across the street from southland mall. as far as geography of this area, this all started 3 hours ago at 04:30am, in the morning when the driver of the big rig, according to the chp, perhaps was drowsy because this was the sole accident. he bounced off a wall on the right side of 8.80, and then try to correct himself in the truck and then bounced off the center median where he ultimately came to arrests. no injuries to him. but the damage very much so in terms of the traffic because it was slow and go for so long. and as far as clearing up this entire scene, they think it might take another couple of

hours or so. but the goal is to whittle it down a little bit one lane at a time. so perhaps come 8 o'clock. they'll be able to open up one additional lane and they'll take it because one lane can carry thousands of cars per hour or so. and you can see it's moving a lot faster. james reyna and michael you saw at 7 o'clock back all right. thanks for that. well, okay. well, let's get more on the ripple effects of all of that with michael thomas. yeah, michael, finding a way around the mess. michael, good morning. >> hey, good morning, everyone. that's right. you know, it's a good thing that they are clearing up some of those lanes. it's what we like to hear on this friday morning. taking a closer look. so you can see just exactly where we'll was. it's right on the southbound of 8.80. it's near in the hayward area. it's right before or right after you get to winton avenue and some alternative routes for you. we've got a closer look on that. you can see right now currently winton avenue is the area that's closed completely where you're going to have to get off or just uses one or 2 lanes that they just recently

opened. but you can exit on west a street there and then you can use alternative route of using his spear boulevard. but keep in mind, lots of other people are also using his period boulevard. so we're seeing some backup there as well. if you're a little bit more inland in the livermore area, you may avoid this at all costs and just take 5.80, over to 6.80, right now, livermore to dublin, 14 minutes. but instead of going straight, you could make that left get onto 6.80. and right now the commute is only 17 minutes from dublin to fremont checking in on the areas of oakland leading up to that hayward collision in backup that we're seeing things are looking good there for the most part. but taking a look at our san mateo bridge right now, there was an accident that they're trying to clear up on the actual bridge. and this is not too far from where that big big rig is turned over. so just keep in mind, if you're avoiding one area and trying to get to this, you may also see some backups here. lastly, taking a look at that bay bridge. you can see those metering lights are on italy. 17 minute commute over into the city. so things are starting to pick up and go to good way this morning, john.

cstomers serving up its last burgers and planning for the future. a wife is looking forward to good vacation. >> my son and i we're thank and we have started a clothing fashion company. >> program >> dan kerman kron. 4 news. well, san francisco police have arrested a man accused of shooting and killing a man outside a barbershop in the mission district. drive-by shooting happened last week in the intersection of mission and 20th. the suspected shooter is scheduled to be arraigned next wednesday. and if convicted, he faces life in prison without parole. no word on the victim's identity. meanwhile, a motorcycle rider died yesterday afternoon after crashing into a freeway barrier on eastbound. i-80 and that, of course, caused road closures. authorities say that right or lost control hit that freeway barrier and then launched himself over the center divide and into the westbound lanes. the westbound

southbound lanes are slowly opening up earlier this morning. they were completely closed right now. it's more so the left lanes that are open. there's a big rig that's been overturned near the whitten avenue area and eta 2 to 4 hours. and believe we have a photo of it that we can show. you can see these are early morning hours around the 4 o'clock 4.30, that this happened. and you can see it was at 2 trailer peace. so that back trailer, they were able to flip it up right now. they're just working to really get all of the oils and fuels cleaned up and those roads back open but will bring it back to our traffic maps. you can see all that congestion it's causing and some alternative routes. so they put together so essentially right now they are asking people to exit at the winton avenue when you're heading southbound because that crash is just right before it. so you're going want to exit on at least west a street. you can use period boulevard. but also keep in mind, there's a lot of other people that are using his spirit and boulevard. so there's some back up there. those who are a little bit more in line. if

you're heading out this morning, you may want to actually use 6.80, right now, livermore to dublin 14 minutes. but we're going to start to see some congestion in the castro valley area as people are being backed up from that crash. so if you do decide to use 6.80, right now, it's only an 18 minute commute from dublin to fremont. not too bad there. but if you're using 8.80, it could take anywhere from 90 minutes to an hour checking in the south bay, san jose to menlo park. a 38 minute commute. not too bad. nothing out of the ordinary there. taking a look. san jose to cupertino. 18 minute commute. not bad. taking a live look at the san mateo bridge. now it's a 15 minute commute. however, chp just tells me that there was an in the middle of the bridge and then towards the end of the bridge, if you're heading westbound. so keep that in mind. they think it should be cleared up within the next 15 minutes or so in traffic does seem to be flowing. but just something to keep in mind, some quick drive times for you. crockett's amaze. 25 minute commute. walnut creek to 5, 80 12 minute commute. castro valley to the mains. 15 minute commute. stanley enter to the nays. a 15 minute

will likely be seeing a few residual showers here and there all the way up until the afternoon into sunday night, we dry out and dry out officially after that. rainfall estimates only climbing, in fact, model runs are now indicating anywhere between a half an inch to an inch and a half of rainfall. similar to what i had for yesterday. but models are really increasingly strong that this is going to be a sizable system, at least leaving us very wet across the bay for the sierra. it's really impacting the central and southern sierra with the most snowfall that leaves lake tahoe with the wind advisory. but no winter weather advisory. just a few inches of snow up there. but with those wind advisories, do watch out for some drips and some low visibility. we will be seeing our heaviest of snow fall further to the south of tahoe talking yosemite and sequoia, national parks with winter weather advisories in the spots and the potential of over a foot of snowfall over like me passed down into yosemite national park rather than donner summit, which will see about a half a foot of it here in the bay area. we've

got cooler day today 50's towards the coastline and then 60's for pretty much everybody else this afternoon, burlingame at 62 degrees today, foster city at 64 south bay temperatures. you'll be in the low 70's this afternoon. only spots to do so. the rest of us after yesterday's 80's are falling, not just out of the 70's but all the way back into the 60's, antioch, in vacaville in the upper 60's today after yesterday's low 80's, tomorrow's temperatures even colder yet cold showers, even with those peaks of sunshine. we're only going to be in the upper 50's sunday. not much warmer. staying in the low 60's with a few chances of showers here. and there monday we dried out and gradually seeing temperatures back in the low 70's by tuesday rain. all right, john, thank you for that. well, the man who investigators say stole a plane from palo alto and crash landed on a nearby beach. >> well, not stand trial. a judge suspended all criminal proceedings after ruling he was not competent.

negotiated without transparency. backroom deals done by the party in control. >> our caucus has not had the opportunity to weigh in and we have some serious budget deficits in out to the future that we need to really be adults in the room and tackle. looking ahead. assembly speaker robin reeva says he's adamant about not dipping into more than half of the state's 24 billion dollar rainy day fund to make sure it is still around to the state needed in future years, ensuring that we still have some savings >> that we is important for of our caucus and so got to be very cautious. moving forward. but, you know, certainly excited the project will be today, but we have some very challenging choices to make and the governor is expected to sign this in the coming days. meantime, the legislature has until mid june to determine how to shrink the remaining portion of the deficit and pass a fully balanced budget reporting at the state capitol. a tonn wallace. >> kron 4 news. >> all right. it is 7.53 and >> all right. it is 7.53 and we'll be right.
