>> from the bay area's local news station. we now with breaking news. >> i have 06:00am and that breaking news once again deals with traffic. we had another overturned semi causing a big mess over the tracks and with michael thomas and get a look at that morning, michael. >> hey, good morning, everyone. not so happy of a friday, especially for those commuters over in the east bay. right now we are dealing with another sig alert. it involves a big rig that has overturned. >> all of the 8.80, southbound lanes currently are closed. this is in the hayward area. >> it's just south of winton avenue and you can see right there. it's causing that major back up. and we have a photo of what the scene looks like. it is a big rig and it's got those 2 trailers attached and you can see that back trailer completely on its side. chp tells me they are working to try and get it up right to move it out of the way. but currently it's blocking all of the lanes on 8.80, southbound, no eta as to when it will be cleaned, cleaned up. taking a

look at our traffic maps again, you can see there are some alternative routes today put for you. you can exit at west a street, which is just before winton avenue and then you can use this period boulevard all the way down and you can either get back on 8.80, or you can head over to that san mateo bridge. whatever your morning commute is. but taking a look at some areas that may also be affected by this, which is essentially going to be those who are more inland driving in to 8.80, so livermore to dublin right now, 11 minute commute. but castro valley that is eventually going to be backed up just like we saw yesterday causing those major delays. taking a look right now at 6.80. if you do take that route because it's probably going to be your best bet if you're a little bit more inland. dublin to fremont 14 minute commute and taking a look at some areas leading up to where that accident is over. in hayward, you can see everything is moving smoothly there, but we may see a lot of delays as the morning progresses. we'll send you all over to the weather center with john and thank you so much, michael. appreciate you. keeping updated on a friday on maybe what's not the most ideal commute, but >> hey, that sunrise hopefully

get your spirits up a little bit. we're seeing a fairly clear morning ahead of what will be a gradually increasingly cloudy day and increasingly cool forecast. this is your view outside a downtown san francisco right now. not really talking any fog. some mid-level clouds in certainly increase marine layer. we are seeing to the north and west of us are forward bands of this next storm system which as of right now is sitting well out to the west. so we don't have any showers on the way today. but tonight we'll start to see some of that rainfall moving in mostly after were settled back in and hopefully at least done with the evening commute. temperatures in the 40's to 50's right now. a fairly cool morning similar to where the past few days have been. you wouldn't notice much difference is just yet. but looking at those daytime highs. yeah, you know, something's up. we're no longer in the 80's inland, only in the upper 60's. i'll be talking even cooler and wetter weather for the weekend. still to come back to you. all right, john, thank you for that. well, in the east bay leaders there at the

port of oakland have voted unanimously now to move forward with renaming the airport. so the board is going make a final next month. >> this is san francisco is getting ready to fall file a lawsuit. >> against the port saying the new name infringes suppose trademark kron. 4 sarah stinson with the story. >> and impending lawsuit from san francisco didn't seem to stop the port of oakland's board. in fact, they didn't bring it up at all. commissioners only talked about how the name change will put oakland airport on the map boosting its revenue. the oakland airport is one step closer to getting a new name. the san francisco bay, oakland international airport to stickley i 7 eyes most the board of port commissioners unanimously voted in favor of the new name in its first reading of the ordinance thursday afternoon. the commission says this is needed to boost travelers, geographic awareness of where the airport is located because there's a lack of name recognition or

you're a graphic again, if any information on the airport. >> it is hard to sell tickets to a down during public comment. nearly 2 dozen people spoke some in favor of the new name. we see that that this will expose oakland. >> to an international market that is not necessarily aware of our location, but some who live in oakland spoke against it. this seems like corporate gentian for case. >> if you have to change and keep oakland in the front, san francisco doesn't want the proposed name has gained a lot of criticism from san francisco officials. we believe that this new name >> will ultimately be misleading to customers creating greater confusion. the service. >> and ill will san francisco city attorney david chiu send a letter to the board on monday threatening legal action saying the rename infringes suppose trademark chu says the vote forces them to pursue litigation are very disappointed that oakland.

>> refused to engage with us. we're sending that they're going for and we will consider all legal options. the president of the board requested that they take the next couple weeks today. just public comments and take the final vote. >> on may 9th. meanwhile, the sf city attorney plans to release next steps and taking legal action against the port in the coming days. i'm sara stinson reporting in the newsroom. back to you. >> well, search and rescue teams up in sonoma county are searching for a missing teen after a right around steelheas beach at the russian river. it was just before 05:00pm yesterday, a sonoma county fire received a call about 2 teens needing rescued from the water up in force. bill. sonoma county was able to rescue one of those teens who was then taken to the hospital. but search crews called off their efforts to the lighting conditions as the sonoma county sheriffs deployed dive teams and helicopters to further their search for the second miss%ng teen. rescue crews have yet been able to find that second teen continue their search this morning. well, business

owners along valencia street in san francisco's mission district say they are planning now to take legal action against the city. they say the new bike lanes on that street have led to financial losses for them. they say the lanes block access and access and visibility to their businesses. they say more than 10 businesses have closed since those bike lanes were installed. >> and time now 606, in a deadly shooting shutdown. oakland city streets for about for hours last. police are investigating right now. what happened? this was along kennedy street near 80 kron four's dan thorn with what we know. >> heartbroken family members stunned while standing before a number of oakland police investigators after a man was shot and killed. police having to cordon off kennedy street between denison and the i-80 south on-ramp for several hours thursday evening, traffic heading onto the freeway building up at times as many onlookers responded to

the large police presence, a woman who lives along kennedy street telling kron 4 off camera the killing may have been related to an attempted robbery. police have not confirmed those details after investigators comb through the scene, the alameda county coroner's office collected the man's body. the police tape was eventually removed as officers cleared the scene and with several businesses in the industrial area. it's unclear if any security video captured what happened. >> we're still working to get more information about this killing. we'll keep you updated as we learn more from oakland police in oakland, dan thorn kron. 4 news. >> over the man was charged with a woman right near a bart station. investigators say it happened around 6 monday night while the victim was walking near the north concord, bart station. police say larry ridge junior attacked or forcing her to the ground and sexually assaulted her. they didn't say the woman fought back until the man eventually ran into the bart station. police say they later found

region arrested him on that bart train. court documents show ridge was actually released from jail for days before the concord barred attacked. he was arrested last month in millbrae after he reportedly salted a woman of the millbrae bar station conquer. police say the man is also a convicted murder and was behind bars for almost 15 years. prosecutors say ridge was freed from prison sometime after 2019 because of a change in california law. planned parenthood clinics in california are preparing for an increase in out-of-state patients for abortions after the arizona supreme court upheld a ban on the procedure. this comes in the wake of tuesday's decision to effectively ban abortions by reinstating an 18 64 law that forbids the procedure except to save the mother's life. the ban is set to take effect in 2 weeks. >> well, ikea opened its new food hall in downtown san francisco. you can see

everybody's pretty excited. the two-storey food hall can fit more than 400 people and it features 11 different types of food. it also has an entertainment space for live music and community gatherings. >> outside with our friend out me we see safe streets. we opportunity. we see a change. we see the and it's not right on san francisco today because sow you hall is for all of the people of our city to enjoy and the people who visit will have an opportunity to experience it as well. >> well, the food hall will also serve its own beer brewed by san francisco craft brewery. 4 point. to the south bay now where 8 people in milpitas now arrested for theft out of the great mall. detectives say they arrested 5 people during a retail crime operation on wednesday. and during that same period mall officers responded to a theft in progress and arrested 3 more people. no details on what was stolen.

4 things we today. motorcycle wiener died yesterday afternoon after crashing into the living area. >> on eastbound 80 authorities say when the rider crashed the flu over the wall and down to 80 westbound connector to highway 101 after they landed a car, hit them. rescue crews are trying to still find this entangled. well, marine mammal center says couldn't find it. they were not able to search because of the weather. the problem will be able to search until after this weekend's storm passes. will yours be the trail blazers 100 to 92 last night. play the pelicans tonight. 7 and the a's be. the

rangers won 0 yesterday. the nationals tonight at 6.40. okay, 6.14, is the time and we're following breaking news now of the backup there on southbound 8.80. want to get the latest with michael michael's been actively getting his ways around that mask morning, michael. >> hey, good morning, everyone. that's right. we're seeing a lot of major delays in the east bay, specifically the hayward area. it's over near the 8.80. >> connector of 92 and essentially a big rig has turned over on its side. so all the southbound lanes of 8.80, right near the winton avenue area is completely closed off. and you can see that major delay. it's already causing. we do have a photo we can show you of what the scene looks like. you can see it's that big rig. it's got 2 trailers attached. that one trailer completely turned on its side. chp says they are working to get it upright so they can move it out of the way. they have no eta as to when southbound lanes of 80, 80 are going to open back up, bringing it back to our maps are in the studio. you can see we do have some alternative routes for you. if you're heading that way, you can exit

at west a street which is right before winton avenue. then you can use this period boulevard all the way down. whether you're heading to that san mateo bridge or continuing down south, that's going to be your best bet. as of right now, taking a look at some areas. it may cause congestion. more than likely it's going to be just like yesterday in the castro valley area. as of now, though, 5.80, in livermore and dublin area does look good. if you're heading this way from the inland area, you're going want to use 6.80, and right now that's going to be your best bet. it's only a 15 minute commute from dublin to fremont. taking a look at the areas before we get to that hayward congestion, things are looking good in the oakland area, but just keep that in mind this morning before you head out, taking a look over in area for those commuting in towards the maze, things do look good for you right now and the antioch area. it is only going to be a small commute of 16 minutes to concord. so that does look good in some drive times for those heading over towards the maze. 60 minute commute from crockett. walnut creek to 5, 80 12 minute commute. castro

valley to the maze. 14 minute commute. stanley and or to the maze an 11 minute commute. but the biggest take away this morning is going to be that 80 crash again, all southbound lanes completely closed. we'll continue to keep you updated. and we do have a crew heading out there right now. don, thanks so much, michael. well, we are looking at little bit of sunshine now up above to get this morning kicked off. you may be waiting a little bit of traffic, but no rainfall out there this morning. >> and even with some of those mid level clouds, it's not completely blocking out the sun just yet. today is the start of a big change of pace from the 80's yesterday. 60's today and are rainfall on its way for tonight into tomorrow. high pressure ridge on the outs. now is this low and cold air behind it plunges on in across the region. timing everything out for you today does remain dry during daytime hours. so you're good to go for your friday plans just with the light jacket in the sweater this time around feels like we did a couple months back. will see showers arriving mostly after 10:00pm for the north bay and closer

to midnight for the rest of us predawn hours of tomorrow morning will come along with your strongest push of both rain and strong winds, too. that's that cold front that slides through during overnight hours and brings us that big cool down along with the cooler weather does come some mountain snow fall right on our bay area. mountaintops into tomorrow morning. we'll see a brief lull in activity towards midmorning and early afternoon. but an opportunity for afternoon thunderstorm development tomorrow with brief periods of heavy rain and even some cloud to ground lightning possible saturday night leading into sunday will bring continued showers here and there sunday afternoon may see a brief resurgence in rainfall. one last breath. before we finally things these things trying out for the rest of the forecast into next week. now, rainfall this weekend latest model runs are showing signs that we could see anywhere between a hanf an inch to an inch and a half, especially in those hillsides near the coastline. so this is going to be some pretty decent rain, especially considering

how warm and dry air has been the past few days up in the sierra. we have wind advisories, not just rain but also strong winds thus heaviest of snowfall is actually not going to be for lake tahoe, but rather to the south, the central and southern sierra talking you 70 down through sequoia national parks under a winter weather advisory. you're 70 going to see anywhere between a foot to a foot and a half of snow fall where his daughter summit on the latest with the lake tahoe. only a half an inch to a foot or rather half a foot to a foot of snowfall possible. so still going to be an impact in the sierra, but not the biggest impact we've seen from the spring systems 50's towards the coast 60's elsewhere. big cool down from where we were yesterday. some spots, especially inland areas are going to be about as as much as 10 to 15 degrees cooler than where we were. 24 hours ago, san jose among only a few spots that barely hang on to the low 70's today. while oakland at 62 danville, 65 even antioch in vacaville, dropping down into the upper

60's today. tomorrow it will be upper 50's at or very warmest cold showers across the bay, especially overnight tonight with thunderstorm potential possible tomorrow afternoon and after some residual moisture on sunday will dry out into next week. although temperatures are set to remain pretty cool for the rest of the forecast. james. all right. thank you very much, john. 6.19, is the time and up in the north bay, the city of now is entered into a settlement agreement for police oversight with california's department of justice. >> they did that earlier this week in 2-20, the vallejo police department was to implement at least 45 reforms around unlawful use of force racial bias and strengthening police accountability. the department has since complied with 20 of those 45 recommendations. but the department of justice says that's not enough. california attorney general rob bonta said in a statement thursday that the new agreement with the city and the police department demonstrates commitments to correcting injustices and enhancing

public safety for the people of the land. >> well, there are only a few days left to file your taxes. time is running out, but officials are urging americans to act fast. yeah, the irs commissioner says that the irs is ready to help americans who still need to file and he additional tax tips to we have our washington correspondent basil john, with the story. time's running out for you to do your taxes. our goal at the irs is to make the tax filing process as simple easy as possible. irs commissioner danny werfel. >> says the irs is ready to help with more workers in call centers in for walk-ins. >> and updated irs website and by offering direct file for millions of americans are excited about all these changes that we're making to help serve taxpayers better. the irs has already processed more than 88 million tax returns. and we're a full says recent investments have made the process quicker for last

minute filers. >> 2 out of every 3 taxpayers that's file with us to be found. and we need to be ready to help them get those refunds. timely. ted rossman with bankrate encourages taxpayers to file electronically for the fastest refunds. you can still be snagged if you file on paper, but if you file electronically. >> and you don't have any weird exceptions are mistakes. you know, most people are getting those refunds within about 3 weeks. the irs warns filers against the biggest mistake main when filing they file an incorrect return incomplete returns and rosman says don't be late. the consequences of missing the deadline are severe. if you don't file at all, there can be a 5% penalty assessed every month. the failure to pay is half of a percentage point every month. so that can still add up. you have until april 15th reporting in washington. i'm basil, john. all right, 6.22, is the time it after wet

>> some pretty incredible video here of a helicopter rescue up near mount tam deputies say they rescued this woman was in the car that went down a ravine wednesday night should be taken to a nearby ambulance and then off to a hospital for treatment. but pretty incredible. every time we see this like this of these aerial rescues. yeah. and here's another rescue. this time, though. body camera footage showing a dramatic rescue rohnert park. this was back on april 4th. you see a driver. they're trapped inside overturned car on highway 12 rohnert park. police officer came onto this crash with several witnesses nearby. they broke the window, were able to pull her out of that and

obviously get her to the hospital. she apparently had moderate injuries. but it's a pretty incredible dramatic video there as well. >> well, a cell and a middle school had to be evacuated. they had to evacuate hundreds students and staff. so yesterday a bomb was reported at around one 50 pm. this is at john muir middle school, according to alameda county sheriff's department, explosive detection dogs went to all rooms at the school. they didn't find a bomb. clear up. and next, we're talking about experts. >> and they're warning san jose residents about invasive mosquito. what they're encouraging residents to do. we get back.

>> we are back 6.30, is the time again following breaking news on the traffic front. once again this morning, overturned semi blocking lanes on south on 8.80, in hayward. this is a major backup affecting east bay drivers this morning. so let's go to kron. four's will tran. yeah, he's on scene for us with that accident. will what are you seeing? >> it took us about 45 minutes. just to get to this location coming off of 5.80, and going down to the floor of southbound 80. but finally, we are right next to the scene. and you can clearly see the damage to this truck here. you can see it overturned on the back. and i can tell you they have crews here trying to cut off the back end that way. they can get that back in on its wheels and finally removed from this location. look at

the front end damage. this is where it ultimately came to arrest. but this is not where it started. it was about 30 to 40 yards from this location when according to the chp, they're still investigating. but they believe the driver might have been sleepy behind the wheel drowsy and actually bounced off a guardrail back at this location and then try to correct the big break and then ultimately slammed into the center divider at this particular location. you can see chp, they're not going anywhere. he's laying down more cones, more flares. the damage stretches for miles. the cars that you see are moving. well, that's the only lane available at this time. and the other lane. that's the turn off when you go southbound 80 to get to 92 at this particular time. they think it will take at least 2, maybe 3 hours to be completely removed from this scene. as far as the big rig. but they

are trying to cut off the back end. that is important because once they get the back and on its wheels, then they can tell the backend away from this location. then at least they can open up more lanes of southbound 8.80, but the damage already done. my advice is if you possibly can try to take the surface streets, go past this location and then hop on at tennis and because we were literally stuck in traffic chains and reyna for about 45 minutes going about maybe 3, 4 miles an hour tops and, you know, only from 5.80, to this location, probably only about 3 miles. back to you can you imagine that on a friday when it's friday like that long to get there. we'll thank you very much. obviously this is going to have ripple effects around the area for the morning. yeah. >> so we want to continue our team coverage and head over to tom michael thomas, who standing by for us in the traffic center morning. michael.

>> hey, good morning, everyone. that's right. this is now day 2 when it comes to those major delays that we're seeing over in the east bay yesterday, we saw over at 8.80, you know, those major delays and you can see right here, it's a similar that overturned big rig essentially causing that major back up. and we're seeing it right there all heading almost towards the actual oakland area. in fact, if you're over a little bit more inland, you may want to try and take 6.80, essentially because we're going to see that major back up over in the castro valley area like we saw yesterday, taking a look at 6.80. if you do use that alternative route, you only save yourself or excuse me, you'll only be spending about 15 minutes or so will did mention those surface streets. if you'd like, you can take when i'm going to exit on winton avenue. but you can actually take period boulevard all the way down to get on to the next on-ramp for 8.80. but you're still going to see those major delays taking a look at some areas before you get to that actual crash scene on 8.80. you can see in the oakland

area. there's a small pocket of congestion here and that's because there's another traffic collision that's being currently cleared up. so put that into your morning commute as well. lastly, we'll take a look for those heading in from the area. things do look good. taking a look over in antioch right now, antioch to concord. 23 minute commute. and that drive from crockett to the maze. a 17 minute commute. last a look at that bay bridge right now. it is already having some small congestion. 18 minute commute. those metering lights are on. john, i'll send it over to you. thanks so much, michael. well, we are looking at a morning that is bringing some increased cloud cover is compared. >> to the past couple of days, still some peeks of sunshine out there, though. youve got right here. highway 24 winding its way to the east bay hills between walnut creek and berkeley. and you can see at least things are moving fine. there and no rainfall for this morning commute. we're saving all the moisture for later on. after the sun goes down tonight. but you can see the forward bands of our next system sitting offshore right here starting to impact the for this northern reaches of

aegypti mosquitoes found during the district's regular surveillance program in traps set across the community. arts for the beautiful mosquito today have these sort iridescent white scales, black and white lakes which people may be able to recognize that they're getting >> and then they also have this beautiful liar pattern on their back. doctor kelly stresses the public, though, to not get lost and their beauty. >> make no mistake. this non native species of mosquito is aggressive bites during the day, prefers humans and can transmit several viruses that cause deadly diseases become taken to india. >> and thank you know, a very victory control district manager 9 here. says much like in contra costa county 80's aegypti was discovered in santa clara county in 2022. >> and due to a quick response and cooperation from the community, vector control crews were able to eradicate the mosquitoes by getting rid

very which launched him over the center divide and into the westbound. 80 connector highway 101, that writer wasn't hit by a car in those westbound lanes. >> well, we have some bad news for the salmon fishing season. it has been banned for a second year in a row. all due to low population of the fish. so state officials voted to close the season. experts say the 2019 2020 drought played a huge role in that. the say the salmon that were spawned in those drought years migrated out and they have low survival rate. he's a warm water conditions there. >> it's the best way to handle it. we've we've done it before. the fish do come back. if you just leave them alone. >> well, governor gavin newsom request a federal fishery disaster declaration to support the fishing communities this year. but experts say that's going to take months for federal approval. state officials will vote on fishing only in streams and rivers next month. >> in the east bay, the owners of richmond burger joint say they're closing their doors

>> and we're back 6.44, is the time for things to know today. one person was shot and killed last night in oakland in the area of kennedy street and diesel street. police haven't said how that shooting happened. their investigation is still unfolding. search and rescue teams of sonoma county are still looking for a missing teen last spotted near steelhead beach at the russian river. sonoma county fire got a call about 2 teens in the water that needed rescuing. they say they did rescue one, but they're still looking for that second team. they plan to resume their search today. a berkeley man was charged with a woman near the north conquered bart station. investigators say it happened at about 6 o'clock monday night while the victim was walking near the station. that investigation also unfolding and business owners along valencia street in san francisco's mission district say they are planning to take legal action now against the city over new bike lanes installed on that street. it's

led to some financial losses for them and it's blocking, they say access to their customers. so more on that story to come. all right. well, we've been following a breaking news story that back up on south la 80's. going to be some problems for big problem in the east bay, michael thomas following in the traffic center. michael. >> hey, good morning, everyone. that's right. now, day 2 when it comes to major backups in the east bay for those commuters, this is over in the hayward area. it's on 80, 80 currently. all southbound lanes are closed and it's due to another big being turned over on its side. and it's just near the winton avenue. we actually have a photo for you so you can see it is that big rig and it's got 2 trailers attached to it. that back one currently on its side. we did have will tran out there earlier. he tells us it's going to take at least 3 to 4 hours for them to clear this up. and as you can see, there's also damage to the front of big rig as well. so this is blocking all of the land currently in people are being asked to exit at winton avenue. you can see on your screen do some have some

alternative routes for you. so if you want to exit west a street, which is right before winton avenue, you can do so and use his spear ian boulevard, however, his syrian boulevard this morning is already starting to see major congestion. and that's because a lot of people are already utilizing that another big area. we're going to see issues is over in the castro valley area and possibly even dublin, just like we saw yesterday, taking a look right now for those a little bit more inland heading towards that 8.80, commute. you can see at 13 minutes from livermore to dublin. now, my biggest suggestion would be if you're heading towards 80, avoid that area and just take 6.80 right now. it's only a 12 minute commute from dublin to fremont. so not too bad. taking a look over in the oakland area leading up to that accident in hayward. you can see things are looking clear there for commuters over in area. if you're heading towards the maze this morning, things are looking pretty clear for the most part over in antioch right now, there is some small congestion. 28 minute commute from antioch to concord and those heading to the maze westbound 80 right now crockett to the maze, a 16

roads slippery and maybe enough to have you adjust those weekend plans, especially on saturday. if you are heading to the sierra, the lake tahoe region, not going to see quite as much snow as areas for the to the south. well, but we do have wind up there. in fact, the wind advisory on donner summit as well as eco past. and then if you head south yosemite national park and sequoia national parks, these are the areas where you have your winter weather advisory, then you can see why when we see our snow total map south lake tahoe itself may see just a couple of inches with 6 to 12 inches as you're crossing donner summit. to the contrary, if you're heading up to yosemite, you've got a foot to a foot and a half. so this is going to be a central and southern sierra snow maker, not as much of an impact further north in the sierra temperatures today are going to be 50's towards the coast and 60's for almost everyone else. there's only a couple of spots that will barely hang on to the low 70's today and you'll see those right here, the south bay, santa clara and campbell at 70's san jose at
