record-setting career. more on that to come. good morning. thank you for joining us on james fletcher and rain are in for darya folsom today. >> the big story in addition to those, the weather is a nice warm one got a beautiful shot here, john, over san francisco. good morning. yeah, we're definitely tapping into sunshine. some really warm temperatures out there for your day today. it is going to be. >> today and tomorrow, actually that bring our warmest temperatures the year so far to many of inland spots. now closer to the coastline, there is still the presence of that ocean cool there. honestly, a little bit of fog out towards the coast, which is going to keep those areas kind of cool. you can see the evidence of that right along the bay shore from the embarcadero. some spots along the coast, not just a little foggy, but also seeing some low visibility. so watch for that. nothing but crystal clear skies elsewhere and temperatures are already rising. hayward and san jose getting close to 60 while fairfield vacaville in brentwood already in the low 60's already. and it's just 09:00am later today we will be breaking a sweat getting outside inland with those low

7 minute commute. and lastly, that golden gate bridge, that fog has gone away. it's only a 20 minute commute into the city. brandon james. all right. thank you for that update there. michael. well, we've been talking constantly about snow. still me. okay. well, the bay bridge 20 minute commute right let's see if i've got anything. all right. go to this next story. so we're talking about a homeless encampment in the south bay. yeah, the city, they're moving forward with tougher restrictions on where our bees can be park near schools. it was all unanimously voted on by the city council. >> call for sarah stinson has that story. >> san jose city leaders say the ban is one of policies designed to protect children. the city plans to first try the restrictions at 3 of its schools before expanding its city-wide. but homeless advocates say this pushes the unhoused out nowhere to go. san jose city council approved an rv van tuesday. it will first be piloted at 3 schools. independence high school shirakawa elementary school and challenger at mayor matt

mahan says the city needed to pass tougher restrictions because he says students don't feel safe at school went henson, rv encampment czar nearby. >> sometimes being harassed on their way on and off campus. we're having break-ins on campus even found needles on their picnic tables back in 2021, the city voted to restrict encampments within 150 feet of schools. >> but that's become more of an informal guidance. council members say the new initiative will give the city authority to put up no parking signs and tow our views within the school zone. homeless advocates have been opposing this measure since january and they continue to do so. you see a dog on the side of the road. >> do you not going over and big 0 dot for him? and we're treating our people and dogs. you remitted allies. the the unhoused people because they don't have a home. >> maybe they shouldn't be near schools. okay. but you

know, there's no place for them to go. mayor mahan agrees that while they work to protect schools, they also need to provide more support to those being pushed out of the school zones and to have safe manage places where that safe sleeping safe parking. >> interim shelter, permanent housing when it's a place for someone to go. when we. >> councilmember david cohen expressed frustration saying the approved various rv, safe parking site in his district would help provide a place for people to go. but it continues to be delayed. >> been very vocal about need to expedite the cited to be able to get rv's off the streets and give doctor than places. san jose city council will have a second reading on this next month. once it gets the final approval, the city says it will be months before people any of the enforcement as the department of transportation needs to do is safety assessment. i'm sara stinson reporting in the newsroom. kron 4 news. >> thank you, sarah. now over

the last year, california spent nearly 24 billion dollars on various efforts to fix problems with homelessness. but a new state audit found that california hasn't been tracking whether those efforts have actually been working. furthermore, the audit took a closer look at the cities of san jose and san diego in that found neither was actually doing a very good job of tracking. we're evaluating the effectiveness of their homelessness programs. san jose mayor matt mahan says he's not surprised by the findings fact. he says improving accountability was one of the things he ran for. mayor 4. >> we need more transparency, more accountability, better tracking. absolutely. but we should be tackling this city by city county by county. we should have a top down statewide framework for how we're going to measure the efficacy of the dollars were using. >> well, the state legislature is likely to pass some specific rules and regulations requiring better tracking at all levels. >> how i listen end of america's stanford women's basketball coach tara vanderveer has announced her

retirement. she has. yeah. the nc double a's all-time winningest basketball coach. what a legacy and proffers will tran is at stanford unnversity right now with more on this news. will the morning. well. >> james ray not consider this. this is the first time in 38 years that stanford students are waking up this morning. and tara vanderveer is not a head coach of the women's basketball team. how you like that? 38 years that they've been here. we're talking generations that have come and gone and she was their coach and till late last night when she announced, you know what, after 45 years all together? i'm done. i want to retire and she will have a news conference at 1 o'clock meantime, images dazzle you - with her numbers. numbers don't lie. and her numbers certainly don't lie. look at this resume, guys. how about this for teen final 4 appearances, 3 national championships. 28 times she reached the sweet 16. 21 times

she reached the elite 8. she has won 26 conference championships regular season. she is a gold medalists after coaching the 1996 women's basketball team in the olympics. and that really cause the nba to go. you know what i like this idea women's team's basketball. you know what about a year after that? 1990, 70 nba started that w and and she is credited at least for lighting that fire guys chance to speak to some students this morning. here's one student who is extremely proud that they have a lot in common. i mean, it sounds like he had an incredible career at least the last years. it seems like in the stanford women's basketball really. >> and it ended on a superlative except in general has always had this reputation of the best of the best. and i all the success. so i was sure wish her the best.

>> after police say it was a homicide east. palo alto. police say they found 54 year-old lanark clark dan well road right near west bayshore road on monday morning. autopsy confirmed clark's fatal injuries were criminal in nature. the group mothers against murder offering that reward for any information given the next 90 days that might help with that investigation. >> in the north bay, police have arrested a high school teacher accused of sexually abusing a student. brad rau is a pe teacher at american canyon. high school is currently being held on $100,000 bond as he faces 3 felony counts. the district is also put him on administrative leave. >> welcome county coroner identified the 9 year-old was killed in a rollover crash this weekend concord, dayna hernandez to pf from oregon, california highway patrol says the girl's mother, 13 year-old sister 2.17, year-old cousins. also in the car that crashed on 6.80 sunday morning. all of them are still recovering in

the hospital. investigators the driver took off from the scene right after the crash. >> well, happening tomorrow, local bay area fisheries and restaurant owners plan to speak out about how restrictions on the upcoming salmon season will hurt their businesses because of past droughts that decimated the salmon population. fishery managers canceled last year's season and this year they're predicting yes, better numbers, but still well below average. so they are contemplating more restrictions, maybe even once again canceling the season. they're going make that final decision tomorrow in the meantime, business owners say the families that fish salmon for living can survive. another canceled season. so their news conference is also happening tomorrow. it will be at 10:00am at the scum as of sausalito restaurant. >> still ahead, a problem morning news governor gavin newsom says crime it's over. cisco's trending down since he since chp and the national guard to help. we're going to hear how the chp feels about the work they've done so far.

has cleared right there, but that foggy blanket are really hovering up and down the coastline. half moon bay, for example, is very fogged in still my advice for you, if you want a little sunshine, the bayshore is kind of that sweet spot further inland areas. you're actually going to be on the warmer side of things today getting our first 80's of the season so far for inland areas today and tomorrow. this high will it last, though, low pressure dives back in and that's what we're alluding to this weekend. the big cool down the rainfall on its way, especially on saturday before we warm back up into next week. timing of all this friday we start to cool down. may see some very late friday showers, although saturday is the day i'm really looking at with our maximum rainfall. potential sunday gets here with clearing and drying conditions after some morning showers. and then we're smooth sailing into the week ahead after that. rainfall this weekend, preliminary models are showing around a half an inch to over an inch of rainfall depending on where you're talking exactly. most of our urban areas will hover around that half an inch to

three-quarters of an inch of rain. now, as for today, no rain just yet little bit of fog towards the coastline will 60's. where is the rest of us are pretty consistently and i did the 70's or the low 80's spots like san jose among our warmer ones getting up to 83 degrees today. fremont dublin livermore right at 80 with spots like oakland up to richmond hanging out in the mid 70's north day temps, upper 70's to low 80's for your daytime highs. cool out towards the coastline. if that's what you prefer. looking ahead tomorrow, just as warm if not warmer in london today. friday, beginning that cool down and by saturday it's only the 50's with the rainfall. pretty consistently sunday. we will see some morning showers before some afternoon clearing and eventual warming after that, michael. >> well done keep those 50's that will take those 80's right. good morning, everyone. and happy wednesday. taking a look right now at traffic tracker for you can see lots going going going and no delays. taking a look, though,

over in the east bay near antioch in concord. there is a traffic hazard on westbound lanes of 4. it's a second lane. it's being blocked off right now. crews are trying to get whatever it is out of the road. it's near the willow pass road area. so keep that in mind when it comes to those who are commuting from antioch over to conquer your drive times. still pretty good. a 22 minute commute. you can see it's still in that orange color drive times for those of you more inland area livermore to dublin, 18 minute commute, dublin to fremont. 25 minute commute. san leandro to milpitas. 32 minute commute milpitas to sunnyvale. a 10 minute commute. not too bad. taking a look over those who may be heading into the south bay san leandro to milpitas. 32 minute commute. lastly, we'll take a look at those bridge is the bay bridge right now. it's only a 9 minute commute over and you can see those metering lights are no longer on this morning. and lastly, a look at the san mateo bridge, a 14 minute commute. also back to the desk. >> time now to talk winners and losers on wall street with financial expert rob black.

and we are going to need his expertise this morning. rob, i'm looking at the markets, nothing but a sea of red. it's like the red wedding. the dow up more than 500 points. calm down. what's going on? >> just got to be honest inflation is higher than we wanted it to be. yeah, in december we want at 6 interest rate cuts this year. that's what money was telling us that it became 3. now it's become to interest rate cuts will make it easier to get a home loan that's affordable. it will servicing the national debt easier. it will make service credit card that he's here. that we didn't get the hot. we've got a hot number, not a whole number. so we're still only 2 to 3% off our all-time high. so this is not panic because we have a strong economy. we've got good earnings. we just have sticky inflation. and that's the story in the 1970's, it did the same thing. it started to come down. it looks like it's going straight out of year. shot back up for a little bit forward back down. so i think that's the story. okay, youire

interested is at 4 and a half percent. so if you're saver, if you're a retiree, it's great. all my cash is already in 4 and a half to 5% beating inflation at 3 and a half percent. but yeah, this isn't great news. okay. well, have more about and second l is going say, well, let's let's talk about a consumer prices. >> they went up more than expected, right? that's the general. take away the top line. >> and this is the 3rd straight month. so i can't call a blip. you know, i got to say it's a said this dashes hopes on a club lowering interest rates, still inflation at 3 and a half percent. your rear isn't a bad number when you're coming from 99 and a half percent, which was where we were little over a year ago. so we've had great games. we're just not down to where we want it to be. i don't think when you get to 2% the fed wants we're going to like 2 and a half to 3%. so most, but not that close shelter in energy were the worst performers i eat up the most energy was up 1.1% gasoline, for instance, up

$0.23 a gallon month-over-month the $3 and shelter was up about 5.7% year-over-year. so that's that's fast. that's that's too much inflation shelter. tons to come down the slowest and it's the biggest component of cpi, food. a little bit of good news here up only 2.2% year-over-year. but each the chickens and the fish still sticky high. as far as side going up on a month-to-month basis. i don't like to see food prices going up because, you know, that's like pocketbook that literally like kitchen table. >> stuff that kind of weighs on people, especially in an election year when they're going in there thinking about, you know, whether they feel better or worse compared to the year before the administration before. so this may have some ripple effects as have to tighten their budgets a little bit right. that's right. medical costs are up 16%. so those are your senior voters. you know, there's ways that you can look at this and the people who hurt the most. for sure. and

now step talk about a june rate that we're talking about july right. and that may cause the markets to do well. if we get the numbers under control, that may give biden the last minute, you know, surge in popularity because people do vote with their checkbooks. yeah, but i think he was hoping for more like may june, not july august and doubt, no doubt. and it's not just the seniors to, but i guess teams. >> are starting to tighten their belts a little bit when it comes to spending because those numbers are down as well. yeah. >> let's see what we can say about this. 11% of teens think the economy is improving. 65% think that it's getting worse. remember that 65% number. come right back to they're spending about 6% last. now, here's the 65% brought up again. 38% of teenager participated labor force. i have jobs. that means 62% 60 persons normal. so it's half the normal amount of

teenagers in the that means 60% of teenagers are living off mom and dad or mom and dad get the money. so that's where we can see that. you know, 65% think it's getting worse. adults think it's getting worse. teenagers can kind of live in their false fantasy world, but apparel and footwear going down as far spending goes, that hurts lululemon american eagle. it hurts nike is also losing favors a brand compared to decker's hoka. my have couple pairs of hocus. didn't like. come on. kind of thing. cosmetics perfumes and haircare ongoing output. hilarious to watch my teenage boys put on hair care. but chick-fil-a is a big brand with the teenager says he's been down starbucks and put the mexican grill. so you can kind of see some investment trends here. yeah, teenagers tend to spend regardless, but this year they're spending a little bit last if you tend to invest teenagers are going to tends to be a very good

well, when you do. >> on the north and drunk driver caused power outage over the weekend that affected more than 3,000 pge customers or to fairfield police. they say a drunk driver hit the pga paul on taxis, street. this is east of clay street a little after 12. 25 they say the crash sever the poll which put a lot of stress on electrical lines near it. cause a small fire on the fence line right along travis boulevard. >> we'll should nevada taxpayers get to decide whether they're going to pay for stadium construction. a legal battle on that very question is playing out right now at the nevada supreme court. the nevada state education association filed a petition saying that voters should decide something this big. but a clark county judge struck it down and the group then appealed to the state's highest court. if the petition is reinstated, the group still needs more than 100,000 signatures in order to put this on the ballot. the amount

in question is roughly 200 million dollars out of the 350 million that's being paid for by nevada. well, some sad news for fans of rose in the hands bar in san jose. the owner announced on the company's web site that they're closing their doors at santana row on april. 20th, they say the rising costs, declining sales and the harsh realities of running a restaurant post-pandemic. it made it difficult for them to keep that business operation, at least at that location. rosa mccann's, though, does have other locations in santa cruz. >> lot of the kron morning news specialists are trying to quickly final. well with tangled in a net. why is it is a life or death situation for that whale? as state attorney general rob bonta plans to crack down corporations. the of criminal offenses. why feels they should be hit with heftier fines? we'll have that coming up. don't go anywhere.

minute commute. a live look right now at the richmond, sandra fell bridge. it's an 8 minute commute. everything is flowing. and lastly, that golden gate bridge is only a 20 minute commute into the city. ran a james. we'll send it back to you. all right. thank you for that 9.31. is the time. and governor gavin newsom says that crime in san francisco has gone down. yeah. so that's a good thing. it's been almost a year since e. >> since chp and the california national guard to the city to begin kron four's. rob nesbitt actually had a chance to sit down with somebody from the chp and talk about what they've been doing. >> the public took notice when chp increase patrols in san francisco, according to the governor's office in the past 11 months, chp has seized more than 42 pounds of fentanyl in the tenderloin officer. andrew barclay from chp golden gate division says san francisco police are now able to focus on the open air drug market while his officers focus on the transportation of illegal drugs. we know that in order for individuals to sell fentanyl in the areas, it has to get there. >> and we know that majority

the time those drugs are transported to these areas in vehicles, more than 6,000 citations have been issued leading to nearly 500 arrests. the governor released a statement tuesday saying, quote, these results are a testament to the effective collaboration among state, local and federal law enforcement in san francisco. >> we will continue to work together to get drugs off our streets, address crime and make our community safer. the california national guard was also brought in last year to stop drug cartels. critics of increased law enforcement compare the governor's plan to the failed war on drugs. but officer barclay says police are doing more on the streets of the tenderloin that just making arrests while working with individuals who may be. >> you know, being arrested for possession of large amounts of fentanyl. also letting them know that there is there is help. there there reporting in san francisco. i'm rob nesbitt kron. 4 news. >> well, 9.32, we're getting new details now about san jose's 13th traffic death of the year. it happened back in january when a toyota tacoma

truck ran a red light at the intersection of mckee road and francis drive striking another car. now the driver of the truck died the driver of the car. he smashed into suffered minor injuries. police have arrested a hayward man for a deadly hit and run accident. that happened last september. police say the victim just saw a moment ago, christopher pena was riding his bike in hayward when a car hit him near mission boulevard and orchard avenue that car was reported stolen. police later found abandoned and set on fire. no word on what led investigators to this particular person that they've recently charged now with vehicular manslaughter. >> cal, fire officials are asking for your help try to find the person on your screen. they say the person is suspected of setting a fire at san jose state university on march 31st. the recognize the person you're asked to call san jose state police or cal fire. well, that's what crews set to put its cars back on the roads the first time october. self-driving car

company says it's going to add a small fleet of human-driven cars in phoenix. more than a great maps and gather more road information. company's goal is to resume driverless operations. you might remember crews pulled their cars off roads in october after one of its self-driving cars struck a pedestrian in san francisco. >> meantime, san francisco police are searching for a man who they say vandalized a mosque with a skateboard last week and it could be trying to cause more damage. so this mosque is located on sutter street right between van ness and polk. police say the man was first captured on video last thursday, damaging the building's windows again with his skateboard. and then he was back in the area yesterday morning, but drove off without causing any harm to the mosque. >> fully police department. trey're seeing a lot of improvement with their staffing. so the city authorize 115 sworn positions for the police department. the interim police chief brian addington and for me there, 80 on active duty. 39 were patrols. he also said 6 cadets

are currently in the academy. 7 more slated to join the academy sometime this month. plus, mayor lamar hernandez storm says he's $30,000 signing bonus program extended by the city council last year resulted in more than 20 new hires. >> i think the incentive program helped create a large pool of candidates. in which we were able to pull from. i don't think people joined because of the incentive program they join because i think that they recognize that and is a changing city has a changing police department. i think we've gone through the worst and and they want to be part of the change. >> during the past 2 years, it was believed that up to half of the sworn staff members were placed on leave a county and federal investigators corroborated bribery. this conduct of racist text messaging cases. the start of last year, the mayor reported 98 sworn officers. we're on the force with dozens on leave. >> well, in the south bay, a new study of santa clara county's public contracts shows that they only give contracts to a few minority

owned businesses. the county launched a vendor. the disparity study back in 2022. to examine the number of minority owned businesses that want public contracts between july 2016 and june of 2021. and the study final draft which was released this week found that local minority owned businesses only make up about 15% of the county's total payment and recommends now that the county start a small business enterprise program to give local and diverse businesses more equitable opportunities now to bid on public contracts, county officials and the study's authors are going to be hosting a virtual public forum monday. it's going to be at 01:00pm. they want to hear feedback from business groups. well, state lawmakers are looking to increase penalties against corporations convicted of criminal offenses. state attorney general rob bonta says that while corporations can't be sent to prison for their crimes, they can face penalties. current law allows for a maximum of $10,000. fine per felony. but bonta's new bill would allow a judgemto

impose a fine of up to 25 million dollars per case or a penalty were twice the amount of the money that victim lost as a result of the corporation's offense. >> if you commit horrific crimes, you will pay a just find a fair fight in holding these corporations accountable is that we're going to enhance deterrence and that's going to discourage this kind of corporate misconduct that's going to discourage people from defrauding their fellow californians are explaining people harming are invited and that is going to protect communities across our state. >> will bonta says more. the 75% of the money from these fines would go toward a newly established fund to support victims. no word on if there's any formal opposition to this proposal. >> all of say the contra costa board of supervisors. they passed a recommendation to expand health care to undocumented residents. this expands eligibility to immigrants by eliminating the documentation status requirement for the county's basic health care program. supervisor john goya celebrated the vote saying,
