>> news station. this news 11. >> now 11 san jose moves forward was setting tougher rv restrictions near schools. despite opposition from homeless advocates. good evening. thanks for joining us for kron. 4 news at 11. i'm ken wayne tonight, the san jose city council unanimously approved a ban on rv parking within a school zone. kron 4 sarah stinson joins us now live from the newsroom with the details. sarah. >> san jose city leaders say the ban is one of policies designed to protect children. the city plans to first try the restrictions at 3 of its schools before expanding its city-wide. but homeless advocates say this pushes the unhoused out nowhere to go. san jose city council approved an rv van tuesday. it will first be piloted at 3 schools.

independence high school shirakawa elementary school and challenger at mayor matt mahan says the city needed to pass tougher restrictions because he says students don't feel safe at school went henson, rv encampment czar nearby. >> sometimes being harassed on their way on and off campus. we're having break-ins on campus even found needles on their picnic tables back in 2021, the city voted to restrict encampments within 150 feet of schools. >> but that's become more of an informal guidance. council members say the new initiative will give the city authority to put up no parking signs. and tow our views within the school zone. homeless advocates have been opposing this measure since january and they continue to do so. you see a dog on the side of the road. >> do you not going over and big 0 dot for him? we're treating our people list and dogs. you remitted allies. the the unhoused people because they don't have a home. >> maybe they shouldn't be near schools. okay. but you

know, there's no place for them to go. mayor mahan agrees that while they work to protect schools, they also need to provide more support to those being pushed out of the school zones seem to have safe manage places where that safe sleeping safe parking. >> interim shelter, permanent housing. it's a place for someone to go. >> when abate them. >> san jose city council will have a second reading on this next month. once it gets the final approval, the city says it will be months before people see any of the enforcement as the department of transportation needs to do is safety assessment. i'm sara stinson reporting in the newsroom. kron 4 news. all right, sarah, thank you. california spent almost 24 billion dollars on homeless and housing over the last year. but >> a new state audit finds the state has been tracking if the efforts have been working. the audit released today found the state doesn't consistently track and evaluate its efforts to prevent homelessness it

also evaluated the cities of san jose and san diego in found both cities are not property tracking spending or of evaluating the effectiveness of its homelessness programs. san jose mayor matt mahan says he wasn't surprised by the findings saying improving accountability. it's one of the reasons he ran for mayor. we need more transparency, more accountability. better tracking. absolutely. but we should be tackling this city by city county by county. we should have a top down statewide framework for how we're going to measure the efficacy of the dollars were using. >> the state legislature is likely to pass some specific rules and regulations that will require betty better tracking at all levels. san francisco police are searching for a man who they say vandalized a mosque with a skateboard last weekend could be trying to cause more damage. the mosque is located on center street between van ness and polk. police say the suspect was first captured on video last thursday, damaging the building's windows with a

skateboard. back at the area this morning but drove off without causing any harm to the mosque. anyone who has information is asked to call san francisco police. meanwhile, governor gavin newsom says crime is down in san francisco. it's been almost a year since he said in the chp and the california national guard to the city kron four's rob nesbitt talked with a chp officer about how their work has been so far. >> the public took notice when chp increase patrols in san francisco, according to the governor's office in the past 11 months, chp has seized more than 42 pounds of fentanyl in the tenderloin officer. andrew barclay from chp golden gate division, francisco police are now able to focus on the open air drug market while his officers focus on the transportation of illegal drugs. we know that in order for individuals to sell fentanyl in the areas, it has to get there. >> and we know that majority the time those drugs are transported to these areas in vehicles, more than 6,000 citations have been issued leading to nearly 500 arrests. the governor released a

statement tuesday saying, quote, these results are a testament to the effective collaboration among state, local and federal law enforcement in san francisco. >> we will continue to work together to get drugs off our streets, address crime and make our community safer. the california national guard was also brought in last year to stop drug cartels. critics of increased law enforcement compare the governor's plan to the failed war on drugs. but officer barclay says police are doing more on the streets of the tenderloin that just making arrests while working with individuals who may be. >> you know, being arrested for possession of large amounts of fentanyl. also letting them know that there is there is help. there there are services available to reporting in san francisco. i'm rob nesbitt kron. 4 news. >> all right. time now for weather check. let's give you a live look at downtown san francisco. dave, it looks like there's a little bit of fog left side of the screen creeping over. the city has tried to sneak in there just a little bit there in some spots and some shots. it's appearing

better than others. but you get the general idea. >> could have to deal with some fog probably tomorrow morning. and then in the afternoon, some of those high clouds thickening up a little bit by the late afternoon, turning almost like overcast a little bit. here's a quick check of those temperatures. by the way, most readings across the bay in the district are in the 50's. a couple of 40's popping out here and there. but on balance looks pretty mild. pittsburgh at 62 60 per conquered. meanwhile this what i'm talking about after the morning fog is kind of done that high cloudiness kind of picks up a little bit and we'll have kind of that. the pasty white skies in the late afternoon by sunset will clear back out again just in time to do some star gazing. but we should be back in the sunny mode for your thursday for tomorrow. 71 san francisco, 82 san jose kind of hazy, pleasant, again. high clouds of note. the wake-up forecast calls this high clouds, patchy bay fog. temperatures at 10 o'clock and the 52 degree range in the bay. 64 inland up to 72 by high noon in the mid afternoon. 79, warm and hazy.

but we do have rain coming in this forecast. we'll have more about that in a bit. thank you, dave. we're learning more tonight about a fire that took firefighters about 12 hours to put out. this is video from the citizen app last night. capture the flames. >> shooting out of a business on to paul the way just off perry and boulevard. here's what the area looked like earlier today. the owner of an adjacent business called kitchen by the hour, says the fire started at west coast insulation around 10 o'clock last night. it spread very fast, damaging the store next door. firefighters have not said what caused that fire. cal fire officials are asking for the public's help to try to find this person. they say the person is suspected of setting a fire at san jose state university back on march thirty-first. authorities have not confirmed the suspect's gender but described the person as someone in their late 20's, early 30's, about 5 feet, 8 inches may be up to 6 feet tall and weighing between 150 and 180 pounds. anyone who

recognizes this person is asked to call san jose state police or cal fire. the man is dead after investigators say he was hit by a car while trying to cross highway 101 crash happened shortly after 10 o'clock last night on southbound 1, 1, just south of the san bruno avenue. overcrossing next to sfo. the highway patrol says the driver of the car that hit the pedestrian stopped at the scene and cooperated with investigators. the crash shut down 3 lanes for about 2 hours last night. investigators have not yet identified the person who was killed or why that person was crossing the highway contra. costa county coroner has identified the 9 year-old girl who died in rollover crash this weekend in concord as hernandez tapie a from oregon. the highway patrol says the girl's mother, 13 year-old sister and 2.17, year-old cousins. we're also in that vehicle that crashed on 6.80 sunday morning. all of them are still recovering at the hospital. investigators say the driver of that vehicle fled the scene after the

crash. a proposed plan is solano county could limit the amount of water residents there are allowed to use water. officials are looking to reduce the amount of water available for solano communities by 75% and that water instead would be used for state purposes. the mayor of fairfield says the restriction would hurt homeowners, agriculture businesses, including the city's contract with anheuser-busch and travis air force base. >> they apparently don't care about the people who live in our cities unincorporated area. the mess not care about travis air force base because it endangers them, quite frankly, to realize what how could the state even recently proposed what proposing? just just a 75% reduction of our most reliable water supply. >> in a system that's functioning incredibly well since 1959. in response to the water concerns. officials from the state water resources board say they're still updating their plan and gathering. >> public input. cruz is set

to put its cars back on u.s. roads for the first time since october. the self-driving car company says it will add a small fleet of human-driven cars to phoenix. crews said it will create maps and gather road information with the goal of resuming its driverless mission. the company halted operations in october after one of its self-driving cars dragged a pedestrian in san francisco. a s arch is under way to try to find this way. all you can see it here dragging this fishing gear. a photographer captured this aerial video of the whale this morning near thorton, state beach off of daly city experts with the national oceanic and atmospheric administration or noaa say that they first spotted the whale off laguna beach in southern california back in march. they say they tried to remove all that netting. but the whale got spooked. so they put a gps tracker on the way off. but that tracker fell off sometime last week. he happened to be able to see that. well, you're

are pushing for more security in san francisco. they rallied in front of the city's main library today. >> demanding the city provide security guards at all branches and for the library's to hire more full-time employees. they say library workers are often forced to intervene in dangerous situations. >> i put myself between this weapon and the children he was. we have it at me. i am lucky to be here today. could have killed me. okay. this is not what i signed up for. when i became a library and i did not learn how to de-escalate situations in freaking library school. now, did i? >> of 27 library branches in san francisco. only 9 have dedicated security staff library workers are pushing for all the branches to have security. police department is seeing some improvement with its staffing situation. city has authorized 115 sworn positions for the police department today. interim police chief brian addington confirmed there are 80 on

active duty and 39 work patrols. he says 6 cadets are currently in the academy and 7 more slated to join the academy this month. plus, the mayor hernandez sort says he's $30,000 signing bonus program extended by the city council last year has resulted in more than 20 new hires. >> i think the incentive program helped create a large pool of candidates. in which we were able to pull from. i don't think people joined because of the incentive program they join because i think that they recognize that and is a changing city and has a changing police department. i think we've gone to the worst and and they want to be part of the change. during the past 2 years was believed that up to half of the sworn staff members were placed on leave from county and federal investigators. >> corroborated bribery, misconduct and racist text messaging cases. at the start of last year, the mayor reported that 98 sworn officers are on the force with dozens of them on leave. high

school teachers in custody tonight accused of sexually abusing a student brad role teaches physical education and american canyon high school. he was arrested this morning on 3 felony counts. role is currently being held on $100,000 bond. the school district says he's been put on administrative leave. a luxury train could soon be running between san francisco and los angeles. a southern california company called dream star. it's working on an overnight train service between the 2 cities could begin as soon as next summer. the company says it's sleeping. cars would have private rooms with queen beds and even showers. also be high speed, internet and food and beverage service. so far dream start has reached an initial agreement with union pacific railroad to use their tracks that are already used by amtrak's pacific surfliner and coast starlight trains. it's unclear just how much that trip would cost. now to our 4 zone forecast, a live look at

the sfo trains, planes and automobiles. dave. >> going up to see grandma. yeah. that's what we've got going on a little bit. the way some foggy can make out there. and we're seeing some of that around the city as well. tomorrow morning. probably going to get some of that ground fog making its before it mixes out 2 hazy sunshine. the really starts to thicken up by the afternoon hours. here's a shot for you you. get an idea of what it looks like in the city. now it's back to the future cast for there. we have of the high cloudiness aloft by the late afternoon. it really starts to thicken up in thins out just in time for sunset in the overnight hours for radiational cooling. but thursday looks pretty good. will go back to sunny mode. and then things turn yet again for your friday. by the way, one of the other features to look for our winds, a little pop with these winds. look like they come in here. by the time we get to thursday night, you can see a good strong offshore onshore wind rather. all right. now these rainfall going just to show you saturday here. looks like we're getting more than quarters of an inch of rain to

seasons, tara vanderveer will retire as head coach of the stanford women's basketball team as he hangs it up. still take with her. a myriad of records in the sport. none more impressive. then the record, the most wins of any ncaa basketball coach ever men's or women's 1216 winds will be her final tally in a career that started 45 years ago at idaho took her briefly into ohio state and then stanford for the duration starting in 1985, the cardinal won 3 titles during her time on the farm most recently in 2021. now vanderveer will stay on at stanford as an adviser. some more details about that role. tbd. cardinal say they are currently negotiating with longtime vanderveer assistant kate pay to be the next head coach of the women's hoops team. all right. let's get into some sports feet. got some warriors here for years taking on lakers in la a win over la would give them the

so pretty good night for the a's. they playing. well, despite everything that's going on behind the scenes. but the giants boy, they got a lot of work to do and they have such promise that it's a whole new team, obviously, but still want get those bats going. yeah, yeah. >> how about i mean, just amazing. oh, my gosh. i thought it was going to cry. when i heard the news, she an incredible career and a really incredible person to this. she loves basketball and she's always been so generous with their time and really wants to should the stories of the young women she's coached. you think about the hundreds of women who have played for her over those many, many years and effect that she's had on their lives. yeah. and on the sport, right? i mean, she's a huge part of the reason the sport seeing the success that it's seeing now. yeah, certainly a loss for all of us, but we're glad that she's going to do what wants to give. yeah, will still be there and she's a huge were 1000 of which is going to watch a lot of this all right. thanks, kate. thank you for joining us next newscast tomorrow morning. kron. 4 morning tonight.
