concerns on the job. our kron four's tiffany justice was there and has the story. >> hundreds of library workers are out here rallying right in front of the main library in downtown, demanding that there be more security measures put into place. >> we want to tell the city how important it is to have security guard every single location because not only do library workers deserve to be cisco who come to our locations every single day deserve to have place. >> tuesday, san francisco public library workers were downtown to rally for safety, demanding that city workers provide security guards at all of their branches and to hire more full-time employees. nicole, jermaine chapter president for the sf librarians guild saying that security guards are desperately needed after recounting her own scary experience. >> at some very severe incidents, my own incident

that happened me not that long ago. >> could mean between. >> a man. >> who is half dressed wielding a weapon who clearly mentally unstable. >> and consider the mother of the library. everybody loves me, the mother of the library. but i was not strange to be a security guard. i was not trained to de-escalate. learned that in library school. however, when this man came into my branch, i had a very strong duty to protect the children. demonstrators say library workers are forced to intervene in dangerous situations that at times can turn physical. there are 27 library branches in the public library says some 9 have dedicated security staff, jermaine, who was also the branch manager at the port hull of brandt, says this is their 3rd attempt with the city. >> to get safety help. >> can we got nothing? second round. we got 3 guards. and now i'm lucky enough to be one of those branches that just got a and now this year, we're

a month. the goal is to make it easier for the homeless to move into housing and receive critical services. turning now to a disturbing case we've been following out of the south bay where 3 suspects are in jail, charged with murdering a 3 year-old girl. >> her family members say they were performing an exorcism. newly-released documents reveal that child fought for her life and tried to escape from the church where her mother, uncle and grandfather performed an exorcism to cast our. they called a devon that they claimed had possessed her. this happened back in 2021. investigators say the girl's body had several injuries when firefighters found her on the altar of the church in downtown san jose. the coroner determined she died from a combination of us 5th as fixed ia and smothering. the 3 pleaded not guilty. the judge is set to rule on whether or not the case will move forward to trial. the california teachers association is speaking out against a bill that to mandate a specific way of teaching kids how to read.

>> phonics instruction is a method that teaches children to read by decoding words and then sounding them out instead of using pictures to recognize words on site. but teachers say the bill leaves out the needs of english learners and leaves them out of the decision-making process. but advocates of the bill say that it's important. the california school districts mandate phonics instruction in 2023. more than 40% of california 3rd graders met academic standards. the assembly education committee is meeting on this bill a little later on this month. the issue of retail thefts back in the spotlight today at the state capitol. our capitol correspondent eytan wallace has more on why some republicans say. >> the proposals won't do enough. >> will reeve us is confident these bills will send a strong message on retail theft, but some of the gop argue more action is needed. >> measure passes that vote in the assembly. public safety committee was the exact outcome. speaker robert rivas

had hoped for as members of the committee overwhelmingly approved his package of 7 bills on retail theft. >> the goal deliver solutions that work that truly work for all californians impacted by retail crime and theft. that was really speaking just before the bills passed. the committee included in his legislative package, the california retail theft reduction it will create a penalty of prison time up to 3 years for those convicted of stealing property with the intent to sell. and it will allow for what's known as aggregation, meaning several thefts committed by one person can all add up to meet the larger penalty for grand theft. also included an expansion of diversion and rehab programs and a proposal to provide law enforcement with the tools to keep repeat offenders in custody. this bill says to organized crime rings, we mean business and we're going to give law enforcement the tools they need to shut you down other bills in the package include want to expand retail theft to include stolen cargo and another to extend the

california highway patrol's regional retail crime task force indefinitely. this is change. this is action. these our solutions but not included in the bill. a proposal to repeal prop. 47 passed by california voters in 2014. the law change certain nonviolent crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than $950. >> while supporters have long argued the law will help reduce california's prison population and lead to criminal justice reform opponents, including something member tom lackey say it emboldened criminals to take part and certain crimes like retail theft, but little to no punishment. it's the impetus to the problem. >> no, it's the main reason for the problem. and it was ill-advised. it's time to fix it. let the people speak and let us respond. >> and to overturn prop 47 and ultimately will be up to voters to have the final say. as for the reverse back to bill's remember, they still need to go through various committees and both chambers of the legislature to make it to the governor's desk

there for tonight. this is what we expect. 6 o'clock sunny and mild got temperatures inland in the mid 70's dropping to the mid 50's. now by midnight, mostly clear and mild. and then for tomorrow, some high clouds, some bay fog to deal with, too, with temperatures pretty much in the lower 50's. speaking of temperatures tomorrow, high clouds, san francisco. 71. 75 going on for oakland, san jose checks in about an 82 see a lot of 80's going on. well inland looks like here's the big view of everybody. there you have it in the east bay. some 80's hiding out there up in the north bay. maybe not quite for probably make up for that on thursday. little chilly along the coast. still at half moon bay at 64. 71 san francisco. so the timing of this next storm system is will really watching will be have a few little bits for you coming up in just a bit. all right, dave, thank you very much. white house is condemning the arizona supreme court's abortion ban. the supreme court there ruled the state should follow an abortion ban that dates back to 18. 64.

>> weather is starting to warm up this week with more rain expected this weekend and with spring here in summer on the way we wanted to know how is the state and local water supply looking. kron four's charles clifford tells us.

>> well, california's water year usually peaks around april first. and that's when people start wondering if maybe we might have drought restrictions headed into the summer months. but it looks right now like california's water supply is in great shape. the most recent us drought monitor shows that california is drought free. there are a couple abnormally dry spots, but no drought conditions statewide. nearly all of our reservoirs are at or above their historical average for this time of year. great news headed into the spring and summer months. the state's snowpack is also average of 116% for this time of year here in the bay area. all of the major water providers are showing healthy amounts of water in the reservoirs. the east bay municipal utility districts, reservoirs are at 93% of full in the south bay, the santa clara valley water district says they're 10 reservoirs are at 68.4% of capacity. but that number is misleading because anderson reservoir the district's largest is currently undergoing a seismic retrofit and only has about 4% of its normal amount of water. san francisco's main water storage reservoir hetch hetchy in yosemite is currently at

80% of full capacity. and finally in the north bay, the marine water district says their reservoirs are at an average of 91.4% of full capacity and winter's not done yet. there is more rain in the forecast for this weekend. but for now in the north bay, charles clifford kron, 4 news. >> a proposed plan in solano county could limit the amount of water residents are allowed to use from lake berryessa. the bay delta plan was devised by the state water resources board to protect the watershed along with it. natural ecosystem. so if the plan is approved, it would reduce the amount of water available for communities by some 75% and then be used for state purposes. instead, this is a major cut back, though, and it has people like the mayor of fairfield saying that it would negatively impact homeowners, agriculture businesses, including the city's contract with anheuser busch and travis air force base. >> they apparently don't care about the people who live in

stormy action. so for tonight, we have a little bit of the surface fog and a lot. here's the high cloudiness you can see in the mid afternoon there that should depart by tomorrow. late afternoon overnight into thursday to go back to mostly sunny and will bump those temps back in the 80's again for a lot of the inland valleys. so little flavor of tour spring. then we track back. it looks like to a little flavor of winter, putting it all together for you. patchy. fog tonight. 40's 50's of the coast. we have to deal with some high cloudiness tomorrow. okay. clear it out on thursday. then the weekend things change. here's the longer-range. look, we're looking pretty good short term timing now. this is saturday morning. the low is right in our backyard. it's doing this. join the low energy phase of the atmosphere. so if we have the cloud cover that remains, we won't get as much heating at the surface. that's also the issue to take away from the sun sunday because when the clouds to park and you have that low close at hand and you get heating that just gives you energy to a spark off. maybe some locally severe

weather is symptom fund or storms or maybe even some hail. that's what we've been seeing. the last couple of events that we saw. 71 san francisco, the 4 zone forecast for your wednesday. lot of 60's on the board here. mid 60's at the coast. 72 going on for burning game. 74 foster city 78 for palo alto in the south bay, lower 80's east bay shoreline scratching near about 80 tribe. ali, you also are looking at numbers close to 80, if not a little bit above san ramon about 81, 80 to 81 for concord. 75 for berkeley. allay 74, 80 for fairfield. and let's do about a 79 for santa rosa. again, the high clouds tomorrow, nice little warming phase. look at that drop, though. and it comes with course rain. yeah, we'll see rain on saturday in lingering a little bit on sunday. probably the heaviest snows will be on saturday, though. it looks like and just residuals. yeah, the big issue is if you don't get the clouds departing the afternoon, you don't get that heating as well. which tends to sometimes drive some, you know, hail and thunderstorms and something they keep you busy. it does.

>> in the east bay after wet weather postponed it last week. oakland's first friday street festival is finally coming back this week the monthly event was on a hiatus for 3 months because of financial issues. organizers say they're glad it's back because first fridays help celebrate the arts culture and community of oakland. >> listen up. swifties the city of santa clara renamed itself. if you recall swiftly, clara during a taylor swift tour, first stop in the bay last july yeah, it went away. but now a new study calls 10 a clear the swifty capital of the country. reportedly there are more swifties per capita more than any other city. the study compiled a ranking of the american cities with the highest concentration of swift fan. santa clara took the top spot, followed by tampa bay, then pittsburg, kansas city. a

southern california company is hoping to offer luxury overnight train service between la and san francisco. the company is called dream star and it reached its initial agreement with union pacific railroad to use the tracks already used by amtrak's pacific surfliner and coast starlight. the sleeping cars would have private rooms and beds that allow writers to like completely flat. there would also be queen beds and showers in each room. all passengers would have access to high-speed internet food beverage service. there's no final agreement yet a dream star says that the new service could begin as soon as next summer. not clear how much it would cost tiktok may be planning to release a new app that could be similar to instagram. reports say the company's notifying some of its users of its upcoming photo app called tiktok notes. >> the app could share existing and new photo post from tiktok to the notes app. if users opt into that feature. tiktok is reportedly
