>> from the area's local news station. you're watching the kron. 4 morning news at 7. >> now on the phone, morning news, new court documents are shedding light on what happened to a little girl before she died during an exorcism ritual in the south bay. yeah, we're also following in the south bay leaders in san jose voting on whether to ban on house encampments near schools are going to be live with details.

fletcher will get to those stories in a minute. but first, we do want to get a check of the weather. have a live look here outside what a gorgeous shot of slow bridge and that fog over john says will be a little warmer today. mornings on. yeah, but little bit every there can see it in the form of that fog that will keep our coastal areas in the 60's today while the rest of us. >> absolutely rise a little bit further on into the 70's. maybe a touch of fog at the golden gate, but not seeing that at half. moon bay, nice and clear right here. we are seeing those clear skies for the vast majority of the bay area. we'll hold on to clear skies throughout the day today. that means temperatures are going to rise really quickly. now that the sun is rising right now, we're at a very cool us down in the 40's to low 50's sf alameda down at 51 degrees. pittsburgh 52 later today, though, it is going to be all about the 70's for really most of us. i have the full breakdown of what to

expect the rest of this week at our next chance of showers. all still to come, michael thomas in for traffic this morning. what is the latest on the roads? >> there's a lot going on. good morning, everyone. if you are moving slow this want to pick up the pace, especially if you're in the north bay. taking a look right now at traffic tracker for you can see we've got some delays when it comes to the 101 lanes heading southbound. we'll do a closer look for you. there's actually a traffic collision. it's on southbound lanes exiting san antonio road so that left lane is closed. you can expect major delays if you're heading into the city from the north bay this morning. so just keep that in mind. taking a look right now at the bay bridge. you can see does kind of look like a parking lot of cars, but it is moving right now. it's a 13 minute commute from the maze into the city. not too bad. taking a look at the mateo bridge, 17 minute commute over that things are moving a little bit slower. it's no longer in the green meaning go. it's now in the yellow. so slowing down. but still 17 minutes is good. richmond center fell bridge right now. it's a 12 minute commute over that. and taking a look at the

golden gate bridge. it is a total of a 20 minute commute and that's all in the green. so just keep in mind, if you're in the north bay, if you're heading on 101, southbound lanes. keep into your traffic commute this morning. i'll send it back to to the test. all right, michael, thank you for that update. >> all right. happening today, we've got san jose leaders set to vote on a new measure to limit where homeless encampments can be. so they say the move is necessary dry keep schools safe. rovers will tran live in san jose with an explanation on that. good morning. well, >> not everybody is happy about it. homeless advocates believe it is an assault on homelessness that oftentimes it's not their fault that they can't afford to go into a traditional house and a lot of them stay in rv's. and explain in just a few moments with rv's have to do with it as far as what they will do. and a couple of hours from now, the city council members will vote on a measure that actually was introduced 3 years ago and it's on the books, but really

not enforced. so right now, homeless encampments cannot be any closer than 150 feet to schools. sounds like it should be enforced since it's on the books. but it really hasn't. it's basically guidelines, but they want to do is start enforcing it if it is passed. the other thing that they want to enforce is harvey's and large vehicles. many of them are oftentimes near school zones. so what they want do is look at the school zones, see how safe it is for the rv's to be there. now, it might sound like an attack on homeless this, but the city says the claim it's about vision that blocks the views of drivers and people in crosswalks. so what they want to do is tell they are the drivers to move their rv's. and if they don't, then they will be towed. here's why are these are important because a lot of them are used by homeless people who cannot for

traditional housing and those are the places where they can park. well, they are quickly filling up and oftentimes they don't have spaces, but the city will have to decide where they will have to go. looks like if this is passed, they will look at the school zones and start putting up signs. that's a you cannot park near school zones with large vehicles and our fees. quickly circled back as far as the homeless encampments, they will be cited if they get closer than 150 feet. but they are not asking for any money. it's just basically their way of saying you can't be here. >> all right. well, thank you for that update there. okay, 704, on the clock. and now turning to a disturbing case we've been following out of the south bay where 3 suspects now are in jail, charged with murdering a three-year-old. so our family members say they were performing an exorcism. newly-released documents reveal that child fought for her life trying to escape from the church where her mother, uncle and grandfather for

exorcism to cast out demons. they claim have possessed or this all happening back in 2021. yeah. investigators say the girl's body had several injuries when firefighters found her on the altar of this church in downtown san jose. a coroner determined she died from a combination of expects em and smothering. the 3 have pleaded not guilty. the judge set to rule on whether the case move forward to trial. also new this morning, a pedestrian died while crossing the freeway near san francisco international airport. that happened last night about 10 o'clock. the chp says a car struck the victim on southbound 1, 1, right near the airport. offramp investigators are looking into why that person was on the freeway. tesla's battling 2 court cases in the south bay this week. company decide to settle family was suing the company over the auto pilot feature. they say malfunction and killed a man in mountain view. crash happened back in 2018 on highway 101. investigators say the driver was playing video games on his phone while using tesla's

autopilot feature that investigation determined the auto pilot system did not recognize a lane change on the highway. tesla has long said teachers, they do not prevent all accidents. we don't have any word on how much money tesla settling for both sides will be back in court this thursday to talk about the settlement a little further. another court case involving tesla. that's going to be heard today. case involves a family. his 2 year-old son crashed a tesla in his pregnant mother back in 2018. that lawsuit accuses tesla of consumer fraud. robert eyes of the model x is safe. it also claims tesla knew about a defective design. tesla denied any liability. well, on alameda island, take a look at the smoke coming from the posey to peer after a pickup truck caught fire inside happened around 7.30 last night. crews from alameda and oakland both responded had to evacuate. the 2 of them worked for about an hour to put that

fire out. no word if anybody was injured. san francisco, they're now threatening legal action over a proposed name change for the oakland airport just days before vote the port of oakland set to vote on a brand new name. yeah. so the proposed new name would be the san francisco bay, oakland international airport. a cropper sarah stinson has more now on the tension between the 2 cities. >> at the oakland airport on monday night. rumblings could be heard about the airport, possibly getting a new name. san francisco bay, oakland international airport. i think it's ridiculous. the port of oakland manages the airport and first proposed the name change late march. the port president says this will boost travelers, geographic awareness of where the airport is located. but people flying in and out of the airport say this would only make things more confusing. nothing about here that some francisco. we're trying to get away from some school. that's why we

come here. you know, some of is going open its 2 different cities. so let's wait to oakland. mayor sheng thao has said the new name could support the airport's efforts to secure more direct flights and boost tourism in oakland. but across the bay, san francisco mayoral candidate and supervisor. asha, suffice as the name change would hurt sf. >> san francisco's a port of entry for millions of immigrants. millions of working people, people from all over the country in the world and what you don't want ever is for there to be confusion ahead of the port commission scheduled vote on thursday. san francisco city attorney david chiu center letter threatening legal action if they go through with it too, says the proposed name infringes on sf those trademark. >> their proposal appears intentionally designed to divert travelers. you may be unfamiliar with the area. geography. we believe that the clear similarity and a very high likelihood of confusion

gives us a strong federal trademark infringement in response to the possible lawsuit. the oakland airport released a statement saying in part the proposed name modification will clarify, not confuse the new name identifies where the airport is actually located. >> it also added that once the board approves the name change, the port will take appropriate measures to use the new name city attorney to says he hopes to speak with port officials before the vote on thursday. but if it gets approved, they are fully prepared to move forward with legal action. >> i'm sara stinson reporting at the oakland airport kron. 4 news. >> the war on fentanyl continues in san francisco police department posted on social media that since the end of last may that she sees 182 pounds of fentanyl and also arrested more than 900 people for selling narcotics. more than 1000 people for using the drugs. and that was mayor london breed, advocating

for the city's downtown recovery efforts. 3 throwing her support behind 3 key state bills authored by san francisco officials. these are pieces of legislation would provide the city with a set of creative solutions. they'll build on local efforts to revitalize the area. the mayor also spoke about the work the city is done. help restore the vibrant downtown area. 2023. we saw one of the lowest crime rates. >> we've seen in the past 10 years, not including 2021, we shut down for a global pandemic. we see those trends continuing because of the work that we're doing to address retail theft, open air drug dealing and using car break-ins and a number of other challenges that persist. so the mayor also town 30 by 30 proposal, which aims to ask 30,000 more residents students to downtown by the year 2030. >> we'll take a break or 7.11. still ahead on the kron 4 morning news, a lawmaker is

minute. we are under all the sunshine today and we know something about not seeing the sun in the bay area. sometimes that fog can push in. >> we'll out of that today. this is your view out there at san jose crystal clear skies overhead. san jose today you're going to be one of our warmest spots getting up to 78 degrees and got some 80's on the way tomorrow. now skies are going to stay clear throughout the course of the day today. nothing getting in the way out there. this high pressure ridge is going to keep us increasingly warm into tomorrow. and thursday to first 80 degree days for some spots in the bay area this year. not for long, though, that low pressure to our north dives income this weekend along with it. some rainfall that arrives on saturday into early sunday. so we've got quite the switch up back to winter. we go in just a few days. so we are looking at our warm days ahead of us today. tomorrow and thursday, capitalize on those friday is dead day of swift change, a breezy one in a cooler. one and come saturday. there's your storm system impacting us with rain and the sierra with

some snowfall. as for today, though, it's 60's to 70's a few 60's at the coastline. we are tapping into some cool ocean air and a few spots of fog near the coast to watch out for 70's elsewhere, though, burlingame at 71 redwood city. 75 san jose and suprounding spots like santa clara and campbell, mentioned you getting so warm up to 78 much the same in concord. another one of our warm spots today. also up to 78 degrees this afternoon. pittsburgh, you're not far behind at 77 tomorrow and thursday, our warmest days of the forecast friday starts or cooldown by saturday. most of us will be in the 50's with rainfall returning michael. >> thanks, john. and good morning, everyone. it's tuesday. time to get up. time is 7.15, traffic this morning. looking good for the most part. but there are some small areas where we start to see some delays. taking a look over at the east bay can see right here. there's a little bit of yellow and orange going on 8.80, when we look at drive

times for that specific area, san leandro to milpitas, it's in the orange. 34 minute commute. so orange means slowing down. green means good. taking a look at drive times for those who are a little bit more inland right now. you can see an 11 minute commute livermore to dublin. 24 minute commute in the orange dublin to fremont san leandro to milpitas. 34 minute commute milpitas to sunnyvale on the a 9 minute commute. so if you're heading out this morning, keep all of those drive times in mind. taking a look at the south bay right now to 39 minute commute from san jose to menlo park. no major delays there. anything out of the ordinary and taking a look at the san mateo bridge right now, 8.80 to 1, 0, one, 19 minute commute. things look good there. heading over the bay bridge area. you can see it's starting to get a little bit red there. nothing that we normally don't see at this hour in the morning. but some drive times for those heading towards the bay bridge crockett's the maze. 25 minute commute. walnut creek to 5.80, a 12 minute commute. castro valley to the mains. 14 minute commute. stanley and or to the

maze a 12 minute commute. so all of that is really good right now. but that braved threat level. can't talk this morning bay bridge right now. you can see it's like a parking lot. 15 minute commute from the maze over to fremont street. nothing too bad. and i do want to warn those in the north bay right now there is some traffic delays and you can see there's been a collision on 101, those southbound lanes near the exit of san antonio road. the left lane is blocked. so we've been seeing that slow down probably for the next for the last hour or so. chp is working to get that cleared up. so keep that in mind. if you are in the north bay heading over towards the city, rain and james, we'll send it back to you. all right. thank you, michel. okay. 7.17 is the time an instagram may have some new competition soon. reports say that tiktok is notifying some of its users about an upcoming photo app. >> that they're calling tiktok notes. so the app is designed to share existing and new photo posts from tiktok to the notes app. if users opt into that feature tiktok is reportedly looking to bring

more creativity, it says to its users through this new app, however, has announced when tiktok notes will be released. so stay tuned. meanwhile, a new report says that openai trained its chatgpt model on over a million hours of youtube videos without permission from creators or youtube itself. the new york times says that openai new the move was legally questionable but was desperate for training data to give the company's technology competitive advantage. the report says openai as president was personally involved in collecting the videos that were used and that special transcription software was created for scraping you to content. google, youtube zone or says its terms of service prohibit automated scraping or downloading of its content. for your money. this morning, gold prices haven't hitting all-time high. >> target. they're now putting cameras at that little self checkout lane. jane king is live the nasdaq with those stories and more good morning. j. >> i read a morning. so target

president's new plan would cancel some or all federal student loans for more than 30 million americans borrowers who now owe more than they did at the start of repayment could see up to $20,000 in interest canceled the plan would also forgive all interest for borrowers enrolled in the safe plan and making less than $120,000 a year try to buy votes. president biden made the announcement monday in the swing state of wisconsin. >> where republicans like congressman bryan steil and derrick van orden say the plan is not fair to millions of other americans expecting our hard working blue collar men and women. we decide to go to trade school. >> to pay off the bill of people that have just started to get a 4 year degree. the white house says millions of americans could start to see the amount of drop as early as this fall. we are working hard to make sure that we follow the law but still expects another legal battle at the

sheriff was charged with domestic violence. >> according court documents, jonathan espirito strangled his girlfriend in our home last august and then attacked or at a work in december as rita pleaded not guilty to all charges, prosecutors say they are keeping him in custody because he poses a public safety risk. staff at general hospital, san francisco undergo security training because of a privacy breach in december medical logbook and went missing a law book containing very sensitive information like patient's medical record numbers. their birthdays, even specimens. collect it. the hospital says there's no evidence the information in that book was misused and that they reached out to the affected patients. >> in the east bay, the city of pittsburgh recently finished 2 projects to improve safety near schools and accessibility for pedestrians.

the richmond, sandra fell bridge 13 minute commute. everything is flowing nicely in that gorgeous golden gate bridge. you can see that sun starting to peek through. 23 minute commute into the city will send it back to 2 at the desk. all right, michael, thanks for that update. their 7.31 is the time and in the east bay, a little girl died in a freeway crash near concord over the weekend as kron four's philippe djegal reports the man who was behind the wheel driving that car that she was in. >> still on the run. >> the california highway patrol is searching for a 30 year-old man who was allegedly behind the wheel of an suv that flew off the freeway near concord sunday morning. we're speaking with the. >> for people that got transported to the hospital. they're all stable and expected to recover from their injuries. they're helping piece together who the driver was. a 9 year-old girl did not survive the crash. she died on scene. >> the chp says the suv was the only car involved. it crashed in the dirt median

between interstate 6.80, and highway 2.40, to near concord. >> and rolled over several times before landing on its roof. the chp says most if not all of the passengers were ejected and likely not strapped in before the crash always recommend wearing seat belts. one of them was we enforce the most. >> if you don't wear your seatbelt and you get involved in a collision that's going to increase the likelihood of major injury or death. the child who dies mother, 13 year-old sister and 2.17, year-old cousins were also in the car and where the passengers hospitalized the driver left the scene before officers arrived at this time. it's unclear if intoxication played a role in the crash in concord, philippe djegal all kron. 4 >> a woman and a child are in the hospital after being injured a car crash in san jose. crash happened near monterey road and metcalf road shortly after one yesterday, officers blocked off southbound monterey road for a few hours following that

incident. cause of the crash is still being investigated. on the east bay. police are looking for the driver who hit and killed a pedestrian in oakland stopping pretty early yesterday morning. right in the area 75th and silly and a street nearly coliseum. bart station police haven't identified the victims as of yet. 2 people in the north bay were arrested for allegedly running a chop shop. detectives say the suspects they were altering stolen cars out of unlicensed vehicle repair shop in santa rosa. they say they found 7 cars stolen and several others that were in the process of being repaired. >> changes are coming to the martinez refining company after a lawsuit settlement with the bay area. air quality management district sued the refinery over what it said was an unacceptable number of hazardous releases. the refinery had 21 spills or releases in one year alone as part of the settlement, the martinez refining company needs to reduce emissions by 70%. although the company says

that plans to do better than that and reduce emissions by 80%. california school superintendent is trying to crack down on hate incidents in school. tony thurmond is urging support for 3 bills that will help create the department of education's own office of civil rights thurman says that the office will establish policies limiting social media's use on campus, along with others aimed at educating staff about sensitive issues. the leader who is responsible for the education of more than 6 million children says there is too many stories now. students facing hate on campus. >> when something happens, even if it's awkward or uncomfortable that must be addressed. no room for we want to address anti-semitism islamophobia. any kind of hey, you know, black, white, racism, whatever it is. we want to address it. >> well, so far the bills have no formal opposition. >> california teachers association speaking out against bill. they want to mandate a specific way on how

you teach kids to re so far excess instruction is a method he just kids to read by decoding words and sound them out instead of using pictures to recognize words on site. teachers are against that bill because they say it leaves out the needs of english learners. it also leaves him out of the decision-making process. but advocates of the bill say it's really important. california school districts mandate phonics instructions. so in 2023, you have 43% of california 3rd graders mean academic standards. 27% of that black students. 32% of latino students. 35% low income children. we're reading at grade level, the assembly education committee, meeting later on this month on the bill. >> willow, bay area lawmaker has introduced a bill targeting ticketmaster oakland assembly member. buffy wicks introduced a bill that would stop what she calls ticketmaster's monopoly on the sales of event. tickets. rick says the ticketmaster handles the ticketing and pricing for

a vast majority of major concerts and sporting events. and she says her bill would require more competition for ticketmaster. giving event goers more options to buy tickets and hopefully save on fees, which says she believes this will lead to lower prices and better customer service. >> it's pretty fundamental. i mean, it's a basic premise of capitalism. so when you have more competition, you have a better product, right? and that is the foundational to to our side here. so ensuring that we have that competition, the primary point of sale to is the one of the most critical things that we can do to end the monopoly. >> in a statement, ticketmaster said in part, quote, we support reforms to improve ticketing be 28. 0, 8, will not do that. it will instead undermine the efforts of artists, sports teams and primary ticket companies to matt minimize ticket scalping. >> the deadline to file your taxes inching closer and closer people have until april 15 to file. they are free electronic filing options
