eclipse because they didn't have the right. i wear what i was hoping see it dim a little bit. if you missed it, you can see online of that. yeah. lots of lots of video in todays was to be just as nice as yesterday and maybe even a little warmer if i understand, right? good morning, john. yet we don't get the moon blocking out. the sun temperatures were already going to be warmer. and we're looking at a gorgeous, a nice sunny afternoon on top of that to hopefully can get out there and just soak in that sun today. looking out there. what we have up from mount tam is a beautiful, clear view from city of san francisco bay bridge all the way into the east bay hills there in the distance. now skies are going to stay crystal clear all day long today. nothing in the way of fog this morning and much the same later on temperatures are in the 40's to 50's right now. oakland and concord at forty-seven degrees. they were here at 49. well as seth and redwood city among a couple of our spots barely hanging on to the 50's this morning. later today we'll get to the 60's and 70's saving the 80's for

tomorrow. i'll talk about that in your full forecast. michael thomas with traffic this morning. what's going on out there? >> well, so far people are starting to head out this morning. good morning, everyone. and happy tuesday. you see right here on traffic tracker for lots of green. but we're starting to see some small pockets of that orange and yellow, meaning it's starting to slow down for our east bay viewer. some quick drive times for yemen to step out the way 11 minute commute right now. livermore to dublin 15 minute commute, dublin over to fremont and 25 minute commute. san leandro to milpitas. you see that's in the yellow meaning it's starting to slow down a seven-minute commute from milpitas over to sunnyvale. that's also in the l a quick look at some of our bridges this morning. you can see that bay bridge right now. those metering lights are on its a 14 minute commute from fremont. excuse me, from the maze over to fremont into the city. taking a look right now at the san mateo bridge, a 13 minute commute over that no major delays there. and a quick look over at richmond. sandra fell 8 minute commute. their lastly, that golden gate bridge that we do like to see all the time. it is a 19

minute commute, rain and james, we'll send it back to you. all right, michael, thanks for that update. 602, is the time and happening today, san jose leaders will vote on a new measure to limit where homeless encampments can be. so they say the moves necessary. keep schools safe for that. >> kron four's will tran live in san jose to explain that more. good morning. well, and not everybody seeing that rain and because homeless advocates are saying this is an attack. >> on being homeless. but a lot of parents and students, administrators say they are trying to keep school zones safe. what's going to happen at city hall right behind me in a few iris and now c council members. we're vote on a few measures. actually one of them already on the books for 3 years right now, you cannot have a homeless encampment. 150 feet are closer to a school, but it's more like a guideline. what they want to do is make it a law so they will vote on that. and if it becomes law, then

those homeless who are near the school's they can be sighted, but they won't face any monetary penalty. so just be talked to and they'll be told they cannot be at that location. so that's one measure. the other measure. it's about parking specifically large vehicles and rv's. you might think what's the big deal about that? what is that apt to do with the homeless population? well, lot of people in san jose among the homeless, they use rv's instead of traditional homes. that's all that they can afford. and oftentimes they are parked near school zones with the city wants to do is look at the school zones to see what's going on. so they have to do a study. first and then if they say it is unsafe for those rv's to be there because they obstructed views of drivers as well as people using the crosswalk that they could possibly be then they will put up signs. they say no parking in that particular area. and then the drivers they will get

a knock at the window saying they have to move. and they don't move well, those rv's could be towed out. back to you. >> all right. we'll thank you very much. let's turn now to pretty disturbing case we've been following out of the south bay where 3 suspects are in jail, all charged with murdering a three-year-old. yeah. her family members say they were performing an exorcism. newly-released documents reveal that child fought for her life and tried to escape from the church where her mother, uncle and grandfather he see on the screen performed an exorcism to cast out a demon they claim had possessed or so happened back in 2021. investigators say the girl's body at several injuries when firefighters found her on the altar of the church and downtown san jose. so a coroner determined she died from a combination of this fixe smothering him. the 3 have pleaded not guilty. a judge set to rule on whether the case will move forward to trial. well, new this morning, police say a pedestrian died while crossing the freeway near san francisco international airport. it

happened monday night about 10:chp says the pedestrian was hit by a car on southbound 1, one right near the airport. offramp the crashes currently under investigation. well, tesla is now battling to court cases in the south bay. the company decided to settle one more family was suing the company over its autopilot feature. they say it malfunctioned, killed a man in mountain view. the crash happened back in 2018 on highway 101. investigators say the driver was playing video games on his phone law using tesla's autopilot feature that investigation determined the auto pilot system did not recognize a lane change on the highway. tesla has long said its feature does not prevent all accidents. we don't have any word on how much money tesla settling for both sides are back in court this thursday to talk about further settlements. another court case long tesla is going to be heard today. this case involves a family whose two-year all son crashed a tesla into his pregnant mother back in 2018 lawsuit accuses

tesla of consumer fraud advertising. the model x is safe. also claims tesla knew about a detective defective design in it. tesla denied any liability. our take a look at the smoke coming from inside the posey tube after a car caught fire while inside. this was. >> leading to alameda crews from alameda island and oakland. both responded to the scene at about 7.30, last night and work together to put those flames out. paula, back awaiting drivers. posey tube was closed for about an hour while they did that work. firefighters didn't say if anybody was hurt. we're still looking into that. meanwhile, elsewhere in the east bay hayward, firefighters work to put out a fire. tripoli and hall road last night that fire or should say the video from the citizen app shows the fire coming from the buildings there in the background. the fire was reported a little after 10 o'clock. no word if anybody was hurt or how that fire started. >> well, there was this bill is now threatening legal action over a proposed name change for the oakland

airport. just days before the port of oakland is set to vote on the new name. yes. so the proposed new name would be the san francisco bay, oakland international airport. kron 4 sarah stinson takes a closer look at the battle. >> at the oakland airport on monday night. rumblings could be heard about the airport, possibly getting a new name. san francisco bay, oakland international airport. i think it's ridiculous. the port of oakland manages the airport and first proposed the name change late march. the port president says this will boost travelers, geographic awareness of where the airport is located. but people flying in and out of the airport say this would only make things more confusing. nothing about here that some francisco. we're trying to get away from some school. that's why we come that he's going open its 2 different cities. so that's way confusing. oakland mayor sheng thao has said the new name could support the airport's efforts to secure

more direct flights and boost tourism in oakland. but across the bay, san francisco mayoral candidate and supervisor. asha, suffice as the name change would hurt sf. >> san francisco's a port of entry for millions of immigrants. millions of working people, people from all over the country in the world and what you don't want ever is for there to be confusion ahead of the port commission scheduled vote on thursday. san francisco city attorney david chiu center letter threatening legal action if they go through with it. chew says the proposed name infringes on sf those trademark. >> their proposal appears intentionally designed to divert travelers. it may be unfamiliar with the area. geography. we believe that the clear similarity and a very high likelihood of confusion gives us a strong federal trademark infringement. >> in response to the possible lawsuit, the oakland airport released a statement saying in

part the proposed name modification will clarify, not confuse the new name identifies where the airport is actually located. it also added that once the board approves the name change, the port will take appropriate measures to use the new name city attorney to says he hopes to speak with port officials before the vote on thursday. but if it gets approved, they are fully prepared to move forward with legal action. >> i'm sara stinson reporting at the oakland airport kron. 4 news. >> well, the war on fentanyl continues in san francisco. police department posted on social media that since the end of last may, they seized 182 pounds of fentanyl and also arrested more than 900 people for selling narcotics and more than 1000 people for using the drugs. that was just only in london breed advocated for the city's downtown recovery effort. freeze donors support behind 3 key state bills authored by san fr.ncisco officials. so these

3 pieces of legislation would provide the city with a set of creative solutions, not a bill, local efforts to revitalize the area. the mayor also spoke about the work the city is done to help restore the vibrant downtown area. 2023. we saw one of the lowest crime rates. >> we've seen in the past 10 years, not including 2021, we shut down for a global pandemic. we see those trends continuing because of the work that we're doing to address retail theft, open air drug dealing and using car break-ins and a number of other challenges that persist. well, the mayor also touted her 30 by 30 proposal, which aims to at 30,000. >> well, residents and students, the downtown by 2030. >> in the east bay after canceling last friday due to the rain and other challenges. oakland's first fridays are finally coming back this week. the monthly event was on hiatus for about 3 months

6.14 and here are 4 things to know. a woman and a child were hurt in a crash that happened yesterday afternoon near monterey road and metcalf road in san jose. police say the victims were both hospitalized. 2 people were arrested in santa rosa for allegedly running a chop shop. detectives say the suspects were altering stolen cars out of an unlicensed vehicle repair shop. the oakland zoo is recognized for how well they take care of animals. as you received accreditation from the association of zoos and aquariums and the nationals beat the giants. sadly 8 to one. it was a lopsided loss out at oracle park. the giants player and the nats play each other again tonight at 6.45. will hope the judge pull out a will today's going to the last chance for toddlers and have a chance to get a shot like this? >> it's a nice sunrise view can be called california street, the sun street and tower of the bay bridge aligned to create this few. some even call it san francisco hinge not just own engine england, which isn't

will be our 2 0st days in the 80's this year. we're getting warm, but we're not staying warm. low pressure area dives in towards the weekend bringing with it a huge cool down starting on friday and then come saturday. coldest temperatures and rainfall making its return. let's time it out in future cast. you can get an idea of what's going on here today. tomorrow into thursday are warmer days friday, a day of cooler weather and windier conditions. saturday are very coolest day. and there's your storm system pushing on in saturday, lingering into early sunday. so a pretty wet weekend forecast just around the corner. as for what we've got out there today, temperatures will quiet the 80's just yet, but will get close in a few spots. a range of 60's at the coastline and a lot of 70's for the rest of us. burlingame at 71 saying carlos in redwood city at 75 san jose, santa clara and campbell, up to 78 along with concord. you are our warmest spots in the bay area today.

slowdowns. 25 minute commute from san leandro to milpitas milpitas to sunnyvale a 6 minute commute. so not too bad. taking a look over in the south bay right now that drive time, 30 minute commute from san jose to menlo park. no major delays there. taking a look at the san mateo bridge right now to cross it from one side to the other 8.80, to 1, 0, one, 13 minute commute. you see no major brake lights there and everything is flowing. but taking a look over towards the east bay, right before you pass that bay bridge, you can see right here. we're starting to see some delays. i don't see anything major by chp but will continue to keep an eye on it and some drive times for those of you who may be heading towards the maze. 18 minute commute right now. crockett to the maze 12 minute commute. walnut creek to 5.80, castro valley to the maze. a 14 minute commute. san leandro to the mays. an 11 minute commute. i believe you with this live look of the bay bridge. you see those metering lights are on and it's starting to get a little bit backed up again. i don't see anything on ch people will continue to keep an eye on.

according to our system. right now, we're looking at a 14 minute commute from the maze, 2 free lawn rain. and james, i'll send it back to you. all right, michael, thanks for that. well, in the east bay, 3 people were charged last week in oakland with still an evt information. >> all of that cash withdrawals. bt allows california's low income residents access to food and cash if they qualify. defendants are accused of using cloning ebt cars that were gathered from skimming account holders, day-to-day diems if convicted in federal court in oakland, each defendant faces up to 10 years in prison. all 3 are scheduled to appear in court wednesday for a detention hearing tomorrow. department just estimates over 22 million dollars the stolen from victims, ebt cards throughout state between january and march of this year alone. >> in north in the north bay, a girl who made threats against a student at rancho cotati high school has now been arrested on monday. the school went into lockdown after a student received a threatening text referencing a weapon from someone off

campus. the park police say it stemmed from an ongoing dispute between students who attend schools across sonoma county. police say they arrested the girl who made the threat in santa rosa. president biden now revamping a plan to provide student debt relief to millions of americans reign of the u.s. supreme court actually struck down a similar measure last year. but this one is a bit more targeted. yeah. washington correspondent jessi tenure joins us live with the very latest and a breakdown on that. good morning. jessi. orange is always right. and james, so this new plan would end up helping about 10 million fewer americans than the president's original idea. but the white house is hoping that it has less problems at the courts. >> give everybody a fair shot. president biden is taking another shot at a student loan forgiveness plan after the u.s. supreme court struck down a similar one last year. we continue to find alternatives past reduced to that. the president's new plan would cancel some or all federal student loans for more than

30 million americans borrowers who now owe more than they did at the start of repayment could see up to $20,000 in interest canceled the plan would also forgive all interest for borrowers enrolled in the safe plan and making less than $120,000 a year try to buy votes. president biden made the announcement monday in the swing state of wisconsin where republicans like congressman bryan steil and derrick van orden say the plan is not fair to millions of other americans expecting our hard working blue collar men and women. we decide to go to trade school. >> to pay off the bill of people that have just started to get a 4 year degree. the white house says millions of americans could start to see the amount of drop as early as this fall. we are working hard to make sure that we follow the law but still expects another legal battle at the supreme court. i think the courts will once again find this action to be unconstitutional. rightfully

protect the crosswalks near local schools. those schools include pittsburg high school heights elementary school saint peter martyr school and highlands elementary school. the other recently completed city project was the updated 17 curb ramps, bringing them into compliance. now with the americans with disabilities act. okay. magic ban. the horse is free after contra costa county firefighters spent 4 hours trying to rescue him. magic bands owner says that she found her horse stuck in the mud on a steep up in el sobrante at about 9 o'clock yesterday morning. she could pull him up so she called for help and help arrived. firefighters were able to free magic band and reunite him with his owner. took a lot of work but they got it done. it's 6.26. and coming up next on the kron, morning news. a vehicle repair shop in the north bay is busted by police. we're going to see what officers found when they got inside.

it's a 15 minute commute from the maze over to fremont into the city. those metering lights are on. taking a look at the san mateo bridge right now. it's a total of a 14 minute commute. so nothing too out of the ordinary that we don't see on these weekdays to taking a look at the richmond, sandra fell bridge an 11 minute commute. traffic is flowing through that area. the golden gate bridge right now, a 19 minute commute into the city. and lastly, i will give you some drive times for those who are heading towards the maze crockett to the maison 18 minute commute. 12 minute commute. walnut creek to 5, 80 14 minute commute. castro valley to the maze and in 11 minute drive from san leandro to the maze. now back to the news. all right. thank you for that. michael writes 6.31, is the time and in the east bay, a little girl died in a freeway crash near concord over the weekend kron four's philippe djegal reports. >> the man who was behind the wheel of a car but she wasn't he still on the run. >> the california highway patrol is searching for a 30 year-old man who was allegedly behind the wheel of an suv that flew off the freeway near

concord sunday morning. we're speaking with the. >> for people that got transported to the hospital. they're all stable and expected to recover from their injuries. they're helping piece together who the driver was. a 9 year-old girl did not survive the crash. she died on scene. >> the chp says the suv was the only car involved. it crashed in the dirt median between interstate 6.80, and highway 2.40, to near concord. >> and rolled over several times before landing on its roof. the chp says most if not all of the passengers were ejected and likely not strapped in before the crash always recommend wearing seat belts. one of them was being forced the most. >> if you don't wear your seat belt and get involved in a collision that's going increase the likelihood of major injury or death. the child who dies mother, 13 year-old sister and 2.17, year-old cousins were also in the car and where the passengers hospitalized the driver left the scene before

officers arrived at this time. it's unclear if intoxication played a role in the crash in concord, philippe djegal all kron. 4 >> well, a woman and a child were in the hospital after being hurt during a car crash. san jose. the crash happened right near monterey road and metcalf road shortly after one yesterday afternoon, police blocked off southbound the road for a few hours following that incident. cause of the crash is still being investigated. one of the east bay police are looking for the driver who hit and killed a pedestrian in oakland. this happened early yesterday morning right in the area of 75th and philando street in the coliseum. bart station police have not identified the victim yet. 2 people in the north bay were arrested for allegedly running a chop shop. detectives say the suspects were altering stolen cars out of unlicensed vehicle repair shop. santa rosa. they say they found 7 cars or stolen

and several others that were in the process of being repaired. >> well, representatives from the martinez refining company have introduced plans now to enhance worker training and reduce emissions as required by law suit settlement with the bay area. air quality management district. so this facility the improvements were going to see will result in about an 80% reduction in particulate emissions from the refineries. fluid catalytic cracking unit. that's about a 10% higher than the 70% was agreed upon in the settlement. the efforts follow a long history of what contra costa health called an unacceptable number of hazardous material releases at that refinery. cch cited. 21 releases or spills in one year alone and laid out a list of demands. one being a plan detailing ways to reduce the amount of flavorings along with a schedule of when they would occur. the plan is due the county health department in may. california school superintendent is trying to crack down on hate incidents that schools he's urging support for 3 bills that will help create the department of

education's office of civil rights. he says that office will establish policies limiting social media use on campus along with others and debt, educating staff on sensitive issues. the leader who is responsible for the education of more than 6 million children says there is too many stories now about students facing hate on campus. >> when something happens, even if it's awkward or uncomfortable that must be addressed. no room for we want to address anti-semitism islamophobia. any kind of hey, you know, black, white, racism, whatever it is. we want to address it. >> so far, the bills have no formal opposition. >> the california teachers association, they're speaking out against the bill. they want to mandate a specific way of teaching kids how to read phonics. destruction is a method that teaches kids to read by decoding words and sounding them out instead of using pictures to recognize words on site. teachers are against the bill because they say it leaves out the needs of english learners and it leaves him out of the decision-making

process. advocates of the bill say it's important. california school districts mandate phonics instruction the 2023. 43 1% of california 3rd graders matt academic standards, 70 27% of black students. 32% of latino students. 35% of low income children. a reading at grade level, assembly education committee is meeting on this bill later on this month. >> well, barry lawmaker has introduced a bill targeting ticketmaster. we have oakland assembly member, buffy wicks now introducing a bill that would stop what she calls ticketmaster's monopoly in the sales market. ticket or wicks says that ticketmaster handles the ticketing and pricing for a vast majority of major concerts and sporting events. and she says her bill would require more competition for ticketmaster. given a more event goers, more options to buy tickets while saving on fees. now with says she believes this would lead to lower prices and better customer service. take a listen. >> it's pretty fundamental. i mean, it's a basic premise of
