>> now from the area's local news station. this is kron. 4 news at 3. >> hello, everybody. thank you for joining us on kron. 4 news at 3 o'clock. i'm catherine heenan. our top story this afternoon, a 9 year-old girl has been killed in the man behind the wheel of the car that she died and is still on the run. this is after a solo car crash on a freeway near concord over the weekend. kron

four's philippe djegal has the story. >> the california highway patrol is searching for a 30 year-old man who was allegedly behind the wheel of an suv that flew off the freeway near concord sunday morning. we're speaking with the. >> for people that got transported to the hospital. there are all stable and expected to recover from their injuries. they're helping piece together who the driver was. a 9 year-old girl did not survive the crash. she died on scene. >> the chp says the suv was the only car involved. it crashed in the dirt median between interstate 6.80, and highway 2.40, to near concord. >> and rolled over several times before landing on its roof. the chp says most if not all of the passengers rejected and likely not strapped in before the crash always recommend wearing seat belts. one of the laws we enforce the most. >> if you don't wear your seat belt and get involved in a collision that's going

increase the likelihood of major injury or the child who dies mother, 13 year-old sister and 2.17, year-old cousins were also in the car and where the passengers hospitalized since the driver left the scene before officers arrived at this time. it's unclear if intoxication played a role in the crash in concord, philippe djegal all kron. 4 news. >> oakland police are looking for a car involved in a hit and run that killed a pedestrian happened just before 01:00am near the coliseum. bart station police say when they arrived, that victim was dead. the cause of the crash being investigated. anyone with information is being asked to contact oakland police. we're following developing news out of san francisco. police have been at an apartment near or said a man barricaded inside. this is happening just west of 19th avenue on gonzales tried. that's been going on a long time. police got a call about 8.30, this morning. a man broke into an apartment was

making threats. police have been trying to contact him. they say he might be having some kind of mental health breakdown. no one has been hurt. the public has been asked to avoid that area. more than 1000 people gathered at san francisco's exploratorium this morning. and to getting a look at the solar eclipse clear skies meant some great views across the bay area. kron 4 charles clifford was there. >> well, here at the exploratorium on monday, hundreds of people gather to watch the solar eclipse. now the eclipse began about 10, 15 on monday morning. it peaked about 11, 15. it didn't reach totality here. it only covered about a 3rd of the sun here in san francisco, but still pretty good viewing for everyone who came out. i was very exciting. exciting, especially explore time. you know the local science center for families that for the community is this great. i live for stuff like this

because as a science educator. >> i get excited when people get excited about natural phenomena. when people start to pay attention to get interested, get curious. that's when we get excited here at the exploratorium. all right. the eclipse was over by about 12, 15 or so the next total solar eclipse here in the united states isn't until 2044, but for now in san francisco, charles clifford kron, 4 news. >> he had a nice day out there. let's talk about the forecast as we look live at the embarcadero and kyle, i know we keep saying this, but it really was a >> perfect day to be looking up. yeah, it really was not just here but also across the country where that path of totality was. you can see where some stormy weather now is kicking off in parts of texas and louisiana. but they did ok today and that path of totality. and of course, we've got some beautiful blue skies here in the bay area is kind of interesting here because i think if you didn't know there was an eclipse, you wouldn't have known for his nick lips right? because we didn't get a whole lot of dimming of the light but if you have the glasses were able to look at was kind of neat to see it. we

are getting today. we are in the 70's from san jose to livermore concord, santa rosa. you can see some of those 70's now a little cooler half moon bay about 57 degrees and 60's for san francisco and oakland. but having said that everywhere across the board, more warm than we were this time yesterday. in fact, if you look at nevado and napa, 13 degrees warmer. so an indication of what's happening this week, which is that we're going to be warming up. so you can see where a little breezy along the coast, a mention that it and san francisco and point raze now in that kind of 15 to 20 miles per hour range. but the sunshine is in full effect. not just here, but also as you can see all the way through the state. so right now we're under the influence of high pressure that's going to continue through today tomorrow and get into wednesday and thursday. by friday, though, we do have a pattern change on the way. so get ready for a warm-up. that warm-up peaks wednesday into thursday. and then we have the chance of rain coming our way as we get to the weekend. have details on that coming up. >> thank you, kyra. well, on

the peninsula, san mateo police officer arrested a retail theft suspect accused of stealing more than $1000 in merchandise. this was from a ross store. happened saturday about 01:00pm. police were called to the store after the suspect identified as 53 year-old hayward resident james bell threatened to pepper spray. a storm ploy. police found his car. they tried to pull him over on highway 92. didn't stop. so there was chase. a short one. police say he crashed into a guardrail causing his car to roll over. he was ejected and taken to the hospital for treatment. he was later arrested on a variety of charges. san francisco mayor london breed is at the state capitol today. she is pushing for support for the city's downtown recovery efforts. she is supporting 3 key state bills written by san francisco officials. they would provide the city with what are described as creative ways to

try to revitalize the area. >> 2023, we saw one of the lowest crime rates we've seen in the past 10 years, not including 2021. we shut down for a global pandemic. we see those trends continuing because of the work that we're doing to address retail theft, open air drug dealing and using car break-ins and a number of other challenges that persist. >> the mayor talked about her 30 by 30 proposal that's aimed at adding 30,000 more residents and students to the downtown area by 2030. the port of oakland is ready to fight the city of san francisco over a proposed name change of the oakland airport. the poor just going to vote thursday on renaming the airport, san francisco bay, oakland international airport. the port says it wants to change the name to boost inbound travelers. awareness

of exactly of the airport's location on the bay. but san francisco's city attorney has sent the port a letter threatening legal action if they go through with this, he says using san francisco as part of the renaming of the oakland airport. well, cause confusion and says it infringes on the sfo trademark. >> we believe that their proposal appears intentionally designed to divert travelers. you may be unfamiliar with area. geography. it may lead them to believe that oakland has a business relationship with us po which it does not. we believe that the clear similarity and a very high likelihood of confusion gives us a strong federal trademark infringement, a claim as well as a strong federal that mission claim and taken together. these clear infringement supposed treatments. >> in a statement, the port of oakland stood its ground and says the proposed name modification will clarify, not

member buffy wicks has introduced a new bill. it is aimed at ticketmaster calling it the first bill of its kind in the country. kron four's tiffany justice joins us live in the newsroom with more. tiffany write, the bill seeks to open the marketplace at point of cell, which wicks says will put the power back into the hands of the consumer. >> whether you're an artist, a venue, orf and you should have a choice. >> monday east bay assembly member buffy wicks introducing new legislation aimed at ticketmaster. it hopes of shaking things wicks introducing a b 28. 0, 8 designed to reduce prices and increase availability of

crews have started to remove containers from that ship which crashed into the francis scott key bridge in baltimore. >> causing its collapse. this is a big step in trying to reopen one of the nation's most vital shipping lanes. the work could last at least a week. crews will eventually remove sections of the bridge. after that, it is hoped the ship can finally be moved away from the crash site. president biden says his administration is inching closer to finalizing a plan to provide student debt relief to millions of americans. and our dc's raquel martin joins us live recount. soon could this happen? >> well, a lot of people out there have been anticipating this news, the white house as as early as this fall, millions of americans will see the amount of interest that reduced. and for nearly 4 million americans, they say their debt will be completely erased. >> president biden unveiled

his new student loan forgiveness plan today. >> too many americans, especially young people are several guns is tenable gets. his latest plan comes after the supreme court struck down his 2022. push to erase student debt for more than 40 million americans. that didn't stop us to you to find alternatives. past reduced to that. the new plan target up to 30 million americans. in part it would cancel up to $20,000 and runaway interest for borrowers who now owe more than they did at the start of repayment. it would also wipe out the entirety of interest for borrowers enrolled in the study plan and make less than $120,000 a year and it cancels debt for borrowers experiencing financial hardships such as high medical bills or tile care. give everybody a fair shot. just a shot. freedom to chase their dreams. the president made the announcement in the swing state of wisconsin and republicans there are slamming the move try to buy votes.

day forecast. all right. let's get to it. we've got everything your heart desires. catherine. >> all right. beautiful today. gorgeous blue skies. obviously, we enjoyed that today. we've got some inland 70's that are out there tonight. just a few clouds could roll through, but fog is going to stay in check. we're going to be really nice. got high pressure in control until friday. and then things change. low-pressure will roll in by saturday. we're going to be looking out for some showers. let me show you how that works out. the big picture here. take you through the next couple of days here. so here's tuesday. again, we stay dry. we're going to be warming up wednesday into thursday. that's when the warmth is going to peak and then we get into friday. you start to see this taking shape by saturday, basically overnight friday into saturday. this system will roll and bring us a little rain. and you do even see a little sierra snow there as well in april. how about that? so the seven-day forecast really has it all. but let's talk about the warm-up for so today already seeing some well above average temperatures out there. but by the time we had wednesday and the same holds for thursday, you can see we're going to go way above average and even see some

inland, 80 degree mark. maybe a couple degrees above 80. so obviously we're not there yet. but we're at 71 in san jose right now. 72 in dublin, check out pittsburgh. just hit the 75 degree mark. so obviously, high-pressure already having an effect here. napa right now at 74 72 in santa rosa. so if you're headed out and had a limited, take the dog for a walk, it's a beautiful, sunny day. take a long walk. you've got plenty of time to do that today. you don't have to worry about the weather. in fact, the weather will be on your side and your pooches side for the next couple of days with this really nice sunshine. then by friday, we're going to cool it down as that front starts to get its act together. really doesn't roll into later in the day and then saturday we're going to have a very cool, very rainy day sunday morning. it looks like those showers will hold on that as well. and by monday, we'll start to get some clearing. but notice the temperatures really come back to earth. so just a bit of a a warm pop, a little preview of summer. sounds good, kyla. thank you so in other news, electric scooter company lime

says it has reached record ridership. the san francisco bay scooter company is reporting. >> roughly 150 million rides and 2023 with more than 600 million dollars and gross bookings adding 9.2 million new riders. the company is crediting the growth in part to the fact that simply there are more e-bikes and more scooters. the oakland zoo has received a gold standard for the zoological profession. the accreditation commission of the association of zoos and aquariums giving the zoo that honor in december the zoo had to undergo an exam by leading experts. they said the zoo has met the world's most rigorous standards for animal welfare vet care, safety and conservation. zoo is home to more than 850 native and exotic animals. a berkeley nonprofit is suing california over its vote by mail program

arguing it discriminates against blind voters. disability rights advocates filed that lawsuit on behalf of people who and normally vote by mail with assistance or at a polling location. and it says it's unfair because the program requires blind people to rely on assistance and that infringes on their privacy. the group wants california to give those voters the option to electronically returned their mail in ballots and the lawsuit goes before a judge may 20th in san francisco. coming up, how a possible merger between capital one and discover could affect a lot of people. >> also >> the mental health apps, all youth in california can now access for free how it benefits all of us in tech smart.

mess. and it was a good looking one of many sideshows that took over straight to the bay area over the weekend. and this case, part of the bay bridge. it resulted in 2 people being arrested. kron 4 sarah stinson has the story. >> a spree of sideshows across the bay area cause widespread disruption and chaos. the first began at 11 saturday night in menlo park. police say more than 100 cars blocked the intersection of willow

road and new bridge street. they say around 200 people gathered there to watch cars to doughnuts. it escalated when police responded. people begin kicking and jumping on the hood of an officer's patrol car has more officers responded. the crowd left the area. no one was injured and no arrests were made. another sideshow coeld be seen around 30 minutes later by stanford in palo alto. dozens of people watched as cars took over the intersection of coyote hill and page melrose. police have not confirmed if any arrests were made. illegal sideshow. activity also happened in mountain view just after midnight sunday on middlefield road and bernardo avenue. police responded quickly which broke up the sideshow. police say 20 year-old woman from pittsburgh hurt her ankle after she was struck by a car. no arrests reported. police oakland responded to 2 sideshows. the first happened just after 2 in the morning.

there was one sideshow on international boulevard. people set off fireworks as well. officers then responded to another around to 45 in the morning on park boulevard. police say when they arrived, everyone took off. no arrests were made. the last reported sideshow in the bay area involved more than 100 cars blocking the westbound lanes of the bay bridge. chp says this was just before treasure island around 3 in the morning. all westbound traffic came to a halt as people ignited fireworks and watch cars do donuts. a chp officers arrived. the crowd got into cars and drove off. >> chp says they detained 4 people, 2 of which were arrested and their cars towed. the 2 others are minors. they were cited. i'm sara stinson reporting kron. 4 news. >> there is new video from vacaville of police. it shows officers chasing a truck believed to be involved in a

string of car burglaries. it started with the car going the wrong way on 80. the driver headed into vacaville. his truck hit a car there. the chase ended with the 4 people in the truck jumping out running away. police did eventually find and arrest all of them. we're getting new details about a fire that happened on treasure island. it happened at a home friday night. that was supposed to be vacant. but it was clear that there was evidence of squatters. a neighbor says that he found a man passed out in the intro entryway of the house that was on fire. he was able to get him to safety. >> i was just like. happy i was able to beat has the right place right time. i'm sure anyone else with the same thing given, you given the situation. you just never know what you you know, hunt until something like that happens.

>> so the good samaritan did have to be treated at the hospital for smoke inhalation. he is okay. the man who saved left the scene before firefighters arrived. in the south bay. santa clara county's da wants to eliminate the county's death row. he wants to re-sentenced the 15 man now on death row to life in prison without parole because the system antiquated racially biased and error prone. he says it also is costing the state millions of dollars in public money. 650 people are on death row in california. the highest number in the country in 2019, you might remember governor newsom put a moratorium on executions. the state is now working to move inmates out of san quentin's death row and into other facilities. santa clara county officials say low income residents are loosened ahmed account benefits. the county says from june of last

year to january this year, medical members dropped from 458,000 425,000 advocates say because people have to reapply for benefits. now that the pandemic is officially over. but the social security administration says it's probably simply because people are applying for covered california plan instead. had a little more. police say they issued more than 20 citations within a 10 hours to distracted drivers. they say it happened during a distracted driving enforcement operation friday. officers made 49 traffic stops and they said the drivers or distracted sleeper cell phones. police say driving with a cell phone in your hand, increases the risk of getting into a crash 3 times they will continue the operation through wednesday. a san francisco restaurant owner says that he will be on a

hunger strike for a month because of a bike lane who says that bike lane is costing him his livelihood. it runs through the middle of valencia street. this was a part of a pilot project. business owners there say it the bike lane is costing them a lot of business parking spots, the owner of a middle eastern restaurant called asman says the hunger strike is the only way he figures he'll be hurt. >> i tried so many times to reach to the city. so many times went to the board meetings and i went to city hole and try to reach out and and nobody ever talked to in the only response i would get most of the time is go talk to or from association. and every time try to talk to mobilize association there refused to talk to him. >> he was planning to start is under strike yesterday. on the peninsula. the san mateo county sheriff's transit police bureau is investigating a crash involving a person and caltrain happened about midnight saturday in san

carlos. they say strain on the southbound track hits somebody who was on the was unclear why that person was there. that is still being investigated. the identity of the victim has not yet been released. that person was killed beginning this week. highway 37 between solano and sonoma counties closes for 4 weekends. caltrans is repaving westbound lanes. the weekends of april 12th and the 19th help work on eastbound lanes the weekends of april. 26 and may 3rd. alright, look who's back. but first of all, what are we looking at here? it's golden gate bridge. that's it. the beautiful golden another lovely day here we're having in california and catherine, look at all the 70's i've got on the map here. >> los angeles. it's 73. we've got 71 in santa barbara. 75 now in sacramento. 74 in reading. we've got inland 70's to still little cool out of the coast here at half. moon

bay, we're sitting in the 50's be can see just how crystal clear it is and how nice and calm the water is as well. but they're there yet. 55 degrees a little cooler, but the 70's are here to 74 right now in napa. 73 in nevada. you can see 72 in concord and 71 in san jose. so it's a lovely day out there and we are going to see temperatures rise even further as we roll through our week. so tuesday, wednesday and thursday. that will be the peak of the warmth are looking at berkeley is an example here. and then you notice we kind of fall off the cliff, right? we get to friday and that's because we're going to big pattern change. but right now let's go out to the sierra where they've had another beautiful day out here to there are a little cool. 46 degrees right now. south lake tahoe. however, they are going to warm up as well over the next couple of days and then be looking out for believe it or not, a little more sierra snow, that same system that's going knoek our temperatures down and bring a little bit of rain. our way is going to bring another west coast storm. now, obviously the intensity of this, we get to this time of year. it's not

introducing 2 apps loaded with free mental health services for residents. part of a 4.7 billion dollar initiative. all of these efforts are aimed trying think about how we deliver services birds to in ways that we haven't done before. like the other folks, these apps provide mental health resources and even life coaching with no income or insurance requirements. the first app is called bright life kids. it's for those under 13 and has digital resources for common issues. >> issues at school worries sadness a chanel scales. adhd help is available in 19 languages with life coaching done via phone video or chat. so this is really a way to come in and get free access to mental health care, to support for your kids when they need it. and even before they needed to avoid issues escalating soluna is the second app. it's for those 13 to 25. so instead of focusing

so much on treatment, we really believe that every you can benefit. >> having access to coping skills, building resiliency and then early access, an intervention as well. the app provides self-guided resources, moderated peer communities and life coaching. so teenagers and young adults. we find. >> we're really struggling with some mental health issues. they don't always feel comfortable talking about those either to peers are parents or even others. and so this gives them an opportunity to be able to access resources on their own at their own time. these apps are a helpful step in the right direction. and several other states are beginning to implement similar programs. >> but their long-term benefits are still being determined and they're not a replacement for professional healthcare. if you want more information, you can go to my website rich on tech dot tv. i'm rich demuro and you are tech smart. >> kron 4 is your local

coast, but that's about it. really mild temperatures tonight. it should be lovely out there and taking a look at stormtracker 4. you can see just how nice the sunshine as we've got high pressure. and that's right there. that ridge of high pressure. that's what's going to protect us from any of the clouds or, you know, certainly any rain over the next couple of days. and as we zoom in here, you see just how lovely it so this will be our pattern for the next couple of days. high pressure means that we get warm and it's going to be moving right towards us. as you can see here as we move wednesday and thursday, that's going to be the peak of the warmth. then things change on friday as this low pressure system starts to dip down. it doesn't look like the rain shows up until early saturday. but nonetheless, that will be the big change. and you can see it here as we look at our rain chances monday, tuesday, wednesday, thursday, looking pretty good. now some of the models trying to bring some rain on friday. so we'll have to see. this is likely to change a little bit as we move our way towards it. but it does look like it will be kind of in the later part of friday into saturday and notice the temperature change we go from

80's inland to 60's on friday and then 50's on saturday. so get really chilly as we watch that rain roll in. thank you very much. california school superintendent tony thurmond is sponsoring a bill aimed at cracking down on hate crimes and public schools. >> capitol reporter eytan wallace has that story. >> well, thurmond and others who spoke here at the california department of education say they've heard too many stories about students facing hate public schools. and now they say it's time for action. we're standing together to say that there is no place for hate. that was california superintendent of public instruction tony thurmond, messages he urged support for against hate in california t public schools when something happens, even if it's awkward or uncomfortable that must be addressed. but he says addressing and investigating acts of hate in california k through 12 schools has been challenging because the state lacks a fully dedicated office on that very topic. but he

reporting at the california department of education in sacramento. eytan wallace kron. 4 news. >> a southwest airlines flight safely made it back to the denver airport yesterday. this is after part of the plane broke off during takeoff. the faa says the boeing 7.37 was heading for houston. part of the engine cover fell off hitting a wing flap. passengers eventually put on another plane. and of course, this is just the latest mechanical problem for boeing this year. the faa is investigating. and boeing is paying alaska 160 million dollars for losses after a panel blew out in mid flight that was back in january. the payout covers alaska's pretax losses related to the incident. that includes the cost of returning. it smacks 9 fleet to service after the planes were grounded 3 weeks. the airline says it's expecting even more compensation that we don't have details on those terms are being described as
