>> from the bay area's local news station. we now with breaking news. >> well, the breaking news this morning is going to be a gut punch to a's fans who wanted the a's to stay in oakland. turns out they are, in fact, moving to sacramento.

the announcement made just moments ago in a press release sent out by the sacramento kings, which is the majority owner of the sacramento river cats out there at sutter health park, which is the ballpark where the a's are going to be playing for the next 3 seasons. according to the press release, they say they've got 3 seasons confirmed there at center health park with the option for a 4th as the team is making preparations to move ultimately too. las vegas. so there you have it. the second kings owner and chairman vivek was quoted in this press releases saying, quote, i am thrilled to welcome the a's to center health park where players and fans alike can enjoy world-class baseball experience and create unforgettable memories. today marks the next chapter of professional sports in sacramento. and then we also heard from rob manfred, the commissioner of major league baseball who said, quote, on behalf of all mlb, i want to express my appreciation to west sacramento sutter health

park, the kings and the greater sacramento area for there. excitement to host the a's for interim play. so there you have it. the official word. i know this is a real concern for a lot of people about the turnout that we're going to see at they stay in oakland, people are going to be coming out going to be boycotting the games. but now you have people that are in the sacramento area. they're going to attending games. and i know that some well, oakland folks. >> 10 until they do make their transition, which also a mixed from fans that's kind of florida go to catch the oakland are so used to saying obviously brings to mind, are the bees not going to able to play at the oakland him? i will have to wait in wings for the mysteries over the a's are moving to sacramento after breaking news this morning. all right. well, we also are talking about the forecast today, as you can see from the little box in the corner of the screen. the rain is coming down right near a iong is it

going to be coming down the john? yeah, going to be the heaviest this morning. still seeing isolated showers. well through the afternoon today evening tonight, even into the afternoon tomorrow, too. the very heaviest of it, though, and at some of the strongest winds are definitely moving through as we speak. let's get a look outside and it is very wet on pretty much all our camera views your camera view looking over san francisco right now showing a lot of that rainfall that's made its way on into the city and some of the heaviest of rainfall now crossing on into portions of the east bay. let's zoom in on some of those stretches that are currently seeing the very heaviest of rainfall. that includes san leandro up so long. the met warren freeway on up to highway 24 through lafayette through the intersection of walnut creek and 6.80, 6.80, stretching on up north to benicia conquered down through san ramon. also very wet, yellow and orange. you know what that means? that's the heavy, heavy rainfall that's pushing through in these areas further south in the bay. it's a mix of rain and even some

snowfall. if you're heading up highway 17 right now, you are enough in elevation that you're still seeing snow along the mountain pass there. but just above you, starting to get some snowfall in those redwoods up there and also seeing snow still falling up on mount hamilton, just east of san jose, san jose of which is actually seeing some pretty heavy rainfall yourself right now up the peninsula, widespread moderate rain and stretching up into the north bay, too. mount tam getting some snow on top of it right now. one of the first times this season, you can say that and it's april were in springtime. a look it up in the north bay american canyon out there. napa also very wet right now. we'll continue to see showers widespread through the morning associated with some really strong winds, too into the afternoon. showers become a whole lot more spotty. you'll see time's of sunshine. but you can also see on the map, those building areas of thunderstorms, including just after noon for san francisco, chance of a thunderstorm moving through right there. now we are in the midst of some much cooler temperatures. it is all about

the 40's this morning. double in oakland, concord at forty-seven degrees. even some 30's as you get up into the north bay and on to our mountain tops later today and are very warmest only talking mid 50's full 20 degrees cooler than where we were just 2 days ago. michael. >> thanks, john. and good morning, everyone. we are seeing a lot of delays when it comes to the roads this morning because of all of that wet weather you can see right here. this is a live look at traffic tracker for lot of green. but again, that means good when you see that red and that yellow, that means that it is bad. taking a look right now. 101, those northbound lanes. we are seeing a lot of congestion step out the way. that's because there's a severe traffic alert and collision on northbound 101. it's right near the whipple avenue. the right and center lane are actually closed off. and we have a live look. we're going to put up on the screen right now. so you can see just what it's looking like out there. chp is working to get that cleared up. but we have had that happening for at least the last hour or so. and then before that, there was another accident in that area

causing major traffic does seem to be flowing. but you see there they are clearing it up. who can get the traffic screen back up on the screen. there we go. there taking a look just at 101 in general. you can see san jose right now to menlo park. a 59 minute commute and you see a lot of green. but there's big pockets of that red and yellow and orange. so if you're heading out this morning, you want to keep that in mind. lastly, before sunday, back to the desk. want you to take a look at the bay bridge right now. it's a 21 minute commute from the maze over to the city. so just pack your patience this morning and drive safely. i'll send it back to you guys at the desk. all right, michael, thank you for that update okay. let's continue our team coverage again as we continue tracking the rain. >> not only falling but no impact on the roads and your commute this morning, a live to will tran who has been out there braving the storm every time we check in, we know just how hard it is coming down because of the hoodie as they will. >> it's a steady rainfall. not too bad. it's been this way for the last 8, 2, and a half hours or so. now one time

during that span did the rain stopped? so it's steady this morning and it is having an impact on the morning commute. sure that's not typical freeway speed. and that is great. that means drivers are paying attention to the conditions on the roadway, giving themselves plenty of space just in case they hydroplaned look at off in the distance, john james and rain. a look at that to see all that cover. those are raindrops often the distance so you can even see the overpass that will eventually take you to the richmond. sandra fell bridge because it is covered in raindrops as well as clouds. take it easy out there. it's a what, a to 5 record now. it feels like the sun is going down as instead of going up and up in the sky because it's quite dark. fortunately, it is not windy whatsoever. you can see some of the plants, right? right there on your screen. pretty steady. not a problem. just take it easy. and by all means give yourself plenty of time

to get to your locations. fortunately, a lot of schools are on spring break. so you don't have to deal with that traffic. plus, the rain sitting in traffic as you get to the school. >> all right. thank you very much. yeah. and not only is the rain impacting the commute, but it's also impacting the airports to, in fact, the wind and the rain combining to really do deliver a punch to sfo are currently we're looking at 154 flights delayed right 95 of those arriving flights. so you're gonna want to call ahead for sure. over in oakland, we're taking a look at only about 5 flights delayed right now. so that's much better. and then down in san jose, latest number 15 flights delayed, one canceled outright. but the situation is a little dicey at the airports. make sure you call ahead. all right. now to the news at 807, in the south bay. you want to take a good look at this man. campbell. police say he broke into a woman's apartment along apricot avenue last friday evening. the victim says she woke up to find him inside her

home and that's when he ran off. if you recognize who this person is, you're asked to call campbell police. and update now to a story we first brought you on kron 4 police have arrested a teenager who they say was responsible for that deadly crash in san jose that we covered. it happened yesterday morning right near the intersection of newman boulevard and elkins way. police say the teen was driving a black car that you see in the video and crashed into another vehicle, killing that driver. spoke to neighbors who heard the crash. >> loud, loud vehicle with me up. and i do want to come out what i did. i hope this one. they will push some traffic light because all we accident. >> the teen is in custody. no word. if he was under the influence at the time of the crash. that part of the investigation is still ongoing. >> well, the city antioch, the taken some new measures try stop driving, stopped from taking place. the mayor says a new electric gate is going to be gone up at the marina city council voted on tuesday to implement the new gate. so it's going to close at night stopping cars try to partake in sideshows in their tracks.

this is the same back in august when a car valdez sideshow flipped off into the water off of any oxbow dogs. just this past week, more than 200 people showed about a sideshow at a lone tree way. golf course drive. the mayor says recent police department scandals have really hurt the city's efforts stops. i chose that those days are in the rearview mirror. >> when the police that levels were impacted by the fbi investigation. we lost out there isn't. so that certainly had that it felt like that. we just open the games to sideshows here but were quickly stepping up. we've got 6 officers in the academy 12 that will be entering the academy made our proactive are are much more important having police officers dedicated to finding. >> and shutting down social and to organized that have been most affected. >> well, during the most recent sideshow, you have police drones capture license plates of cars involved. so mayor thorpe says the city is going to be following up to see those tow cars and finding

the drivers that were involved. frustration is mounting for business owners in oakland's fruitvale district after several shops in the public market. they were burglarized this week. let'sttake a look at these pictures. the damage left behind the food, public market. investigators say 2 people broke into the market early tuesday morning. at least 4 businesses were hit, including a bakery jewelry store and a computer repair shop. merchants say these types of prize. it happened several times over the past few years. >> to see these these folks, you know, working every day. the frustration they have. and to something like this happen. it's really disheartening. >> non-profit unity council which owns the market, says they spent over a million dollars for security. now they're demanding the city of oakland to do more. >> well, 2 eastbound lanes of the richmond sandra fell bridge are back open this morning as we know this week at 07:00pm to 05:00am 2 lanes are closed for repairs. and that will last probably until

>> all 14 is the time and we continue our live coverage of the storm making its way across the bay are fleet of cameras and crews are out there. this particular live shot from san mateo want to one at a hillsdale boulevard where on the peninsula, as you can see, they are getting their fair share of the rain. the roads are wet and that's what we're seeing all across the bay area. you know, it looks like lease taking their time and respecting the fact that it's going take it i've been hearing so many voices at this point, especially from our morning commuters. like. >> when is it it's april now and going to be cold this week. right. we've got rain. if you are on top of mount tam this morning, looking at some snow flakes when even slide

all the way it still feels like what is that by? is that this one i'm right there. yeah, that's it all our producers always coming 2 of the directors. yes, i just want to play in so cold. haha is crazy. look at that snowfall that was coming down up there. this is the berkeley hills. you're below the snow line in the berkeley hills right now. so what you've got >> is just the rain falling right there in that view, a little over it for you this morning. there's that little purple spot right there. that's that snow that we're just taking in atop mount tam right now. you're also seeing it across mount diablo, mount hamilton, the very top of the santa cruz mountains and up on top of mount saint and the surrounding mountains in the north bay, of course, lower elevations for most of us live. we have got the rain and very heavy rain right about but but he should martinez right now. look at this, actually right there above the oakland hills, right under the

caldecott tunnel. it looks like there's a little spot of snow right there at the crest of the oakland hills, too. so that's pretty low elevation snowfall. we're talking as low as some cases, 15, 1800 feet. it's looking like so very rainy across san jose south into the city. there. we are also looking snow falling very heavy. a top of the sierra this morning, low-pressure dives right in and moves directly overhead tonight. this is going to keep things unsettled all day long today. but here's the deal right now is our heaviest of rainfall. our most widespread of it. we will be seeing already by 10:00am some clearing some peeks of sunshine. you may be thinking for a second. john around. we're in the clear now. but look at what we have developing to the west of us. this is unsettled in a chance of thunderstorms moving overhead in the afternoon. some of us will be dry this afternoon. others will not be. here's one. 30 am heavy pocket of rain moving over oakland right over parts of the south bay. so be on guard. make sure that you're ready to go for any sort of chance of isolated thunderstorm development later

on even into the evening tonight. we'll continue to see some isolated development of thunderstorms well into tomorrow afternoon after what should be a dry morning commute tomorrow. chance of thunderstorms builds right back in during the afternoon. that's why first fridays unfortunately not ago tomorrow out in oakland, we are going to see dry conditions starting tomorrow night lasting through saturday into sunday. slight chance of overnight showers on sunday night into monday morning. while we're sleeping rainfall additional on top of what we've already seen. another half an inch, even 3 quarters of an inch for some areas through the weekend. so we got a lot more to come this year is currently under a winter weather advisory. we have strong winds up there, multiple feet of snowfall in the highest of elevations. snow falling to very low elevations, plaster bill, 1800 feet. it's looking at 2 inches of snowfall out of the system. that's well down in the foothills travel delays, very likely chain controls in effect. as for your roads and

temperatures, we are looking at cool slick conditions 50's for your daytime highs later on today. we stay in those 50's into the weekend. this is way cooler than average temperatures. but we don't waste time seeing temps climbing by monday eclipsed a near 70 in by wednesday of next week. already nearing 80 degrees. back to you. michael. >> thanks, john. and good morning, everyone. happy thursday. wish i had better news for you, but we're seeing a lot of delays out there on the road. and i want to start with one of the biggest. we're seeing it on 101, northbound lanes right near redwood city. and you can see it's causing delays on essentially both sides. it's on the northbound lanes. were some lanes are closed. there was a traffic accident and we actually have a live look at that right now. we're going to pull it up so you can go ahead and take a look at it. and again, the right and center lane have been closed off for some time. they're working to get it all cleared looks like it is clear through actually, but we're still seeing those major delays on both sides. and that was the second accident in that specific area this morning. we'll take it back to

the traffic tracker for moving on. we also just giving you a live look at 101 all together. 56 minute commute right now from san jose to menlo park. and you see those heavy pockets of orange, yellow and of course, green, which is great. but those reds is what you want to stay away from. taking a look at some drive times right now. 25 minutes from castro valley to oakland. 29 minute commute from san leandro to oakland. a 21 minute commute. san jose to cupertino, which is all great. and then if we move on over to the next slide, which is a live look at the bay bridge right now, 19 minute commute may from the maze to fremont. we do see those wet roads there. and you can see stop and go traffic with those metering lights that are currently on heading over a little bit deeper into the east bay. we've got any out to conquer to 60 minute commute. there were some traffic hazards in that area, but those are getting cleared up right now. taking a look at westbound 80 from the kraken area to the maze. a 30 minute commute. we've seen some delays in that area on westbound 80 earlier. there

was an accident that's now been cleaned up, but still seeing some residual delays taking another look at some drive times 16 to 15 minutes or so from pacheco to danville. 40 minute commute from san leandro milpitas. you may want to pack your patience for that one. san jose to cupertino. 24 minutes. and lastly, give you guys a live look at that san mateo bridge, which it does look like it is pouring down out there. it's 26 minute commute from one side of the bridge to the other. so pack your patience and also make sure you're driving safely slow and check those windshield wipers. let's send it back to you all at the desk. and i could they that. >> okay. 28 is the time. it's a bill that is resonating with a lot of california workers. assemblyman matt haney is proposal to give employees the right to disconnect. in other words, allowing them to ignore texts and calls from their bosses when it's after hours refers catherine heenan. talk to him today about it. >> assemblyman matt haney says there's been an outpouring of attention. most of it good. his bill is aimed at

guaranteeing california workers at least some uninterrupted personal and family time. and for many of them, you says that is not happening. >> if there's a villain in all of this, and if there had to be a bill and it would be the bosses would be the technology. >> matt haney is talking about the fact technology makes it easy for bosses have access to employees. 24 hours a day, 7 days a week, he says sometimes amounting to a stranglehold on a worker's time. when ends up happening is because people can contact easily at any moment over text or email >> they there is always that is that a lot of people find themselves unable to put the phone away any time even when they're at the dinner table with their kids or they need a moment. just to take a break. the bill would require california employers to create companywide plans clearly spelling out working and non-working hours.

>> employees would have to consent to would all be in writing. exceptions include salaried workers with contracts, bosses to break the deal. 3 times could be reported to the state labor commissioner and face fines. if cain is bill does become law. it would make california the first state in the country to officially embraced disconnect philosophy. at least 15 countries worldwide have similar laws from france and australia to the philippines hany things his version has been made so flexible that we'll win over even the critics. >> i think if you think about it, it's common companies can still have very long hours. if they want, they can still ask their folks to work weekends and nights and all that. but be clear about it. i have a policy when people can disconnect when they can switch and allow player and

what we're all excited about. i don't at this point you're not excited about the rain anymore. and that's ok, we've seen a lot of it. but this snow is been a fun addition, especially considering how late in the year we are and how low in elevation the snow is falling. this is mount tam right now and he is coming down up there. we've seen a couple of flurries in mount tam earlier this year, but nothing has stuck. it only took april to finally bring a snowfall that is actually sticking to the summit of mount tam right now. that is something to behold. in fact, as measurements are gathered today and what the atmosphere temperatures going to be at the mid-levels likely to be some records broken on just how cold this april system is. so this is normally a system you'd see earlier on in the year. but wow, look at how cold it is enough that we do have snow on a lot of our bay area mountaintops, of course, kate, nor the fact that what we're dealing with, the more pressing thing is how rainy it is as you're trying to make your way into work. this morning, we are seeing heavy rainfall from danville conquered on up through fairfield right there along

6.80, highway for stretching from concord, on over towards the intersection of 80 is also very wet. richmond center fell bridge bay bridge, golden gate very wet as well. there's that snow showing up radar in mount tam mountains above santa rosa are also getting it not to mention some heavy snowfall going on right now in mount hamilton. we also do have some cloud to ground lightning now reported and confirmed just above morgan hill in the hills there. this is actually thunder snow in some areas. that's not a word you hear a lot because it's not something that is super common necessarily but cold air and unsettled air resulting in convection and snow both at the same time down toward santa cruz. some pretty heavy thunderstorm activity going on down there. so it is an active morning. unfortunately, mother nature is giving us the most widespread and heavy of activity right in the middle of your mornins drive to work. this is less than convenient for us towards 10:00am. we start to see some sunshine peeking through, but don't think we're out of the woods

just yet. chance of isolated thunderstorm development will continue well into the afternoon and evening tonight. so be ready to go for rainfall. any point today temperatures are cold. you can imagine that out 40's to low 50's currently and even some 30's in spots like calistoga in kelsey bill, where snow level is dropping well, down to 1500 feet, if honestly, not even lower than that right now. here's the east bay hills. still rainfall right there in the oakland hills, 50's for your daytime highs later on today. michael. >> thanks, john. and good morning, everyone. well, as someone who's keeping an eye on these roads, he is not line. we've got a lot going on and you can see behind me, this is traffic tracker for. we've got a lot of areas that are red and orange, meaning there's a lot of delays this morning. so i want to start off by giving you some drive times of those of you in the east bay. take a look right here. right now. 29 minute commute crockett to the maze from walnut creek. tip 5.80. it's a 24 minute commute from castro valley to the maze. it's a 26 minute commute. 25 minute commute. san leandro to

the maze as well. once you get to that actual mays and you start to cross over that bay bridge will right now it's an 18 minute commute. you can see just how wet those roads are and that stop and go traffic. also keep in mind earlier this morning, there were some delays because there was traffic collisions on 80 heading towards the bridge. those have cleared up, but we're still seeing some residual delays. there is also currently a traffic collision right now heading eastbound from the city into the east bay, not causing too much traffic on that side, but still just be aware of that. taking a live look right now at the san mateo bridge. 23 minute commute here. you can really see just how impactful that rain is coming down and how wet those roads are. so if you're heading out this morning, give yourself some extra time. and of course, check those windshield wipers. lastly, we'll take a look at the richmond. sandra fell bridge. it is an 11 minute commute and you will throw one more in there. why not golden gate bridge? 36 minute commute from 37 to tolls. i will send it back to 2 life michael. okay. well, let's talk more about the breaking news this morning. if you hadn't heard. >> it's official. the a's are, in fact, moving to sacramento

with that announcement coming earlier this morning by the sacramento kings and the river cats. wilson health park is going to be hosting the a's for 3 seasons and now the option extend to a 4th. the meeting comes after the a's and the city of oakland fail to reach an agreement on an extension for the team to play at the oakland coliseum. news conference is going to take place at 10 o'clock this morning. stay tuned for more on that. meanwhile, in the north bay, san anselmo man now suing the marine police department after he says and officer tased him and arrested him while he was suffering from a seizure property on top of the man's attorney and shows us body camera video of that arrest. we have to warn you, this might be very hard for some of you to watch. >> police body camera capturing the call to brew sprinkles. sanon summer home on the early morning of august. 29th frankel's fiancee at the time now wife called 9-1-1. but when officers

arrived, the situation escalated. what this go later learned he was suffering from a grand mal seizure on wednesday, frankel filed a lawsuit against the central marin police authority. his lawyer, david feel he's still struggling with the physical issues and still struggling. >> the emotional issues from yet to shoulder surgeries. so he's recovering from those which occurred over last 2 years. so the lawsuit alleges excessive force, false arrest and officers conspiring to fabricate charges. one of the responding officers can be heard giving a statement on police body camera video feel right. >> it's all kind happened you right? checked so i try to control like its arm. with tweet. wanted the trying to light. want some started that

first. have says it address >> a statement from the central marin police authority reads in part, quote, as much as we would like to the authority by law is precluded from commenting upon medical and personnel matters that are deemed confidential and private. however, the authority will vigorously defend itself against this meritless and factually inaccurate litigation. a separate statement to kron 4 from the lawyer representing the officers reads in part, the officers who arrived on scene to help in response to the medical call did an extraordinary job under very difficult circumstances. mister frankel presented symptoms that mimic someone under the influence. he was irrational, unstable and violent. while we now know this was the consequence of a seizure at the time the officers had no such information and acted in accordance with training law and policy. the lawsuit seeks economic damages for medical expenses and punishment sufficient to ensure that the situation does not happen

it's right in the middle of the morning commute, too. it's made for a bit of a rough go for a lot of for commuters this thursday. start. this is your view from mount tam. just moments ago, it was quite the view because of the snow flakes were coming down. we still have a few of them up there, but it is let up a little bit. it actually stuck on some of those trees and grassy areas, which is among the first times this season that mount tam is actsally had snow stick, even if just for a minute, we are looking out there at a little bit of continued snow on mount tam heavy snow on mount saint and mount diablo and really coming down on mount hamilton where the lick observatory is expecting around 3 inches up there. now, as for the bay itself, we are looking at heavy rain right on the bay bridge up through emeryville, berkeley, up to richmond. it had come down downpours around benicia just moments ago on over towards highway 4. as you make your way out to antioch, it's still coming down. really heavy walnut creek down 6.80, still very heavy. the central coast has been seeing some thunderstorm activity, especially around castroville

>> welcome back. e 55 on this thursday morning. you're getting outside this morning. and most of us are seeing the rain but if you happen to be a top of mount tam or any of our mountains in the bay area. you've been looking at snow. those flakes are still flying up here in this view atop of mount tam not sticking to the trees like it was moments ago. but we are looking at a cold system. in fact, as we do get those measurements from the mid atmosphere today, we may be looking at some record cold in a few spots. just how chilly it really has gotten going to start with the south bay right here. you can see san jose's getting rainfall, but the santa cruz mountains just above san jose have been consistently seeing snow and
