with more from those business owners can one shop owner tells us see another merchants are all hard-working people and they do not deserve to be shaken up like this. he says the city needs to make investments in to protecting the fruitvale district or risk losing these important places and the neighborhood. at least for small businesses in oakland's fruitvale public market hit by burglars this week. oakland police say 2 unknown intruders ransacked offices and stole cash and computers from a bakery jewelry store, ice cream shop and electronics repair service. it's super frustrating. just to see these these folks, you know. >> working every day. the frustration they have. and to have something like this happen. it's really disheartening. >> business owner dominic prado says his restaurant tacos, el al ballet was spared. but the public market is a tight-knit community and crimes like these are a shared pain. they deserve better. we deserve better. >> many of these business

owners have been there for over. 25 years. the nonprofit unity council owns the public market. >> they say despite investing more than a million dollars in security, it has not been enough. we're asking for local regional and federal support so that we can be whole again. prado argues the unity council could also be doing more to help the public markets. merchants. he says the organization has failed to make good on improving safety. we've asked what cameras us for a number of things. last year we were faced with job. >> there was a lot of shootings in the area. >> both sides have clashed over the response to crime at the market. >> but they also agree that outside help is needed to protect these businesses, the support they get also help preserve the neighborhoods. culture i can. the prime will always be here. i think we're we're never going to be out out. red from crying. but i think with that the city to sizable commitment to investing his neighborhood. oakland police say they have not made any arrests in

tuesday morning's burglaries and they're asking anyone with any information to give them a call. >> in studio dan thorn kron, 4 news and something's gotta give. >> meantime, happening now on the richmond, sandra fell bridge. crews have closed 2 lanes heading east as they work on repairs there. they say that it's a project that will continue until saturday morning. the lane closures are being planned from 07:00pm to 05:00am. caltrans says the duration of the work all depends on the weather. >> this friday was supposed to be the return of oakland's first friday, but it's been postponed due to rain in the forecast. organizers say there trying to best to host event next week. meteorologist lawrence karnow here with the weather and rain that's expected to bring a wet commute. >> yeah, it looks like that is going to be moving in, unfortunately, right for commute time tomorrow morning. this a very cold storm that is headed toward the bay area. the clouds rolling in right now, it's dry so far. not going to be that way for very long. in fact, you can we've had a few showers across the

state today. we cold front sliding on through the bay area today that brought the clouds in the cooler. temperatures. but it's a one off the coastline that one just swirling on down and spiraling in toward the bay area. that's going to be the rain makers we head in toward tomorrow morning and bringing with it that cold arctic air sliding in the bay area. so let's time it out for you as we head through the night tonight and tomorrow morning. there you go. there's your commute. 07:00am. you can see some heavy rain developing around the bay area as that moves on through. once it moves by. it looks like that will break off into showers. but look at the peak and the blue over the mountain tops. that's the models picking up on snow in april. that's pretty amazing. that will continue right through the morning hours. then taper off, the more scattered showers by the afternoon. a slight chance of some thunderstorms and more snow over our local mountains will have more weather coming up a few minutes. all the fans down yet. fortunately, all my family are safe. >> people landing in the bay area from taiwan tonight recounting yesterday. 7.4

earthquake. the strongest quake in taiwan in 25 years, 9 people have been confirmed dead. more than 1000 others injured with a dozen still missing the search for survivors and cleanup efforts is ongoing. kron grant lotus here in the studio with the latest on that grant. >> vicki and ken of the 9 people dead. we're learning tonight that at least 4 struck inside. national park here, tourist attraction, famous for its canyons and cliff. this is before the quake. but you can see why it wouldn't be good to be there. that's in hualien county, about 90 miles from taiwan's capital city. the country's fire agency said today that nearly 150 people are either still trapped at that park or they haven't been able to make contact with them. meanwhile, in the city of hualien workers are using an excavator to put construction materials around the base of a damaged

building. many damaged buildings there to try to stabilize them and prevent them from collapsing. the city's mayor says about 50 buildings have been damaged. some of them are tilted at precarious angles with their ground. floors crushed for hours after the quake. neighbors and rescue workers. you see them here lifting people through windows and on to the street from damaged buildings where the shaking may doors in some cases impossible to open the powerful quake hit at 8 o'clock wednesday morning in taiwan. the time when many people are starting their day, one of them flew into sfo tonight for a business meeting and shared his experience. >> it comes just a there is the beginning and i was at work and working at home. yeah, it's come so great. and there's me and my wife and my daughter in the house that was just talking with other less

10 everything stopped. >> scary. he says the shaking wasn't as strong where he lives. speaker as he was about 200 miles from the epicenter. seismologists in california says taiwan's quake should serve as a reminder to be prepared. >> earthquake could happen at any moment here. we don't know when. so do you have enough supplies to get through? but also to have the right plants? you know, have you talked with your neighbors? can you talk with your family about what you're going to be doing? how do you get together with your kids afterwards? those are all important pieces and for us in california having water because our water supply is very vulnerable to the disruption from earthquakes. >> for us, it's similar to the fire situation a lot of people move here and don't necessarily know. >> the yeah. they know it's quake country, but they they might not know the gravity of the situation. that is a good reminder. and fortunately for the people there, you know, the past 25 years since their

last quote, unquote, big when they really invested in, you shoring up buildings in the infrastructure. it really wasn't as bad as it would have been had it been decades prior. you know, we know have that person or a system here. but over it actually interrupts tv broadcast to let people know in addition to getting in on here. >> so so there are more sophisiticated. we are the next step. but a good point about the go bag and being prepared for 72 hours could revisit that for sure thanks, grant. >> in the bay area, the taiwanese american federation of northern california is raising money to help out with relief efforts. >> i think it will be used to help the survivors and to repair buildings and make sure people are taking care of are lee quickly as possible. >> the coalition is sending funds to taiwan by check-in online money transfers. if you'd like to donate, we have a link to their website on kron 4 dot com. >> francisco board of supervisors president aaron peskin says he's running for

mayor planning to file paperwork friday morning. an officially announce his run at an event on saturday. the city of pittsburgh can now find you $1000 bill for illegal %pdumping. but we'll have more on that in just a minute. >> all right. so yeah, about the dumping they the city of pittsburgh can find about $1000 for illegal they've approved a new find. it set to go into effect april 18th. and under this new measure, the city will also use its license plate readers to track down culprits. city officials say that they spend $100,000 each year to clean up illegally dumped debris, including mattresses, couches and sofas. nurses all across the bay area are demanding better working conditions. thousands of nurses in santa clara county, they were back in the picket lines for a second straight day while a smaller group of nurses held a rally in san francisco. >> kron four's sara stinson here in the studio with details on both sarah.

>> here you can see the nurses in san francisco rattling. they say they don't want to strike, but they will of staffing levels don't improve. and here you can see nurses on the picket line in gilroy. we visited with them today. thousands of nurses in santa clara county are in the midst of a strike for better pay. but they tell us this is about much more than money. nearly 4,000 nurses in santa clara county are on a three-day strike demanding higher pay. they were back on the picket line 3 different hospitals on wednesday, including saint louise regional meanwhile, the county saying it is flown in nurses from across the country to keep hospitals operational over 20 million dollars to bring in staff from. >> agency to support patient care. and we have successfully oriented over 1000 individuals to help provide that care. >> the county is currently

offering a 10 and a half percent increase over the next 3 years. the nurses are asking for 15% under payton course. when you when you compare the other hospitals in our county, james mount has been a nurse for 25 years. he says the union has been negotiating with the county since august about much more than a pay raise. the county wants to float nurses to other hospitals from their home hospital, 2 other hospitals now that affects their family life. that affects a lot of things. with nurses mount says they also want the hospitals to increase security. workplace violence has been an issue. we've had several is. this is i should say more than several at the hospitals where security was inadequate to protect and we're kind of tired of it. we're ready for some real security county officials say they have already reached tentative agreements with the union on many key items, including workplace safety. but still don't see eye to eye on wage increases. also on wednesday, nurses at san francisco general held a rally saying they are facing a major

staffing crisis there. and at laguna honda, at least half. >> hear the tonight. >> nurses say at us of general alone, they have submitted 1400 complaints in the last 2 years about missed meal breaks and unsafe working conditions. they say a shortage nurses is putting patients and hospital staff at risk of degrading care. and tomorrow will be day 3 for nurses on strike in santa clara county, rain or shine. they'll be out there hoping it pushes negotiations forward. >> in their favor, of course, county officials say the union has not responded to requests. they want to go back to the table, but they said they're doing the strike. so maybe afterwards they can come to an agreement. and of course, those in san francisco we hope we have to get a point. yeah, let's hope not. >> okay. thanks, >> still ahead tonight was being installed in the east bay that leaders say could help crack down on sideshows

she got that dress with the extra money she saved using our brand new grocery outlet app. it's been really fun seeing what everyone's doing with the extra money they save. a butler? super nice guy. >> take a look at this. a car almost crashes into a taco shop in the mission district in the city. it happened this afternoon. police say may have been the result of road rage. the car damaged a pillar right outside the business. this is at 18th in valencia. police say the driver left the scene. they later found the car involved and abandoned at 14th and the tomah streets. the breakup brakes on side shows the city of antioch is taking some new measures to try to stop the dangerous driving stunts from taking place

across fresno. well, bellow joining us live in the studio with more on these new measures. well, >> again, can thinking of it as shifting gears on the way they approach sideshows in antioch. the mayor telling us today a new electric gate is going to be going up at the marina at the city council voted last night to implement the new gate. it will close at night stopping cars trying to partake in sideshows in their tracks. this is the scene back in august when a car involved in the sideshow flipped into the water off of antioch boat dock. and just this past weekend, more than 200 people showed up in the sideshow on lone tree way and golf course drive. the mayor says recent police department scandals have hurt the city's efforts to stop sideshows. those days are in the rearview mirror. >> and when the police levels were impacted by the fbi investigation, we lost optimism. so that certainly had that it felt like that. we just opened the gates to sideshows here but were quickly stepping up. we've got 6 officers in the academy 12

that will be entering the academy made our proactive efforts are are much more important having police officers dedicated finding. >> sending them. thank being a organized that have been most affected. >> during the most recent sideshow, police drones did capture license plates of the cars involved. mayor thorpe says the city is going to be following up and seeking to tell those cars and finding those drivers. as for the gate going up at the marina work should begin to implement it in a matter of days. ken, the key. >> thank you, noelle. some milpitas residents will feel a little financial relief on their rent. a new program is set to give 50 households just under $650 a month for 2 years to help out with their rent. leaders say that low-income residents making 30% or less of the county's median income will be prioritized and receiving the rent relief. >> mother nature might soon give us a chance to see a big

spring superbloom. one expert tells us where in the bay area it's more likely to bloom. are you do see super blooms in northern california typically tend to be on areas steep slopes are thinner soils. >> because those are areas that the grass camp established be as competitive. >> experts warn the bloom in the bay area may not be as vibrant due to the recent cold temperatures. kron 4 chief meteorologist lawrence karnow here with forecast. yeah, boy, really cold and we're going to even see some mountain snow here in the next couple of days are to believe here in april. but also very cold in the high country. if you're traveling that direction, you have to be extra careful your chain up. in fact, tonight, there are requiring that you have maximum chains on board just in case we had a cold front come to the bay area. didn't leave any rain behind for us. but in the high country. yeah, we're starting to see a little snow across some of the peaks there. so this is just a sign of things to come. this next part of the storm system be a whole lot stronger. moving on through. we're not talking just a few inches of snow. we're talking feet. so that next storm

system rd winding around here carrying with it. a lot of cold air. you see the speckle clouds giving. i idea of cold that areas that is going to be moving in the bay area and moving in the high country. so if you're traveling up that way, winter weather advisories are in effect. you can see that all the areas shaded here in purple way along the western of the sierra nevada. also looking for some windy conditions across the crest to see a watch out for maybe some blowing snow as you head up there as well. so here we go. the next couple of days, it is back to wintry weather in the high country. temperatures hovering in the 30's tomorrow below freezing, possibly on friday. the snow likely to continue the good news is if you want to ski on that fresh powder, there you go. saturday looks like a good day to get up there to the slopes. partly cloudy skies and should dry out by then. but i'm pretty impressive the amount that we're talking about for april, the storms rolling through here. how about this in the north bay, you're talking about 3 to 6 inches across some of the mountains there of lake county. you get the sierra nevada and there you go. you've got a foot foot and a half of snow in parts of the northern sierra nevada. you head further south talking about 2 feet, maybe 3 feet of

snow in the mammoth lakes area. that has a lot of snow, especially for this time of year, right? the time this out so we get you safely up the slopes back. if you're heading that direction right now, you see the storm clouds moving on through right now. the next storm is coming pretty quick tomorrow. and so if you're traveling up that way, make sure you have all your change for tomorrow. going to be rough drive in the high country that's likely to continue into friday as well. so if you're trying to sneak up the slopes on friday, kind of a tough night to do it, make sure you have to change if you're heading that direction and plan on some very cold temperatures by think friday and saturday, things change saturday should clear out but another weak system comes in on sunday to bring yet another chance of some snow. all right, lawrence, you know, you don't have to go far to get a great bite before your flight. >> the magazine food and wine ranks sf always the country's top airports for food and drink. it also ranked number 9 for best food and drink in the the rankings come from a panel of 180 food and travel

was a victim of a robbery she shared with us this dash cam video while at a red light after says somebody just pulled up next to her smash the passenger window and took off with her belongings. we reached out to the local police about the video and that so far have not heard back. >> police in valais are also looking for this man. they say he broke into a business on georgia street in sonoma boulevard on easter morning and sexually assaulted a woman. investigators say the victim did not know the suspect. anyone who has any information is asked to call vallejo police. >> in campbell, police are looking for an intruder. they say the man on your screen there broke into a woman's apartment pre cut avenue near bascom avenue last friday night. police say that the woman woke up to find the man inside her home. he quickly ran off. but anybody recognizes the man is being asked to call campbell police. fire crews have should put out a sailboat fire this morning. they say they got a call about

30 and north bay man is suing police after he says an officer. >> taste them and arrested him while he was suffering from a seizure kron four's gayle ong talked with the man's attorney and shows us the police body camera video of the arrest. police body camera capturing the call to brew sprinkles. sanon summer home on the early morning of august. 29th frankel's fiancee at the time now wife called 9-1-1. but when officers arrived, the situation escalated. what this neighborhood >> hinkle later learned he was suffering from a grand mal seizure on wednesday, frankel filed a lawsuit against the central marin police authority. >> his lawyer, david feel he's still struggling with the physical issues and still struggling.

>> the emotional issues from yet to shoulder surgeries. so he's recovering from those which occurred over last 2 years. so the lawsuit alleges excessive force, false arrest and officers conspiring to fabricate charges. one of the responding officers can be heard giving a statement on police body camera video feel like. >> it's all kind happened you like check me. so i try to control like its arm. with week. wanted the trying to like. some kind of started that first. have says it address that. >> a statement from the central marin police authority reads in part, quote, as much as we would like to the authority by law is precluded from commenting upon medical and personnel matters that are deemed confidential and private. however, the authority will vigorously defend itself against this meritless and factually inaccurate litigation. a separate statement to kron 4

from the lawyer representing the officers reads in part, the officers who arrived on scene to help in response to the medical call did an extraordinary job under very difficult circumstances. mister frankel presented symptoms that mimic someone under the influence. he was irrational, unstable and violent. while we now know this was the consequence of a seizure at the time the officers had no such information and acted in accordance with training law and policy. the lawsuit seeks economic damages for medical expenses and punishment sufficient to ensure that the situation does not happen again. this department has seen the similar set of facts before an epileptic >> suffering a seizure years before this occurred of the officers mistook it for something else and beaten, then arrested a person who is suffering an epileptic seizure. >> gayle ong kron. 4 news. a teen is arrested in the south bay after police say he was behind the wheel when he crashed into another car,

killing the driver. a video shows the aftermath of this morning's crash near the intersection of neiman boulevard and elkins way. police say the teen was driving the black car. neighbors say this isn't the first time there has been an accident and they hope that the city can make some safety improvements at that location. >> loud, loud vehicle with me up. and i do want to come out what i i hope this one. they will push some traffic light because all way accident. >> the teen is in custody tonight. no word whether he was under the influence. >> new at 10 tonight, an oversight board member of the san francisco sheriff's department has been released from jail after assault charges against him were dropped. william palmer had been in jail since november. san francisco's district attorney dropping the charges due to new evidence. she says that's a question the it puts in question the alleged victim's credibility. the da says palmer hasealways maintained his innocence. but a little police arrested 2

middle school students for setting off fireworks inside a school bathroom. police issued an alert around noon for reports of an explosion at kenilworth junior high school on the city's east side. this prompted immediate lockdown there. that lockdown was lifted shortly before 3 this afternoon. there are no reports of any injuries. millions of americans will look up to the sky on monday to view the solar eclipse and >> some inmates in new york say they have a right to do so as well. they filed a lawsuit claiming new york is violating their religious freedoms with a planned lockdown during this. massive celestial event. they say that the eclipse as religious significance for them. all right. let's check in now with the 4 zone forecast. as we look at the dome of city hall. it is a lit up in green. i believe that has something to do with earth. first months months. that makes sense, doesn't it? yeah, hey, you know, a lot of things going to be green. we

just keep get more more rain. >> here looks like it is just going to continue. and then we're going to see some changes as we get into next week. sure, you get all that rain. we're talking about snow and everything else around here by next week. we're talking about some 70's and some 80's. so we'll show you more on that coming up in the 10 to 10 in just a moment. a nice evening outside. i think by this time tomorrow night, pretty slick on many of the road. you can see those showers kind of on throughout tomorrow night and into friday as well. not to bad weather now. but boy, what a change we started to see even today as we saw the cold front swing in town. so some temperatures drop and the 4 12 degrees cooler than what we have 24 hours ago. and that trend is going to continue into tomorrow on today. we really took a hit. we saw 70's go goodbye at a high of only 59 degrees in san francisco. 59 in oakland, 67 in san jose. you hover in the 70's in livermore in concord and santa rosa. those are gone and not even get close to that tomorrow. you're probably in the 50's by tomorrow afternoon. all right. so tonight, clouds on the increase throughout the night.

i think some showers late tonight early tomorrow morning will start picking up tomorrow, mostly cloudy throughout the day, although i think as we get toward the middle of the day, start to see some breaks a little sunshine in between some of those clouds possibility. isolated thunderstorms, too, this weekend, but things calm down the temperatures stay rather cool. still well below the average for this time of year in a slight chance of showers as we head in towards sunday out the door right now. here it is. you've got some colder air beginning to settle in. 49 in pacifica. 49 in san mateo, 50 in concord, the north bay filled with many 40's off, in fact, all the way down to 43 right now in calistoga. so getting chilly out there tonight. and we've got storm clouds on the way and got the cold temperatures. and that's why we're talking about some low snow levels. we could see snow all the way down. the bay area may be down to 2000 feet to get a good downdraft may be down to about 1500 feet. so here we go. we've got one last burst of some cold air. we may not see another one like do we get to october november, december next year? but here it is. this one rotating on in going to bring with it some more unsettled weather here.

long-range forecasts show you that low. just kind of spiraling down the coastline. some of that anchor right along the bay area and move on through showers continuing then moving into southern california. we catch a little break in the first part of the weekend. then looks like after that. well, we're going to see a chance of showers as we head towards sunday. beyond that, though, here's the good news. high pressure begins to build in and there you go. see more of a little northerly component. the winds that is likely going to warm the temperatures up. it will be back to spring weather as we look toward next week. so rainfall amounts with the system not going to be huge. we're talking about maybe half an inch or more. last of the coastal range is i think for the most part, a lesser amounts down below in the urban spots. but it's going to be on and off over the next couple of days. so do plan for that. and if you're traveling around the bay area, the roadways are going to be slick overnight lows tonight. yeah, it's going to be chilly down in the 30's in the 40's. got the cloud cover moving in. you're still talking cold temperatures. that's what we're going to see. some low snow levels tomorrow. highs are going to be much more chilly. in fact about. 52 degrees downtown san francisco. maybe 53 in nevada
