19 minute morning ride all regions. back to you. thank you. rain in the east bay. a long time homeless encampment in oakland is fully cleared out. a kron. 4 has learned the city of oakland took these steps after learning that the waterway near that encampment was being looted. >> with syringes and human waste four's terisa stasio has more. >> gone. oakland public works crews along with other city workers wiped out this homeless encampment and discovered a stolen vehicle tuesday on leave. drive the collection of rv's cars. intense first appeared on lee drive in oakland off of hegenberger near the oakland airport. more than 3 years ago and that city officials is when the problem started. but what we heard from the water board last week was the basically the conditions not acceptable from the health and safety standpoint. sean mom, her is oakland's communication director. he explains the san francisco bay regional water quality board last week issued a formal complaint to the city. >> stating that the encampment was contaminating the nearby

creek with findings of fecal waste, syringes and other trash and based on testing, the situation was getting worse. i mean, immediate action was necessary. he was as the responsible party for our essential infrastructure. responsible for making sure that we're keeping the the affluent and other materials that come out of encampments out of the waterway. city spokesperson sean mom, her says that they gave those living out here notice and brought in city resources to help. but bottom line, a large section of the encampment had to go trying to work in the way. respect the dignity and of these folks, but also gives the city the ability to to meet our obligations to our our our regulators. >> on her said that city crews took water samples and will submit their findings to the water board. in a letter obtained by kron for news of public works. director said that the city could be on the hook for hefty fines as high as $10,000. a day. if the waterway is not brought into compliance, a part of the

encampment still remains. but city spokesperson tells kron 4 news if the water testing shows that the situation hasn't improved with the clearing of a large section. then the entire street will be swept clean in oakland, theresa kron. 4 news. >> this is the scene in the south bay as nearly 4,000 santa clara county nurses are on the picket lines. it's a three-day strike that started yesterday outside the santa clara county health center in san jose. the county is currently offering a 10 and a half percent pay raise over the next 3 years. the nurses want 15%. they say the money is not the only obstacle. >> the last mediators proposal wasn't voted down by the membership because of the money. it was voted down because the county wants to be able to send us to different hospitals. and we believe that's unsafe for nurses and

unsafe for our patients that despite the labor action. >> our hospitals and clinics remain open. and we are continuing to be able to provide all emergent and critical services to the community, including our level one trauma center at valley medical center. >> the county says the county has about 1000 traveling nurses that they have brought in. >> to work during this three-day strike. >> an 18 year-old man and a minor have been arrested in connection with a shooting that injured 3 people at a safeway parking lot. it happened monday evening in american canyon. investigators say it started as an argument then escalated to gunfire. no word yet this morning on the condition of the 3 people shot. but both suspects are now facing multiple charges, including attempted murder. also in the north bay, the vallejo police department need your help looking for this man. take a good look. police say he broke into a business easter morning and sexually assaulted a woman who was there at the time. they say it happened on georgia street and according to police, the victim did not, know, the

suspect and is not connected to him in any way. >> san francisco's medical examiner is out now with the release of the identity of the 17 year-old was shot and killed like 2 other teenagers at a bart station. it was jordan malik, brady. the 2.16 year-olds have been arrested for his death. he was shot at the polish treat station and witnesses saw 2 young men running after they heard those gunshots its 605, right now, students at a north bay high school had to be evacuated when a naked woman covered in blood. >> walked into the gym. this is at petaluma high. the woman who appeared to be in a mental crisis had cuts on her body and they believe that she cut herself. >> when it hit the gym with blood all over her. none of those injuries were life threatening. and she went to a local hospital. she was taken there. school officials do have counseling and mental health teams on campus today

to offer support of students need it. >> well, in the east bay, the city of walnut creek now moving forward with another restriction outside its planned parenthood. the city council unanimously passed a ban on the use of sound amplifiers kron. 4 sarah stinson has more. >> at the planned parenthood on oakland bourevard in walnut creek, demonstrators against abortion can be seen using megaphones an effort to speak with patients. walnut creek city council approved an ordinance tuesday night. restricting sound amplifiers within 100 feet of the clinic doorway. the assistant city attorney gave a presentation about why a noise restriction is so needed. ali, wolf cited a letter sent to the city by planned parenthood between april of 2022 and april of 2023. they documented 138 incidences with protesters. >> at the planned parenthood facility of which megaphones

was mention. 42 times, many planned parenthood volunteers spoke at the meeting explaining how the noise affects patients seeking care on a daily basis regularly. protesters come with these megaphones and microphones to verbally harassed staff and patients allows them to call the murderers. it allows them. >> to target people that are inherently fragile at a time that is very, very difficult for them was so loud. i could hear it inside the health center with the door closed. well, clinic volunteers described the protesters as hostile. >> sophia martin with love life, a sidewalk outreach ministry group says they use sound amplifiers because the buffer zone makes it hard to connect with patients and offer their resources. they have clinic escorts. >> that as soon as the moms tend to planned parenthood, they're in their air. they're trying to interfere with us, exercising our first amendment rights and reaching out to the

moms to offer the help and hope that we can provide a mom name. lily attended the meeting to advocate for lave life. if it wasn't for me, meaning that the sidewalk counselors that day, no, i probably wouldn't have chose life for but wolf says this ordinance would help protect the health of patients inside the clinic as the loud megaphones can cause negative effects. city council will have a second reading for this ordinance at their next meeting on april. 16th. >> because the final approval, then it will go into effect 30 days later. i'm sara stinson reporting in walnut creek. back to you. >> all right. also at last night's meeting, there was a strong call for inclusion by religious leaders. they were responding to recent incidents of people making anti-semitic comments at walnut creek city council meetings. one pastor pointed out that some of those people call themselves, quote, christians. >> we believe this to be a gross misrepresentation of the christian message and of the trail of christian virtues, the cheapest of ways is love.

the presbyterian church rejects antisemitism in all of its forms and deplores the rise of anti-semitism in our nation and our world today. >> well, the city council had 2 incidents of a speaker making anti-semitic comments at their meeting. this is video of those meetings. although disturbing the council can't legally block such comments without infringing on free speech. >> its 609, and experience is coming to san francisco has said we need week. >> a lot like a restaurant and beer week achieve with that will work out the restaurant week right after or during sf we'd week as you can kind of tell from the name. it features some of the state's top pot growers and brands showcasing their latest products. the event starts april 13th. that's a saturday and it goes until for 20. so fittingly and zahn that big

>> alameda county sheriff's deputies say andrew. shot at 2 people on lelling boulevard back on march. 2nd, one victim was shot in the leg and arm. they're expected to survive. detectives say they linked muggers vehicle to the shooting at his arrest. he was allegedly found with to illegally possessed firearms. one of which was the same caliber as the weapon used in the shooting. he's now charged with attempted murder and gun-related charges. the san francisco board of supervisors voted unanimously to approve legislation that would streamline the installation of automated speed cameras. last week, mayor london breed set out her transportation vision, which included steps to implement these cameras. it was back in 2023. the state bill was passed to allow san francisco and 5 other cities to implement a 5 year safety camera pilot program. would enable the sfmta to install 33 speed cameras on streets with a history of speeding and severe or fatal car accidents.

6.20, right now in a state bill to hold criminals accountable for crimes like car break-ins is one step closer to passing. yeah. so kron four's rob nesbitt actually talked with the bay area senator who's on his 3rd attempt now to get this thing passed. >> walking out to a smashed window is infuriating for drivers, but an all too familiar occurrence in the bay area. sharkey look want to owns the van rental company ban to go and explain what one customer went through in san francisco going in to grab something from inside the building was was gum. >> you know, wasn't there more a minute tops and he came back the windows were is missing a $20,000 up some of car. break-ins like that are why senator scott wiener has authored senate bill 905, eliminating what's called the locked door loophole. >> where da has to prove that all car doors were locked. >> prior to a break in to get a requirement makes no sense >> and it kills some prosecutions. >> because the owner may not

940,000 americans are do tax refunds. >> from the 2020 tax year. but they didn't file a tax return and that equates to about a billion dollars in unclaimed funds. the largest non filers are in texas. right here in

developing news. taiwan is recovering. >> after being hit by a powerful 7.4 magnitude earthquake. yeah. so this was the strongest earthquake there in 25 years. it happened yesterday near the coast just east of qwalin city. >> 9 people have died and more than 930 people have been injured. you can see the relationship there to the capital city of taipei. now this morning, survivors of the quake are going to be arriving to the bay area. kron four's will tran is live at sfo with the latest. well. >> they should arrive at any moment, james. it's about 96 miles from taipei, the capital city of taiwan with 23 million people all together on that island. as you mention, it happened on the east coast of that island, 300,000 people live in that area. and right now they are digging through the rubble. we will talk to the survivors. this being the first flight into as a foe. >> since that earthquake, it's incredible that planes were still able to take off from

taiwan. so hopefully we'll have reaction coming up at 7.30, as far as the images coming out of taiwan. we do know that many people are still trapped in tunnels. it's a mountainous area where there are tunnels burled through mountain sides to let cars travel and they believe a lot of the survivors and help alleviate they are still survivors and not fatalities at this particular time. they are still there. they have to go through all of that. not to mention dealing with aftershocks. talked about this being the strongest earthquake in 25 years. the last time was 1999. when they had a 7.6 magnitude earthquake. that island is no stranger to quakes. but even this one has rocked rattled a lot of >> some of my you know, they they work or live on the upper levels. they it was shaking really hard. you know, i think everybody kept saying, you

know, they haven't felt anything like this in their lives, if you know, recent memory. you know, so far, i no one has had a number you know, major earthquakes. and so i think every time that's happened, people do take precautions seriously. >> earthquakes are definitely serious, especially what happens after what happens in the form of tsunami. i can tell you that the tsunami warning has been canceled and china and the philippines. japan has offered any assistance as should taiwan needed. right now. it looks like taiwan is able to handle all of the heavy load. >> lifting the recovery right now. the good news is they're still calling it a search and rescue effort, not a recovery effort. we're going to hustle inside and see if we can talk to survivors is a good chance. many of them haie family members or friends, kidney acted to the

>> credible pictures. thank you. well, time now 6.34 and the a's have rejected proposal from the city of oakland to extend the lease at the coliseum while they're waiting for their new ballpark in las vegas. yes, so maybe they're looking at sacramento now that was always in the rumor mill kron four's michael thomas. >> live for us in sacramento with the very latest on this. michael. >> yeah, good morning, everyone. that's right. there is said to be a meeting happening here about bringing the oakland a's to sacramento temporarily. and that meeting is set to happen at some point today. and essentially it they did play here in sacramento. they be playing at sutter health park, which is behind me. and this idea has been talked about. but now it's starting to become a realization since they did turn down that proposal from the city of oakland. we've got video up on your screen so i can break it all down. now, this proposal that was given yesterday was a 5 year plan from the city of oakland to extend their lease. it does

currently and this year at the coliseum. and in addition to that 5 years, well, they also asked for 97 million dollars. and this is all just temporarily until that new stadium is built over in las vegas. that's set to happen in about 3 years. so on top of the 97 million dollars, the city also wants the team to give up its 50% ownership of the coliseum to allow development and either give up its name and colors when moving to las vegas or help oakland get an expansion team. now that offer was rejected and as to what's next for the a's? well, only time will tell. but days does to tell us excuse that they have no more scheduled meetings with the city of oakland currently and they have made it clear in the past they don't mind playing at a minor league ballpark like here in sacramento. we did catch up with some people here in sacramento yesterday about the team coming here. take a listen. i open. so can a steak. you know, if they come here. >> that's good, too. what i would like him to stay here, not go to vegas. i do believe sacramento in general would come out. the a's. a faded

movie. >> now the sacramento area would be the front runner up. and it was also rumored that earlier this year, executives from the team nre already actually touring this stadium. we did reach out to the west sacramento mayor who not really said anything center. health park sits in west sacramento, but the actual sacramento mayor, which is right next door tells our sister station he hopes that the a's do stay in oakland, buddy at sacramento would be a good, temporary landing spot for now. no insiders do tell kron 4 that currently there is the possibility that the a's and the city of oakland do come to an they just have to come back with that perfect type of, you know, proposal essentially and also darren james, keep in mind this ballpark behind me, only seats about 14,000 or so people the coliseum, as we know, seats up to 50 plus 1000 people. but also keep in mind, these are averaging only where anywhere from what, 5 to 7,000 people coming out to those games. so on camera, it may actually
