tough decision and it came as they continue to deal with constant car break-ins, property damage and armed robberies along oakland's hegenberger corridor, adding that the issues created an unsafe environment for both customers and employees. yesterday was the last 8 in and out no more burgers in the area. and we heard from one of the former employees that work there who says it feels like it's just another big loss for the town. >> is a great play here. i mean, especially when i was here, the warriors was still hear. the latest was still here. everybody would come here after those just said it's closing down a move on. you know, that's what we can do. >> in a statement in and out, coo says, quote, we are grateful for the local community which has supported us for over 18 years and we recognize that this closure negatively impacts our associates and their families. this location remains a busy and profitable one for the company. but our top priority must be the safety. and this may be in announce first

closure, but it's not the first business to abandon oakland's hegenberger corridor dennis closed its stores last month at the location and recently taco bell announced it would no longer be having its dining room open to customers last week. city leaders in oakland announced a new plan to confront the crime in the corridor which stretches from oakland airport to international boulevard. they're said to be increased patrols by both oakland police and the highway that have been placed there. it said to happened 7 days a week. the city is also investing around 2 million dollars to help businesses hire private security and install security cameras. those who may be looking for that in and out burger will darren james are going to have to head over to alameda or san leandro because those will be the closest locations live this morning in the newsroom. i'm michael thomas will send it back to 2. sure isn't. as handy is on the way to after. thank you, michael. well, channel 4 is the time and also happening right now. we have health care workers out of seton medical center in daly city. they've just started a two-day strike and they want to get the

attention on what their demands are. let's go to kron. four's will tran live in daly city. >> where that strike is taking place. good morning. well. >> they have their bosses attention because their bosses, they have rescheduled a lot of appointments, state medical center's over my right shoulder over my left shoulder, the employees who should be inside, but they're not going to go back at least for the next today's because they are street level, but they want to send a message all the way to the top, a seat medical center to the administrators. they are looking for a pay raise and better health benefits. the irony is they work at a health care facility, but they say the health care benefits could be a lot better. so what's going to happen is if you are a patient at this location and you have elective procedures, for example, like you schedule a mold to be removed on wednesday. that's no excuse me today or tomorrow. that's not going to happen. they will reach out to you and

reschedule. only emergency services are available during this two-day strike because they don't have the manpower talking 460 nurses, health care workers, technicians instead of being inside. they are outside and they're demanding a pay raise. now got a chance to talk to both sides of this issue. seton medical center says they're willing to offer 16% over 3 years and they are very competitive. they say, their packages far as benefits salary with the average salary being 181,000 for the top 5 of top 5% of their employees. here's what they had to say about why they think employees should be in sight. we've offered a 16% salary increase to the members under and uh, w. >> we have a free health plan that we provide to their employees. it's a anywhere anytime coverage. the 16% would bring us up to county san mateo county hospital. we have.

>> multiple wage freezes it within the years with all of seton struggles. and so we're well behind what having a hard time with attrition and keeping people retain. >> so you heard or say 16% would get get them up to the standard. it's not pay raise above and beyond what others are making. so they she says it's really an illusion. also in the aleutian, she says, is the health care benefits that if they have to go to a specialist and other things out of network and they have to pay out of pocket. so it's not as good. they claim as seton medical center is trying to propose right now. both sides are not scheduled to be back at the bargaining table. but the good news is if you're a patient, this is not an indefinite strike where we've seen workers on the picket line until they get a contract. this will last just for 2 days and they're back inside back back to you.

>> all right. thank you very much. well, 10, 0, 7 right now in san francisco, another car has slammed into a bus stop this time. it was next to golden gate park and one person who was standing there was her. and this comes here's the new action comes a week after family of 4 was struck and killed by a car. they were waiting for a bus to go to the zoo. and now with this accident, people in the richmond district are concerned about safety. that crash happened saturday afternoon around 5 o'clock on fulton street and park presidio. and you can see how it hit that big poll. well, it's a lucky thing it did because actually that saved other people from being hurt as it was a man who was hit has head injuries. he was taken to the hospital and people are very concerned, including politicians. there is their driver on the scene did remain there and faces multiple violations. but now there are calls for safety. connie chan is the supervisor for that district where that bus stop happened and she says

that she's urging the mayor and the sfmta to speed up a safety improvement plan. that includes to speed cameras on fulton street. however, one of her challengers for supervisor, the challenger says that physical barriers would help protect people even better. absolutely unacceptable. >> there's not enough that we can be doing in terms of policy in design change i were in charge would be putting in bollards tonight. unfortunately, that's not happening. we need better traffic enforcement in our streets need to be designed to keep kids to keep people safe. otherwise this is just going to keep happening. >> the sfmta is doing a speed study along the fulton corridor. that should be done in june. the organization, richmond seth, wants the city to reduce the speed limit on fulton street. it's 30 miles per hour. now. they want it down to 25. >> will 2 people are shot and killed over the weekend inside a house in san francisco's portola neighborhood on 9-1-1,

call sent police to the area of dwight street and san bruno avenue at about 8.45 sunday night. that's where officers found 2 adults dead at the scene. homicide detectives have now taken over the case. no arrests have been made, but we'll keep you updated. meanwhile, there this morning, the california highway patrol has issued an ebony alert for a missing east palo alto teenager. you see her photo on the screen. this is 16 year-old and nia maxine, she was last seen back in february on the 24th about 10 o'clock or so at night on for ben, a drive and guard dennis way again, that's in east palo alto. she stands 5 feet. one inches tall. weighs about 110 pounds. you see she's got black hair and brown eyes. she was last seen wearing a black top and black pants. now authorities are looking for her in alameda santa clara, sacramento, but they're also looking down in la and orange counties as well. they're desperate to find or they want to make sure she's ok if you know anything about max's whereabouts. call 9-1-1. >> 10, 10 right now. and tonight, part of the richmond

reaching their goal. a quarter mile stretch of the bay bridge has been without lights for about a year. now, though, the nonprofit called illuminates says that they're just shy of making their goal through crowdfunding and major gifts. the organization has raised a little more than 10 million dollars.abut as you can see, they're just shy of their 11 million dollar goal. they say once they reach that they can get going put those lights back up, which they think might be by this fall. >> it's 10 11 and still ahead on the kron, 4 morning news, we've got a new top cop in oakland. you probably heard his name but calm for has found out a little bit about his track record. >> we'll tell you more when we come back.

to be a nice and mild one with some mid 60's. lots of sunshine hopefully can get out there these next 2 days because as we move into wednesday, we see the return of some showers mostly into wednesday afternoon, lingering into thursday morning. and then friday looks to be the rainiest day of the forecast with some real good snow coming down in the sierra on friday. you want to get to this year this weekend. maybe try to get up there on thursday. so you're not driving through what's likely to be some really messy conditions to start the weekend. after that, we do dry out just in time for easter sunday. so a little bit of good news there. if you've got the hunts ready to go, as for where we're sitting with rainfall the rest of this week, parts of the bay area could see over an inch of rainfall starting again on wednesday afternoon and lingering through saturday and some cases as for today, no rainfall just yet just some cool temps at the coast in the 50's and then low 60's elsewhere low to mid 60's at the very warmest saying carlos at 62, san jose at 63 today, east bay temperatures right around 60 degrees with hayward

the rezoning of 17,500 acres of solano county agricultural land for the new community. anybody who believes they incorrectly signed a petition can request their signature to be removed. president biden has signed a 1.2 trillion dollar funding package. it cleared the senate by a 74 to 24 vote on saturday. lawmakers barely made the partial government shutdown deadline. it took 6 months of negotiations in short-term spending bills to get this approved. the president says the money is going help secure the border and expand child care. among other things. >> well, hundreds of thousands of college students are facing potential delays in federal aid as enrollment deadlines approach. the department of education's federal student, 8 office acknowledged friday. that's they left out someday to fields and that is what's led to some miscalculations in the 8 assessments based on the students reported assets. and this hiccup is adding now to

the woes of this year's fafsa overhaul, which was meant to simplify the process for applicants. but instead it's just cause nothing but glitches for millions. while the lack of resolve the issue affected applicants are stuck, waiting for some clarity about how long it's going to take to reprocess their applications. roughly 200,000 applicants are affect it. well, as state lawmakers determine how to address california's projected multi-billion dollar deficit. they say tax revenue may help close the gap. and while february's tax revenue did come in hundreds of millions of dollars above what was projected data from the department of finance shows that year-to-date revenues still trending down the non-partisan legislative analyst's office says that even with these revenues. they say we're still facing a projected deficit of 73 billion dollars, which is far and away higher than the newsom administration's projected 38 billion dollars. legislative leaders say there is a lot of work to do. >> even though february's tax

receipts you see the administration is as teammates, we know the revenues generally coming in lower than the forecast and that's concerning. and so we are prepared for some very difficult choices ahead. >> well, democratic leaders in the senate and assembly announced an early action plan that they think will shrink the deficit by 12 to 18 billion dollars on the other hand, we have gop lawmakers who say that more spending is not the way forward. they would like to see cuts to several programs. especially when we talk about homelessness. >> is that we we reward only those areas that are proven to get results. lot of the programs are questionable. and those are the ones that should be the targeted for our consideration for what they call delays or cuts. and so let's go with what we know. works. >> with the legislature will be on recess this week, but they're expected to take more action on the budget when they come back in early april. >> it's 10 local election headquarters,yindependent presidential candidate robert f kennedy junior is coming to

the bay area tomorrow. he will be announcing his choice for vice president. he will make the announcement in oakland and he's reportedly planning to name this woman bay area native nicole shanahan as his running mate. shanahan is a california attorney. she's also entrepreneur and she used to be married to google co-founder sergey brin. she grew up in oakland and she graduated from santa clara university school of law, rfk junior before this had been rumored to be considering former minnesota governor jesse ventura as running mate or maybe new york jets quarterback aaron rodgers that has not panned out. it looks like she's the one. >> final numbers show about 47% of san francisco voters cast ballots in the march 5th primary election, which is >> the lowest level for a primary since 2012, about 233,000 ballots were cast in the city has about 500,000 registered voters. almost 90% of the ballots this year.

right now that are causing our prices at the pump to go out statewide, the regular gallon of gas average is 4.99, as you can see, can't get guess pretty much for she pardon are under 5 bucks for sure around the bay area. and here's the price is around the bay. san mateo county has the highest prices averaging 5.16, a gallon and then dipping into the middle there. napa county is at 5.12, and then we can get below 5 bucks. you got to go, though, just a petty below in santa clara county. but 4.96 in solano county. so i guess that's the cheapest you can find. i suppose so. >> well, the first birth control pill available over the counter is now available to pill hit the shelves at various walgreens locations last week marking the first time that women can purchase it without a prescription. the pill can also be purchased online from amazon cvs or the o-pill website directly. while some states allow pharmacists to dispense birth control without a prescription, this

marks the first nationwide over-the-counter availability that's been approved by the fda. well, scientists have developed a new tool that they say can help detect parkinson's disease. according to a recent paper in the journal of the american medical association. san juan skin test is showing some promise it accurately identified the condition in 93% of cases. the test detects a buildup of proteins in nerves that serve as markers for the disease. now the test isn't cheap, according to the makers of the test to cost about $1500 and it is covered by most insurance. >> time now is 10. 26. and when we come back on the kron, 4 morning news, san jose has named their new police chief named their new police chief just for the interim.

to mid 60's at the very warmest and tomorrow, even a little bit warmer yet. i'll let you know when the rainfall arrives. still ahead, back to you. thank you, john. >> ok, let's turn our attention to the south bay now where san jose mayor matt mahan has appointed a new interim police chief. let's go to kron four's michael thomas in the newsroom to hear more about him. i'm michael. hi. good morning, everyone. the new interim police chief serving san jose will be paul joseph. he's currently second in command at the department. so >> serving as interim doesn't come just out of the ordinary and he set to take over next week. assistant police chief paul joseph has spent the last 30 years with san jose police department. he joined the team back in 1994. after working just 2 and a half years with san mateo police back in 2021, he was appointed assistant police chief and has supported the current police chief anthony mata. ever since both men have pushed for more transparency and community engagement in the department. in san jose mayor matt mahan says joseph is very capable of leadership and will do well in this interim role saying that

it should be seamless. take a listen to what he had to say when it came to the search for a new candidate. >> we're very fortunate to have someone with interim chief shows u.s. history and experience and help provide stability and continuity being chief mata as assistant chief for the last 3 years has. so we put them in the in the position to build off of that consistency. then the search just it takes time. you want community input. we have an outside search firm helping us to source candidates. we're doing a lot of community engagement. it's a minimum six-month process. >> current police chief mata announced he was leaving the department back in january saying the he would now be taking on a new role with the santa clara county district attorney's office. mayor matt mahan says he leaves behind a solid foundation for both the interim chief joseph and the eventual new permanent police chief. so as we get more on to who the permanent chief would, the will continue to keep you updated. but as you heard, the

mayor himself say it could take a quite some time even up to 6 months or so. that's a very latest here in the newsroom. i'm michael thomas started. james, we'll send it back to you. okay. thank you, michael. and speaking of police chiefs, oakland has a new one as well just appointed now that the physicians been vacant for about a year that has yet mayor sheng thao named floyd mitchell as the city's new chief of police and crawford's right harvey here in the studio to tell us more about right? >> and that's right. so incoming oakland police chief roy mitchell is coming opd from lubbock, texas, before he was chief there. he spent 25 years with the kansas city police department. well in love it to mitchell was actually criticize for 9-1-1. calls going unanswered. and officer ow. but on the other hand, he was praised for his community policing strategy organization called the 100 black men of texas says mitchell gain. a lot of respect from the community by joining the organization to lead solidarity march in love following the murder of george floyd. we had.

>> over got maybe 200 folks. now they're in a solidarity march to make sure that the city of louisville understands that is a partnership between the community in the police department. we have to work together that he was a big piece of that. a major piece of that. there was a internal review. >> all of the police department that was conducted by chief michel and conducted by the department to see out. one within the department. and so from what i've been told from sources from within department of told that when it came to around all and how officer stopped mitchell was doing, it was pretty 50, 50. >> well, the city of love and chief michel parted ways in september of last year. he was next seen at a candidates forum last month before the oakland police commission. the oakland chapter of the naacp. they released a statement saying in part, quote, long vacancy of this critical position. cars, a real sense of lawlessness in oakland. we're glad to see that the city is finally moving

forward. it's imperative that he meet with the naacp and the community as soon as possible. congratulate chief michel and we look forward to meeting and partnering with him. now we did reach out to chief michel for a one-on-one interview. we haven't heard back just yet. he is expected to meet the community and the media in oakland sometime next week. we'll send it back to both at the desk. it's 34 and authorities in antioch are investigating because a body was found in a creek. >> around 11, 15 yesterday morning, police responded to the 5700 block of slaton ranch road, which is where somebody said they spotted a body in the water. turns out it's a 38 year-old man was found floating in the creek. his cause of death and identity has not been released at this point. crime investigators and the violent crimes unit are investigating a hayward high school substitute teacher is one of 6 men being charged with attempting to meet up with teenagers for. police say

that josef martinez worked at tennyson high school, teaching 10th grade english. he's accused of sending inappropriate messages to 2 undercover cops who were posing as a 13 year-old girl. this is some of what district had to say. the hayward unified school district also told us that they responded swiftly and immediately released him from employment. they also say that they notified staff members and families of the high school about what happened on monday. march 4th. and they also point out that all district employees are subject to a department of justice background check. and they say that mister martinez's background check did not return any problematic past behavior. >> now to a developing story this morning, a mountain lion killed a man and severely injured his brother up in eldorado county. we've got the details of what happened. take a closer look. >> an 18 year-old man remains in the hospital following an attack by a mountain lion which killed his 21 year-old

brother, 18 year-old. he went through multiple kind of throughout the night. still in the hospital, but is expected to make a full recovery. thankfully. >> the attack happened at one 13 pm saturday in the area of darling bridge road in world. georgetown as the brothers were out and slur shed hunting, the younger brother was able to dial 9-1-1, for help. >> looking at that point. the deputy to first reach the younger brother notifies dispatch has multiple tattoos medical with the first patient, a 10 year-old male. >> and of with >> deputies followed the trail and located the older brother not long after roughly 10
