>> uproar a bay area later after waymo gets the final approval to drive on san francisco into the south bay. >> governor plan to improve oakland's streets will go over the specifics there here with city leaders. think about it. >> when fun time from the bay area's local news station. you're watching kron. 4 news. >> good evening, everybody. thanks for joining us kron for news at 10. i'm vicki liviakis. i'm grant lotus. powerful winds are bringing down trees across the bay area tonight at tonight's storm is also forcing road closures and up in the sierra spinouts and whiteout conditions have actually shut down. i-80. it is a mess in the high country. we have team coverage tonight crow for some and harry is live in the east bay where the rain isn't stopping people from having a friday night out. first, though, we go to chief meteorologist lawrence karnow who is tracking the storm arts. yeah. guys rocking around the bay area right now.

things really get going as we've seen the showers and thunderstorms seeing some rotation, possibly. >> in some of the clouds, it %phe's really been coming down out there as this cold arctic air begins to roll in is very on stable coming through now and well, now things are getting going in fact, taking you down. you can see some of the showers rotating through the bay area. numerous lightning strikes along the peninsula within this last hour. and we continue to see some heavy rain. so there is a concern we may see some rapid rises in creeks and streams there. so watching out for the possibility of some flooding, a flood advisory has now been issued along the peninsula, stretching all the way down from a south of san francisco to pacifica, san mateo and further south. now until 12 45 in the morning as we see that rain coming on through and band after band of rain likely to roll on through for tonight. you see that heavy storm in the north and then sliding on through as it moves southward. a chance of more thunderstorms throughout the night and then look at the peak in the blue beginning to show up there. that's some

snow that's likely going to form on some of the mountain tops in the north bay mount hamilton, mount diablo. hey, look up to mountains tomorrow to get a parting in the clouds. you may just see some snow across some of mountains. all right. thank you, lawrence. the tree came down on a car in san francisco late today sending 4 people to the hospital. >> this is in the city's fillmore district. officials say all 4 victims fortunately have non-life-threatening injuries. >> the wet weather really affecting people all across our area. crowd for some and hair is in the concord area. amanda, how are folks managing this evening? >> despite the rain, people have been out all evening in the rain has been coming down. we are at the in concord. you can see the parking lot here is fairly full, but people are rushing out of their cars and running into the movie theater or the restaurant's. just trying to stay dry.

>> rain hitting the east bay hard friday night. in danville, a tree fell across the eastbound lanes of sycamore valley road between brookside and morning home temporarily shutting down the street north of danville in concord. people were trying to escape the rain and traffic at the veranda shopping center as she came fairfield and i came from and when i was coming, i had to go like 30 on the freeway because it was just crazy. and then the way you can stand your lanes. everybody's like swerving all over jennifer plumber and brittany brewer were eating dinner at yard house after dave car shopping. >> in the rain, we want to make sure it handles well. >> it breaks well and everything checks driving more cautious because of the get on a groom. stephanie sand says her weekend plans changed because of the dreary forecast. we want indoor climbing. they close taco and want to go snowboarding, but

>> redwood gulch near saratoga. that is closed down tonight due to this big mudslide. caltrans says that it will remain closed until the debris is removed from the road. well, of course, let you know when that happens as soon as we know, grant. all right, tracking the power outages as a result of this storm. >> not too bad yet. fortunately, a couple of pockets of orange here. this one in the san leandro region as well as up here in pleasant hill. that means between 505,000 customers are without power. so, you know, not too bad if we zoom to the north bay, there is another hot spot, if you will, some basketball here, occidental towards bodega bay, a big pocket there, folks without power. hopefully they get it back soon. but again, pg and could have their hands full with all the winds and all the rain fnext several

days. they will be very busy. thank you, grant. meantime, whiteout conditions tonight up in the sierra. >> making travel downtown downright dangerous. check out this video from a over donner summit. big rigs there stranded on the side of the interstate because of heavy snow and extremely poor visibility. a stretch of i-80 has actually been closed down in both directions since about 5 o'clock this evening. and coming up at 10 15, we will have a live report from the cr. our reporter weathering the storm out there for you tonight to bring you the latest conditions. waymo's driverless robot taxis can soon be traveling up and down the peninsula. expanding state regulators have approved that expansion did so today despite some pushback from local leaders. >> the concern has been over core safety and a lack of input from local governments. kron four's. dan thorn is live in the studio with the latest here. hey, dan. yeah, grant. this approval was actually a bit of a surprise move by the california public utilities

commission. >> considering a week ago they said they were going to need more time to think about it. the cpu sees the light was expected to last at least 4 months. but after giving the thumbs up today, waymo will now operate in san mateo county and in parts of santa clara county. and the move is jolting some local leaders. >> waymo gets its wish to expand operations outside of san francisco. the california public utilities commission joining the dmv friday in allowing the driverless robotaxi service to move on to the peninsula. we've seen the circus of what's happened in san francisco. what i'm afraid of >> is that they're going to bring the circus. to san mateo county. >> san mateo county supervisor david can has been protesting the expansion. he says waymo has not communicated enough with the communities. they will be operating in. he's also worried about the safety of the driverless tech. i'm not against the technology. i just don't think not only is ready. >> for primetime, san jose state senator dave cortez. he

has introduced a bill allowing cities and counties to have more control over autonomous vehicles. he says there should be a hybrid approach between the state and local governments. motor vehicles in california always been cool, regulated, but local governments to sue sets up or speed limit. so its use sub-sea pros to schools. >> and that's who decides whether or not we have one-way streets two-way streets. senator court as he echoed kind of his concerns about safety. >> he says waymo might be celebrating now, but this expansion could be a disaster. sadly. >> it's just a matter of time before we see more tragedy, lives are at stake, especially with these vehicles. >> well, certainly some strong words there on the social media site acts. waymo said that they're grateful for the cpu sees approval and for the support of the riders. the expansion also includes a launching a waymo in los angeles county. and it's important to note sfo, of course, which is in san mateo county. people are probably thinking hadn't get roches

is meant to build on investments in actions he in the state have already taken to improve the quality of life in oakland. kron four's noelle bellow joins us live in the studio with the details there. noelle. >> and ongoing partnership with the governor's office grant. that's how in her social media post today, oakland mayor sheng thao is describing newsom's latest plans to address the issues affecting the city. this latest effort is a 10 point action plan from caltrans. it outlines a strategy to support the city by improving street safety and beautification. the plan highlights efforts to install security cameras intensify maintenance, address, encampment issues, host local hiring events, conduct cleanups, increase litter reduction and focus on beautification projects across oakland councilmember dan kalb said today these are not all brand new ideas. some have been ongoing for years now, but he says if the state can bolster some of these efforts, but he's all for it.

>> the help we can get from the state that you know, the open is not an island and we've always as many as most cities have you always have interaction within some reliance on federal and state assistance to do different things. that's nothing unusual. and we just a little more assistance than we normally would otherwise here. the state is stepping up to kind of step up, the things they've already been doing and to add new things into that. and that's that's a good plan. >> as we have previously reported, the state has already begun investing resources to improve quality of life and oakland that includes newsom's recent deployment of 120 chp officers to the city. those officers been tasked with helping local law enforcement crackdown on crime. according to newsom's office, a recent surge operation did result in the arrest of 71 suspects. the recovery of 145 stolen vehicles and the seizure of for crime linked firearms.

now, as far as this caltrans effort goes, supervisor kalb says he is hoping this also means projects. they come to caltrans with will be fast-tracked and not dragged on the key. >> all right. well, the search for a new police chief in oakland that's taken a step forward. commission has submitted a list of 4 finalists to the mayor for onsideration. these at the same 4 candidate we invited to take part in last night's community forum. one of those candidates is former san leandro police chief abdul pridgen who placed on administrative leave. mayor sheng thao will now review the choices and conduct her own interviews of the 4 at that point she can pick one to be police chief or she can reject the ball and as the police commission to come up with yet another list, a finalist. oakland has been without a police chief, a permanent one anyway for little over a year. now.

really impossible. a video from donner summit shows that i-80 has basically turned into a parking lot there after chp closed down a stretch of the interstate in in both directions actually due to the dangerous whiteout conditions there. >> yeah, the closure went to effect shortly after 5 tonight. westbound traffic is being turned around at the nevada state line. eastbound traffic is being turned around a little bit down the mountain in placer county. and that is where eric rucker joins us live with conditions. areas. >> and how you do it. >> i've done this before. i will survive. it's fine. you know, it's funny. we're only at 4700 feet. we're in the drum for bay area for those familiar. and this is where chp u.s. use me. this is where caltrans has shut down the interstate from this area all the way. as you mentioned to the nevada state line. this is what it looks like right behind us. and you can see off in the distance is a little bit of a difficult shop and

that is where cars are still waiting, stop. they have 2 options either. wait it out on the interstate or come up to the overpass where we're at and then turn themselves right around. let's go in and jump to some video. give you an idea what it's been looking like throughout the evening. and as you mentioned, it was around 5 o'clock today when they said this interstate is not going allow traffic anymore. that is because of spinouts that it happened little earlier on in the evening. and you had the feeling at that point they would not open up i-80 anymore for the remainder of the night. and that is proven to be the case. and that will more than likely be the case leading into not only tonight to tomorrow morning and possibly into tomorrow as well. the wind has been a massive issue and i don't know if you guys caught the report that came out of palisades tahoe today this afternoon. they had a wind gust of around 165 miles an hour. i'm not making that up. that is absolutely ridiculous. but for the common folk who are not that high up on the summit like us, >> will be also have to deal with the wind. one more note before i let you the snow that

you see right now that has not been the constant all throughout the evening. we've seen everything rain, sleet, some gravel now with the snow. it's even little nicer because you're not getting that rain sliding in to the side your face. the conditions are like up with this year right now. >> ready get you guys doing. hey, we're warm and cozy here in the studio. listen, eric, we know you're not new to this whole snow reporting business. but if you could rate this in the scheme of things because our our pal here, lawrence, has been jumping up and down about, you know, how severe this is a blizzard conditions. how would you rate it? at the moment out of 10. >> lets say probably around 5. it's really not that bad. all things considered at the moment. now that will change overnight into tomorrow when we really see those snow levels drop. as again, we're just under 5,000 feet. it's going go down to 2000 around 8 o'clock in the morning come tomorrow. so right now, not

that bad. but the brunt of the storm is still yet to come. so thank you. stay tuned. >> okay. and i'm sure you'll be standing out there until we get warm. but the rain isn't smacking you in the face the tire time. haha. all there. thanks, eric rucker reporting live for us out there. yeah, lourdes. i know you're not exaggerating because this thing is really serious note with dangerous. i mean, it's just really dangerous. and that's got to remind. >> people if you go up there and you get stuck, you don't have anything to keep you warm up there. i mean, temperatures dropping off in the teens and 20's. i mean, well, that could be a bad situation, especially if your car gets buried in the snow. they can't find your for a few days. so you've got to be careful. here's a live look at lake tahoe right now. this incline village. some of that snow begin to pile up on the lens here. we've got a whole lot coming down now in the high country. you can see it out there right now. look at 15, 80 and now we've been watching that snow level beginning to drop further and further. and overnight tonight, that's going to weigh and sunday, we're talking about maybe down to 1000 feet

or so. so a travel up there. yeah, just not a go for tonight. try to avoid that at all. costs, you'll save yourself some time and maybe your life too. we're looking at more of that snow making its way down toward bear valley and also mammoth lakes. we're going to see the possibility of some intense snow overnight tonight and tomorrow. very gusty winds, as you mentioned before, some of those gusts over the mountain tops. yeah, 150 plus miles an hour. it has been just ripping across the high country and even down below. we're still seeing some very gusty winds, too. so by the time we had all the snow up. we're talking between about 6 to 10 feet of snow. we could see 6 feet of snow even at lake level in south lake tahoe. and of course, they're not to be able to plow the roads fast enough to open things up. so it's going to really kind of everybody stuck at home. just wait for the roads, get plowed dangerous driving conditions. whiteout conditions overnight tonight and into the weekend, too. and of course, you can expect more closures. we've got the warnings up there right now. the blizzard warnings continuing. and also, yeah, it looks like now we're

getting so much we've got avalanche warnings now posted for the greater lake tahoe area in the back country. got to be careful all the way around. guys, back to you. thank you, lawrence. journalism. students at mountain view high school are accusing their school. hello, vicki of censorship. the students are filing a lawsuit after the school's principal removed a story about an alleged assault case against a teacher and then fired the school's journalism advisor. >> the story has been published by the student run newspaper. the lawsuit is asking for the right to publish the story and for the reinstatement of that adviser who got fired the district in principle now have 30 days to respond to the lawsuit. >> coming up, 7 house burglaries in the span of 2 weeks. the search tonight for the burglars targeting a peninsula community. plus the push to get more voting

>> developing news along the peninsula tonight, police in atherton are investigating 7 separate home burglaries all happening in the span of 2 weeks. the latest incidents where yesterday on tuscaloosa avenue and adam way and this past tuesday, 2 homes were targeted on oak grove avenue

and it still avenue. police have not reported what was actually taken from the homes. but this comes as 3 separate burglaries were reported earlier in february. police want to remind people too, lock up their homes every time they t for a few minutes. a 4th suspect has been charged with murder in the killing of oakland police officer twan. >> les, the officer was shot and killed in late december while responding to a burglary near jack london square. us ron russell now facing multiple charges of murder charges along with mark sanders. marquees cooper and alan brown. russell was originally charged with 3 counts of burglary and entered a not guilty plea. prosecutors believe it was mark sanders who pulled the trigger killing lay. the 4 defendants are scheduled for a preliminary hearing on monday. >> nothing left to steal. we've begun taking everything

>> surveillance pictures from this morning. it shows one of 2 suspects breaking into stable deli in west oakland. the owner says that his manager got to the deli as their menu was going up in flames. and the owner says that the suspects are not strangers to his business. he says the same man and same woman broke in and stole the safe last month. ime broke in. cutting through the. metal security gate, trying the door open. then they cut into the atm. could again, you know, the atm still cooler about change box aside to the menu board fire. >> yeah, the burglary and the fire it come as the owner is facing nearly $10,000 xs litter fee from the city of oakland. e owner says he has been paying them because he says the litter is from

illegal dumping done by people. he doesn't even know. >> san francisco mayor london breed says there are fewer tense on city streets. according to a new report by the city tense occupied by the unhoused fell by 37% in the last quarter. and they say the number of cars being lived in dropped by 42%. the mayor says encampment teams 1500 people into shelters last year and got 3,000 people off the streets altogether. just last week, a lawsuit against san francisco over homeless sweeps was put on hold. new at 10 san jose council members are proposing a pilot program that would create 1000 new beds for unsheltered people. lifting up live sit would provide beds and access to and mental health care to substance abuse victims. it would also gooddjob training and because it would be pre

built houses and beds. it would save. they save time and money for the county. if the project gets the green light, the council members say it could be built in about 5 months. it would cost one and a half million dollars. >> as voters prepare to cast their ballots east of san jose leaders say that their neighborhoods are facing a shortage of voting locations for tuesday's election. santa clara county supervisor cindy chavez, who represents that area, says that the main concern is that east san jose has the highest level of people are trans isn't transit rather dependent. she adds that constituents who contacted her office had specific areas in mind to add ballot drop boxes and that she connected them directly with the santa clara county registrar of voters. county election workers say that it's too late to add more voting centers for the primary but will account for the feedback in november. earlier today we spoke with mayor matt mahan on the voting coverage plan for

the upcoming election on tuesday. >> i think the important message is that people have many options for voting by saying our county registrar to be very clear about their coverage planning to make sure that we are serving all neighborhoods in our city, all communities and that everyone has equal access to opportunities to vote. tomorrow. more than 100 voting centers will be open throughout the county. >> vote center hours are from 09:00am to 05:00pm this weekend. and then on election day, all locations are going to be open from 07:00am to 08:00pm. a new uc berkeley poll on the race for the california u.s. senate seat. it shows republican steve garvey in a statistical tie with democratic congressman adam schiff. in it. garvey has a a piece of the vote there in ship has 25%. the survey shows democrat katie porter in 3rd

weather did not stop these girl scouts knew we found emma and julia out in downtown campbell this evening. they got little creative to protect themselves and the precious cookies. but despite the extra effort, you sales were a little bit slow because the nasty weather, the girls say they only sold about 30 boxes today. our lawrence karnow you can you can make up for the rest, right? i could eat 30 me. those things are good and addictive. but hey, guys, yeah, the rain has been coming down in sheets around the bay area today and >> making it difficult to drive around wrecks out on the roads there because you get those nice dry spots and all of a sudden you run heavy downpours underneath a thunderstorm and it gets wet in a hurry to get the polls on the roads. you get the hydroplaning and well, a car spun out to get a mess out there right now. this the 70 0 bridge. it is slick out there right now. we see the storms rolling on through at numerous delays out at sfo with rain and wind continuing tonight. guess what, after midnight tonight, could it get cold enough? we're going to start

to see some snow over some of our mountain. sit will be a nice sight to see by tomorrow. the clouds clear out cold showers going to continue, though, tomorrow to pass a bit more isolated thunderstorms sunday, partly cloudy and chilly. still a few scattered showers lingering in our skies. but look at the temperatures. we left for the very warm 60's and 70's now that arctic air settling in and even now some of these temperatures in the north bay down to 42 degrees in calistoga. yeah, starting to get chilly in spots and those are the areas that we're going to first see some of the snowflakes beginning to fall over some of the mountains. windsor generates a big time waves out along the coastline, 15 to 20 footers are ripping along the coastline tomorrow. so watch out for that. don't get knocked off the rocks along the beach and also a high wind advisory in effect along the coastline into the east bay and the north bay, too strong. gusty winds hgve been pounding and bringing down trees around the bay area today could see still see some strong gusts underneath some of those thunderstorms. fact, you're seeing some of these winds. 2030 and even some 40 mile an hour gusts along the

coastline, mountaintops even stronger than that. but here we go. as we head through the night tonight, showers going to continue on and off throughout the night tonight. and boy, it's been coming down in spots. you can see the thunderstorms rotating on through and some heavy rainfall associated with that as well. so flood advisories have been posted. so we'll see some rapid rises, some of the creeks and streams and ponding out there on the roadways along the peninsula are seeing some of that right now for nhe south. now that has been extended now in toward mount you in san jose continue until about 1 o'clock in the morning to the santa clara areas. well, and sunnyvale, too. so be careful out there on the roads. it is dangerous. strong storms continue to rotate on through c the cells sliding on by now. and boy, they're heavy in spots in the also to the east, you can see live more seeing some showers there. all my past. more on the way to the storm. got a long way to go. we've got more rain for tomorrow probably into sunday behind that. more storms are lined up. so tomorrow it is going to be a cool day. we're talking 40's at some 50's. that is about it for highs and
