we are ready. san francisco's chinatown all fired up for next week's apec summit involve the global event is expected to bring a big economic boost. it is already causing a whole bunch of problems for people to live for work here. >> when fun time from the bay area's local news station. you're watching kron. 4 news. >> thanks for joining us tonight kron. 4 news at 10, i'm grant lotus and i'm vicki liviakis. yeah, the excitement is building in parts of san francisco for the apec summit. business owners are banking on the 20,000 or so people expected to be visiting the city to give them the boost that they sorely need. and city leaders have been saying for days now that san francisco is ready to host this major international event. however, apec is already causing issues traffic nightmares and downtown today, this gridlock lasted about 8 hours, forcing drivers to sit in their cars for almost an

hour to go just a couple blocks. it began after crews shut down 4th street today between mission and howard to put up security fencing near the muskogee center. the only problem, no one with the city ever told people about the closure. >> moving 20 feet 15 minutes his plight. troubled for us trying to get back home. i will take us a good idea because we already have enough traffic problems. >> so i don't think it should be this. >> winston, up this time of day. >> here's a look at road closures that have been announced. the areas in red around. let's go nice. enter and several blocks around the fairmont hotel and not pill will be restricted to the public during a pack and in the green areas only authorized and inspected cars will be allowed. >> protesters continue to make their voices heard ahead of the apec summit today, activists with bay climate actions stood outside the marriott hotel attempting to

deliver petition signatures demanding president biden and other world leaders do more to address the climate crisis. about 200 different organizations are expected to participate in protests throughout the weekend. rallying in support of labor rights and climate justice. >> san francisco's chinatown is getting ready for a pac. the neighborhood, you see it here. all dolled up expecting to host thousands of people and trying to showcase chinatown's all about our conference and thorne caught up with some business owners there and community leaders tonight. >> he is live in the city tonight. dan. >> yeah, vicki for chinatown. the a pack activities actually start a day early with the night market happening tomorrow night and also saturday night with thousands of people coming into san francisco chinatown. a business owners say that they're really trying to show off the city show the good things that are going on and really trying to shake off this negative narrative that

they feel like has recent-y come up. so this could be a huge week for chinatown. >> shops and restaurants along grand avenue in chinatown are getting ready for a big week. pack global trade summit is expected to bring thousands to the neighborhood small businesses. >> we're looking forward to this influx of business. steven lee owns 3 businesses in chinatown, including one of the city's oldest restaurants. sam wo lee says chinatown has been activated because of a pack. >> he also says the summit is an opportunity to showcase to international visitors. what chinatown really has to offer because we're getting a lot of that press. we're saying we're hearing out there that china tells dirty chinatown has crime. >> but i tell you, if you come to chinatown during a packed, you'll find that it's vibrant. you will find that it's safe. you'll find that it's clean. >> the nonprofit be chinatown. coalition is hosting the night

market which happens friday and saturday night. it's a kickoff they hope will show off the neighborhoods, food and culture having no delegations coming from the east and southeast asia. we're hoping put us in the spotlight and we hope that folks can, you know, come and support our small businesses. the clarion performing arts center is also hoping to uplift the image of chinatown. they're offering movie screenings live performances and daily walking tours of the neighborhood. we have a lot of artists living in this community and we want to showcase them. we want people to come and see what we can offer in the arts, the grant avenue follies made up of chinese american women in their 60's. and 80's will also be putting on a number of shows. pretty excited that the whole chinatown is really busy we're sprucing up. everything. lights, lanterns, everything. we are ready.

>> well, as for the concerns with getting around, it is understood that there are, of course, some challenges in terms traffic and also. >> transportation. but chinatown says that they are open and ready for business. and they're hoping that lots of people show up over the next week in san francisco, dan thorn kron, 4 news. thank you, dan. yes, indeed. they could use it. >> lumen 8 is bringing back their iconic laser light show for the apec summit. the nonprofit is already lit up the city several times this year. here's a look at some of the scenery that it has illuminated among those sutro tower grace cathedral and coit tower. pretty stunning. the 12 giant laser beams will shine through the city from november. 13th through the 16th. >> well, had a change in the weather around the bay area today may have noticed some of those high clouds cruising in just enough to knock down some of the high temperatures for today. still pretty nice day outside. let's get ready for

your waking up tomorrow morning. a few more clouds likely to be moving into our skies. there's a weak cold front that will be pushing it. so temperatures maybe not quite as cold. still a little chilly starting 06:00am generally in the 40's early on as we head toward 08:00am partly cloudy skies. temperatures going to be moving up a little bit mainly in the 50's outside those we look toward 10. well, we'll start to see those clouds begin to part outside. i think start to squeeze a little more sunshine. still cool on the coastline. generally the 50's there, but 60's elsewhere. what about your weekend? what about next week will track your 10? a 10 with all the weather coming a few minutes. >> thanks. alerts new tonight at 10 police in pittsburgh have released a picture of a man they're looking for. they say in connection to a deadly shooting. investigators say 41 year-old james after shot and killed a man tuesday on capri know avenue just north of martin luther king junior high school. he's considered armed, possibly with a handgun that was used in tuesday's crime. anyone with information on

actors whereabouts is asked to call police. >> authorities in santa clara county are looking for the driver and car connected to a hit and run in possible hate crime on stanford's campus. this is a sketch of the driver accused of hitting an air of muslim student. the victim told investigators the driver made eye contact with him before hitting him. the incident happened on friday and these are some of the of the car and that are similar, at least to the one that involved it is described as a black toyota suv with the tire mounted on the rear of the car. officials say it should have the front passenger side bumper damage from the hit and run. anyone with information is being asked to call chp. >> police in oakland are vowing to do more to protect businesses in the city's fruitvale neighborhood. kron 4 sarah stinson takes a close look at their plan to curb crime after business owners have been asking for more police patrols.

>> people who live in working through vail say crime is rampant right now and increased patrols are long overdue. >> this is a map showing crimes reported in oakland when zooming into the fruitvale neighborhood. there have been more than 500 crimes reported in this area in the last month, including burglary, car theft and assault, stayed >> do something about it. most businesses will shut down at 9 most and owns chemo wireless on international boulevard. he is one of many fruitvale business owners relieved to learn that oakland police will be increasing patrols in the neighborhood, putting our community resource vehicle just to my right. additional foot patrols and dedicated traffic enforcement. mark bt will also be conducting additional patrols at the fruitvale bart station councilmember noel gallo represents fruitvale and says >> he gets calls from people daily who have fallen victim to crimes. he's hopeful patrols will help protect his district, the press. so far

incarceration. >> naloxone, harm reduction services, substance, use treatments. mental health services, all of would be a better response to a situation like this before or after criminalizing this woman's actions. >> the alameda county da's office says they cannot comment on the case. >> in santa rosa, authorities suspect carbon monoxide exposure led to the death of 2 elderly people. police say they found the victims in their apartment on range avenue. fire crews suspected carbon monoxide as the cause for the deaths and check tol other unit. 5 residents were evacuated from their homes. all other apartments were cleared. fire crews did find a dog in the initial home still alive in a bedroom. it has been turned over to animal control. >> major flooding could be in store for the bay area this winter, new analysis from nasa

show cities along the west coast could become a serious problem if a strong el nino develops. still new happens every few years and has sea levels that are higher than normal. but for chief meteorologist lawrence karnow joins us now with a look at what we can expect long term and then tracking some pretty big storms. maybe as soon as next week, lawrence? yeah, el nino up the chance, especially start to get into a strong el nino. this el nino has backed off a little bit from a previous forecast. still, we're watching it very closely as it's going to change our weather as we head right into the heart of the rain season. and that really comes for the bay area, the december january and february. so here's the very latest forecast. the long-range forecast for those months as we head toward the middle of the el nino and you can see the big green spot there that bull's eye. yeah, that's kind of right where we live right in the bay area. much of california probably about 55% chance of above normal rainfall for much of

the bay area and central california in well, looks like we could be in for some pretty wet times ahead as we head to that period, at least that's the way it looks right now. we'll just have to wait and see how things work out. the short term, though, we've got some changes coming our way as we've got what looks like an oppressive series of storms rolling into the bay area. not just yet, though, overall, though, right now we're going to see some high clouds beginning to move in as those clouds begin to stretch across our maybe a couple sprinkles in the north bay overnight tonight and early tomorrow morning. temperatures today backed off just a bit. we had still some fine 66 read the average in san francisco. 65 degrees in oakland, a warm 72 in san jose. but that's one of the warmer spots. some of the numbers just cooling off a tab of some of that cloud cover up above. well, it is getting a little cool out there for tonight. the temperatures running in the 40's and 50's outside right now. and yeah, it looks like the night ahead. probably not quite as cold as it's been. still some of the temperatures. a little chilly already. 46 degrees in santa rosa. 43 in calistoga. and 44

degrees and here we go out the door right now. we've got some high clouds up above. you see him floating on through nothing too bad. the rain, though, is located a little further to the north. you can rican spreading just a little further south of the storm system that's running into the ridge of high pressure that brought us that nice weather over the last couple of days. so it's starting to fall apart. and that's what we're going to see overnight tonight. you can see some passing clouds and small morning and then it looks like we're getting set sail, but appears to be a pretty nice weekend ahead. we'll talk about that and long forecast coming up here in a few minutes. all.right, lawrence. of bay area, a nudist resort. is now on the market. who's interested talking about lupin lodge its tucked away in the hills of los gatos above lexington reservoir, the resort is been beloved by nature lovers and nudists. it is on the market for a whopping 32 million dollars. of course, the price tag includes a winery and a question facilities. if you're familiar with the place, you

ride share company cruise is laying off workers. this comes after the company suspended its driverless operations across the country and >> recalled all of its vehicles. kron four's noelle bellow joins us live in the studio with more on the collapse of crews as we know it. well, grant and vicki kruse has dealt with a series of safety issues in san francisco. >> for the past several months, the electric vehicles have stalled in the middle of the road. they've hit other vehicles. they're accused of impeding emergency vehicles and most recently a cruise car dragged a pedestrian for 20 feet down the road after they had been hit by another car. and tonight, san francisco's

fire chief talked on newsnation about why they feel cruise cars are not ready for city streets. >> well, i think there is really no regulation on companies. there was a lot of money behind them. and you know, they just got pushed through. crews the department motor vehicles >> now what some of the problems are with it. >> you know, specifically around public safety. and that's what i've been saying all along. you know, firefighters, we we try to use our common sense as much as possible. and i'm not anti technology. i'm just pro public safety and they're still need to be some things worked out so that these vehicles are on the road for everybody because certainly

>> the south bay tonight, some community members are asking authorities to throw out all cases associated with the san jose police officer who allegedly sent racist text messages to a former member of that department. residents joined the naacp today calling for an open investigation and to decertify officer mark mcnamara so he can never serve as an officer again, a civil rights attorney says mcnamara shot a black man who is risking his own safety to disarm a violent man inside a restaurant. >> definitely asking for the

district attorney's office to re review the shooting. okay. i'm do what's right and make sure that officer mcnamara sees his day in court not as officer testifying on the stand, but as a criminal defendant. >> the santa clara da's office says that they are reviewing the text to see if any affected. the case is connected to mcnamara and san jose police chief also says that he agrees with the naacp saying the department is committed to ensuring mister mcnamara cannot serve as a police officer elsewhere. >> san jose police are getting more military weapons last night. city officials approved the purchase of almost 150 projectile launchers as well as 12 drones. the police department says these tools are used only for, quote, critical incidents, but some community members fear the department's use of these tools will increase police violence in the city. no word yet on when the department will receive the new equipment. conversation

between u.s. and chinese official took place today in san francisco, serving as a preview to next week's apec meeting between president biden and china's president. >> the u.s. treasury secretary met with her chinese counterpart for the start of 2 days of high-level talks. first catherine heenan reports from the newsroom. treasury secretary janet yellen not greeted china's vice premier. they pose for photos. she welcomes you li fung to san francisco in a room filled with marigolds and reporters and staffers from both sides. both yellen and the vice premier talked about progress in relations and through translators made it clear there's still a lot to be done considering the fact they say they need each other and safe said. >> the united states has desire to decouple from china. a full separation of fair economy proof the economically disastrous for both of our countries and for the world.

know, this apec thing. yeah, it might be a a washout. it could be. what do you say, say that's a very good chance for definitely clean up those streets outside as that rain moves on shore. the winds are going to whip, though. so, yeah, going to feel some traffic and some issues with the weather. i think as we get into next week. >> all right. we took at the long- ange forecast from december all the way into february. this will be a long range forecast. a little bit short of this going to be in the next week. this is the 6 to 10 day forecast and in the models have been really kind of painting this over some time now and with some consistency. so feeling more and more bullish on look at the bay area. look at much of california. all in that area of green some above normal precipitation in the forecast through that period right through the about the middle of the week next week in toward the end. so, yeah, it could get very weather wise around the bay area right now. it's quiet out there towards san francisco. couple high clouds begin to drift in otherwise looking good. partly cloudy overnight tonight, slight chance of a sprinkle, i think in the north bay and then early tomorrow morning,

partly cloudy, early, then partial clearing by the afternoon this weekend. looks good. if you've got plans, that should be a dry weekend with some mild to warm temperatures. but it is starting to get active in the pacific now. and of course, we've had high pressure overhead that ridge starting to break down. you see more systems developing out there in the gulf of alaska. and now we're going to see tomorrow this first front kind of just falls apart as it moves on by and the diminishes. but leave behind a couple of clouds for our friday. but watch what happens after this as we head through the weekend. the weekend looks good. lots of sunshine on saturday. few more clouds on sunday. and then as we get to monday now, yeah, there's a chance we could be talking about some rain. we got to watch area of low pressure. it's really wherever the slow sets up that sets up at this point. we're going to be a lot of rain the south down to southern california where they're going to get all the rain. and so it's been bouncing around a bit right now. looks like a into tuesday and wednesday. we could be talking about some heavy rainfall around the bay area continue into wednesday as well. behind that more scattered showers, maybe even some thunderstorms. so with
