>> when fun time from the bay area's local news station. you're watching kron. 4 news. >> now at 10, we're learning more tonight about what happened in the moments leading up to this week's deadly shooting outside of a san francisco walgreens. good evening and thanks for joining us for kron. 4 news at 10. i'm dan thorn and i'm noelle bellow. police have arrested a private security guard and connection. >> with that shooting kron four's amanda hari spoke with the victim's mother. amanda, what's she saying tonight? the victim's mother tells me she's still in disbelief. she's angry about what she says appears to be a security guard's gross overreaction to a petty crime. >> all i remember thinking is my baby, my baby and i can do anything right now. and i'm still. >> thanks to beach

>> kevin. isha henderson can't stop thinking of the moment she found out her child was gone. china brown who preferred the name banco pa so was killed thursday afternoon. investigators tell henderson they believe it started with pa so shoplifti4g from the walgreens near market and 4th street. it ended with a private security guard allegedly shooting and killing pa. so police arrested the guard identified as michael anthony and charged him with a homicide. >> when they watched the video, there was absolutely no reason for him to do what he did. i don't understand why a walgreens security guard we have. a henderson says she's been speaking with investigators and the district attorney to learn more about her child alleged killer. i was angry. i was i wanted to know how old he was. a cold or heat was. where was he from? want know if it's a hate crime. she wonders if pastas race, gender or gender identity and something to do with the shooting.

>> identified as a trans man for a while. he struggled with his identity lately have been experiencing some fear. henderson says police were not able to share the suspect statement with her because of the ongoing investigation. she says all she can do now is holding onto the memories of her son and see the homicide case through was just a very, very, very beautiful person. henderson tells me paso would want to be remembered for his smile. his joy. >> and for always being true to himself, the security guard is expected to be arraigned on monday. live in the newsroom. amanda hari kron, 4 news. amanda, thank you. one person is dead after a fire broke out at a home in san francisco very early this morning. >> happened around 07:00am on bixby street around the corner from them or said heights playground. san francisco fire say the flames were under control within 20 minutes. they say they rescued a victim from the fire. but despite their efforts to save them, that person died from their injuries. they were the only

one inside the home at the time. the cause of the fire is now under investigation. >> pg crews say they have completely restored power to people in the area of clay and montgomery streets in san francisco. the final repairs were completed just before 05:00pm thousands of people were left without power. beginning on wednesday evening as a result of some underground equipment. damage. >> time now to get your check of your 4 zone forecast. taking a live look at the embarcadero where fireworks are going off tonight. we've been talking about how there's a problem tonight at the operations going on the dance and having fun and then get ready. looks like this is yeah. looks like this is the end of the night. i would assume right? and probably 10 o'clock. maybe the party is just getting started. maybe apparently the party's just getting started with a cold front for >> right. no, also expect rather be a problem along the embarcadero. that looks like a

lot of fun have fun in the same thing for all the seniors out there and graduates. let's take a look at your 4 zone forecast. cause. >> temperatures out there today. 48 degrees cooler than friday's daytime highs. and that cooling trend going to continue were by monday. we're going to be 5 to 15 degrees below normal. so temperatures were our warmest inland valleys, still pretty toasty out there. livermore in concord in the low 80's about 10 degrees above average for livermore. but check out downtown san francisco that stubborn marine layer with the return of karl, the fog and that cool sea breeze. could you down to 57 degrees when you should be in the mid 60's. so temperatures out there right now. widespread 50's and 60's. but starting to cool down in the upper 40's for coolest inland valleys in the north bay, santa rosa, sonoma and timber on lucky 49 degrees out there this evening. so we are tracking shallow marine layer along the coast and east bay shoreline. but it's this storm out in the pacific northwest. that's first going to arrive in the bay area by

tomorrow bringing us gusty winds 30 to 40 miles per hour, really peaking in intensity by your sunday afternoon and sunday evening. we're going to see winds slightly below that wind advisory level threshold and then temperatures cooling down with the rain and possible snow showers for parts of the bay area to start out your work week monday. more on that in my full forecast in just a few minutes. dan, and all back to you. >> but recent thank you. the city of benicia is working on the second phase of a water bypass line. crews finished the first phase earlier this month. the repair works necessary of a hill slide that happened during winter storms. it was on gold hill road along i 6.80, crews say the second phase will allow them to increase the current flow of water in order to meet summer customer demands. >> horses died in the rider was injured after a fall down an embankment. this is a picture from the scene. alameda county fire crews say thursday night the 2 fell 40 yards and into a creek in

union city. crews tried rescuing the horse and the rider, but after for hours, the horse died from its injuries. the rider, though, was not seriously hurt. >> milpitas police need your help identifying this man who is accused of arson. his car is described as a >> newer model 4 door honda accord. it's maroon with chrome trim. >> investigators say the arson incident happened friday afternoon. the man placed a device near the bank of america on calaveras boulevard and hillview drive in milpitas and then set it on fire. fortunately, those flames were put out. no damages were reported. >> new at 10, the city of oakland says all of the systems impacted by the ransomware attack back in february have been restored. internal. it systems that were impacted of all been restored and are fully operational. community members can now use the city's digital services to submit applications. check the status of permits and submit requests to oak 3, 1, 1,

additionally, the city's business license, portland payment portal is once again functioning normally the investigation into the ransomware incident remains ongoing. personal information of current and former employees was leaked following the attack. the city says they'll continue to notifying impacted parties in accordance with the law. >> national news tonight, 5 people shot and killed including an 8 year-old boy and a teenage girl after family asked their neighbor to stop firing his gun into the air in cleveland, texas. police say that neighbor responded by going next door in shooting and killing several members of the family. >> and then taking off from the scene, rachel menitoff is the latest on the search for the shooter. >> a texas man fatally shot 5 of his neighbors, including an 8 year-old boy now identified as daniel enrique lasso. it happened near the town of cleveland, which is 45 miles north of houston. according to police on friday night,

several family members asked the gunman, 38 year-old francisco or pahs that to stop firing rounds from his yard because of the noise or pez is then seen on home surveillance video walking next door with his ar-style rifle where he ultimately shoot several of the victims at close range. he remains at large more than 15 hours after the shooting. authorities are now using scent tracking dogs in an overhead drone in their search for him. they believe he was intoxicated at the time of the shooting and then fled to a wooded area a few miles from the scene. it could be anywhere. we >> located the device that we were looking for found it abandoned. >> there was some articles of clothing land the tracking dogs from texas department of corrections. picked up the scent and then they lost that sense in the water. or whatever so at this time, the area has went from. 5 or

square miles. could be as much as 10 or 20 depending on whether or not he crossed the how anwar. >> that was. rachel menitoff reporting for u.s.. senator dianne feinstein reacting to the shooting. she put out a statement saying, quote, 5 people are dead because an angry individual have easy access to an assault weapon. and the news is constantly filled with headlines about similar tragedies. how many more people have to die before we act. she went on to say, quote, we don't have to accept mass shootings as a way of life in this country. but it will require republicans to have the courage to stand up to the nra and pass meaningful legislation and court. >> coming up here at 10 o'clock flooding in 70, not as bad as officials anticipated when the national park will now reopen to visitors. >> plus, gas prices dipping nationwide. a look at how much a gallon is selling for here in the bay area. and as temperatures heat up in record snowfall in the sierra begins to melt off. there's growing concerns for one central california town. details on that next.

>> a storm system continues to pound the southeast and the gulf coast. hail, strong winds and heavy rain already hitting areas in texas and florida over the past few days and a possible tornado touched down in central texas late thursday, damaging several buildings in the small town of mcadoo. the storm system is expected to move up the atlantic coast. >> over the next couple of

days, water coming from the sierra mountains, meanwhile, are threatening to swallow a small central valley town, which happens to have one of the largest presence in the state and to make things even more complicated. a local lake is just inches away from breaching levee. nancy loo has more on how the town is preparing as the water gets higher. >> check out this remarkable scene. this used to be. >> thousands of acres of farmland, but now it's a renewed to larry lake, which is growing bigger by the day. this is a main roadway for agricultural use here in this area and often the distance there are homes and farms that are already flooded and under water because this lake stretches around this way as well. and often the distance that is the levee and crews are working as we speak to fortify it because the city of corcoran is right on the other side. it's an agricultural town of over 20,000 where a

celebration of freedom and veterans is planned for this weekend. >> but this downtown area and the entire city of corcoran could be under water soon. a potential disaster seems to be unfolding in slow motion. so slow. >> uncertain process. but with the amount of snow that we have behind us in the sierra nevada. we know it's coming. we just don't know how much we don't know how fast. >> this year, the sierra snowpack measured 300% above average in some parts. and with warmer weather here, the flooding will definitely go from bad to worse. it takes about a week for that melt actually make its way down to the tulare lake. but we already knew that we we knew we have about a 2 to maybe 3 month window period. the race is on to heighten and strengthen the 14 mile long corcoran levee right next to it is a california state prison complex which houses about 8,000 inmates. corrections officials say they're closely monitoring the situation and if stopped

accepting transfers in the event that they need to evacuate were standing likely will be under water. >> in a matter of weeks, if not months. >> governor gavin newsom in corcoran this week to survey the situation and promise state support corcoran is desperate for more emergency funding, hopeful that fortification will happen fast enough to save the city. >> that levee goes that city goes to prison with small thing cuts. it goes and washes out. this could be years before that area. he's more production. will take place. >> and we should note that temperatures here in central california are now topping off well above 90 degrees these days. so the big melt in the sierras. it's about the speed up in a big way. and that means where we're standing now. >> will be under water soon. >> that was nancy loo reporting for us tonight. happening tomorrow, yosemite valley is set to reopen with

limited services. this after a forecast of flooding because of snow melt from this winter, the national parks as rivers did not rise as much as expected. yosemite valley will open at 7 in the morning and close at 8 o'clock at night for day use only it will reopen fully monday and 7 in the morning. the national park is warning people, though, that the rivers are running very high. they are dangerous. so guests are urged to not go into them or even approached them. >> and take a look at this. the flowers are bloom. after all the rain showers we've received in the bay area this year. these are images from walnut creek, flowers of all colors springing up from the grass giving hikers and bikers and everyone just quite a sight. yeah, several weeks. absolutely. i know that a lot of people have been it. >> even yesterday i in in the east towards oakland in a while and even the medians of the freeways and all are the

media hours popping up at parking lot? you know, grass in the parking lot. you like bundles of poppies and that sort of thing. it's beautiful for abry. so we're going to be little bit of rain this week to the kind of even help with all of that yeah, we're going to switch from summer spring to winter in just a matter of days, bay area. so tomorrow we're actually going to cool down to right about where we should be for this time of year at or slightly below normal. but then by monday, starting our work week with temperatures 5 to 15 degrees below average because of a cold core storm. going to bring a slight rain less than a quarter of an inch monday through tuesday for most of the bay area. but check out what it's going to do. slight threat, a pop-up thunderstorms along the bay area coastline and north bay. >> and even snow levels. yes, a fresh dusting of snow arriving by monday around 4,000 feet for local hills and mountains. so if you do see some snow capped peaks, you're not seeing things. we're actually going to get some snow out of this upcoming cold core storm. and then wednesday

through saturday, we're going to get a second stronger storm bringing us about half an inch of rain or less for most of the bay area because it is going to be a longer duration storm wednesday through saturday with our local hills and mountains, getting at least an inch of rain. one, it is all said and done. so let's take a look at radar for. we are tracking dry conditions for now. but here's that storm out in the pacific northwest. this cold core storm coming from the gulf of alaska. that is going to bring us scattered hit or miss showers with the threat of pop-up thunderstorms by monday afternoon through monday night light scattered rain for your tuesday. and then by wednesday morning into wednesday night that some are going to see some light scattered hit or miss showers continuing through thursday until we start to dry out by friday. but then by saturday, those of you in the north bay, you could still see some very light hit or miss showers by early saturday night. so we are going to track light rain totals by monday through tuesday, about a quarter of an inch of rain or less for most of the bay area. and then nearly double those amounts by

around wednesday through saturday because it is going to be a few more days of that active weather pattern sticking through next weekend. the looking great. so it's nice to see that that wet weather finally tapers off by the weekend. but then temperatures rebounding to near average even 10 days from now. but i can't believe it. low 60's for warmest inland valleys on monday. >> we can deal with this that we've yeah, we're not talking just when we thought it was over. and the dark horse comes other than a 3rd way that feel like we're in a 3rd winter here. yeah. and then may gray and june. you know, the summer months are actually colder along the coast. so it feels like in a longer winter. so, yeah, just write what those things are on like, ok, don't pack your winter just yet will see them with all the closet space. we all >> thanks to well, a bart is planning to update its parking fees if approved. the minimum daily fee would be $3 at all

stations. the maximum fee would be $8. this would not apply to parking at west. oakland, though, where parking there. >> now costs more than $12 a day monthly parking passes will also go up to a minimum of eighty-four dollars. the bart board is going to hold a public hearing on these proposed changes on may. 5th. they expect to vote on the proposal in june. >> nurses, the 2 east bay hospitals are expected to go on strike demonstrations are planned at saint rose hospital in hayward. and john, your behavioral health center in concord. you're watching a picket that happened at john. your earlier this month in all, nearly 300 nurses are expected to go on strike early next week over the claims that hospitals have failed to meet demands for better contracts. saint rose health officials are saying that they are aware of the strike, but they do not intend to hire replacement workers and they're expecting to continue normal operations by thursday. john, your officials also said that they

will continue to care for their patients as the strikes are going on. >> california air regulators have approved to ban the sale of diesel trucks by the year 2036, across california. the move aims to have medium and heavy duty trucks, transition to zero-emissions technology by 2045 government fleets, local delivery and big rigs must transition by 2035 while garbage trucks and local buses have until 2039, the rule will still have to be approved by the epa. >> gas prices nationwide are dropping, but not for everyone here in the bay area. the cheapest gas can be found in solano county. the average price there is for 81 a gallon of regular unleaded, the most of regular unleaded, the most expensive gas is tied between statewide. california's gas prices have increased 5 months in the past last month to an average of 4.87 a gallon. fortunately that's down from where prices were a year ago.

>> welcome back. the federal bank regulators preparing to take over first republic bank to keep it from failing. this comes as new details are emerging about what happened behind the scenes at silicon valley bank before it collapsed. the federal deposit insurance corporation, the fdic is reportedly planning to place a san francisco based first republic bank under receivership. meaning the government will step in and take responsibility for it. according to reuters, the u.s. banking regulator no longer believes there's an option for the bank to be saved by the private sector. so the government step in if first republic does excuse me if first republic does fall into receivership, it would be the 3rd bank to collapse since march this past week. first, republic stocks dropped a total of 97% as the bank reported deposits fell by more than 100 billion in the 1st quarter. now, first, republic's losses. our thanks, at least in part to the collapse of silicon valley bank back in march on friday,

the federal reserve released its first report on what caused the collapse of svb. the fed chief regulator accusing bank managers of being slow to identify growing problems within the bank. his bank management didn't fully understand the risks associated with accepting crypto, which made up more than 20% of its deposits. regulators were also highly critical of their own role in the collapse. is admitting they were unwilling to go bank management when they saw emerging problems. >> coming up here at 10 o'clock, the nfl has a new rapper. e one of them is from right here in the bay area. we'll introduce you to him. plus, former house speaker nancy pelosi getting involved in san francisco's fentanyl crisis. how she wants the federal government to help out and thousands of journalists and politicians joined president biden at an annual black tie event. we've got more on the white hou

noah headlined last year's white house correspondents dinner where he poked fun at president biden, former president trump, other politicians and the media. the white house correspondents association started in 1914 in an effort to keep president woodrow wilson engaged in press conferences with reporters today. it's become an organization of journalists who work to maintain transparency between the white house and the american people. we're they're asking these questions. >> asking questions at the white house doesn't always like. on behalf of the american people where they're as representatives of the american people. >> the first white house correspondents dinner took place in 1921. formed by a group of 50 white men when this dinner started out. >> it was a private club, a private dinner with journalists and the president and get us what women were not allowed to attend or later the wives could watch from a balcony or something over 100 years later. it's the

of this year's specifically elevations below 8,000 feet. juot because of the warm dry conditions, creating rapid snow melt. but then that's going to turn into snow showers for this upcoming week. so let's take a look at radar for a very mild dry conditions out there. that's going to continue through your sunday afternoon and then changes with the cooler weather and light scattered snow and rain showers by monday night into this blanketing most of this year by the overnight hours and even into your tuesday morning and afternoon could even see pop-up thunderstorms in the forecast because of that cold core storm. a lot of instability out there so we could see thunderstorms in the form of thunder snow, believe it or not on tuesday. but let's take a look at your getaway forecast for tomorrow. truckee, mild temperatures in the mid 60's with south lake tahoe in the low 60's at 62 degrees. turning into 51 degrees on monday. so 10 degree drop there. and then winter, like weather on tuesday, 5 to 15 degrees below
