>> this just been to the kron. 4 news room lawyer and longtime anti-vax activists robert f kennedy junior has filed paperwork with the federal election commission to run for president in 2024. as a democrat, cnn is reporting that the filing was confirmed by his campaign treasurer. the 69 year-old is the son of former u.s. attorney general and 1968 presidential candidate robert f kennedy. he is the nephew of former president john f kennedy back in march, kennedy had tweeted that he was considering a run for the white house pointing supporters to his website. >> tonight at 5.30, a guy with a big heart. that is how people mourning the loss of oscar laredo are describing the 37 year-old tonight. he was shot and killed outside a bar in pleasant hill on monday. our kron four's philippe to call spoke with his colleagues in concord. we're still in disbelief over the senseless killing.

>> 37 year-old oscar laredo is remembered outside the establishment in pleasant hill where he lost his life and inside benny's bar and grill where he served patrons drinks the last 3 years in concord. it was his second home. and patrons say he was everyone's friend. he was cut down doing something for someone else which was in character for him. >> possibly. the radio was shot to death early monday morning outside carrington's barwell those familiar with what happened. >> say he was trying to break up a fight. his partner was with him when he was shot in the head. friends say the gunman who left the scene in a car before police arrived is a frequent patron at both carrington's and vinny's. oscar had the personality. >> he could be like. you had your sales department, the head of your company because he definitely he was a people's hearts. you come talk to you within 5 minutes, you know, use your new best friend, denise daytime. chef demetrius brown worked with

bulldog that was found malnourished in pleasanton earlier this year. he's found a forever home. the pleasanton police department making that announcement on social media in the police say that they wanted to share the frenchies story of honor of the animal cruelty prevention month back in february, officers found the animal. they immediately saw that it was severely emaciated and rushed to a local veterinarian. the vet confirm what officers thought and said its start for possibly 3 weeks or longer. police say the dog required several days of around the clock medical care due to its poor condition. well, did make a remarkable recovery, though, within a few days and was taken to a local rescue for adoption. >> all right. whether time now as we get a live look outside here, the view from our camera on mount temple, pius where it's a crystal clear night. >> beautiful spring day. kron four's gayle ong joins us now with a look at what what's ahead.

human beings. this look at a portion of downtown sacramento office. just a snapshot of the homelessness crisis across california where an estimated 115,000 people go without shelter every night. there is no question that homelessness is a crisis in every community in california. graham canales is the executive director of the california state association of counties also known as c sec, the primary advocacy organization lobbying on behalf of all 58 county governments across california. >> creason lee released its own homelessness plan known as at home an acronym for accountability. transparency, housing, outreach, mitigation and economic opportunity. in short as canals described real system. >> with the real accountability and that's what we've done with at home. the wide ranging proposal includes a call for state government to provide more ongoing local homelessness funding as opposed to one time spending

for investments into things like housing, homeless emergency response resources and a committed workforce for wraparound services. but in addition of that, now stress is a major part of the proposals all about calling for more clarity over the role of the state. >> first is the role of local governments in the response to homelessness. we will not successfully address homelessness and less. there are very clear roles and responsibilities for the state. >> for counties and for cities and that is not in place today. no official word from the governor on the at-home plan. and while newsom has long maintained the state plays an important role on homelessness, he says california can only do so much without help. >> from local last month after he announced a combined 1200 new tiny homes will go up across san diego, los angeles, san jose and sacramento. so too, did the governor released 1 billion dollars in homelessness funds for local governments? he spoke with us about it during a one-on-one interview in march, giving the cities and counties money for encampments. we're giving them

unprecedented out of money on an annual basis for flexible funding. but we're acquiring something for the first time in return. and that's a plan and accountability. no plan, no money, but moving forward, canals hopes the governor will take into account. the at-home plan now is the time to make big progress on homelessness. we've all waited long enough wait. he hopes will soon turn into more action and results in sacramento. wallace kron. 4 news. >> coming up, a trip to hawaii could soon cost you more. the new fee that tourist may have to pay.

>> lawmakers in hawaii are considering new legislation that would require tourists to pay a so called eco tourism fee under the bill, visitors would have to purchase a year long pass or license to visit state parks and trails. lawmakers are still debating how much to charge during his campaign last year. governor josh green said that tourists should pay about $50 to enter the state. the funds would help pay for repairs of environmental damage that's caused by travelers. >> it could be a rough summer for air travel. the federal aviation administration warns that staffing shortages could lead to a projected 45% increase in delays, especially affecting flights in the northeast and specifically at jfk, laguardia and newark airports. the faa says it's working on a solution by limiting the number of flights

>> a follow-up now on that nashville school shooting recently that killed 6 people, including 3 0rd graders. the heroic officers who took down the shooter are now telling their story for the first time reporter stephanie haines has that story.

>> without hesitation, nashville police rushed inside the covenant school after a shooter had barged in killing 6 and endangering many more students and staff. >> we came upon a t intersection sarge mattis was on one side and i was on the other side. the officers shared their story for the first time. we didn't kno that she was still left or the right. it was smoke was everywhere. >> the fire alarms going off. they navigated a maze of classrooms and hallways to find and stopped that shooter. it was somewhere right around that point. we another shot. and so it told us that the shooters to our right body camera video shows officers taking down the shooter on the second floor, a relic efforts. they attribute to training and location. officer rex engelbert had to go to the metro police academy for business and was near the school at the time of the

slowly and so to our temperatures increasing slowly, gayle. but we're going g look big picture here. been some severe weather across much of the midwest in the mid >> yeah, grant and we want to show you that big picture across the country. so we have a lot going on spring typically elsewhere outside of california means active weather pattern starts track before here showing that activity down in tennessee over stretching over to cleveland. you can see some of that line of severe weather into that area. and as you zoom in, you can just see all that active weather. we did have a lot of tornado activity over the last few days. and you can see these weather alerts popping up. there was a funnel cloud that was spotted over an m the midwest over there. that's typically when a tornado forms. so you can see any with, you know, anyone out in that area, very active spring spring weather there for you. but over on the other side of back here at home, not

so much activity. we are just watching a low pressure system that is heading our way. you can see that activity to our north in the pacific northwest. and you can expect that to come in thursday into friday. but right now, quiet weather out in san francisco. so really nice out there and the winds have calmed down a bit breezy 18 miles per hour in san francisco, 13 miles per hour and half moon bay. same as hayward, a common the east bay in concord and fairfield. so temperatures right now they continue to be mild low 50's. 51 san francisco. 51 in pacifica. a little warmer in berkeley at 58 60 in concord and to the north bay. also low 60's. a look ahead at your seven-day forecast. so we have some showers coming in thursday. that's mainly going to impact the north bay and that will impact your mid your morning commute friday morning. but that system is expected to clear out by the weekend just in time for easter sunday and the temperatures dip bit at 71 degrees and then same thing
