>> when fun time from the bay area's local news station. you're watching kron. 4 news at known. >> tonight at 9 local firefighters are pushing to speed up ambulance services, ambulance who are that are stuck at hospitals. this as they say long wait times have gotten out of control. as for joining us at 9, i'm ken wayne and i'm grant lotus kind eye-opening story here. the president of the alameda county firefighters, union, local 55 says long wait times. >> i really becoming safety issues for parents are patients, i should say as well as the paramedics that are in the field and kron four's. dan thorn joins us live in the newsroom with more on what is being proposed to try to speed things up. then. >> well, grant, the president of the firefighters union, sean burroughs says this is not a new problem, but a bill moving through the state capitol right now would make the statewide standard 20 minutes. burroughs says

ambulances that are dropping off. patients are being stuck at hospitals in some cases up to an hour when they are needed for other emergencies. a local firefighters union is pushing to speed up ambulance patient offload times and hospitals. >> the president of the alameda county firefighters, local 55 says long wait times are creating downstream effects. we're seen the long gated wait times. >> when an ambulance arrives to the back door of the hospital before that patient care is transferred to that hospital we're seeing times of 45 60, 90 minutes union president sean burroughs says those delays are keeping an says from responding to other emergencies. >> a problem, alameda county emergency crews are facing every day. burroughs is advocating for the passage of assembly bill 40, which would make 20 minutes the statewide standard for patient care. he says resources need to be made available to make this

possible. we're not in an adversarial relationship with the doctors and the nurses and the paramedics and the hospital staff. that's that's not goal. the goal is to try to work together. the assembly member proposing the legislation is freddy rodriguez, a career first responder from southern california. he says the covid-19 pandemic worse and ambulance patient offload delays and the fallout continues. burroughs says this chronic issue needs to be addressed. this is not a new problem. there isn't just one cause and effect of this. and we recognize but having ambulance is stuck at hospitals, not able to respond is a significant part of this problem. assembly bill. 40 also proposes that when the 20 minute standard goes into effect, hospitals that are non compliant. >> will be subject review to solve the issue. the bill passed through a committee on monday reporting the newsroom. dan thorn kron, 4 news.

>> thank you, dan. now to another big story tonight. the san jose police officers association, executive director joanne suh govia made her first federal court appearance today. you see her there. that's after being charged with trying to unlawfully import fentanyl as part of a larger scheme to bring opioids into the u.s.. the news shocked many of her longtime co-workers, the woman known as the grandmother of the office had been with the agency for some 20 years. experts say the court of public opinion may have already made a decision. unfortunately, the debacle here could hurt san jose mayor matt mahan is goal getting more officers on the streets. san jose police officers association, executive director. let's go via had no comment as she left court today. and according to court documents, she tried to smuggle thousands of drugs, including fentanyl into the country, the drugs reportedly sent to her home between 2015 and january of this year while she faces just a single

charge. now, some legal analysts believe more charges will be at it. >> it was a very brazen enterprise when you think the fact that she was utilizing police union resources for many years, how did that go undetected? and i think it's because of who miss ago was she was a trusted member of the. yeah of the >> police officers association is this incident comes at a time when the new mayor san jose mayor mahan is making a push to try to hire more officers. however, criminal defense attorney paula canny says this bust will be another hurdle and trying to get new recruits. >> but this day in age. it is really hard to be a police officer for a lot of different reasons. and this is a shameful, embarrassing. thank for dhe san jose police officers association. >> well, so govia had no comment today outside court. she has repeatedly denied her

involvement in the scheme. instead blaming the drug shipments on a woman she identifies as a family friend who is also her housekeeper. she did not enter a plea today as part of her supervised release, she must surrender her passport and undergo alcohol and drug testing as well as substance abuse treatment. >> others tonight, the ship police are warning their community about it. dangerous game that they believe high school students are playing tonight. it's called let me grab after a slang term for u.s., immigration and customs enforcement, older students allegedly capture younger students in the city and then drop them off at random place against their will. the benicia unified school district sent out a warning saying the game is not only dangerous but it it is inappropriate, racist and offensive. the activity is not sanctioned by the city or the school district. police say they'll have extra officers on duty tonight to be on the lookout. and then there's this students at one san jose middle school are being told not to gather in groups of

>> 4 or more in some parents. want to know why kron 4 s justin campbell sat down with the school district officials to find out. >> at more wreck my alone, middle school in san jose school leaders say they are trying to do a reset after responding to a few incidents of behavioral disruptions. one parent tells kron 4 there was a fight among students a they had a few days where they felt like the students were not selectively meeting expectations. jennifer maddox is the director of communications for the san jose unified school district. she explained the new temporary rule. the principal put in place students can no longer gather in groups of more than 4 people in between classes or while walking on campus with the exception to eating lunch, obviously a confined space. so the chances that somebody from one group is going to bump into somebody from the other group is pretty high. >> and depending on the groups of students that may be enough

to initiate a conflict between students. the temporary policy went into place thursday, maddox as district leaders hope it will ease tension among students on campus want students when they're moving through the school to flow in the right and not cluster in these groups that can cause issues to occur. reporting in san jose, justin campbell kron. 4 news. thousands of trees were uprooted and toppled over by the last 2 storms in san francisco alone. and that caused some damage. but >> it's also a loss for the benefits that trees bring to the environment. kron four's alice and moaning has a closer look at the plans to make up for that. >> well, can a local nonprofit reveals that the storms tore up trees at an alarming rate members with the friends of the urban forest warned that the bigger trees that came down also equal to the biggest loss because they provide the most benefits like storing carbon. and they're the least likely to be saved. they estimate more than 2000 trees

were uprooted in the last month and a half and say the trees we're especially vulnerable now because of the saturated soil. after years of drought, there's been a pledge by the city of san francisco to plant trees. but the group says that program has been chronically underfunded. so the urban forest here is shrinking that not only a 14% of san francisco is covered with trees and that actually pales in comparison to los angeles. >> the city's urban forestry plan, which was adopted in 2017, set a goal of planting 155,000 trees to more than double the existing number of trees and san francisco streets. we were already failing to meet that goal. in fact, san francisco's urban forest was shrinking, meaning we were already losing more trees a year that we were planting and last and the most recent storms going to be a huge setback to reaching that ball, which is why we have friends even forest really facing this moment with urgency. >> so the nonprofit is calling

on volunteers to pitch in and help out. but they're replanting eff rt and you can sign up on their website. we've posted a link to our website kron 4 dot com. they're going to be out there for the next few weekends in april, planting more. meantime, the group worries that more extreme weather in the future due to climate change can bring with it. more of these problems in the newsroom. ella sogomonian kron. 4 news. >> thanks to live in the east bay. there is still no timeline on when this pedestrian bridge in san leandro might get fixed. the nearly 60 year-old structure got leveled 10 days ago and the storm took down a giant eucalyptus tree which then knocked down another tree. the bridge goes over san leandro creek in connects kerry drive with haas avenue. one neighbor says he and his family have used the bridge often and fear this situation leading up to the months of brutal storms. >> trees that knocked out the bridge belonged to the school district. as you can see behind me. >> and for many years, we've been asking them to not get

rid of the trees but least maintain them and trim them. >> saint landry, as mayor says the priority is to get the area cleaned up first before considering any solutions like rebuilding the bridge. but he says the area does need to dry out before any of that can happen. >> well, speaking of dry now, let's take a look outside and see if it is drying out. as we show the embarcadero in the bay bridge and the flag barely fluttering tonight. >> what is this 2 straight days of? absolutely no rain. but how about it's it's going to be a record for this year, at least right. but you drive around the bay area, see trees down. i mean, just about everywhere you go. good news is there's plenty of firewood, right? there's all kinds of that around. but the trees coming and but looks like tonight, quiet night out there, you're going to see mostly clear skies going to be a little bit cold and spots beautiful out there over the bay. tonight, temperatures still running below the average. that has really been another story. is these temperatures have been well below normal. almost the entire season. so but we're cracking a couple of 60's

there. but you see of normal. we're getting closer to 70 degrees this time of year. we haven't even close to that for quite some time. but that will likely change, but maybe not till next weekend. so let's enjoy what we've got. at least we've got some mostly clear conditions now and it's going to chilly out there tonight this weekend. i wouldn't change your plans, but there's a slight chance for a few showers mainly in the north bay on saturday. and then again on sunday that may spend a little further the south, but really just a slight chance, maybe about a 10% chance. otherwise it should be mostly dry temperature wise. you're looking in the 40's right now in half moon bay in pacifica. 48 in san mateo, this 52 degrees right now in oakland. 51 in concord. get a little chilly in spots in the north bay. 43 in fairfax now. 44 in calistoga, the sea breeze that in the blowing continuing out there right now that really kind of generally a light sea breeze. i think as we get to next week, watch these winds really start to howl behind another system that's going to come through on sunday monday. some pretty strong winds going to be gusting around the bay area.

but right now we're kind of in between systems here. we've got high pressure that is well off the coastline. we've got a trough that's just to our east. and that means we don't have a big ridg3 of high pressure lift in the jet stream to tell us that we're safe from any rain. so you're seeing the storms kind of dump over the top of that ridge. and so we'll see those occasional clouds, maybe an occasional chance of a light sprinkle, nothing too heavy coming our way. but tonight, it remains dry remains clear that onshore wind continues to blow outside. i think for tomorrow we've got a couple of systems approaching the coastline, but well, they just don't have much energy to hio. and that's good for us. we'll see some mild conditions around much of the bay area. little cool right along the coastline. but staying dry you see right here overnight tonight, skies stay nice and clear. and then as we get into tomorrow, now we've got a few more of those clouds beginning to wander in. and there you go. we've got a slight chance of a sprinkle specially to the north, otherwise just some passing clouds, a little sunshine out there. a little cool coast side, but some warm temperatures. the south bay numbers for lows tonight will highs tomorrow, though, should

be nice in many spots. warmer number. 65 degrees in san jose. 64 mount view about a 6, 2, in hayward and 65 in concord. and next few days, it looks like we'll see a few more clouds. so that slight chance of a couple sprinkles. thank you, lawrence. court officials confirmed that former president donald trump will be arraigned on tuesday after his indictment, formal surrender and arrest. >> jessi tenure has the latest reaction from lawmakers in washington. before trump is forced to stand before a judge republicans call the case against him politically motivated. >> while democrats defend the judicial system. >> they've got nothing just as donald trump predicted. the former president's indictment is dividing the country but outrage no person is above the law. the exact charges against trump are still under seal but they came out of an investigation into hush money payments to an adult film star just before the 2016 election. it's clear to the overwhelming majority of american people that this is nothing short of a. of a political prosecution. trump continues to maintain

in tennessee. the so-called anti dragged law was set to go into effect tomorrow. tennessee governor bill lee signed the bill into law earlier this month. shelby county judge thomas parker said the state has failed to justify its reason for the ban. the trump appointed judge has issued a temporary restraining order prohibiting enforcement of that law for the next 2 weeks. state senator scott wiener, san francisco tweeted out a response tonight saying, quote, instead of addressing gun violence, tennessee decided to spend his time banning drag queens. turns out something called the first amendment. doesn't allow that. >> the oakland police department is investigating after a video surfaced online showing la angels star anthony rendon taking a swing at an a's fan last night. it's posted on twitter shows the angels 3rd baseman confronting a fan in the stands. rendon says the fan called him another word for a female dog. then he took a swipe at the fan. but missed is the guy kind of backed up dodge the

>> in the north bay unrest revealed a trove of guns, ammunition and an apparent booby-trapped. noe valley police say the suspect is a san leandro resident as kron four's theresa tells u.s. authorities are still trying to figure out why that person has so many weapons and what he planned to do with them. >> take a look at these are items. mill valley. police say that they discovered during a traffic stop early thursday

fight the opioid crisis starting tomorrow, emergency responders will be able to start administering a drug that they say is the most effective treatment for opioid use disorder. and that drug shown in the picture here helps control users craving scott for dropped as bit. talked with experts about >> how exactly it will be used. health experts say the buprenorphine also known as the bucs own reduces the risk of an overdose death by 50%. a tool that san francisco paramedics will have on hand starting april 1st. >> san francisco has a number of initiatives to combat the opioid crisis in the newly-launched buprenorphine program is part of that. doctor. hillary says the director of behavioral health services in san francisco and she explain how the drugs effects work. similarly to methadone to help a person not experience withdrawal if they have an opioid addiction >> reduce or stop cravings for the illicit substance. and for that reason, both are highly successful in supporting a

person in the recovery for years. buprenorphine prescriptions were heavily regulated. but last year, president biden relax those federal regulations starting saturday, emergency responders with the san francisco fire department will be able to administer the drug to those struggling with addiction section. chief michael mason with the community paramedicine division says his staff is trained and ready after someone is given narcan. feel very good. >> aaron, have what we call precipitated withdrawal. and that's a very short window. and that's the window where some box could be useful. for many people, it would help them feel better. it would help manager withdrawal symptoms and allow them to accept that cycle. i reached out to the national harm reduction coalition about the new program in san francisco, acting director lord guzman says treatment expansion is important, but that education is just as important for those experiencing an overdose as low mass. is that in a culture brought minor and the mystical brought minor? >> and also that people should have the option to whether or not to go to the emergency

in the year 2035. while the state legislature is on spring break, governor gavin newsom is taking a trip to kick off a new political project. >> he's traveling to republican led states as part of what he calls a campaign for democracy. it's a political action committee focused on pushing back against conservative policies and supporting democratic candidates in red states. karma dickerson reports. >> we're going on the road to take the fight to states where freedom is most under attack. >> and the launch video for his new political action committee. california governor gavin newsom is targeting republican policies around abortion, education, guns, immigration and gender identity, specifically focusing on governors of florida, texas, arkansas and mississippi. those are some of the same states with the newsom. campaign announced billboard last year promoting california has an abortion safe haven saying no red state is off limits. the stated goal the pack is to promote

>> today governor newsom issued a proclamation declaring march 31st. cesar chavez day california and 6 other states observe the act of his birthday as a formal holiday. chavez founded the national farm workers association in the early 60's. he's probably best known for heading a grape boycott that lead to higher wages for farm workers. he also is key and passing the california agricultural labor relations act in 1975 which gave farmworkers the right to unionize. workers at the california academy of sciences in san francisco are forming a union. >> on thursday yesterday, workers announce they'll join the nearby. do young and asian art museums, as well as the legion of honor and in seiu, local 10. 21 san francisco supervisor connie chan has expressed her support for the move. tonight, the california academy of sciences sent us a statement saying, quote, we know our employees are critical to everything we do and hope to achieve at the

academy. and we seek to create a thriving, healthy workplace. we just learned of this effort thursday. look forward to engaging with staff to discuss their concerns. >> today is international transgender day of visibility and across the country. people are rallying in support of transgender rights. today in washington, d.c., this rally took place organized by a group of transgender rights supporters who are denouncing what they say is an increasingly hostile environment towards transgender people. a number of other rallies were held in the capital cities of south carolina, alabama, minnesota, nebraska, montana. >> additional rallies are expected this weekend, including pier in san francisco at city hall. san francisco police are showing their support for the trans community posting this tweet saying we probably recognize transgender day of visibility and reaffirm our stance with the trans community. we're

>> coast guard crew returned to base in alameda today after a 90 day drug patrol excursion in the pacific during that patrol that remember stopped 2 suspected drug smuggling boats and they seized about 900 pounds of cocaine in 9500 pounds of marijuana. the crew offloaded the drugs wednesday in san diego. today, they return to big welcomes from their family and friends sat there. alameda base. >> you know, that drugs off the streets and just preventing giving us is he's really good. so. 2 in addictions, riyadh culmination of all those drugs were not only from our introductions, other coast guard assets out there, too. so we just the ball, an awful 163 million dollars and going to give us streets. >> the crews being praised for successfully preventing 166 million dollars worth of illegal drugs from coming into this country. >> officials in the lake tahoe area are trying to limit the effects of too much tourism on the community after the

peek outside as we get set for the weekend. a live look here at the san mateo bridge where an earlier accident has been. >> cleared. people are moving smoothly in the weather is nice to drive it. it is or finally we haven't had very many weekends like this really all year long so far. but here we go. get ready for a pretty decent weekend around here and around much of the state to that. we've had a couple of clouds low by, but now our skies are clear now for tonight, it looks like we've got some great weather ahead. >> as high pressure, well, still holding off the coastline. so we'll see a few more clouds this weekend. but at least it's going to stay mainly dry. so here's the good news out of the airports coming or going. we're looking good so far out of sfo. yeah, it looks like we've got some decent conditions out there right now. no delays being reported sfo. oakland or san jose right now. looking good there as well. you get away forecast in the monterey bay. we're going to walk away. couple some cool temperatures early on tomorrow and by the afternoon we're going to warm

things up in the 50's, some low 60's a little bit below the average there, but still comfortable toward the afternoon. southern california looking good. how about 71 in anaheim, 70 in pasadena about 69 downtown los angeles, 70 degrees in santa barbara and the high country. a lot of folks been looking for to get up in the high country, chip and hard to get up there this year. we've had a lot of storms rolling in on the weekends to. but i think we're looking good tomorrow. roadways open and clear temperatures will be on the cool side panels of 40's. lots of snow, though, to ski on just a ton up there. 55 degrees and rain on about 51 in carson city. now, if you're sticking around for the full weekend of not coming home until sunday night, there is another storm system rolling in that could bring some snow starting on sunday night and into monday. so be prepared for that. always a good idea to grab your change in keeping with the anyway, especially this time of year as things remain. still a bit on the active site tonight, we've got some mostly clear skies right now. looks we're trying to get some high pressure building in here. can't get that going quite yet. we're kind of in between systems, high pressure, really that ridge sitting off the coast line.

the trough just to the east of us were kind of in between. so occasionally we see this cloud dropping over that ridge back in the bay area, leaving least the door open for a chance of a couple more sprinkles. we've got a chance of that as we head toward tomorrow, back to northern california, seen a couple of scattered light sprinkles right now. and we could see some of that headed our way for tomorrow. all from that system right there dropping in. you can see it now kind of falls apart as it gets here, not much energy to put a slight chance. you might see a couple of scattered showers, at least in the north bay. so all that being said, a long-range forecast, i think looks more promising for us. here comes that front. it scoots on through. and then as we see that will move on by. we've got a little cold air mass beginning to drop in specially on monday. i think we'll see some gusty winds, especially on monday afternoon. and then you can see that big dome of high pressure. see the clockwise circulation around that ridge of high pressure. that gives you the idea that big ridge building off the coastline. and that is going to blunt the storms a little bit only to have another one break down the top of that ridge as we get toward the middle of the week. but looks likely to keep things dry. and then next weekend, can we actually crank out some temperatures in the

70's? that's real possibility as we get toward next weekend. so let's enjoy what we get tomorrow. we're going 50's little cool in the san francisco along the coastline. those temperatures generally in the low to about the mid 50's inside the bay. we've got about 50 degrees in burlingame. 55 in south san francisco. 61 redwood city, the south bay enjoying those temperatures up in the 60's there. maybe mid 60's ending in the santa clara probably some mid 60's in the tri valley to looking like some nice weather in the afternoon. couple high clouds up above. but really overall looks like the pattern, a much improved from where we've been enjoying some sunshine, some clouds over the weekend. slight chance of a couple scattered showers, mainly north of the golden gate bridge. looks like it will be a really kind of a windy day on monday. i think some very gusty winds around the bay area. but i'm thinking next weekend already. and i think it, you know, if we get 70's, how good is that going have those things like that are going to talking about the epic winter of 23, 4 years and years old books are going to be written about amazing, amazing winter. i know folks at home a frightened wondering

>> well, with this nicer weather around a little bit drier weekend is upon us. might be thinking, hey, maybe it's time to go to the beach. let's do it. just when you thought it was safe to go back in the water, though. >> drake speech in the point, reyes, national seashore is going to remain closed for the foreseeable future because of these little guys. sea lion pups. the park estimates at least 40 to 50 pups in your lungs are currently there on the beach and for their safety, the beach will likely remain closed for at least the next few weeks. park workers tell us the beach will reopen as soon as it's practical to do so safe for them. but don't dismay. you can still park at drakes beach and get a pretty

good look at the seals from a bit of a distance. so the park officials asking keep at least 25 feet from them at all times and from seals to cast. you can head to the solano county fairgrounds >> big cat show an adoption event that's this weekend is being put on by the cat fanciers association tomorrow and sunday from 10:00am to 04:00pm show host up to 225 cats from all over the world. 45 different breeds will be featured and they'll be a household pet competition. if you're hoping to adopt a cat told there will be rescue groups there. well, give you lots of options to take one home. >> and take a look at this. it's a stunning view of the aurora borealis from the international space station. amazing. you can see the beautiful green hues of the northern lights dance across the north american sky. people can usually view the aurora borealis in far northern places like the arctic northern canada, alaska. but this magnetic storm was visible as far south. this
