come to a tragic end. >> now from the area's local news station. this is kron. 4 news at 3. >> thank you for joining me here on kron. 4 news at 3 o'clock. i'm justine waldman, heartbreak right now in san francisco as the chief medical examiner confirmed today, the body of wild 94.9 radio host j v was found on wednesday in the water near pier 30 to 39. he's been missing missing now for about a month. and longtime listeners, co-workers and many more expressing their grief. now that his death has been confirmed to kron 4 stephanie lin live for us now from the newsroom with more about we know about his passing and also how he's being remembered this afternoon. thanks for joining us, stephanie. thank you. justine. well, jeffrey vandergrift or jv was widely considered an icon in bay area radio. >> he endeared himself to listeners for decades. on 94 point nuys, the jv show. we know he was last seen leaving his home on king street on february 23rd one month ago

today on march. first, davies wife, natasha. he released a statement saying she had information suggesting jv would not be coming back. then around 5 o'clock. last night, police reported the discovery of his body near pier. 39, they say there was no evidence of foul play. a memorial continues to grow outside the 94.9 station on townsend street in san francisco. people are leaving flowers and signs thanking jv for being a part of their lives. also listing some of his catch phrases like don't call me jeff radio host graham in celina kept the jv show on the air during j these disappearance. and we have sound to play for you from today's episode. once they learned jamie's death was confirmed. >> it's just like we. hopefully work going to get this news. we hope that helped helped. >> yeah, i thought the other days. when jb first went

missing and we had to we, you know, we came in. those are the hardest. so as i've ever had to do. but i mean that even that prepared me for having to deliver the news that his the body was found. i thought i'd. better prepared for i mean, at least like i'm emotionally. just not >> heart feels like it's breaking all over again. i cannot stop thinking about. the toss of the heart her and his family in the heartbreak that they're going through all over again because of my heart feels like this right now like his radio show the same day he vanished in that episode. he spoke openly with his listeners about his fight with lyme disease. he described his symptoms of brain fog, anxiety and depression. jd was

in kensington have been chopped up and pushed off the road. but the damage lines are still in the process of being ve replace the pole. . >> so that to bring big equipment, take it out. and that's going to be time. you see the crews haven't started there, backed up everywhere. on thursday, subcontractors took over the work pg and e started tuesday afternoon after a monterey pine tree toppling over bringing 2 other trees down. >> the utility company hope to have power restored to neighbors wednesday night. but the projection now is thursday night, though, neighbors anticipate another delay still as roger bayless clears the trees that fell in his yard. he takes a measured approach to the situation. i understand the situation. i mean, we. >> we have it. and i'm sure better than many people throughout the day. neighbors stopped by the area to check on the progress. some grateful they planned ahead. i have a

solar battery backup. >> so i have a better friend readers. of course, my wine fridge backed up. and i have internet site been able to work still being without power for consecutive days is an inconvenience to the hardest little cold and the house. >> and there's it. start, but it takes us back about 100 years before so we should be thankful that nobody got hurt. and that there was not a great deal of property damage and eventually the power will come back on in kensington. philippe djegal all kron. 4 news. >> we're taking a look now at pg and e's outage map so we can get a better idea of where these outages are at the moment. they're still pretty widespread. keep in mind, a green dot is anywhere from one to 50 customers. the orange squares. that's the highest number. we don't see any red on there that would be anywhere from out of it. about 5,000 customers. so mostly each of those spots about, you know, 50 customers. that's the

green. a lot still in san francisco and on the peninsula and even in the east bay, theirs. big chunks of people still without power this afternoon. and we're getting ready for another storm next week. officials in marin county say they're monitoring a mudslide that has caused a road to buckle. it's located in novato above redwood boulevard just west of knox field. emergency officials are saying erosion on the hillside uncovered one of 2 pg e gas main lines and crews are now assessing the situation and trying to figure out how they can stabilize this hill and prevent any more damage. there is no threat to 101, or any of the people who live nearby. in fairfield lopes road is closed until further notice between gold hill and marsh few roads. fairfield police are saying significant parts of the roadway are failing because of all the recent weather. we do have some pictures here to show you of the damage. just how big that crack is. it's going to remain closed here until crews can finish repairs. we don't have an estimate as to when that will be, though, in livermore, 3

lanes are closed on part of 5.80, crews are still working to repair a retaining wall that was damaged during the recent storms. this is near the flynn road exit. you can see the pieces of the retaining wall that are just sliding down the hill. this is in the eastbound direction. caltrans crews are working to get a permanent fix. an emergency repair work is under way along a very busy section of vasco road in livermore that was damaged because of the recent storms. kron four's. charles clifford has the latest here. >> well, here in livermore, the weather has dried out and that is giving crews a chance to get in and repair some damage here along vasco road. now following the recent rains about 100 yards along the side of pasco road near dalton avenue has washed away. the erosion is even cut underneath the roadway by several feet. that is not good. on thursday. emergency repair work was well underway. the plan is to first drain away the excess water and then stabilize the road by building frames and pouring concrete underneath the roadway. crews also plan on adding rocks here to improve

drainage. the work here is expected to take about 2 days to complete their hoping to finish repairs before the next round of rainy weather arrives next week. vasco road is a very busy commuter route. crews are trying to coordinate the repair work around rush hour traffic to prevent delays. but they're warning folks that there could be some traffic controls here, including flag men as they try to finish this repair work. now, again, this repair work along vasco road expected to take about 2 days. but in the long run, i'm told there's actually a plan to widen vasco road here, which would add additional lane over where this current repair work is ongoing. so this is just a temporary repair. and then in the long term we've got some big changes planned for the section of vasco road. but for now in livermore, charles clifford kron, 4 news. >> all right. let's talk about our forecast now with us live with that time from a camera on top of mount tam. there's the city of san francisco. nice to have the sunny skies back as well as our meteorologist kyla grogan. here now with the latest drought monitor. and there are some improvements because we've got another atmospheric

river to just tack on that. i tell you. yeah, there are. and so i take this back to january. first, you can see the progress of how this has gone. it's incredible to see this much of the state completely out of drought. the improvements this week. we're really >> kind of along that southern california coastline. we've got a little bit more up near this year here, too. but it, you know, it's amazing. and that would be the gain for all of the pain that we've had with all of the rain. yeah, i'm riding again. >> beautiful out there as we take a live look that we've had some clouds, but a lot of sun to temperatures are staying below average today yet again. so you can see not really making it up 60 degrees. yes, santa rosa is very close as is conquered 59. but everybody else kind of sit in those 50's today. we've also been breezy, although i'm happy to say some of this has pulled back since couple of hours ago, sort out about 21 miles per hour at sfo. 22 in mountain view. that's the highest number of got a map. but we're up in the 30's in oakland earlier today. so this is a live look at stormtracker 4. you can see how there's just a little bit of a sprinkle kind of hitting the radar. when you see that that's kind of the edge of a system that's well to the

north and west of us. but that will provide the opportunity for just a tiny chance of a sprinkle as we get throughout the evening tonight. i don't think it's going to be much of anything. this will be a little more impactful. notice how much of northern california and even the central california is under this frost advisory tonight. and even up in clear lake there under a freeze warning. but for us, it's the north bay and you can see parts of sonoma county and also napa county are going to be under this frost advisory. meaning temperatures could get down close to the freezing mark. so that will be from 04:00am till 09:00am not just overnight tonight, but it also extends into our friday night and our saturday night looks like that saturday night will be the coldest of the 3. so just a heads up to make you know, you're making sure you're keeping warm tonight and we're going to have, unfortunately, a little bit of a risk for those who are outside in the overnight hours. so any homeless population, something to think about as we work our way through this next couple of days. back to you. thanks so much. a hostage situation in san jose turned deadly. san jose police say they got a call saying someone was

holding. >> 3 people hostage with a machete. this all started about 8.30, last night. the police tried to negotiate, they say with the suspect while he was barricaded inside of a home at boynton and williams just off of the santa moss expressway. police eventually shot at the suspect. he was taken to the hospital where he died from his injuries no officers are hostages were injured. we're working to get more details on this story and we'll bring them to you as soon as they come into our newsroom. coming up this hour here on kron. 4 news at 3. the storms have not been kind to the oakland zoo. first there was a water main break. >> then closures because of all the bad weather and now birds have escaped. we will talk with the zoo live about all this drama right after the break. also, interest rates have increased once again. the explanation from the chair of the federal reserve. and the cleanup efforts underway in san francisco. how the city is planning to tackle all the number of trees that came down before the next storm rolls early next week.

>> now to the east bay with the oakland zoo is dealing with the damage from tuesday's strong winds. a downed tree fell on a zoo. exhibit but no animals were hurt. but some of the birds that were in that enclosure escaped and they haven't been able to find them all yet. so joining us now to talk to us about this about how the who is handling the situation, how they're trying to find the birds is the ceo of the oakland zoo. nic to asia, thanks for joining us.

thanks for having so let's start with an update on the bird. some have already been found. >> well, that's right. great news is we of the 6 8 their way back into it >> they've been recovered and there are at our hospital getting care. they're all doing fine. so great news. we're still working on the other. >> so which type of birds are missing right now? >> right. so there's a hooded vulture. fact, his name is all over. he can. fact, today is his birthday at lovers out there. we've got to high pros as well. so they are at zoo. >> circling the aviary. we're doing everything we can to entice them back in with food. as you can see, we've got a staff with spotting scopes, binoculars, looking for them. a short track there, too. >> you just got to put a birthday cake out there for

oliver and needs to come back home because he wants to skip out on a birthday cake. but what efforts can you do to try to entice them to come back into the exhibit? >> but, you know, they are motivated, obviously probably this over so we put out, showing interest it coming down. and we're working with a raptor rescue organization to. yeah, some of the captured equipment for us to help this is a team effort across the zoo and with you know, really trying to help us recover the for. >> are they a threat to any other animals at the zoo or is there any fear that they might say, you know what, maybe we're just going to keep on flying and see what else is out there that they might not come back. >> but they're definitely not a threat, not a threat to able to do that. too. >> people >> and again, this is their this is where they grown up. this is where they have food and shelter. he so they're

really looking to get back in and we're doing everything possible to make that happen. >> so the exhibit that was damaged because a tree fell down on the netting that goes around their home was damage. have you been able to repair that or what work needs still needs to be done? >> is going to be a long process. unfortunately, it was a massive eucalyptus tree that's about directly on to area, really destroyed it. you know, we removed part of the tree will very careful right now. and it's going to take some time to prepare. this is probably a $200,000 before an expected to do so. a slow process of repair and assessment is that they placed and it will take some time. >> and you guys have had a real rough go. this rainy weather season. a water main break shut down the zoo. you to do a lot of repairs. there. every time it rains, it feels like you have to close because it's just not safe for people to be around. now you have this how you guys all doing.

>> well, look, this rain is and that has really have a a oakland, obviously here i inly would tell you but we're also going in. we've been through this before and it's amazing to see the team and our staff come together unified purpose year. make sure we can bring birds back so we're looking forward to getting beyond it. and certainly this weather season that we've been shut for nearly 50 day. it's january because of this weather. so, you know, we're a little tired, we're moving forward. >> well, we wish you the best of luck to get these 2 remaining birds back home and that there are sunny days ahead. >> thank you very much. feeling very optimistic. >> same here. have a great rest of your day. let us know to do ok? >> we'll do. thank you very much. of course. >> and the cleanup effort from

all of the storms is just widespread. and the continued today in san francisco kron four's haaziq tells us now about how they're trying to clean up all the trees that have toppled over. >> take a drive to san francisco and it won't take long to notice the lingering impact from tuesday store that includes downed trees, tree limbs and power lines. traffic signals not working at some intersections, sidewalks, close and danger. keep out. signs posted outside popular walking trails. you'll also see san francisco department of public works. crews continuing their effort to clean up the damage. fact, officials at sf public works told me that since tuesday they have received more than 600 reports of downed or damaged trees and live. >> this is a pair of trees that the wind and rain brought down here on treat near 17th street. >> this is a lot of wind for us. the lowry works for city surf project just really close to where these trees came

down. he says considering how bad it looks, it is a miracle. no one was injured. the nonprofits vehicle survived the storm. 2 trees came down and just kind of amazing. one car got like their window broken, but kind of amazing that none. >> no cars were likes. most are. and there's people that kind of live like all among that reason they were okay. so. we're we're lucky a couple of days now. when you make of the cleanup effort that he's still got a situation. well, this is kind of a quiet street. so i feel like. >> everywhere you go, it's a mask. so, you know, they'll they'll get to us one when they get to us in san francisco haaziq kron. 4 news. >> we'll get more in depth now about our weather forecast with this live look outside showing us the pretty picture of the blue skies and the puffy clouds and the sun and will stay that way for a little while. but pilots here now and she said we're just going to get right talk about the rain coming for monday, tuesday and wednesday. yeah, we're going to talk about

that. so models are still kind of coming together. but it looks like we are going to have another event. i'm going to call an event. >> let's go futurecast, everybody. so this is your weekend. it's looking good. we could see a sprinkle or 2. and then we get to like say later on monday and you can see a low pressure system that counter-clockwise swirl rolling on down the coast, bringing us rain and snow and also, of course, bringing some. >> you know, unwanted wind had such a rough time, 70's trees coming down, but we're not there yet. but that would be later in the day on monday. so totals will still kind of be shaping up as we work towards the weekend. we get more specific on that. but hey, it's nice outside right now, right? not bad at all. so today that slight shower chance during rush hour. i think you see a sprinkle or 2 and then through the weekend, a little chilly overnight. so watch out for that. but a pretty nice weekend as we go through there. and then, of course, next week we're looking at for that system. here we are, though you can see a low pressure system well to the north of us making these little bit unsettled. there's been a little snow in the sierra, but we're looking nice right now. we've got some nice sun out there. no doubt about it. temperatures. 57 in

san jose. 55 in alameda this afternoon. we're at about 54 in timber on at 57. nobody see a 60 there in pittsburgh. but for the most part, were a whole bunch of 50's also kind of breezy out there. as i mentioned, that will stick with us as we go through the weekend. so some breezy conditions out there, nothing to extreme. let's track this forward and show you how you know this afternoon. a couple sprinkles taking out into friday. same thing kind of happens. few sprinkles in the afternoon. possible saturday. rinse. repeat, we get a few clouds. i think we stay dry. no problem. if you've got plans outdoors should this is what we're looking out for. for rain between now and next saturday at 5 o'clock. so not much right. so you're sending forecast shows you a pretty good looking weekend, albeit cool. and then we head into next week and that's where we're looking out for later in the day on monday. that next system to shape up. and that will be our bit of a rough ride through that tuesday into wednesday. so i don't have all the good news, but still a good weekend. just a it's a good start that you know what? i'll take dry. sunny weekend. you got it.

>> happy national puppy day. so that means today is the perfect day to adopt a furry friend. and joining us now to discuss how many new for parents. >> and fosters are needed here in the bay area's the director of the contra costa animal services, beth ford, beth, thank you for joining us here on kron. 4 news at 3. thank you so much. we appreciate opportunity here. i love talking about puppies. so let's just talk about the status of shelters right now. how overcrowded are you? to shelter, we're at about 153% of our capacity right now. >> for dogs and we are not this is happening in shelters across california and across the nation. >> is that unique for this time of year? it's in the fact that it's a post-covid time period and we're all seeing an % influx of animals for a

multitude of reasons. and and our particular area is being compounded by the storms and whether that's come you know, we have fences, they get knocked down, get second blown open animals that get afraid and then they end up lost and separated from their families. so now we're trying to get some pop puppies, some new homes and you have waived adoption fees for the month of march and wondering if that. >> done anything since the beginning of the month. and what the fees are now. >> correct. so right now, the cost to adopt a, but it is just the cost of a license. the actual adoption says waived contra services. we've actually pretty much taking that almost a year round basis down is because our priority goal is to get animals into homes and we don't cost to be a barrier to that. i love all the hugs. look at tugs are the cutest. that's for sure. i mean, puppies really are the best. they're just so loving.

>> who doesn't want to just sniff a little puffy puppy neck or rub a puppy belly. but there are a lot of work. what should before enter into this venture? well, just like anything you want to be prepared. you want to do a little bit of research. >> you know, because every dog is different. just like every person as they have different needs different personalities. and so want to try to find an animal that kind matches the need. what you're looking for. i've even had somebody come in and they're looking for a dog that loves to play ball and fetch and we didn't really have a dog in that time. the met that criteria by how to cap that meant that you had adopting a cat because it loves play fetch. so knowing what you want really helps you when the going to look for adoption to i want to best friend. that's for sure. if to come into of animal services. all right. now, you know, this weekend, a fun faiily thing to do. >> what should they know about how the process works?

>> so the process for says we want you to a fall in love. let's take your time meet with our volunteers and our staff to really try to identify what's the best bet for you. we know a little bit about some of the animals that have been our care. we don't always know everything, but we're going to try you know, get to know you and what your family is looking for and try to make the best match possible for you. and why should someone adopt a puppy? i'm not going to recommend that people adopt a puppy recommend they adopt a dog of any age. sometimes it's better to even look at the dogs because, you know, years it we're talking puppies, but sometimes it's a puppy mentality. and that could be that little part is looking 14 years old and he has a puppy mentality that might be the perfect pet for you. puppies are a lot of work. >> that they are. and on national puppy day, that pug

was giving you eyes like, come you know, you want be home. you know, you was the treats. that's right, that they working. if the works every time, doesn't that bank you so much for joining us here on kron. 4 news at 3. good luck and some of these furry friends forever homes. thank you. thank you for sharing our story. appreciate it. always. all right. it's a good dog walking weather this weekend. it's a little breezy along the embarcadero. kyla grogan is here now with a look outside that drought monitor those a very impressive today. yeah, as we look at it kind of overall with the state, i wanted to zoom in and show the areas where we still have some of in the bay area. and it really is points like saint helene up to cloverdale. >> over to clear lake, but notice there just in the abnormal range. so that is just a huge improvement over what we've seen, not you know, just a few months ago. so that have kind of thinking about where are we for our season as we take a look at the rain right 168% of normal in santa rosa, you can see over 160% of

normal in san francisco, oakland, 180 in hayward, 210%. and then let's take that over to the sierra look at the southern sierra. amazing number there, 283% of normal. 2.29, in the central and one 83 in the northern sierra. so it has been, you know, one for the books right here. we are taking a live look right now. this is at diamond peak. and they are, you know, is not the most pleasant day this year right now of the delegation. and that's why they're under this winter weather advisory until 05:00am tomorrow morning. and this is not expecting a lot of snow, but still just a little bit of activity. they did just that at a special weather statement, though, about next week for that same system that's going to bring rain to the bay area. they're looking out for another couple of feet of snow possible. so this is where we are right now. you can see an 80 50 that means we'll have slick roads out there at the moment. but if you're heading up to the sierra tomorrow would probably be an ok time to do it. and of course, in the bay area, we're looking out for that rain system that's going to come our way next week. but today and the weekend, not bad. pretty nice. good looking forecast so far we do have the

wednesday at east high school in denver. they were searching him before he went into school when they found the gun. the police say that the search was a daily requirement because of his behavioral issues. republicans on capitol hill say a new rule from the bureau of alcohol, tobacco and firearms is violating the second amendment. republicans object to a new rule applying regulations on pistol, stabilizing braces. the inventor of the bray says he designed it to help disabled veterans use firearms. but democrats like maryland congressman jamie raskin say gun owners and sellers, no one advertise the use of stabilizing braces to make pistols more accurate and more dangerous while remaining easy to conceal. >> owners to turn their weapons into a short-barreled rifles aficion weapons of war without triggering traditional atf oversight. >> republican lawmakers say the rule could turn americans who already own the device into criminals overnight. but

grilled by members of congress during a hearing. the app is facing a lot of pressure from lawmakers as congress is considering a ban of the app. our washington correspondent basil john jith us now details from the hearing. i'm curious how what they saw. >> well, justine, the hearing lasted about 5 hours and the ceo made a case about why the app should not be banned. and he assured many of the disbelieving lawmakers in that hearing that when it comes to u.s. data, it is not at risk. >> welcome to most bipartisan committee in congress. thursday. lawmakers united to grill the ceo of tiktok over concerns about data security and user safety for the 150 million americans on the app has bytedance spying on american citizens. i don't think the spying is the right way to describe it. tiktok's parent company bytedance is based in beijing. many government officials warn that means the chinese communist

party could potentially access americans. personal information. i have seen no evidence that the chinese government has access to that data. they have never asked us with not provide it. but, you know, i've asked i find that actually preposterous to calm those fears. tiktok says it plans to start storing americans data in the u.s. but most lawmakers in the hearing weren't satisfied with ceo shows choose answers. you're going to continue to gather data. you're going to continue to sell that. you're going to continue to all these things and continue to be under the ages of of the communist party. but to argue the challenges tiktok faces are the same as other social media platforms with a lot of respect. american social companies don't have a good track record with data privacy and uses security and not every member of congress wants to see the app die. we can keep tiktok. we can protect freedom of speech and we could deal with the privacy concerns at the same time. a u.s. ban

we're talking about a forecast now. pilots here. hello. all i count goes we've had 12 atmospheric rivers. okay. so next week will be lucky 13. you know, next week is really more about a low pressure system more than it is not about an atmospheric river right at this point. but i know we're going to watch that with the models, but we're going to see tonight. >> chilly temperatures. check it out. this is the area for a frost advisory. the light blue you see up in lake county mendocino county. they have actually a freeze warning. so some of these temperatures in the north bay could get down to about 34 degrees. i think that we're going to and then tomorrow night, a little cooler. and then saturday night, a little bit cooler. so it is just a time to make sure you're paying attention because we are, you know, a little unseasonably cold overnight tonight and that can definitely cause some issues. we also been a little breezy. you can see those. we take a live look outside here where the flag is just blowing in the wind and that will continue throughout the weekend to this is where the winds at right now about 23 miles per hour in nevada. you can see 20 in oakland. 21 in

napa and san francisco. so you feel that when you walk out the door, this is how much rain we've got coming our way over the weekend. so not much a few sprinkles here and there, but that's about it. so make your plans and enjoy the weekend. here's where we're going to just show you how you know, these are the sprinkles that roll through tonight. same thing happens on friday afternoon. you can see right there, right? just a little impulse and on saturday, i think we'll see some clouds and then maybe a sprinkle or 2 as well. sunday looks like it will be more of the sunnier day of the 2. but again, i don't think there's anything to stop anyone's plans as we head towards the weekend different story when we get to next week. that's when we have the set up for another storm system coming our way. so again, that would be late monday tuesday think will be the worst of it. and then wednesday will be the day where it's kind of, you know, coming out of the end of wednesday, things will get better. we are going to see as far as totals are concerned what this looks like when we get towards the system a little bit closer to it. but it does mean that we're looking out for rain, wind and rain yet again and this weekend that we've got that calm weather. this is a time to prepare and just make sure
