>> now tonight, a major cleanup and repair effort is under way across the bay area after that big old storm pummeled our region with heavy rain and ferocious winds. 5 people lost their lives and thousands of pg and e customers are still in the dark tonight. good evening, everybody. thanks for being with us on kron. 4 news at 9 o'clock. i'm grant lotus and i'm vicki liviakis. yesterday's storm was also deadly. >> 5 people lost their lives and today crews spent the day restoring power and cleaning up downed trees in san francisco workers from the city's department of public works were swamped cleaning up those downed trees. the department says that thewe were more than 750 trees that need to be cleaned up from the embarcadero to golden gate trees fell down all over the on top of cars. others on the power lines and tragically 2 people in the city lost their lives because of the falling trees. tragic. it's nothing we ever want to see happen. >> come across a tree that's

down on power lines on a car or blocking a roadway. you're being asked to call 9-1-1. >> to report to this type of emergencies. otherwise you can report downed trees by calling 3, 1, 1, >> dozens of homes and kensington lost power after a massive tree fell on power lines. this is near uc berkeley in the east bay hills. the tree also took down a fence and brought to other trees down with it have been during the height of the rain and the wind around 4 o'clock yesterday afternoon. >> i think it was really this drought it was the weather y rains and the drought in the wind. >> she said it shook. her house was so loud. fortunately, no one was injured. pg e says they expect to have power restored in that area of the east bay hills around midnight tonight. >> fallen trees during tuesday's spring storm are being blamed for the deaths of 5 people in the bay area. tree fell on a car and ross more that's a community in walnut creek, killing a 79 year old man. it happened about 9 o'clock last night. today. the

coroner's office identified the victim as thomas hustler of walnut creek. it was a passenger in the car when that tree fell. the driver has minor injuries. and police in oakland say they found a man dead inside a tent after a tree fell on it. that happened near lake merritt at the intersection of grand avenue in perkins street. officials say they're not able to identify that person at this time in san mateo county, a large eucalyptus tree came crashing down on top of a plumbing van, which was heading eastbound on alpine road just west of 2.80, near portola valley. the driver has been identified as 29 year-old jesus, cruz de is of san jose. well, emergency crews were trying to help him 3 more trees, phelan, that same area barely missing them and their vehicles. and there were 2 deaths in san francisco and victim is 36 year-old ryan taylor from nevada. the other is 50 5 year-old child hahn of

san francisco falling tree hit on duty. san francisco police seargent while he was driving a department vehicle near san francisco state yesterday. he's a 16 year veteran of the police department and is being treated for life-threatening injuries at the hospital right now is family is asking for privacy, but they're thankful for all the well wishes and the prayers and will they they burn like the dickens during fire season when it's the rainy season, it seems like they're falling all over the place. we're talking about those eucalyptus trees that force. dan thorn talked with an expert about why these trees seem to falling the most. he joins us live in the studio. >> with more. so they go up in flames when there's a fire and and they're dry and now they're falling. there are also falling over. that's right. it's pretty well known to maybe not. everybody knows this, but >> eucalyptus trees are not native to california were introduced to the state in the 1800's, but they are creating some. >> big problems in 2023 across the bay area and urban forestry expert tells us eucalyptus trees are often

very tall and very old and they are not well maintained. combine that with a series of powerful storms that we've had this year and destruction has followed. >> emergency rescue involving a falling eucalyptus tree in the east bay. firefighters racing to save 2 people trapped in a crush pickup truck in newark tuesday in walnut creek. a late night scene shows a eucalyptus on top of a car. a 79 year-old passenger was killed. his driver injured in union city last week. several eucalyptus trees toppled onto homes, forcing evacuations. scenes of these big trees causing destruction have played out in every big storm this year because they're tall because and because they're close to where peoplb live or close to the roads when they come down. >> they tend to cause problems. doctor igor lauch in a university of california, urban forestry expert says. >> top heavy eucalyptus trees have struggled with resisting this year's strong winds with

no help from saturated grounds. but the bay area's eucalyptus trees have not been alone in the struggle. wind gusts of up to 65 miles per hour were hitting parts of the east bay tuesday. i don't think very many of our trees have. >> really being used to those kinds of storms. so it's very difficult to predict how individual freeze will perform once they're exposed to that level of >> force. doctor lachance, as for people who are concerned about eucalyptus trees or any big trees around their homes, they should consult with an arborist any time. >> all large trees cards this humans, they should be. inspected by a qualified arborist. >> watch an added even if eucalyptus trees have been somewhat maintained issues will be difficult to correct based on their age. and their size. live in studio. dan thorn kron, 4 thank you, dan. several trees at the oakland

also fell down because of the storm. one of those downed trees fell on the zoo's new aviary. >> tearing them ashes. you can see there the zoo says no animals were injured, but some animals were transported to the zoo's vet hospital. 6 birds flew through the torn opening and then out into the zoo. none of the 6 birds, though, have left the zoo and workers are pretty confident they're going to able to recover all 6 of them a very soon and let >> all right. want to get a look now at current pg e outages. this is the map. remember that lady who's tree came down, took down the fence into other trees in kensington near uc berkeley. well, here's kensington and you see a lot of that are still without power. the yellow here as we zoom out a little bit, the yellow diamonds indicate between 5500 people are without power. customers, i should say are without power. the little green dots that is between one and 50 customers without power. and then you

talk orange. that's between 505,000 customers without power. so here in the east bay hills still big issues and we'll zoom out because big picture in the bay area. you still talking. 35,000 customers without power going on more than 24 hours now. that is much better. then the nearly 65,000 who still didn't have it earlier this afternoon. crews are going to work getting people back online, but the biggest trouble spot, no doubt remains the east bay. you can see up and down the 80 80 corridor here as we as we down a little bit, you can see all the problems there in the east bay, the peninsula is still struggling. look at this. a lot of orange here around palo alto over here. this is the and we'll hills area would where there are concerns about a mudslide that has developed there. and then you go up in the san carlos belmont, hillsborough, really

all the way up in pacifica is another hot spot. other side of the peninsula right along the coast. there. you know, these people just once again having to use flashlights tonight, the south bay, san francisco. not bad each roughly 4,000 customers without power. there. and in the north bay, believe it or not, they were bad yesterday. not bad today. the north bay, fewer than 500 customers to get people back online. vicki. >> all right. grant windows shattered at for san francisco. high rises during the storm yesterday. all the buildings received notices by the city to get those windows fixed as soon as possible. this as one city official hoping to change the building inspection codes for sarah stinson joins us now live in the city with details on that. yet we want those windows to stay put right? >> that's right. and the san francisco board of supervisors president tells me he wants to

change the building code moving forward, especially after the storms. aaron peskin tells me that these high rises should be able to withstand 120 miles per hour. winds. but during those wind gusts, 5 buildings downtown have broken windows within the last week. >> a bird's eye view of downtown san francisco appears to look like any other day. but after a major storm, it's a different story on city streets. class can be seen scattered across mission street in between sales force, east, building and millennium tower after windows shattered at both terrifying >> very unreal. scary to see the power of nature. the street is closed from fremont to beale street on mission. people getting off work downtown could be seen walking through caution tape over glass. some saying they aren't surprised to see this kind of damage after experiencing the wind gust themselves. i had trouble walking across the

street, my friend and i were holding on to each other. the building. i work in over at one market was swaying from side to side in the windows were rattling. so i'm not surprised this happened at still force east, a window each floor from the 11th to the 30th either broken or cracked and that millennium tower, one window broke on the 49th floor window broke it to other city high rises, including 50 california street between the 13th and 14th floors. >> and at 1400 mission street on the 5th floor. this also happened during another storm last week at 5, 5, 5, california street. thankfully no one was hurt in any of these incidents. all 5 buildings have received a notice of violation from the department of building inspection. the city is asking them to place the windows as soon as possible once it to replace a certified engineer or architect must ensure stability and submit a report to inspectors within 14 days moving forward. this a major

concern for board of supervisors. president aaron peskin. there's any silver lining. it was a miracle that nobody was hurt or killed. but this is an accident waiting to happen. >> this kind of storm activity, sadly is going to be the new normal. >> and it's time for san francisco to our department of building inspection to step up our game and to have new protocols. >> and to discuss those new protocols, peskin plans to have some hearings in april to discuss building safety. he says some of the buildings downtown haven't been inspected in over a decade and he wants to change the building code to make sure that these windows in the building's get inspected more often. i'm sara stinson reporting live in san francisco. back to you. yeah, thank you, sarah. we are going to have more wind event. so that's >> a good plan. sarah stinson reporting live for us from the city. are 4 zone forecast as we get a live look right now at sfo. looking pretty calm

tonight. >> com tonight, we need to and we're talking about more wind events. meteorologist brittany begley is with us. some people are saying maybe next week next monday and tuesday, another one of these big yeah, we're going to see some rain probably on monday or tuesday. plus is still going to be windy tomorrow, too. so we're just not getting a break. you think those trees, maybe they didn't fall down from last night's story, but with more consistent winds and some have to watch. so let's take a look at radar show you right now. so taking a look at everything you need to know. stormtracker 4. we've been showing you this all night. zooming in. if you live in the gilroy area. i mean, this cell we've been watching probably for an hour. you can see right here more than a half an inch of rain happening now. so this is kind of close to the gilroy area. one on one. you're going to still see that rain this evening. up to the north tracy triangle, slowly starting to move out of some sprinkles. right now. the livermore area 5.80, you can see that more than a quarter inch of rain. taking a look at for futurecast that tonight. what we're watching. scattered showers like alright, when is officially going to clear out

some of these spots just seems like it's scattered showers throughout the evening. as i passed 4 to 10, 30, we still have some spots. the napa area, san jose also. so they're still going to see some scattered showers as we roll into thursday. thankfully, that's going to clear out for us. and as we plan your day, one thing we're going to watch tonight into tomorrow is going that minor coastal flooding. so we still have a potential for flooding and parking lots going to see that and roads open areas usually near the coastal flooding. i want to make sure you're careful with parking as well because that will be an issue for you. some good news, something that won't be an issue for you as you wake up tomorrow as we like to give you some good news to thankfully it's not going to be foggy. it will be dry. but take a look at the futurecast wins. this is a story we're telling you about. so tomorrow as we fast forward. yeah, you're going to start to see those winds picking up. you can see in the 20's, maybe even 30's. thursday's going to be breezy by 6.45? take a look at your screen. so another wind event get those trees have already been hit hard. it could cause more trees to fall down. like we've been telling you more than 1000 trees already knocked down from this

past storm. now we are watching those temperatures right now. thankfully there in the 50's for the most part. but really it's going to be the lows that we're concerned about, especially with so many people without power. you can see santa rosa's, one area we're always watching because this is the air that usually we see temperatures right there at 32. we're at 37. so that's something we'll continue to monitor for. you were given the lows in the 40's. so it's still going to be cold. but as we warm up tomorrow, some good news for you to the north santa rosa. 58, we're seeing the 50's you can for the most part for the whole area. francisco, 53 morgan hill. 55, as we take a look at that 7 day forecast. again, it's a breezy conditions tomorrow friday, finally, son saturday sunday, finally son. and then we're going to see right there. you can see tuesday and wednesday, more rain headed our way course. enjoy the weekend. while you can. yeah, let's focus on facts. yes, few and enjoy that before we get back into that mess. well, the rain yesterday. >> left several roads that are still closed today. in fact, in the north bay a tesla

it was in self-driving mode, but that will be part of an investigation and potential fines. a driver will face. >> according to the chp in sonoma, theresa kron, 4 news. >> the community in san mateo counties being advised to leave their home says a mudslide has threatened to cut off their only way in and out of the neighborhood. the mudslide is employed side. it's blocking half the roadway along patrol road and authorities feared could get bigger. you see it there. basically one car just creeping along. the bigger fear is that the entire road could potentially collapse a total of 30 homes are affected by this. despite the advisory to leave, lot of people are staying put. >> no waiting it out. we i've lived here since i 1980, far. i know the area very well. we have accessed lost trail. we can walk out donald kings mountain road pushes away from the slide area. so we have has

it gone that >> guy said the move from scotland to get better with karen. this year's been a challenge to get that nice. sunny weather. authorities have not said when the evacuation recommendation may be lifted. >> 2 lanes of eastbound interstate 5.18, year. flynn road in livermore are still closed due to storm damage. yeah, this is a traffic mess here. starting tomorrow morning. a total of 3 lanes are going to be shut down. kron four's met harry spoke with caltrans about the effort to get those lanes back up and running. >> those 2 lanes are still closed because the ground hasn't been dry enough to start repairs just yet. caltrans says they plan to start repairs tomorrow, but that will lead to some more temporary closures. traffic on 5.80, east near the north flynn road exit has been heavy since tuesday morning. >> well, drivers can just see the lanes blocked off on the other damage retaining wall due to the recent storms. you can see piece of the wall sliding down the hill. all of

that dirt is still too wet for caltrans crews to complete the repairs, but they're getting ready to fix it once it's dry, we were actually evaluating the problem. we were getting some equipment put into position. >> because we've got to do some some paving and some grinding and part of that before we can re stride to get some of the lanes back. bart ney with caltrans says safety is their number one priority. >> and there's no risk driving on the open lanes. he says they're evaluating their options to solidify the closed once he put in piles to. >> to shore up the retaining wall, the area where it failed. but they're also looking at the structural capacity of the of the system may warns that drivers need to expect delays. caltrans plans to have crews working on a temporary fix starting at 5 thursday morning. >> that will result in 3 lanes closed only to open until about one 30 in the afternoon. >> area and get some of that capacity back so they can use

quick map to kind of take a look before they go at what the congestion is like. so they have an idea. >> and then you could look at alternate routes or there's also public transit. caltrans says once they make their evaluations, they will let the public know how they're going to make permanent repairs near livermore amanda hari kron. 4 news. >> 2 restaurants in oakland's jack london square continue to be burglarized. such a frustrating situation. little earlier this week, we told you about the legacy business ever done. jones bbq. well, they were hit by thieves yet again, the following day. >> for sale. so the money and joins us now from the newsroom with an update. this is really crazy. ella. yeah, vicki and grant the owners of everett and jones are so dismayed as you can imagine, they say the thieves came back a second day in a row. >> so they're now calling for businesses in that area to band together and come up with a plan. criminals are targeting businesses in oakland's jack london square.

the owners of everett and jones reported the first burglary on monday. >> when their front door was shattered. now they say thieves returned the second day and took off with 2 safes. this last break-in was a very emotional for because my mom, 25 years ago. >> tried to buy this well, i think it does nothing open up every jobs and she did that any so she would come and stand in a doorway and pray for this building. and with every time it was boarded up. so every time we put the boards on it, it makes me and my sisters emotional because we know how hard a mother father for this business. >> owners say they had to spend money. they don't new cameras and to replace the windows. now the owners of a second business nearby called roasted and raw tell kron 4. they also fell victim to a burglary. milton ashley sent this statement saying we love servicing oakland and the bay area. we take pride in providing healthy food for the community yet it is becoming more difficult to do business

in downtown oakland. this is the second time in the last 5 months we have had a break in. we have customers who come to our location to show support. but when they go back to their cars, someone has broken in and stolen all of the items would make some more frustrating. we're 2 blocks from city hall. something has got to be done to help small business owners in the downtown area in dealing with this issue. we have elected new leadership in the mayor's office. hopefully things will change. oakland is a beautiful city. we can't drop the ball. we need to do better. earlier this week, the executive director of the nonprofit called jack london improvement district expressed concern and shared that they're working with the mayor to strengthen public safety in the area through walking officers in commercial districts. oakland police did not respond with comment in time for this report. and the owner of roasted and raw said that they haven't gotten any direction from pd. >> and how to prevent this from happening again. they say that they dial 9-1-1, and then they were told to call the non-emergency number, which they allegedly tried for 2 days. and that went unanswered

>> california attorney general rob bonta is defending mexico's push to hold us gun makers accountable for gun violence in mexico. this comes as a new atf report estimates 70% of the guns recovered in mexico from 2014 to 2018 were made in the u.s. in mexico. it's almost impossible to legally buy a gun in the entire country issues fewer than 50 gun permits per year. an estimated 200,000 guns are trafficked into mexico from the u.s. every year. bonta says in most industries, companies are well aware they could be held accountable when they violate the laws and gun companies should be no different. the new lot of shows california taxpayers have paid billions in the last 3 years to solve the state's. >> homeless crisis with little or nothing to show for it. the state spent nearly 17 billion dollars on homelessness in the last year which comes out to roughly $100,000 per person.

tuesday night. vote appeared to be driving on to caution tape and downed wires. crews responded saying some of its cars were able to proceed on their own while others needed a team member to come and retrieve them. one expert says this is a serious issue for crews, the sensors, the cameras and the light are. >> and the radar should be able to pick that up. the fact that they didn't indicates that cruises got to an issue that they need to address fairly quickly well, famine and electric vehicle industry, principal analyst guidehouse says it's time for regulators to step up and start establishing standards for these types of systems before they are allowed on public streets. we need a an independent 3rd party that can set performance standards for things that these things should be able to see >> that you may not necessarily be common, but, you know, that's like downed power lines. you should be able to detect that and respond to that correctly. in this case, the cars got caught up in the aftermath of

tuesday's storm. >> that brought heavy winds, knocking down trees in the neighborhood. the street was blocked off due to downed muni wires on the same night. this kuz car with its emergency lights on appear to have no issues. many ring around the city pulled up behind an sfpd patrol car on baker street and later drove off. but last september, driverless vehicles were involved in 3 separate traffic incidents in san francisco blocking streets and a close call with a muni bus. it's not uncommon for autonomous cars to be seen around the city, but it was for daniel veto visiting from out of state. the littles. >> scary. i have to say coming from new york. so i know it's it's it's cool. but i don't. how interesting >> francisco has allowed these autonomous cars to navigate its streets without drivers since 2020 cruz announced recently it wants to begin testing. driverless autonomous vehicles across the state in san francisco, gayle ong kron. 4 news.

>> take a good look at this guy. this video here, walnut creek police say he's wanted for questioning in connection to several burglaries. that happened along vista avenue. if you recognize him, you're asked to call walnut creek police. >> ray garcia, the former warden of a dublin's women's prison will spend nearly 6 years in prison himself following his conviction on related crimes. garcia was sentenced today after being convicted in december for sexually abusive conduct against 3 inmates and lying to federal those incidents happened between december 2019 and july of 2021. garcia was sentenced to 70 months behind bars following his prison term. he s to register as a offender. >> san jose police are investigating the city's 7th homicide of the year. police say they found a person shot around 6.45. this morning on south jackson avenue near story road and 6 ad. we do know the person died, but police say they didn't say if it was at the scene, that

person died and they didn't say what, if any lifesaving measures were attempted. this investigation is still ongoing. palo alto police investigating a crash that involved a pedestrian. they say a man in his 80's was. >> hit by a truck yesterday and died at the hospital today. the crash happened about 10, 30 yesterday morning at the intersection of charleston road and commercial street. investigators say they believe a 2002 ford f one, 50 was making a right turn onto charles road and then hit the man in the unmarked crosswalk. the pedestrian fell backwards and hit his head on the pavement. police say the driver did call 9-1-1, immediately and stayed on scene. investigators say neither drugs nor alcohol appear to be a factor in the collision. anybody who may have witnessed the incident are being asked to call palo alto police. >> in petaluma, police are searching for the driver of the chevy camaro involved in a hit and run. police say the car hit a retaining wall on call would drive around one

council meeting reporting in san jose. justin campbell kron. 4 news. >> we are following 2 major legal developments regarding former president donald trump in new york. prosecutors delayed today's grand jury hearing on hush money payments. and it's not clear yet whether the jury is going to meet tomorrow. also, a federal appeals judge in washington, d.c., ruled that trump's attorney client privilege is invalid in the mar-a-lago, classified documents case. that happens when a judge feels there's enough evidence to suggest that a lawyer played a role in the alleged crime. trump's attorney must now hand over documents to the special counsel. >> still ahead, workers at the los angeles unified school district strike for the second day in a row. the demands they're making tonight. >> and we continue to track some lingering showers down to the south. plus, more gusty winds headed our way. everything you need to know to repair coming up in my full forecast. less than 20 minutes.
