>> when fun time from the bay area's local news station. you're watching kron. 4 news heading. >> now at 8, another day of cleanup around the bay area after nearly being blown away by that atmospheric river, hundreds of trees are down just in san francisco. power outages stretch from santa cruz county to san leaving thousands in the dark. 10's of thousands in the dark for a second straight night. good evening. thanks for joining us for kron. 4 news at 8. i'm ken wayne and i'm catherine heenan in for pam moore. today's weather, a big contrast to

yesterday's major storm. >> given crews another chance to survey newest round of damage from those 70 mile an hour winds and torrential rain in san francisco. more than 750 trees fell in the city stretching from the embarcadero to golden gate park parks all around the city, lost trees because of the wind and ground oversaturated by all of the ongoing storms public works. crews are working around the clock responding to a high priority areas. first trees are on roads or wires or cars, buildings. >> those got the most attention right away. with winds like that. it's very hard for some weaker trees to withstand that. and if the ground is saturated, it makes it even more difficult for them to to withstand that. >> in the east bay, the richmond fire department says it responded to roughly 100 calls during the storm, including a called this church where the steeple was blown

off. the department says most of the incidents that responded to did not involved injuries. it was mostly property damage. several trees at the open zoo also fell down from the storm. one of those trees fell onto the zoos, new aviary tearing into the mash. the zoo says no animals were hurt, but some animals were taken to the zoo's that hospitals. 6 birds flew through that torn opening and out into the zoo. none of the 6 birds have left the zoo and workers say they're confident they will be to recover, be able to recover all 6 of those birds soon. you're looking at video showing downed trees ball over oakland to there were more than 200 calls for downed trees yesterday. >> the storms were not only destructive but deadly 5 people in the bay area were killed by falling trees. 2 people died in san francisco. at least one died in alameda county. another person killed in contra costa county and one

in san mateo county. tens of thousands of people are still without power. the hardest hit area is in the east bay where more than 34,000 pge customers don't have electricity. >> kron four's grant lotus is tracking the latest on efforts to try to restore power. joins us now here in the studio with with more on all this grant big job. lot of extra crews have been called in. they were already planning for a bad storm, but it was worse than they expected. >> you have the heavy rain, the strong winds, the ground was already saturated from all of the previous storms. power knocked out to nearly half a million pg and e customers throughout the course of yesterday by this afternoon pg and e latest update. they say about 80% of had power knocked out should have it back on tonight. and while most are back online, 80% a lot remain in the dark. look at this down here. this is the santa cruz mountains. each orange square that represents between 505,000 customers who are without it, the boulder creek

area, scotts valley. they have had such a rough year, but the majority of local customers in the bay area that are without power are in the east bay here and look at this. such widespread outages still, the yellow indicates between 5500 customers. the green dots between one and 50 customers. and you have it just up and down. interstate 80 across highway. 24 out in the pleasant hill, they still have problems. the hills above the east bay. there. they are just really dealing with it tonight. once again using flashlights, the peninsula over here would be the other spot hardest hit by the storms yesterday and all the wind, half moon bay over here in the san carlos belmont, san mateo, redwood city woodside. look at that. all that orange. and there's a mudslide that they're dealing with an orange as well. and woodside pg and e says it did colin, these extra crews to try to get ready for

the storm before yesterday's winds really whipped up. they say they had 80 extra crews staged there. but with winds topping 80 miles an hour in some places that sometimes just proved to be too much and even more reinforcements had to be called it. some of the storms have come in hotter. >> then expected in some upcoming cooler this one definitely came in stronger than was expected. and, you know, we saw as we all saw the graphics of the eyes of that storm sort of sitting over the bay. >> kind of stalled out pg and e not the only organization staffing up for the response to this. governor newsom mobilized emergency disaster response teams across the state. here's a look at some of the numbers. you have 4,000 caltrans crew members working. and shifts 24 hours at a time to try to keep the roads clear. get all the trees off the roads. 33 cal fire crews have been mobilized 125 cal guard soldiers and 48 high water vehicles are being

utilized. flood management specialists have been deployed 40 times over the past couple days where water has overtaken areas and more than 470,000 sandbags have been distributed. the state department of social services is also working with local officials to coordinate supply donations and operate shelters. that's a 22 locations. we have more information about all of that on our website. kron 4 dot com. catherine can now back to you. >> thank you. grant to the torrential downpour left to a lot of roads closed wednesday in the north and test. the driver got stuck in a ditch. the highway patrol is reminding drivers to obey those road. closure signs be safe and you can also avoid getting a ticket and a fine kron four's terisa stasio reports from sonoma. >> tilted to the side and engulfed by water. this tesla remained in the ditch. late wednesday is deep. flood waters kept the roadway closed on highway 12 in one. 21 on

afternoon. that's because of a sizable crack in the road. it's near north flynn road 2 right lanes have been shut down since monday. kron four's amanda hari is following the story. she'll have the latest coming up at 9 o'clock that our 4 zone forecast as we give you a live look at a quiet and dry and kind of a wind free golden gate bridge tonight, which is nice to see britney is back. it's kind stuff. at least breathe things looking calm. i know. yes, i would that cameron was excited. i saw this coming. we showed it to 24 hours ago. the sfo. it was a wet mess, right? we had lanes. >> different tone right now. that's the good news. but some areas we're still watching with radar. so taking a live look, you can see conditions much better than yesterday, but that low pressure system still bring us some showers and definitely bringing us those gusty conditions. so a live look right now at radar. this is what's happening. you can see that storm really moving to the livermore area. tracy area, stockton, sacramento, and then up the sierra. so i know we were just talking about 5.80, in

livermore area. we do actually have some sprinkles in that area. you can see it right there. we continue to have that for the next 30 minutes. at least a quarter inch of rain. that's been a problem spot probably for the past hour. we'll continue to watch those gusty conditions as well. futurecast when showing it's not really bad right now compared to what we've been dealing with 50 miles per hour, 70 miles per hour winds. but i want to fast for this caught because it's going to tell you a different story tomorrow. it's going to be dry. but take a look consistently gusty throughout the day. and that's going to be concerned with all of the rain that we've had. all the gusty conditions, additional gusty condition could actually knock down. more trees have already had over 700 trees knocked down. so again, we'll be watching trees being knocked down those power lines and those power poles, thankfully, right temperatures aren't that bad. san francisco, 52 oakland, 53 even down to the south santa rosa, excuse me to the north. we're at 51. so the lows are going to be 37 in santa rosa. that's an you can see up to the north napa. 38, we're just concerned with those lows because we still know as we just told

you, a lot of people don't have power. so so we will continue to update you on throughout the evening. as we plan tomorrow. the good news is not going to be to fog is just going to be breezy. we'll take a look at the difference in changes at all. everything you need on the forecast. plus, snow in the sierra coming up next. >> all right. thank you very much, brittany new at 8 tonight, san francisco police say they found a body in the water near pier. 39 at this time, police say there is no evidence of foul play. the medical examiner will be conducting an investigation. police are asking anyone who might have information to call sfpd in petaluma. police are searching for the driver of this chevrolet camaro that was involved in a hit and run crash. police say the car hit a retaining wall on coal would drive around 1 o'clock yesterday afternoon. that's near waverly drive in south mcdowell boulevard. police say they followed a trail of dark liquid tucker now a drive and found the vehicle abandoned with front end damage. anyone who has information is asked to call petaluma police.

>> ray garcia, the former warden of a dublin women's prison, will spend nearly 6 years in prison following his conviction on related crimes. he was sentenced today after being convicted in december for sexually abusive conduct against 3 inmates and lying to federal agents. that was between december of 2019 and july of 2021. garcia was sentenced to 70 months behind bars and when he completes the person term, he will have to register as a offender bay area state. senator i show a hob is pushing a bill to ban caste discrimination. that would be if first for a u.s. state. she says the bill is about civil rights and human rights. it would add cast as a protected class to the state's anti-discrimination laws. the caste system is a social hierarchy which puts people in richard categories at birth that has origins in india is still found in many south

>> well, you may no getting around the bay area was pretty tough for a lot of drivers yesterday. but the same issue could also be said about cars without drivers. some self-driving cruise cars got tangled up in san francisco last night. at least 2 of the company's driverless cars were caught driving right through caution tape and downed wires conference. gayle ong is live in the city with the pictures and reaction. gayle.

>> yeah, ken and catherine, as we know, there's so much storm damage last night and one car expert says those driverless cars should have detected the caution tape. >> posted on social media show. at least 2 of cruises driverless cars at the intersection of leavenworth clay street in san francisco tuesday night. vote appeared to be driving on to caution tape and downed wires. crews responded saying some of its cars were able to proceed on their own while others needed a team member to come and retrieve them. one expert says this is a serious issue for crews, the sensors, the cameras and the light are. >> and the radar should be able to pick that up. the fact that they didn't indicates that cruises got to an issue that they need to address fairly quickly well, famine and electric vehicle industry, principal analyst guidehouse says it's time for regulators to step up and start establishing standards for these types of systems before they are allowed on public streets. we need a an independent 3rd party that can

set performance standards for things that these things should be able to see >> that you may not necessarily be common, but, you know, that's like downed power lines. you should be able to detect that and respond to that correctly. in this case, the cars got caught up in the aftermath of tuesday's storm. >> that brought heavy winds, knocking down trees in the neighborhood. >> the street was blocked off due to downed muni wires on the same night. this kuz car with its emergency lights on appear to have no issues. many ring around the pulled up behind an sfpd patrol car on baker street and later drove off. but last september crews, driverless vehicles were involved in 3 separate traffic incidents in san francisco blocking streets and a close call with a muni bus. it's not uncommon for autonomous cars to be seen around the city, but it was for daniel veto visiting from out of state. the littles. >> scary. have to say coming from new york. so i know it's it's it's cool. but i don't.

how interesting. yeah. >> and san francisco has allowed autonomous cars to navigate is street since 2020 crews did announce recently it wants to test its driverless cars across the state. live in san francisco, gayle ong kron, 4 news. gayle, thank you for that. tonight, a community in san mateo county is being advised to evacuate their homes. >> as a growing mudslide is threatening to cut off their only way in and out. the mudslide in woodside is blocking half the roadway along patrol road and authorities say they fear the slide could grower the entire road could actually collapse. total of 30 homes could be affected despite the warning to leave. some residents say they're staying put no waiting it out. we i've lived here since i 1980, far. i know the area very well. >> we have accessed lost trail. we can walk out donald trump kings mountain road pushes away from the slide area. so we have has it gone that yard?

>> authorities have not said when an evacuation recommendation will be lifted. >> a tornado damaged several buildings in los angeles county today. and the video shows what looks like a funnel cloud just sending from the clouds there. this was just before noon in montebello. >> the images from the scene. parts of roofs that were torn away, debris in the area. actually one point in this video, c there it is to moving around in the air that's a the good news. nobody was hurt. at least no reports of injuries. and kron. 4 meteorologist brittany begley is here with more on that. >> yeah, i just double check the national weather in california. we have an average of 11 tornadoes a year. so it's a good reminder to always be prepared. and i always like to throw in that nugget. if you have a tornado warning course, you want to stay away from those but yeah, those gusty conditions, this low pressure system just really hammering california, bringing us rain, bringing us or

tornado just bringing us everything up that we don't want. so as we take a look at radar, you can see right now, thankfully, for the most part, we are actually getting a break. you can see that right here. most of the storm has moved to the tracy triangle area. again, i've been checking this area 5.80, still that construction. we still have slower traffic there and we have more than a half an inch of rain in the livermore. tracy triangle area right now. that's been the most active area this evening. futurecast wind still a big story for us. and i just want to make sure that we're prepared because it's not going to be too breezy right now. but tomorrow, the good news is going to be dry. but take a look at your screen going to have those wind gusts. we could see up to 30 miles per hour. you only need to get to 39 miles per hour to knock down a tree. but if those trees have already been hammered with so wind already, that means us more possibilities, knocked down power lines and more power outages. so something we're going update you on throughout the evening and tomorrow, futurecast showing you really the activity again is moving to the tracy triangle area, sacramento and up to the sierra. so right now, thankfully that winter weather advisory in sierra that has

now clear. but it is still snowing in that area. they are checking for chains on 80 sierra forecast showing you those temperatures still going to say the 30. so thankfully we're not dealing with anything like that. i'll say our temperatures right now. they're pretty good. tomorrow. we're looking at 58 santa rosa. >> you can see happen. they will be the 50's. so those temperatures are going to be warmer. that's the good but it's still going to be breezy and that's a concern to make sure to if you have to park your car outside. >> stay away from those trees because we've been showing you like cars smashed with a tree is so over and over and over. yeah, thanks a lot to be aware of. thanks. >> police are investigating a crash involving a pedestrian. they say a man in his 80's was hit by a truck yesterday and died at a hospital today. the crash happened about 10, 30 yesterday morning at the intersection of charleston road and commercial street. investigators say they believe a 2002 ford f one 50 was making a right turn on the charles road and hit the man in and unmarked crosswalk. the pedestrian fell backwards and

it is head on the pavement. police say the driver called 9-1-1 immediately and stayed on the scene. investigators say neither drugs nor alcohol appear to be factors in the collision. anyone who may have witnessed the incident is also asked to call palo alto police. >> take a close look at the man caught in that video. walnut creek police say he is wanted for questioning in connection to a string of burglaries which happened a long been a vista avenue. anyone with information is being asked to please call walnut creek police. and plus gatos. a mountain lion was spotted yesterday in the area of blossom hill road and roberts wrote it was spotted on a fence and a residential neighborhood. fish and wildlife workers initially left alone hoping it would just move on by itself. didn't happen. so the next morning they decided to tranquilize it. it was taken to the oakland zoo for health check and apparently doing well. it has now been released to a mountain lion habitat. still

>> a new audit shows california taxpayers pay billions of dollars in the last 3 years to try to solve the state's homeless crisis with little to nothing to show

for it. the state spent almost 17 billion dollars on homelessness in the last year. that comes out about $100,000. a person. this comes on the heels of governor newsom's pledge of an additional billion dollars for communities that have a proven track record in reducing the number of homeless people, however, are running out of patience. >> we're at a crossroads where public sympathy is wearing thin public outrage is growing. and if we're not able to show meaningful reductions and fast, we're in danger of losing all public support for what we're trying to do. >> governor newsom also announced a plan to build 1200 tiny homes in for communities, including san jose. each home can house up to 6 people. >> well, thankfully we're getting a break in the rain, at least right now, but not a break in the winds. plus, more rain is on the way to give you all the details yo

>> we've had trees down before, but nothing this major, it's just incredible. >> cleanup efforts will continue in the morning until then, dozens of homes will remain in the dark. this is after a huge tree fell on power lines in the east bay hills. the numbers are still being tallied up, but already get this more than 1000 trees have fallen and been counted across the bay area since yesterday's atmospheric river. i'm monica berlet and her family were home tuesday when

a tree came down in her kensington yard. it leveled with the fence. she said and 2 other trees. >> i think the routes might got weekend in the drought or whatever. and in the wind last night yesterday around 04:00pm, there's a lot of wind and rain and we heard this tremendous, tremendous noise shook the whole house. >> for levy says she's a very grateful the tree fell toward the street and not on her home. nobody was injured, but others were not as fortunate falling trees during yesterday's major storm being blamed for the deaths of 5 people here in the bay area. kron four's justine waltman is following that part of our weather coverage christine. well, this storm turned deadly quickly and we've identified now 4 of the 5 victims will start with a tree that fell on a car in the ross more community. that's in walnut creek. it killed the 79 year-old man. >> this happened around 9 o'clock last night. and today the coroner's office identified the victim as thomas who stir of walnut creek. he was a passenger in the car when that tree fall over the driver has minor

injuries. police are saying in oakland they found a man dead inside of a tent after a tree fell on it. this happened near lake merritt at the intersection of grand avenue in perkins street officials have not been able to identify this victim at this time in san mateo county, a large eucalyptus tree came crashing down on top of a plumbing van, which was headed eastbound on alpine road just west of 2.80, near portola valley. the driver has been identified as 29 year-old jesus, cruz, diaz of san jose. and while emergency crews were trying to help him, 3 more trees fell in the same area, barely missing them and barely missed their vehicles and falling trees are also being blamed for 2 deaths in san francisco. one victim is 36 year-old ryan taylor from nevada, the others. 55 year-old chow yun hahn of san francisco. fallen trees killed both of them in 2 separate incidents during the height of

yesterday's storm. also a falling tree hit an on duty. san francisco police sergeant while he was driving a department vehicle right near san francisco state yesterday, we've learned he's a 16 year veteran of the police department is now being treated for life-threatening injuries at the hospital. they're not identifying him now because his family is asking for privacy, but they are saying they're thankful for the well wishes and prayers. i'm justine waldman. back to you can. all right. thank you. justine pothole bought a row residents in monterey county. >> could return to their homes as soon as friday to at least assess the damage and begin cleanup. that entire community was evacuated. march 10th when the paho road river levee breached and left some parts of the town under several feet of water. county officials say there are no active gas leaks and power is back on for most of the community. but officials say water remains shut off and will likely still be off on friday if residents are given the go ahead to enter that evacuation zone.

residents say undeclared health risks and a lack of potable water are making it difficult to return. all right. time for another look at the forecast as we look live at the embarcadero. not a raindrop in sight to. >> we're getting little break. much needed break. yes, i'm grateful to hear you say that. think we're all grateful. they hear you say that. that's the theme right now for some areas still tracking radar. but yes, we are getting that break and we're going to get that break for the next couple of days. we're going to take it so. >> here's a live look at stormtracker 4. here's what you need to know right now. so if you live in the gilroy area, especially near 101, and right there near one. 52, we do have rain coming down for you about a half an inch an hour. so that's going to be gilroy as you make your way up. even up to 101, to morgan hill. >> to the northwest continue to watch rain. this is going to be a more than a quarter of an inch. this is near the livermore area. you see that on the 5 in the 5.80. so traffic could be slow. this in addition to have a coastal flood advisory, minor coastal flooding is going to be concerned. we could see flooding in the lots of

parking lots roads. so flooding expected to affect areas similar to a king tide the careful again where you park this evening. >> futurecast wind. it's not as breezy as it was yesterday, but it's still going to be a concern as we fast forward to tomorrow is going to be dry. that's the good news. but take a look at still going to be gusty conditions. so thursday at 06:00pm, we're gonna says wind gusts up to 30 miles per to the north and think about this trees. i just heard you say more than 1000 trees have been knocked down just all the wind that we've had could cause issues just throughout the weekend. we might have more trees down. so that's going to be concerned in more power lines and power poles, futurecast showing as we take a look at radar thinking, okay, we're at least we're going to get a little bit of a break in terms of rain, but as we fast for that clock changes are headed our way this weekend. those lows are going to start to get really cold and then more rain is headed our way on tuesday. we'll check that out for you coming up next. >> thank you, britain. a california may break the record for the amount of water in its snowpack, which was

last reach more than a decade ago. according to the uc berkeley's central sierra snow lab, the highest recorded snow water equivalent is 72.3 inches that took place during the 2010, 2011 water year. but as of today, the snowpack is currently holding an estimated 6 to 9 inches of water. so about 3 inches away. the snow lab says beating the record will depend on when the snow melts. the recent snow, of course, great news for skiers and snowboarders. some tahoe area ski resorts are extending their ski season into late spring, although some observers think there might actually be activity lasting into the summer sugar bowl, north star will be running list until the 2nd half of april. heavenly and kirkwood will be operating until may. palisades tahoe says it will be open until may 20th and in the central sierra mammoth mountain says it will stay open until at least july. >> indeed, the tech and job search company is laying off roughly 15% of its staff.

that's about 2200 people. the company is based in austin, texas. it does happen office in san francisco. it's not clear yet how many bay area employers might be affected by this. a lot of tech related companies have conducting layoffs over the last 6 months, including microsoft, amazon, google and facebook. instagram users will begin to notice more ads because instagram says it will begin to test ads and search results and those agile pop up. when people tap into a post in the results, the company wants to reach people who are looking for businesses, content and products. the change will roll out globally in coming months. speaking of social media still ahead, tiktokers take on capitol hill. >> ahead of the company's city owes congressional testimony tomorrow. >> also, it is women's history month. we're going to introduce you to a remarkable bay area woman who works to help people in underserved communities.

>> today the federal reserve hinted that it might be done raising interest rates sooner than later. the federal reserve voted to raise rates by a quarter of a percentage point that raised the benchmark rate to its highest level since 2007. it's the 9th straight rate increase, but it's smaller than the rate hikes in the past. the recent banking crisis which saw 2 regional banks fail earlier

this month has weighed heavily on the markets. regulators say it's too early to tell if the banking crisis will cool down the economy enough to bring down inflation for now. federal reserve says it's taking a wait and see approach on any further rate hikes. >> tiktokers took to capitol hill today. they're trying to protect a favorite at looming federal ban. they rallied to lobby for the platform just one day before lawmakers are scheduled to grilled tiktok ceo but concerns the chinese government might be collecting information on millions of american users. >> i think we're at the point where just time to promising there will be new platforms like tiktok. will absolutely come into the space is my concern is with beijing using it as a backdoor into people's private lives. >> tiktok ceo is planning to tell congress tomorrow the company is committed to enhancing user safety and protecting information and keeping the platform free from
