giving us a look at conditions out there. we've got will tran out livermore michael thomas in burlingame keeping an eye on the situation will visit with them shortly. but first want to start with john in the weather center morning yet right here in the weather center. but keeping you updated on if you're going to get wet as you get outside, because as of right now, a lot of us have yet to see the rain falling just yet. but it is about to do so in right in the middle of your morning commute. so if you're just waking up, get that routine said a little bit earlier. so you're not rushing through. what's about to be some heavy rain and some really strong winds this morning. not necessarily super windy just yet the flag there appear 15, nice and calm at this moment. at least it's not going to be so calm here. in a few moments, though, radar shows you the advance of the systems from the south. we do have some heavy rain up in the santa cruz mountains that is set to be working its way further northward here temporarily, as you can see that heaviest of rain is up there in the santa cruz mountains right around gilroy and morgan hill as well. starting to see some activity

picking up on the peninsula as well as into the santa clara valley. this is where we're seeing some moderate showers now to 81. 0, 1, are certainly wet as rainfall picks up in these areas, not anywhere near the heaviest. it's going to be, though, from san jose on up to san francisco bill to 81. 0, 1, are wet and slick at this point. 6 ad as well as 80 across the east bay starting to see an increase in showers too. now temperatures not something to worry about. today is about the only thing you won't be worrying about upper 40's to low 50's for current temps mid 50's for your highs later today. just focus on the rain jacket. something to keep you dry. now we also need to focus on those winds because some of our strongest winds today will top out well over 60 miles per hour. look at half moon bay where we'll be seeing gusts as high as 66, maybe even more than that. now, that's also going to be true for the santa cruz mountains. so keep a close eye on these areas. we're going to have some power outages, downed trees, loss of power to many of these communities, especially closer to the coastline. high wind

warnings and watches warnings in the deeper or in shoe stretching from the santa cruz mountains through even up to daly city watch is in those lighter golden hues taking effect this morning and lasting well through the day today. as far as what we can expect hour by hour, heavy morning rain fall winds picking up after the lunch break and strong winds along with heavy rains into your drive home from work today. it's going to be something that lasts all day long and i will time it out for you as we go. still to come in your full forecast john, thanks for that. well, as you leave your house on a tuesday, traffic is picking up out there. no major issues. as of right now. >> that's going to change. the rain continues to come down 10 minutes into the city with the meter lights on. no accidents hazards. there. our san mateo bridge about 13 minutes, 80 to 101. if you're traveling across towards our peninsula. richmond, sandra fell bridge about 7 minutes and the golden gate bridge about 19 minutes. 37 to the tolls south bay, like jonathan mentioned, where the rain is 30 minute drive. 85 up towards menlo park.

cracking down towards the maze. going take about 17 minutes. you start to slow down a little bit just as your reach in berkeley darya. james, back to you. let's continue our team get out in at the peninsula is going to get a good amount of rain. yeah, it's going to build throughout the morning. people living there, obviously not looking forward to it. they've had a hard time just trying to deal with the massive power outages from last storm in john's talking about the winds this time around. >> potentially causing more of the same you. it's been rainy. let's see if it's windy covers. michael thomas is live in burlingame morning. michael. >> hey, good morning, everyone. you know, the rain is definitely starting to pick up. i'm right near highway 101 just heading southbound. it's behind me near broadway exit. so when it comes to wind, it is a little bit windy, but not significant. but that rain is starting to pick up and move out the way that we can go ahead and get a look over at. well, the highway 101 is looking like you can see cars are moving for the most but it is a little bit dark out here. so you probably can't see too

much. but roads are wet. the rain is starting to pick up. the wind is slowly starting to come in a little bit more of a light breeze. but so far things are looking, ok, we're going to take a 3ittle loop around the area and see if there's anything else that happening. if there's any flooding or anything like that. but that's the very latest in burlingame, michael thomas. it was back live in the studio. all right. well, we know it's going to be 2 windy a soon to hold the umbrella. it's one of those where i like, you're going to need all thank you, michael. >> all right. 604. let's turn our attention to eastbound 5, 80 out in livermore shut down some lanes right now because of cracks they discovered in the roadway. that is really going to affect a lot of drivers this morning. so let's get out and check that out. kron four's will tran is live in livermore with a look. well. >> a slight rain is coming down right now is should pick up in intensity and that's not going to help the crews right behind me as they have been here in the overnight hours. frenetically trying to fix the roadway. the good news is this is the counter commute

direction. as though you're driving to tracy, you can see them right there. they have shut down 2 of the right lanes because of a crack in the lanes. in fact, let me show you video. they discovered it yesterday and they tried to fix it in time for the evening commute. but they could not do it. this is important for them to get it fixed because of the potential mudslides infected, think mudslides actually caused it. and now with more rain, you could get even worse. and that's why they're doing this in the rain to try to get it done. hopefully in time for the evening commute because you on the other side that is westbound. that's the heavy commute. but this when you flip it in the afternoon, be backed up bumper to bumper and less they get it fixed. i can tell you it's bad enough on a perfect sunny day, much less cracks in the road yesterday, james and darya. we're hearing that traffic was backed up as far back as

pleasant n and now with the rain, it could be even worse, which is why they're not giving a timetable when it gets a little bit brighter will get closer. we'll show you. >> all of the cracks on the road. again, the good news is at least it's the counter commute directions. despite all of those cars heading in our direction. >> back to we can be thankful at least for that. thank you very much. well, and the oakland zoo have of the struggles for all of these storms to closed again today. and you can see why the zoo has an ad a full month of staying open. >> this winter because of all the storm damage and they've been working on kron 4. sarah stinson has the latest. >> today is the second time this month the oakland zoo has had to shut down due to the weather and this is on the heels of the zoo repairing damage from the storms we saw in the beginning of the year which shut down the zoo for several weeks. >> seen this kind of storm california literally decades and while we need the rain and

the drought is seemingly near the it certainly has huge national impact on this. it. >> the oakland zoo ceo nick to tells me closing the operation down cost $30,000 a day from loss of admission tickets. the zoo is closed all of january after storms at the start of the year caused major damage, including a massive sinkhole that actually cost us over to know all the time as we were covid daytime and night time for our vets and the zoo is still trying to make up for the financial toll caused by covid restrictions during the pandemic. it's been a difficult 3 years and >> you know, with this economy where it is and the failures of the banks that are taking place. >> we just need a little bit more certainty this time. one thing is for certain for dacia rain or shine, the animals are being taken care medical staff.

and another seriously injured after they were hit on interstate 5.80, in livermore. now this incident happened about 9.30, sunday night. and according to the chp, it all started with some sort of argument or fight between an uber driver and their passenger. the driver took the off-ramp to isabel avenue off-ramp and called 9-1-1 and told the passenger to get out of the car. i think right on the on ramp or the off-ramp. a short time later, 2 pedestrians were hit on that very off-ramp. and we spoke to the chp officer, tyler hahn about what happened. >> both of them were struck by blue honda civic. first. and then moments later were struck again by. big personnel is in vehicle was. and then the other person as >> critical injuries or major injuries in critical condition. and we we actually don't know who that other

person is at this time. >> officer hans as the injured person is not in a condition where they can speak right now. we did reach out to uber. the company says they're working right now with law enforcement regarding this investigation will update you. want to find out more. >> another big story that we're following. san francisco city leaders plan to address the increase in violent fights that have erupted at a local mall with big groups of teenagers and young people. check this out. at the stonestown galleria which is on 19th street near ss stay. and you can see just i'm melee with people to swinging and punching and kicking groups of kids hitting each other. in one incident, a security guard tried to intervene and one kid in another incident was taken to the hospital with serious injuries after being pepper sprayed. the san francisco police say they're increasing their security, as you can see here inside and outside of the mall. still, parents we talked to are worried.

definitely want to be watching very closely throughout the course of the morning commute all day long today to we're going to be seeing varying impacts from this heaviest of rainfall here over the next few hours as we're all taking to the roads this morning, half moon bay going to be one of our very windy spots. also very rainy. still looking at just some light showers there at this moment. infrared radar shows you the moisture plume associated with this atmospheric river to the south of us. we've been seeing the heavy rain and snow for the mountains across southern california. central coast has been seeing it too. bay area. this attention is wrapping up our direction because you can see the center of that low pressure area is dragging this moisture up with it. this is a very rapidly strengthening low. you see the circulation around it going to make landfall on the southern end of the peninsula. it's looking like later on today and along with that, the very strongest of winds with it right there in the santa cruz mountains right along the coastline. going to be packing a big punch today. not just with

this rain, but also those damaging winds resulting in very likely power outages, downed power lines down trees across much of the bay area right now are heaviest of rain is absolutely in the central coast. heavy rainfall there in areas like western fresno and kings counties. also looking at that heavy rain are right there centered up in the santa cruz mountains in santa cruz county down into southern santa clara county around gilroy and morgan hill right now, all that is going make its way up our diredtion. very, very heavy rainfall right along highway 17 just north of santa cruz. some of our worst model projections are projecting as much as 6 inches of rainfall in the santa cruz mountains from this. that would result in flooding along the san lorenzo river already swollen small streams will see even more water getting funneled into them. so some flooding potential down trees in these areas, an area that's already seen so much damage doesn't need any more of this strong storm activity. also seeing some moderate rainfall picking up around santa clara itself right now on towards around

the sky dos cupertino on up the peninsula to moderate showers and to 81. 0, 1, starting to see more activity for the east bay, too. and as you see this intensifies through the morning, 07:08:09am, are very heaviest and most widespread of rain right there in the heart of your morning commute. we'll see a couple peeks of sunshine midday, but a chance of conviction, meaning thunderstorm formation, spotty showers right in the heart of the day. winds picking up into the tail end of the afternoon. very strong winds and a resurgence of heavy rain right in the middle of your evening commute tonight. so both your drive to and from work are going to be a difficult one. as we move into the evening showers continue widespread all across the bay into tomorrow morning. continued showers as well. so this is going to be a system that last well over the next 24 hours, bringing with it over an inch of rainfall for most urban areas. santa cruz mountains at the lightest around 2 to 3 inches of rain. likely to see even a little bit more than that. now, the sierra sierra yosemite national park

southward is going to be seeing multiple feet of snowfall. northern sierra little bit less of a direct hit from the system. winter weather advisories for lake tahoe likely to see 80 remaining open today. now, as far as the bay area goes, this is where strongest of winds will be half moon bay. take a look at that over 60 miles per hour. wind gusts expected as we make our way into the afternoon and early evening tonight. that's going to result in high wind warnings taking effect here in moments from daly city, pacifica, down into the santa cruz mountains. high wind watches elsewhere in the bay highs today will be mild and cool in the mid 50's. so not too terribly cold. just really focus on the rain jacket. something to keep you dry after 11:00am tomorrow. looks like rain should be out. and after that, it's sun and nice needed com weather for the rest of the week into the weekend. rain. well, you mentioned highway 17. if you're traveling from santa cruz, one up to los gatos going to about 31 minutes to make that drive. >> just slight delays a little

further down traveling into the city right now. we've got some rain drops on the camera lens there, 40 minutes into the city and the meteor lights are now on our san mateo bridge about 14 minutes, 80 to 101 traveling across towards peninsula. 101 south bay. 30 minutes. 85 up to menlo park. and even a little further to san mateo and stanford. there not seen any major problems to 80. also looks nice and light for you. there. the drive slow cle and down in milpitas. 24 minute ride 5.80, through hayward still moving at the limit. there. 6.80, through san ramon and pinole traffic is definitely moving at the limit. the kraken out towards the maze about an 18 minute ride darya. james, back to you. thanks. rain and 6.19, and president biden issued the first veto of his presidency. >> the veto rejects a bill that would have reversed a labor department rule on socially conscious, investing that legislation which did have bipartisan support in the senate would have banned the

china's leaders expected to use the high profile visit to present a peace plan to putin. that includes an immediate cease-fire. united states welcomes any initiative that advances they just and durable peace. secretary of state antony blinken says the plan must include the removal of russian forces from ukraine. we've long supported, including ensuring nuclear safety resolving the humanitarian crisis, protecting civilians. and here's how the white house described the relationship between china and russia. so it's a bit of a marriage of convenience. i'd say less than it affection. on monday the biden administration announced the u.s. would be sending another 350 million dollars in weapons and equipment to ukraine. >> this work could actually end right now if russia would would withdraw its troops from the country. the high-profile meeting comes just days after the international criminal court issued an arrest warrant for putin for the deportation

>> 6.29 right now. and let's get back to this storm. yeah. >> it's kind of a it's a doozy j. it's a doozy. and a big one hits blanketing the whole bay area. we've got john keeping an eye on it in the weather center and all your camera shot shows the wet grounds. now there you go. yeah, it's the rain from this one that's coming in right along the heart of the morning commute. about the worst time you could be seeing some heavy rain from a storm system when all of us are trying to get somewhere. and if you do have to work from home option today is the day for it. the embarcadero lou of people making their way along along those wet roadways there you can see the exploratorium in the distance. it's all looking a little wet right now. but rainfall will pick up in intensity already seeing some really heavy rain in the santa cruz mountains down around morgan hill and gilroy 101, is very wet. really. the heaviest impact of rain is going to be along the central coast into the central valley. all these areas here have already seen imminent

flooding and are about to see even more risk of that as the day goes by now for the bay area. all this activity is going to transition further and further up our direction. that means increasingly intense rainfall through the course of the morning. san jose, santa clara sunnyvale, over the mountain view currently seeing some of our heaviest of rainfall at this moment stretching up the peninsula. some pretty solid rain to in all the way up into san francisco, seeing it seeing a little bit upslope occurring on mount diablo right now, which is making for a pocket of heavy rain right here in upper elevations. 6 ad is wet highway. 24 80 in 5.80, in the east bay north bay or a common spot so far. but starting to see some light showers appear direction. definitely increasing. but really more than rain. the biggest impact from the storm is going to be the winds. temps may be in the 40's and 50's but get those rain jackets ready to go. and with those winds, it is going to feel a little cooler than that winds right now. not a breezy us just yet. but look at what happens this afternoon,

especially along the coast, half moon bay, winds in excess of 60 miles per hour happened. they could see peak wind gusts nearing 70 miles per hour. 2. so definitely going to be a windy day for coastal areas. santa cruz mountains, gusty winds elsewhere with 45 miles per hour. plus gusts right along the bay shore, highest of winds in those golden areas. those are high wind warnings closer to the coast and up in the mountains. well, high wind watches in the light or gold right along the bay shore and the east bay rain coming down at sfo in our heaviest of rain through the morning. winds will pick up this afternoon and it will be a pairing of strong winds and heavy rains into your evening commute tonight. keeping you updated on all of it as we go right now. out of rain starting to come down there. so you want to take your time as you're traveling. >> 17 minutes traveling into the city right now and the meter lights are on. so again, you want to make sure that you take your time, leave the house with a lot of extra time for yourself. 70 min, right? traveling across towards the peninsula are slowing down their bit. a richmond center fell bridge about 8 minutes tolls to 101. as you travel

out of richmond and the golden gate bridge, a 20 minute ride. 37 to the tolls are really starting to see the rain come down. we're still down along 17 northbound scotts valley. we do have an accident there. so drive times. 37 minutes from one traveling up to los gatos. 85, let's also check on things. if you are going to be traveling along highway 9 this morning. remember, things are pretty slick. so definitely drive slow. all right. james, back to you. thanks. a lot >> ok, let's take you to the east bay now then talk more about the rain and the traffic combining right now in livermore to spell kind of a mess for some were talking about eastbound lanes of fire. yeah. eastbound into 5.80, the noncompete direction. there's some blacks that have developed. >> you did say 9 come use so that might help. but let's actually find out from the ground. will tran is out there in it right now this morning in livermore. well, what's going on? >> it's raining now. no doubt about it. john shrable was

absolutely pinpoint at around 6.30. you said it would come down and sure enough look at my jacket and those drops are getting bigger by the second. and that is not helping those cracks on the roadway. this is past north glen road. and yes, this is the counter commute directions. easy for us to say when you're not stuck in traffic. but look at those cars, bumper to bumper as they are heading towards the tracy direction. those crews, they are frantically working. obviously it's too late to save the morning commute, but they're hoping to save the evening commute. let me show you the cracks on the roadway. they were discovered yesterday afternoon. they sent crews out here and they tried to save yesterday. afternoon's evening commute. but that wasn't done because we do know that the traffic was backed up all the way past livermore, touching the outskirts of pleasanton. and that was when it was not raining. now, when you add just on a perfect day is bad enough. but then you add the

wind that john was talking about this afternoon as well as the rainfall. and you will see a messy situation unless they get this problem fixed. and that right now, james darya, they don't have a timetable. they believe it was mud slides that caused the cracks on the roadway and they have to get that fixed because with the heavy rainfall, potential more mudslides, we'll make a bad situation even worse. back to you. >> thank you very much. well, >> and let's continue in burlingame, where residents who live along el camino real are really worried about the rain coming down and knocking down more treatable. don't forget it was one week ago. >> well, last tuesday storm a storm or 3 eucalyptus trees came down, damaging homes, damaging vehicles. i do want to see that again. here's the thing. caltrans went out and inspected the trees to see which ones are safe and which ones are not. and so far, only one tree has been removed force. dan curran takes a closer look. >> harbor is hired by caltrans

spent monday evaluating the safety of the eucalyptus trees. that line el cacino real in burlingame during last tuesday storm 3 of them near edge hill drive estimated to be more than 150 feet high. and 83 inches across came down, damaging 3 vehicles and 2 homes, including stephanie infant. he knows we never imagined that they would actually fall in our house. we always felt like they would fall into the streets. >> and they. >> they hit our home and it was terrifying. this analysis of the safety of the eucalyptus trees along a 2 mile stretch of el camino real in burlingame began on thursday and saturday at eucalyptus tree near the 3 that fell was removed. a red tag, certain trees, the tree that was of him in danger was listed as one of the top 3 trees of the street that needed to be removed. >> and they they had determined that had rocked and had been lifting as well to since saturday. not a single tree has been taken down. in

fact. >> caltrans won't say how many of been determined to be unsafe. what these orange markings on several of the trees mean and what those who live in striking distance are supposed to do during tuesday's next round of storms were nervous were very you know, there's a lot of impact that happened on the specific corner this corner specifically has had issues with flooding. the storm drains had been clogged that for the curve has been crushed here as well, too. so it's not even just the water that's coming in off the street. it's also the winds that were very much worried about right now. and despite the fact that caltrans was able to take down one of the trees in just a matter of days, they say it's a bureaucratic mess to take down any additional trees. it involves a biologist and a birds survey and coordinating with pg and e and coordinating with the city of burlingame. >> the bottom line is those who live near eucalyptus trees appear to be on their own for the next round of storms. in burlingame. dan kerman kron. 4 news.

home with proper charles clifford. with a closer look at the sentencing. >> well, almost a year after the bizarre kidnapping of a 3 month-old here in san jose. the people responsible have received their sentences. on monday afternoon. 44 year-old you send want pay. ramirez was sentenced to 13 years and 4 months in prison for the kidnapping of 3 month-old brandon quay our last year. >> ramirez says former romantic partner, 28 year-old jose roman port. was sentenced to 5 years in prison for aiding her in the crime. the pair is believed to have taken young brandon from his grandmother's home on april. 25th authorities believe ramirez intended to raise the boy as her own. the kidnapping kicked off a frantic three-day search that ended when brandon was found safe inside court. he owes apartment in san jose. >> our job is to protect the most vulnerable and innocent in our community. and it's hard to imagine a more innocent or vulnerable victim. then 3 month-old baby brandon last august, both ramirez and

portillo who were facing kidnapping, burglary and conspiracy charges entered no contest pleas in exchange for lighter sentences. >> in a tearful statement to the court on monday, ramirez confessed to the crime and said she was sorry, adding that her actions were not only illegal but immoral. ramirez is defense attorney also said she comes from a broken home but claimed that she was not beyond redemption. >> she's damage like i pointed out, she needs to be fixed and she can be fixed. she doesn't lack empathy. she doesn't lack remorse. she's someone who has been through very traumatic things. herself. statements were also read from the family of the young victim. >> brandon's mother said they fear that if ramirez has ever set free, she could try to seek revenge on the family of one of the statements that was made was that the sister of brandon do cannot stop crying anytime he is not with her. she's crying. she's worried that he's going to be kidnapped and they're just generally worried for his safety. and finally, jose portillo also made a brief statement today in court saying that he was sorry for the pain and the damage that he caused. young brandon's family.

>> 6.44 right now and this is a rain is just sitting here just sitting and since been, i guess. he's been because we've got some good wins going with the yeah. this kind of rotating around. expect. john is joining us from the weather center. kind of break down what we'll expect out of today's system, john. yes, ben is a good way to put it today because, yeah, these winds are going to be brutal, maybe even packing more of a negative impact for the bay area least. then the rain even will because it is going to be significant winds out along the coastline and up in the santa cruz mountains where we're at right now, rainfall is gradually increasing the golden gate bridge. you can see the camera there moving just a little bit. winds have yet to pick up a ton just yet. that's going to be later on today. this afternoon, rain falls picking up, though, at the golden gate bridge. right we can see the showers generally working their way northward. now, the center of this atmospheric river here in your infrared radar is really centered up in southern california. la and san diego

are going to see the greatest impacts of heavy rain up into the big sur coastline. now, even though the moisture plume is center to the south, there is a very rapidly strengthening low pressure area that is centered up right here in the bay area. you can see that center of circulation right here spinning just off coast is going make landfall today right there in the santa cruz mountains. and along with it, some really heavy rain and some really, really strong winds. that's why i'm saying these wind gusts may even cause more damage. then that risk of flooding, at least here locally you can see are very heaviest rains on the west into the central valley as well as up into the santa cruz mountains. a lot of areas along the central coast and the central valley are already in the midst of flooding. and now we're going to see rapidly falling rain right on top of those flooded areas that's going to result in some major concerns for these spots. santa cruz mountains, you had your no shortage of flooding as well. san lorenzo river, smaller streams up in the santa cruz mountains likely to see rapidly increasing water

levels today. some flooding risk in these spots, but those winds will also be a huge concern up in the mountains and right along the coastline. right now, the rain is increasing for the santa clara valley, san jose santa claire over to sunnyvale in the midst of some moderate to heavy pockets of rain. really? the heaviest of it, though, is still up in those upper elevations. moderate showers further north from there. we just a few pockets of heavy rainfall moving over mount diablo and now on up into solano county, lighter showers further north up in the north bay. but all this energy spreads further north in right in the heart of the morning commute between 7.38, to 09:30am, expecting some of our very heaviest of rainfall in one of our busiest times of day for our travel. now we will see pockets of sunshine into the afternoon. interspersed by dark clouds, chance of thunderstorm development and a resurgence of heavy rain. right in the midst of your evening commute tonight, along with our winds really picking up around this time. this is also going make

for a rough drive home from work today. very heavy rain on already saturated soils. some very strong winds likely some to breeze trees falling into roadways, especially along the coast and up in our mountainous areas. showers continue overnight into tomorrow morning. and you add it all up in most urban areas will how well over an inch of rainfall, the santa cruz mountains, some models projecting as much as 6 inches of rain. that does happen. that would result in the worst of those flooding impacts for the sierra nevada. you 70 southward will see multiple feet of snow fall and winter storm warnings. you go north of there in the impact a little bit less. i-80 and highway 50 will be impacted by multiple inches of snow but not as direct a hit as the southern sierra will be seeing. future cast of wind showing you that winds at half moon bay, some of her most significant well over 60 miles per hour towards the late afternoon, santa cruz mountains much the same. these areas will be under high wind warning starting here momentarily and high wind watches for much of the rest of the day. mid 50's for your
