after their hit on 5.80, in livermore late sunday night. plus, violent fights to been starting at a local shopping center involving large groups of teenagers. and they're all captured on cell phone and it was a beautiful day today, but big changes to the weather right around the corner. good evening. thanks for joining us for kron. 4 news at 10. >> i'm ken wayne and i'm grant lotus in for pam tonight. want to get right to this storm. the wet weather headed our way. kron 4 chief meteorologist lawrence karnow joins us. lawrence, a lot of rain and then the winds too as well. yeah, i think the winds may be the built most devastating park of the storm that's headed our way again. remember not too long ago. we had that other storm. quite the wind event and just damage show widespread. what we're looking for that potential again as a bomb cyclone developing off the bay area. that means this is rapidly intensifying in 24 hours. this again latching on all that moisture coming up at the tropics in the hawaiian islands. >> the atmospheric river now setting itself up that area of low pressure deepening. now on

the backside of this storm system. and here we go again. so that's what we're expecting to put this into motion here. and you can see the rotation as that low comes creeping in right along the coastline. and that's what makes a storm system so dangerous. it gets a very close right along the coast. and that means we're going to see these fierce winds just ripping along the coastline by tomorrow morning and continue to intensify. i think in the afternoon a 40 50 mile an hour gust, i think going to become a common coast side and we could see some 60, maybe some 70 mile an hour gusts, especially along the coastal mountain ranges. and of course, that could be devastating for many of the trees and power lines out there that could once again come down. so to go along with that to, of course, we're going to see plenty of rain. i think the main front will come through tomorrow morning. so the commute, if you're headed out early on to get the winds kicking up, but the rain will be going as well as we head through the morning hours. the commute may be a little bit of a break up with the core that low moving so closely, expecting to see some thunderstorms popping up around the bay area to the another branch of rain moving

in by tomorrow evening. so it is going to be a stormy day around the bay area. no getting around that. here's latest forecast on some of the gusts as we head through the night tonight. fairly calm and then you see those winds begin to wrap up by tomorrow morning. and then by tomorrow afternoon with is just ripping along the coastline. these bottles right now paying some gusts of 50 plus miles an hour in places like half moon bay elgar, not of seeing a lot of damage there. you've got to watch out in those spots with a lot of trees. and of course, in the santa cruz mountains, but also in the east bay, too, looks like this is going to be a mainly golden gate bridge on southward event, but everybody can be more rain is on the way. guys, back to you. >> all right, lawrence, people living along el camino real in burlingame say they're on edge tonight is this storm is about to hit us during last week's storm on tuesday. you at 3 big eucalyptus trees that came down. they damaged homes and vehicles. today, caltrans said it is still determining which other trees along the road. there are unsafe as the storm

gets set to move in. but so far, only one tree has been taken down this past week. several, though, been marked with orange paint the caltrans wouldn't tell us what that means or how many trees have been determined to be unsafe. >> it makes you really nervous to be quite honest. and i think that with the power of these storms that we've seen come through here. the the trees and and, you know, the instability of them have made people really nervous. so we're just hoping that this storm will not the as bad as the other ones and that everybody stay safe. >> and then there's this. caltrans says, taking down any additional trees is a bureaucratic mess involving a bird survey biologist as well as coordinating with pg and e and coordinating with the city of burlingame. meanwhile, the oakland zoo is closing its doors tomorrow because of this incoming storm. it's not the first time the zoos have shut down. in fact, it hasn't had a full month of being open.

>> this winter because of the wet weather and storm-related damage. kron 4 sarah stinson spoke with the ceo of the zoo to see just how much of this bad weather has been hurting. the bottom line, sarah. >> yeah. tomorrow be the second time this month. the oakland zoo has closed its doors due to the weather. and this comes on the heels of the zoo repairing damage. lots of damage from the last wave of storms which actually force the zoo to close for several weeks. >> the oakland zoo is closing its doors tuesday as a precaution due to another atmospheric river hitting the bay area. the latest closure adding to the financial hardships. the zoo is already facing. seen this kind of storm california in literally decades and >> while we need the rain and the drought is seemingly near the it certainly has huge national impact on. was it? >> the oakland zoo ceo nick to tells me closing the operation

down cost $30,000 a day from loss of admission tickets. the zoo is closed all of january after storms at the start of the year caused major damage, including a massive sinkhole that actually cost us over to know all the time it. >> we were covid daytime and night time for our vets and the zoo is still trying to make up for the financial toll caused by covid restrictions during the pandemic. it's been a difficult 3 years and you know, with this economy where it and the failures of the banks that are taking place. >> we just need a little bit more certainty this time. one thing is for certain for dacia rain or shine, the animals are being taken care medical staff. animal keepers and that staff working care of so the animals are going and ride a quite obviously. so. >> but we would love to see the zoo opened for the. >> people come back. if you're planning a trip, you can expect to see some new

attractions last few weeks. we have some new york babies that were out of, know, even during star where they are come out you know, see all the animals at the i honestly love seeing people as well. >> and the oakland zoo ceo says before a visit, always check the zoo's website to make sure they're open. and if you have reservations for tomorrow, you'll be refunded automatically. refunds. take about 3 to 4 days to process. i'm sarah stinson reporting back to you guys. all right. thanks, sarah. another big story, violent fights of interrupting at a local shopping center in the bay area involving big groups of teenagers. and these fights are being captured on. >> cell phones, the brawls are happening at the stonestown ball in san francisco right in the middle of the afternoon. city agencies and local officials are getting involved saying these must end before someone gets seriously injured. one teen was taken to the hospital last week. >> kron four's theresa shows

us the fights and what actions are underway. and we want to warn you, some of these acts of violence may be considered disturbing. >> a violent brawl inside a bay area. target store is caught on video. this was at the stonestown galleria in san francisco. you can see kids aggressively punch kick and slap a young man in the green jacket. the person tries to get away. but the crowd follows who continues to attack. another video shows a girl going after another violently pulling on her despite a security trying to pull her away. and then there's this. countless teens just pummeling one another inside the mall's common area. all of these, according to the san francisco police department happening between wednesday and friday of last week. >> motive what led up to these altercations are all part of our investigation. that is san francisco police department spokesperson robert wu aca. >> he says in yet another fight, kids started spring each other with pepper spray and one was so injured. they

had to be taken to the hospital on monday. city officials, including the san francisco police members of the da's office school district officials, juvenile system and supervisor myra melgar whose district includes stonestown met to discuss how to stop these fights. upping center has increased security personnel. >> and we have increased patrols in and around the shopping center. shoppers say that they have seen the videos and are horrified percent of really on comfortable. i just got out of time. but when they all walked in after school, >> and i i comfortable being in there that had 2 teenage daughters. again, not hang out here a lot, but it did give me. >> was in kind of been the things. least you have to have a conversation about what to look out for to a spokesperson for supervisor melgar tells kron 4 she plans to call for a special hearing. >> tuesday during the san francisco board of supervisors

meeting to come up with some strategies that they can turn that we we have is that. >> these incidents are being recorded on on cell phone video. and so we're trying to understand how much of it of incidents are being motivated by. >> the public display of violence. >> terry says stasio kron, 4 news. temperatures go. police are looking for the person responsible for shooting a man on a muni bus. that victim tonight is recovering in the hospital. >> shooting happened yesterday near mission and 13th right around dinner time. that's in the dubose triangle area. a witness says this thing started as a disagreement between the 2 passengers that led to multiple shots being fired. >> for 2 men arguing on the when i got an 16, the mission and by the time we got to this stopped, they were other names

and that shooter had challenge the other 2 get off the bus to fight and so the purse, the victim did make that move. >> and as soon as he got close the door and the door open. >> as of now, there are no reports of other victims. officials say the suspect involved in the shooting got away. this is the second dangerous muni bus incident within the past 5 days. you may recall last week a 12 year-old allegedly stabbed a 15 year-old on a muni bus near union square. that victim is still recovering tonight from life-threatening injuries. one person is dead. another is seriously injured after they were hit. this is on interstate 5.80, in livermore late sunday night. the highway patrol is investigating the accident. kron four's amanda hari explains what led up to it. >> and we're officers stand right now in their investigation. >> a california highway patrol officer tells me this all happened after one of the

pedestrians was dropped off by their uber driver. they say they still don't know where the other pedestrian came from. >> california highway patrol officers say 2 pedestrians were hit on interstate 5.80, in livermore around 9.30, sunday night. they say it started with a fight between uber driver and a passenger. the driver felt unsafe called 9-1-1. pulled over. driver asked the person to get out of the car. >> i heard that the passenger climbed out of the window soccer officer tyler hahn says the uber driver did take the off-ramp for isabel avenue and was not on the freeway when the passenger got out. >> a short time later, 2 pedestrians were hit on the off-ramp. most of them were struck by. >> blue honda civic first. and then moments later were struck again by. big personnel is in. goal was. and then the other

person as >> critical injuries or major injuries in critical condition. and we we actually don't know who other person is that officer, hans, is the injured person is not in a condition to speak right now. he says everyone is cooperating and no one has been arrested. kron 4 reached out to uber and they say they're working with law enforcement on their investigation. >> reporting outside of california highway patrol amanda hari kron. 4 news. >> san jose police are on the scene of a crash that injured 2 pedestrians, one of them suffering life-threatening injuries. police say it happened around 4.40 this afternoon in the area of larkspur canyon drive and stony creek place. they do not say how the crash happened or what led to it. they also don't make mention of the status of the driver involved. >> almost a year after the kidnapping of a 3 month-old in san jose. the people responsible have received their sentences. 44 year-old

use well loop 8 ramirez was sentenced to 13 years, 4 months in prison today. her former romantic partner, 28 year-old jose rome on par t o was sentenced to 5 years in prison. the pair is believed to have taken young brandon kwai are from his grandmother's home last april. that spurred a frantic three-day search ending with brandon being found safe. in part he owes apartment in san jose. authorities say they believe ramirez had intended to raise the boy as her own both and ramirez apologized in court today for the pain and damage caused to young brandon's family. >> a 16 year-old boy and 23 year-old man have been arrested during a ghost gun and drug distribution investigation during last week's arrest, san jose police say they found 5 ghost guns and lots of illegal drugs. you see a bunch of that. their police say 26 year old. erick diaz ramirez, who is a convicted felon with supplying the teenage suspect with the weapons and drugs. detectives

say they also found out they say the teenager had been in possession of a loaded gun at independence high school during school hours. ramirez has been booked into santa clara county jail in numerous weapons and drug possession charges. san jose police arrested a man suspected of killing his own father on saturday morning. officers say they responded to reports of a suspicious death. >> near the intersection of fontaine road and flanagan drive. that's where police say they found the victim was pronounced dead at the scene. investigation led to the arrest of the victim's son. he's been booked on homicide charges. the motive and circumstances surrounding the incident are in red under investigation. the name of the victim and the suspect has not been released. this is san jose's 6th homicide of the year. a legacy business in oakland was targeted in a burglary overnight. everett and jones has been around for 3 generations and their owners say they vow to keep their doors open despite this setback for zell sogomonian

spoke with one of them and joins us now live in the newsroom. >> tough night. >> certainly there restaurant in jackson square was ransacked by thieves overnight and their grandmother actually open the legacy business more than 50 years ago. there are now for everett and jones locations, bay area wide. we have video from the jackson square location after burglars broke the glass at the front door at around 03:00am and we're told they made their way to the office and took off with some money part owner. and, you know, moore says her family is disappointed for many reasons given their commitment to their community. >> we feed the community. we hire the we love our community and you know, they tried to rob us of our joy. we were going to stay in oakland, but i just want people to know they want to help us. they can help us. now. so when the people that they did not. the robbers that they did not the >> executive director of the

jack london improvement district says that they're nonprofit stands ready to help with the cleanup and the cost of the glass repair. adding that oakland's mayor is working to organize for more foot patrols by officers in the business corridor in the newsroom. ella sogomonian kron. 4 news l a thank you. in national news tonight, president biden has issued his first veto since he took office. >> the veto blocks a bill that would have prevented retirement plans from considering certain environmental and social issues when picking investments, including climate change. 2 democratic senators crossed party lines to pass that bill, which house republicans said was meant to prevent retirement fronts from being politicized. republicans currently do not have the 2 thursday need in both chambers to override the president's veto. new york police are preparing for a possible indictment of former president trump tomorrow. crews today. >> replacing barricades around a manhattan courthouse in preparation for what would be the first ever criminal case

against a former or current u.s. president trump ally robert costello and former attorney michael cohen spoke to reporters asked or after testifying before a grand jury. robert sherman has the story from new york city. that's why i went in there today. >> to tell these people the truth about who the real michael cohn is. a last-minute witness called to testify in the so-called hush money case of former president donald trump. robert costello, the former legal counsel for rudy giuliani costello w s also legal counsel for the 45th president's former fixer, michael cohen. the key witness for the prosecution in this case who allegedly paid star stormy daniels the $130,000 in hush money to bury her story of an affair with former president donald trump costello testimony occurred behind closed doors in front. the grand jury intended to discredit cohen in some capacity. the 45th president also taking a shot at his former fixer calling cohen a court convicted felon jailbird and cereal fake story teller and liar declaring the whole

investigation to be a quote, witch hunt in light of the former president claiming he would be arrested tuesday and calling on his supporters to protest supporters could be seen rallying in front of trump tower monday. new york police now readying barricades near the courthouse. in case things boil over. neither the district attorney nor mister trump's own legal counsel has been able to confirm that he actually will be arrested tuesday, but his attorney did tell newsnation's dan abrams, he believes the 45th president will be indicted. you know, it's becoming more probable. i think >> but the one thing i still hold on to its hope that justice will prevail if that were to happen, there are many questions about how the former president would be brought in. >> since it's uncharted territory, it will be the first time it's ever happened. >> love or loath donald trump. it's a sad day for america. mister trump will be processed like anyone else if indicted mugshot, fingerprints and a dna swab included. but the secret service is expected to be there every step of the way guarding him and they won't go

>> disney is reportedly planning on massive cost-cutting, which includes layoffs, until the proposed budget cuts and identify candidates to be let go with at least 4,000 positions on the chopping block. the cutbacks are expected to take place sometime next month. the company reportedly wants to save billions of dollars by restructuring and cutting content from disney. plus, espn and hulu. more job cuts to amazon. today the company ceo announced another 9,000 jobs will be lost. that's on top of the 18,000 lost earlier this year. the cuts are coming to web services and tech

solutions. those sectors and they're said to be going to take place in the coming weeks. coming up on kron, 4 news at 10 bay area seeing a rise in attacks on postal workers. how the post office >> is responding. plus, mark continues to try to get more people to ride the train, how they're using a heavier police presence to increase ridership and california state workers are calling for better pay as governor newsom finishes up his state of the state tour. and the calendar says it's winter wants to a big comeback. in fact, we're going to see more rain and wind tomorrow. more after that forecast coming up.

>> california's largest public employees union is demanding the governor increase wages for hundreds of thousands of state employees say argue as costs go up, so should their wages. capitol correspondent eytan wallace joins us with their message and but if anything, the governor is saying about it. well, the governor is not saying a whole lot on this, but state employees are. they say they feel underappreciated and underpaid >> the >> fight is on fight. the state employees say it's all about wages. this group is just a handful of the nearly 100,000 state employees

represented by seiu 1000, california's largest public employees union. the union is set to meet with senior newsom administration officials next month to negotiate a new 3 year contract before official bargaining takes place. they want to send this message to the governor. many of us cannot afford to support our families as state employees. those here estimate about 15,000 state employees earn the minimum wage to $15.50 per hour. they want to see that number improve. they also point to this 2023 uc berkeley report indicating more than one-third of state employees represented by seiu 1000 earn below the $30 per hour wage. mit scholars have deemed necessary to support a family of 4 in the state of california. and it's a struggle being a state employee. i should have to worry about.

>> california >> department of motor vehicles employee tammy rodriguez was filled with emotion as she described living as a single mother unable to pay for basic necessities. amid inflation. it has been very challenging every day, especially through the pandemic. yeah, groceries have gone up yet. when we still like i said, i could state $20 and get, you know, couple bags now it's like $150 just to get a few bags in its site. >> that's not even you so what percentage increase is seiu, local 1000 asking for? >> well, union representative stress, they will not share that info ahead of negotiations, but they made clear they will ask for raises across the board. of course, it all comes as the newsom administration prepares for a projected budget deficit of 22 and a half billion dollars if not more. but those here argue that is not an excuse as they begin what they call a fight for living wages enough to just maintain us and not have to have that stress just enough to get us to every day. >> reached out to the governor for his side to all of us. but his office says he does not comment on pending contract

negotiations reporting at the state capitol. wallace kron. 4 news. >> number 4 zone forecast as we give you a live look at what looks to be appears to a nice calm, placid sfo tonight. >> well, that could be true. and this could also be true that tomorrow morning's commute will lay. hsus is the setting us up. large joins happy spring. >> happy spring. you guys says we get ready to head right back to wintry weather. that's right. we've got an intense storm that's really begin to intensify rapidly off the coastline, headed in our direction out today was a beautiful day. we had a lot of sunshine all the way the coast and well that has turns out to be it was just a mayor is we've got the looks like a return to very wintry weather as we head in toward even tomorrow morning. the commute right now, not bad at all. the golden gate bridge. see the flags out there right now. not even waving in the wind by tomorrow morning. that all changes these winds are really going to ramp up. temperatures are running a little bit below the average. in fact, some places much as 7, even 9

degrees below the average for this time of year. usually we're in the mid to upper 60's in many spots, but not even this afternoon. the winds. here's the forecast. watch. it happened. just a gentle breeze right now. you can see the onshore wind out of the west in the san francisco and san mateo. but watch what happens as we head through the night. all of a sudden start to come up on the south. then those winds ramp up tomorrow morning. and boy, it really gets ripping into the afternoon. some of the models now see all the areas shaded in purple, gusting over 50 miles an hour and a half moon granada got to watch out for some wind damage there. even in the east bay, you could see some tree limbs coming down with some very gusty winds, too. so that's the weather service has issued a high wind watch tomorrow from 07:00am until 09:00pm tomorrow night. mainly really the golden gate bridge on southward. and that's because that low's going to swing off the coastline, bringing the strong winds in this direction. i think especially the santa cruz mountains. some places may see gusts as high as 70 miles per hour by tomorrow afternoon. so right now, not all that bad. you see the

latest outside right now. really a pretty nice weather, but off the coastline. that all changes, though. you can see the storm system really deepening. now you can see this area of low pressure spinning around. this is what's going to be right off the coastline by tomorrow morning. that will be the driving force behind the storm system you see right here. so you kind of just rolling along the forecast model and spinning around bringing those heavy gusts along the coast. some heavy rain to go along with that, too. so that's going to be quite a storm and we're not going. and there we've got more on the way temperatures the a lot of 50's outside your next 10 days as we look outward into spring much cooler than normal, right? the weekend. slight chance of showers on saturday. more rain expected on monday. and of course, is to get to be that time of year. now, do we look forward to some baseball and some nice weather, farmers worried about the cross this time of year. things are starting to bud and but you get rains like this and then some cold temperatures on top of that that will cause more sure. good point. which he had better news. yes, i thanks for being honest. i'm always

trying to be lawrence. okay. >> there is new funding for affordable housing in the east bay. 63 million dollars will be put into building hundreds of new houses in oakland, including in chinatown. adams point west oakland, heights park and most mont oakland city council members say this investment is long overdue. >> critically oakland residents want to see are actually being met, but projects that are viable and our shovel ready and can provide the units necessary to address this critical critical time. and we need more affordable housing than ever. the money is coming from measure you. was passed by voters last year. it authorizes the city to issue 850 million dollars. >> to fund affordable housing projects, transportation and other infrastructure. how to handle reparations comes with many thoughts and opinions. but there is one proposal from san francisco leaders now that would include a 5 million dollars payment to every eligible black adult in the city.

>> that proposal is among more than 100 recommendations in a new report, which also include the elimination of personal debt and tax burdens, guaranteed annual income of at least $97,000 for 250 years and homes in san francisco would cost just one dollar a family. some of the draft ideas for eligibility include being 18 or older and identifying as black or african-american eligible requirements are still being finalized. the board of supervisors is still working out how they actually pay for this. >> my job is to look at all 111 recommendations and make sure that we come up with a plan that's going just the inequities that exist for the black community here in san francisco. that addresses, of course, the wealth gaps and that exist for us here and going. that's what i'll continue to focus on looking at all of them. coming up with the best solutions for black people. >> san francisco's reparations advisory committee was created in 2020. meanwhile, the

president of san francisco's naacp says enough waiting and it's time for the board to stop making what he feels are false promises. >> we need action and not not verbiage. but action is based on. practical steps deliver it reparations. with cash. that's the and all the other services. and we deserve help. it. >> reverend amos brown says the city needs to focus on critical areas like housing education and health care when determining reparations plans. a final report from the city appointed reparations committee is due in june. the board is set to meet again on the issue in september. tonight, we're learning supervisor walton will introduce a 50 million dollar budget for an office of reparations said tomorrow's board of supervisors meeting. bay area seeing a rise in attacks on mail carriers this

year. workers are reportedly being robbed at gunpoint and having their mail stolen. >> tonight, postal officials are condemning these acts of violence. >> no letter care should have to come to work, if this is the day he or she should would be robbed. you know, i'm just for doing their job. there will be no stone left unturned in our efforts to identify, find and arrest anyone who would sink so low as to rob a carrier on the route. >> the robbery of a postal worker is punishable by up to 25 years in prison. officials are asking you to keep an eye out because when checking your mail and report any suspicious activity you see. >> more police are now patrolling bart trains. bart pd says it is increasing police presence on trains and stations by redeploying officers getting them out of their patrol cars, putting them on trains. this is part of the transit agency's effort to bart riders to try to get people back, riding the trains and make them feel safe.

>> we have to get people back on bart and paying those fares. in our survey of employers. they could not be more clear. employees are not writing in part because they don't think it's safe. >> but ridership has struggled to get back to pre-pandemic levels. i'm in close really so far this month. part traffic. it's about 60% lower than it was in march of 2020. take a look at this about 10,000 empty wine bottles spilled onto 101, after a crash today, chp says a semi carrying the bottles was traveling northbound when it crashed into a guardrail. this is in geyserville. the right lane was closed for a few hours for cleanup and guardrail repair. >> kron four's putting the focus on fentanyl and soon california could begin making its own supply in a key tool used to fight the overdose epidemic. governor newsom

announcing a plan to invest more than a billion dollars for fighting fentanyl. an opioid switch could include manufacturing. naloxone, also known as narcan. parts of that plan are being applauded but others are being questioned. kron four's rob nesbitt has more. it's a lot of money that governor newsom is putting into his plan, but he says it's necessary to save lives by preventing overdoses. >> in reversing them to the state's own version are can when talking about the opioid crisis, you have to talk about the importance of naloxone commonly referred to as narcan. it's used to quickly reverse an overdose in california has plans to manufacture its own version of the drug is a serious issue and do not as a parent do not think for a second. i don't sleep over this. we take it very, very serious. haven't any the overdose prevention and education project in san francisco is the largest single city narcan distribution program in the country. it's overseen by the national harm reduction coalition capacity building manager for the coalition.
