noelle bellow that shooting happened just before 6 o'clock this afternoon on mission. >> and 13th streets in need to boost triangle area. a witness says the man was shot multiple times after being involved in an argument with another man while riding the bus. the victim rushed to the hospital. his condition still unknown at this time. police say the shooter has yet to be found anyone with any information about this. >> is asked to call san francisco police. this shooting comes just days after a 12 year-old kid was accused of stabbing a 15 year-old on a muni bus near union square. police say the victim now recovering from life-threatening injuries. the 12 year-old arrested is also being investigated for an unrelated stabbing and robbery incident the week before. >> drivers on the golden gate bridge bit startled this weekend. chp says around 100 motorcyclists participated in a sideshow saturday afternoon.

some of them stopping to do stunts while others just seemed to hold up traffic. it happened around 3.30, in the northbound lanes on golden gate bridge. the stunts continued on to fort point. chp, a national parks cited just one of the writers. >> we have some new video tonight at 10 o'clock in early morning sideshow in oakland, this is video from the citizen app just after midnight this morning. you can see cars doing donuts. they're a bunch of people hanging out in the street. this is at the intersection of hanna and peralta streets in the cities dog down neighborhood. at one point, everyone scrambles back to their cars, creating a bit of traffic just before opd arrives to clear the streets. >> we want to get your check of your 4 zone forecast. you saw on that video. streets are pretty wet last night. this is a live look at the bay bridge tonight. things a little drier this evening before another

round of rain coming for us. are all just a breeze. rodriguez got all the information on their den and well, yeah, let's take advantage of the calm before next atmospheric river storm because >> we are going to get a break from mother nature tonight and it's going to last all day on monday. so plan ahead. >> first official day of spring as well. and as you can see, that drying trend well underway this evening. but we are tracking our are out in the gulf of alaska and now making its way towards the pacific. and it's going to tap into that plume of subtropical moisture from hawaii. that's what's going to bring us our next atmospheric river. so future cast for tracking drier conditions on monday and even finally a break in that storm cloud cover with the sun making its presence known by monday afternoon until we start to notice certain of that storm cloud cover monday night and then early tuesday morning during the overnight hours after midnight, we're going to see widespread light rain already making its way into the bay area with pockets

of moderate downpours throughout the san francisco peninsula. even extending into the east bay as well for your tuesday morning commute at 5.30. so just plan ahead. drive safely. we're going to see wind gusts 30 to 40 miles per hour with widespread moderate showers by 7 o'clock tuesday, by midmorning, getting a little bit of a break from the wet weather. but it is going to come in waves. so don't let your guard down this atmospheric river going to continue through your tuesday afternoon and evening. rain totals definitely increasing anywhere from half an inch to about an inch for most of the bay area. and we're also going to see about 2 and a half inches for our highest hills and mountains as well. details ahead on your full forecast in your 10 at 10 outlook in just a few minutes. stand and walk back to you. risa. thanks. lot. all that recent rain from the storms has created some big problems along central california. >> crews from the bryan county fire department traveling down to larry county to help rescue

people trapped in high flood waters from 4 sarah stinson caught up with a battalion chief in between rescues to learn more about their state spanning rescue efforts. >> roads in monterey county can be seen looking more like a river with cars floating californians who live in these areas have already been devastated by recent storms and are now faced with even more rain on the way. we have rain coming in >> inch of rain is forecasted. graham is a battalion chief with marin county fire in a part of the 16 person water rescue team. >> for almost 2 weeks, this team has been traveling across the state rescuing people stuck on flooded roads and people trapped in their homes. really a thing. people out of their cars when they try to drive through. >> getting water, which is one of the most dangertus things we can do out there. the group started in mendocino county and made their way down to monterey county. >> where we get back to weigh in.

area with caution and prepare for changing conditions. there's no estimate for when the roadway will reopen. >> police in vallejo arrested for burglary suspects accused of stealing more than $12,000 in merchandise happened last night at a business on springs road. police arrived and spotted a car leaving the scene after a short chase. the car crashed into a fence. 3 men got out, ran across i-80 but officers caught up with them and took them into custody. the 4th man stayed in the car and surrendered. police say they did recover and return all of the stolen merchandise to the store's manager. that manager says the thieves also caused more than $4,000 in damage to his building. a fire at an oakland storage unit prompting a swift response from the oakland fire department. crews saved hundreds of thousands of dollars in possessions. i quickly putting out those flames. the fire broke out around one 30 this morning at a self storage facility on coliseum. way. no reports of any injuries.

>> are you at wow. >> a transgender woman verbally attacked at the cheesecake factory in san francisco. the incident captured by lily now a viral tiktok earlier this month. >> in the video, an older woman is heard off-camera demeaning can t know about being transgender. tonight she's telling her story to kron. 4 news. transgender woman eating at a cheesecake factory in union square, getting berated by an elderly woman on camera. lily county now says she was live streaming the video on march 9th. >> when the unknown lady began harassing her and at one point threatened right?

>> she threatened to hit me come a dog stupid. and i did not feel any physical threat from this woman in a walker. so i knew i wasn't going to hurt tino says the woman was doing this randomly and mentioned she was a turf which is an acronym for trans-exclusionary radical feminist trans people. an at-risk population. i happen to be six-foot. i happen to be pretty athletic and strong. >> but it there's a lot of people out there who want to hurt us can t know is a full-time content creator and shared this video with her followers on social media. >> as of sunday evening, it has more than 11 million views. many commenters apologizing for the transphobic behavior. others curious as to why no one from the cheesecake factory stepped in. conte, no says her meal was eventually calmed, but that was it. i would love to hear from the cheesecake factory. >> i would love an apology. i

would love to hear how they're going to make sure that never happens again. conte, no hopes to continue to spread awareness about protecting trans people, but she says businesses and the government need to do better every day that this happens. companies need to take note and figure out how they're going to deal with the rising tide of transphobia in the country because it's happening and it's happening. in public in restaurants. when you do about it, got to be something. we reached out to the cheesecake factory for response. the vice president of operations for the cheesecake factory says. >> no guests should ever be made to feel unwelcomed in one of our restaurants. and we are sorry to hear of this incident. >> coming up here tonight, governor gavin newsom continuing his state tour today. what he focused on and what opponents to the governor's plan, our site. >> plus, the california department of water resources releasing water from lake oroville. just how much water is now flowing into the feather river.

>> new tonight at 10, san francisco police will beef up patrols at stonestown mall following several recent fights involving teenagers. san francisco supervisor mirana mel guard tweeted earlier tonight the altercations there have resulted in physical injuries often after school lets out.

now barr says the increased patrols will begin tomorrow. she says, quote, we must support the kids and keep them safe along with everyone else. she's asking parents to monitor their kids, social media and follow what they're doing. >> on the coast, an elderly man was rescued after he suffered a medical emergency while fishing in pacifica. it happened yesterday afternoon just before 4 near morning point. a chp helicopter responding and hoist am pacific, a firefighter to the man's location. he was later airlifted to safety. still unclear if you suffered any injuries. >> 3 kids were injured by fireworks last night at ocean beach park. police say 2 of them suffered serious injuries. officers say a group of about 20 to 30 kids were around a beach fire when several of them begin lighting off fireworks. 3 injured juveniles were taken to the hospital for treatment park.

police are investigating. >> all right. let's take a live look now. ed, 6 ad and signal work has gone so smoothly. but caltrans was able to open all northbound lanes. as you can see here between highway 84 in bernal avenue, 10 hours ahead of schedule, which is great news. great work. i feel like a lot of people clearly don't know yet because there's not as folks there, but we're here to let you know those northbound lanes. >> are back open. taking a live look now at sfo tonight that fog and mist. >> definitely a sticking around in that area this evening. >> every guy's got a look at the forecast. a recent. yeah, we're definitely tracking that gloomy weather. bring us some light drizzle, especially for those of you in the north bay, even along the san francisco peninsula and east bay npshoreline. we are tracking some pretty low visibility out there right now with those light scattered passing showers. but overall, it's the main event that we're going to keep an eye on this atmospheric river making its way out of the gulf of alaska.

going to tap into this plume of hawaiian moisture. and with that another atmospheric river inching closer towards the bay area. fortunately, the start of our work week monday, going to stay dry, in fact, are going to notice some sunshine buyer monday afternoon. but then early tuesday morning, that's when we're going to see light to moderate rain making its way into the bay area continuing through tuesday night until that storm track shifts south and east as it breaks apart on wednesday, going to stick around for wednesday night. but then by early thursday morning during the overnight hours, that's when we're going to see drier and clear conditions. but it's the wind speed that we really need to watch out for. even though we're tracking below advisory level wind gusts in that 30 to 40 mile per hour range. check out half moon bay by tuesday afternoon, 56 mile per hour. wind these are really the winds that we want to see, especially this time of year with the week have such saturated soils, downed trees, downed power lines and even some minor flooding going to be an issue, even though this atmospheric river is not

going to be as strong as the last one we just had a few days ago, but as you could see, 30 to 40 miles per hour, wind gusts will continue through tuesday night and even into early wednesday evening until we start to notice calmer conditions by wednesday night. but overall, we are tracking a drier outlook this evening and that's going to continue through monday. first day of spring. temperatures out there right now, widespread upper 40's along the bay area coastline. 54 degrees, though, for san jose. but those of you in temper on 48 degrees and overnight lows tonight, mid 40's. but santa rosa cooling down to 39 degrees and temperatures widespread 50's when we should be in the 60's. so we're going to start our first day of spring with temperatures 5 to 10 degrees below average. that's going to continue for the next 10 days. but the good news is we are going to dry out starting thursday through sunday, but then 10 days from now, that storm reopens. but no atmospheric river in sight after wednesday. so that's the good news. they usually look

forward to the tenet at you can barely even looked at. you're just like now. >> sun sunset at end hours. regularly scheduled program on dance day off. a thank take a look at this. california department of water resources putting the oroville spillway to the test releasing 35,000 cubic feet of water per second out of lake oroville and into the feather river. the releases are made in coordination with the u.s. army corps of engineers as well as downstream water operators for flood protection since december. first lake oroville water storage has increased by about 2 million acre feet of water. that is 600 billion gallons. >> on this 4th day of governor gavin newsom's statewide tour. the governor introduced a new plan he says will improve mental and behavioral health care health care across california capitol correspondent eytan wallace has a look at the plan and how republicans are responding.

>> well, the governor says his proposal raise money to in his words, modernized california's behavioral health system, all part of a plan that will ultimately need final approval from. >> you. the voters we can fix this. governor gavin newsom speaking with a sense of optimism today as he announced his intention to place a multi-billion dollar bond measure on the 2024 ballot. one he says will help the state reach people experiencing mental illness. substance use disorders and homelessness. we have to address and come to grips with the reality of mental health in this state and our nation. >> it's unacceptable. what we're dealing with at scale now in the state of california. that's why newsom says he's proposing a 3 to 5 billion dollar bond measure. the exact figure still in the works. he says it will create mental health treatment campuses across california. >> there will be home to a combined a minimum of at least 6,000 behavioral health beds. in his words, the sickest of the sick would have priority

stabilize individuals that are in cute says people are self-medicating with drugs. prop all addictions were fully in ourselves. and if we don't address the fundamental need, that we can turn this thing around, it had the impact that we continue to promote speaking in san diego that soon to be psychiatric crisis unit. the governor is also calling for changes to the mental health services act passed by the legislature some 2 decades ago. his plan would amend the act to ensure 1 billion dollars in already generated state funding goes toward behavioral health services, including help for u.s. veterans. promises that we promote all the time about how much we value our veterans as it relates to these issues. a big component, the bond is getting serious about that and taking it to the next level. in a statement, republican assembly minority leader james gallagher responded to the governor's plan saying will need to make sure that those suffering from severe mental illness and drug addiction actually get the treatment they need, even if they don't volunteer for it. that's the truth. behind the governor's latest shiny object. and as for the governor's tour

includes a stop this afternoon at the u.s. mexico border, something he spoke about this weekend as the state works to address the opioid crisis, too much of it is flowing across border in the state of california. >> and we're mindful of that and we are committed all problems of our approach to fentanyl to address this crisis. we take it very, very seriously. >> and as for the proposed bond measure, it will need at least two-thirds approval from the state legislature to qualify for the 2024 ballot reporting at the state capitol. wallace kron. 4 news. >> the presidio wildflower bloom is here and first thing with color. why wildlife officials are expecting a officials are expecting a super bloom this spring.
