>> when fun time from the bay area's local news station. you're watching kron. 4 news at known. >> now time brace yourself. we've cut more rain and strong winds coming at us. another round of atmospheric river makes his way back here to the bay area. can't catch a break. candy, thanks for joining us here on kron. 4 news at 9. i'm vicki liviakis. i'm ken wayne in for grant lotus tonight. another strong storm heading our way, getting ready to hit the bay area tonight, bringing lots of rain and powerful winds. it's going to get right to it. chief meteorologist lawrence karnow here. yeah. >> you were just telling me off stage here that that you just don't even know when it's going to stop. yeah, i can't find an end to the rain so far. this season usually will start to see this big dome of high pressure coming in that belief lift the jet stream. and, you know, the season is over. >> well, i just don't see that yet. so we're talking about above normal rainfall. maybe some more below normal temperatures right through the end of the month. and we have

had quite the season already. so here we go. we're setting up for now. another strong atmospheric river event. maybe not quite as strong as what we this past week, but strong enough to the fact that it comes on top of all that rain. this could be more dangerous. i think we'll see more trees coming down. the winds may be more intense with the system as it comes onshore. but all of this or originating right the hawaiian islands. so you've got all this moisture laden air and this comes on shore, that river of moisture. and usually these atmospheric rivers, about 225 miles to about 375 miles wide. so kind of a river, you get a kind of a lane right now. the focal point is again on the bay area. so here we go. the storm system rolling on shore just enhancing off the coastline. right now we started getting some light showers already. but like that storm last week, it's going to kind of ramp up overnight tonight throughout the night. after midnight, yeah, it's going to be a rough out there in the wind's going to be kicking up as well right now. so far most that just some light showers. but again, it just starts to pile up on itself and over time, you

start at some very impressive totals to rainfall around the bay area. so here we go rolling into motion here now as we head through the night tonight, you see the rain continuing the start to roll in and then start to ramp up right about 2 o'clock in the morning. you see more substantial yellow. some orange begin to show up along the coastline. some heavier amounts of rainfall all being driven by an area of low pressure off the coastline. you kind of see that swirl in the atmosphere. that's what a little bit different about this one coming on shore. so i think this comes on a tense as we head toward 3 in the morning and then between about 4, 6, in the morning. i mean, this thing is really let loose around the bay area. heavy rainfall, very gusty winds, maybe some gusts of 50, maybe 70 miles per hour across some of the mountain tops. likely going to be many trees coming down in the storm system. many power outages. then as we head toward about the middle of the morning, things begin to taper off more scattered showers popping up around the bay area. but the heaviest amounts of rain will of gone by. that said we're likely to see some flooding during that period as all that water is going to be rolling down the mountains and the hills and feeding the streams in the crease causing

some localized flooding behind that, we're going to see some more scattered showers continuing into tomorrow evening as well. but the rain totals may not be as impressive as the last storm system that could move through a little bit quicker. still, we're talking about 3, maybe 4 inches in the santa cruz maybe as much as 3 in the north bay, then maybe as much as about an inch or so across many of the valley. so tomorrow is going to be a rough one. if you've got to drive tomorrow morning, extra careful. it's going to be dangerous on the roads. all right, lawrence, we'll check in with you a little bit in the north bay. it was day of massive cleanup says crews prepared to steel themselves for yet another storm system to move in. >> kron four's terisa stasio shows us the work being done to get ready are in. >> caution tape surrounded this downed tree in larkspur monday. over the weekend. the giant oak tree came tumbling down, slamming into a children's play structure at dolliver city park. the public works. director tells kron 4 news. fortunately no one was around when the tree gave way. city arborists are assessing removal while also examining

if any other trees are vulnerable, especially with that next big storm just around the corner. >> this you lay out and as the water hits it, it expands and it basically creates a dam. so the water doesn't get through steve hospital with jackson's hardware in sandra fell says gear and supplies are flying out the it's usually the smaller sizes. i'm like the 10 by 12 and the 16 by 20. >> because it covers a lot of, you know, the real thing you needed to residents. hospital says all sorts of rain gear are popular. sonlatsa rain rain, boots. rain waterproof clothing. while everything from, you know, the basic the other basic suit you're looking at all the way up to, you know, weak area. >> you know, suits that are, you know, mental last 10, 15 years. so. yeah, the whole range. >> outside prep work is in

high gear throughout the county street sweepers clear drains another crew had their hands full as they dealt with this slide. >> mudroom canyon in larkspur looked more like a stream in a street. county officials say that they're watching models closely and getting ready to move forward with the heavy rains and winds predicted to hit soon. in murray county, theresa kron, 4 news. >> officials at an east bay elementary school in seminole where they're keeping a watch on a nearby creek tonight, the creek flooded and cause major damage during the new year's eve storm. kron four's haaziq madyun has details. >> okay. goodness. i mine and i'm on the bridge. this is pretty scary. >> this is video recorded friday of the royal de la go to creek, which is located next to know glenn elementary school in the school district superintendent, pauline bar is recorded the video. these waters where again running so

fast and so >> rapidly and the level was all the way. i'm almost coming. even with the school grounds. once again, that is why school officials are keeping a close eye on the creek, which during the new year's eve storm flooded onto the school's campus causing major damage to the playground. some classrooms today, we've been watching from last night's storm. it's a relief to see that the water. >> has much less is much lower level but there's another storm tonight. so it's an ongoing worry. this creek is part of the upper alameda county watershed, northern section managed by the zone, 7 water agency, which is responsible for providing flood control and water resources to the livermore. amador valley. i've been superintendent principal here for the past 15 years. >> and i will say we've never had this kind of situation happened in the time i've been here. >> superintendent talked about the plan to alert parents in the event the water rises

again to a hazardous level endangering the school. there's a certain marker. we know that if it goes to 15 feet, that that's an area where will start flooding. and so we watch that as the river rises and have a plan in place that it looks like it's not safe to operate. school. >> then we do have something called parent square where we can notify parents immediately. that school will not be open and then parents can plan accordingly. and son all has it made kron 4 if you need some last-minute sandbags, there's a station that's open. 24 7. it how homestead park that's in. walnut creek. >> the address is on your screen there. bags are provided, but you will need to bring your own shovel. >> and san jose also has sandbags available for pickup. but you can get them at the san jose city central service yard. each cars allowed up to 20 sandbags for a full list of all the sandbag in the bay area. just head on over to our website at kron 4 dot com.

>> you can join us online as we track this latest storm rolling through. you can scan the qr code right there on your screen. it will take you straight to our web page. that's where you'll find updates on flooding. road closures are power outages in your neighborhood? oakland police are looking for 2 people who broke into a health care facility and killed a patient over the weekend. one city leader is speaking out tonight saying the shooting was targeted. kron sarah stinson joins us now to tell us more about the victim. sarah. >> caught up with oakland city council member dan cole who tells me the man was at the lake merritt health care center because he was partially paralyzed and that he was brutally shot to death at the center. >> the person who they shot and killed was already partially paralyzed. he was it was a long-term care facility. just trying live and survive. the oakland police department is still investigating the deadly shooting in looking for the shooter or shooters

involved. it happened early saturday around one in the morning at the lake merritt health care center on macarthur boulevard. >> police say when officers arrived, they found a man who was suffering from multiple gunshot wounds. officers and medical staff tried to save him, but he died at the scene. a long-term care facility is in council member dan called district. i just heart goes out to the family that person indicted. so sad. i do want people to know who live or work. >> in that neighborhood, this was not some random thing the opd believes that nobody in the neighborhood is at risk. nobody else in that facility is at risk. it was targeted killing. police say the homicide unit is working to find out the circumstances surrounding the death. >> with an interim chief still in place for the oakland police department called says it's a major priority to get the department fully staffed. you investigate crimes that serious, serious violent crimes are able to solve if

you to solve you can take people off the streets who are perpetrating those crimes and that that is a fundamental, critical role that opd plays. and so that's why i and others have been pushing to make sure our investigations division. it's fully staff. we're not quite there yet, but we're closer to getting their than we were a few years back. police have not released the identity of the man killed. no arrests have been made yet. and i reached out to the health care center, but they said no statement. >> is being released at this time. i'm sarah stinson reporting in the newsroom. kron 4 news. >> thank you. sarah religious facility in the east bay's dealing with its 4th break-in in less than 6 months. leaders at the walnut creek islamic center say police are investigating but haven't found any suspect. our kron four's amanda hari spoke to the facility manager and as security camera footage of the break-in. >> the operations manager of the center tells me both he and police believe the same person is behind all 4 break. it. that person wore a mask but was still caught by the

dozen security cameras throughout the facility. security video catches the moment. 2 men jumped a fence surrounding the walnut creek islamic center early saturday morning. >> the men walk around looking for doors they can kick in its and on e we feed expose operations manager tara elder deary says this has happened before. was on a 19 and twice in january. and then again on saturday, the previous break-ins involved, just one person this time. there were 2. the photo on the left is the man from one of january's break-ins. the photo on the right is one of the 2 men who broke in on saturday. elder dearie believes it's the same person the first time the suspect targeted donation boxes that used to be outside the buildings. but then the gated facility was something like that. the beaches, the security, ken, that he's annoying that, you he showed me around the facility. it's an open air corridor with

building surrounding it. he says the man looked for doors that opened inward so they could kick it in more easily. there were still shoe prints on the doors from the kicks and cracks in the door frame. this time the suspects found the donation boxes that were moved inside the building to the >> we had the nation's checks that were actually moved. both said he manage with up one of them to see that it had. >> that amount of money and to see them and break a donation box and pull out the money. they also took a monitor and some tools elder during his hand and all the security footage over to but he also wants the community to know what happened to us can happen to church next to us front of us. >> or >> mavis, he tells me they are worried about this happening again. he says they're taking precautions to protect the facility and they're moving towards electronic donations. anyone with any information about the break-ins is asked to call walnut creek police in

walnut creek amanda hari kron. 4 news. >> a developing story now in the north bay to students at montgomery high school in santa rosa. they were arrested for bringing knives on campus. all of this comes less than 2 weeks after one of their peers was stabbed to death during a classroom fight school officials told police on friday they learned about the knives on campus through social media post staff members were able to identify the students responsible, confiscated knives and send the students home for the day. but police say they first heard about the knives when they got a call from a concerned parent around 4.30, friday afternoon at the school administration did not contact them until 8.30, that night. meanwhile, santa rosa school officials have announced changes in leadership at the high school today. principle paulson and assistant principal tyler, all born have been placed on leave. laurie fine has left her position from the board of education to

step in as the interim principal for the rest of the school year. fong is not new to the role she served as montgomery's principal from 2006 to 2016 leadership change comes after a series of student walkouts in protest over campus security. the identity of a woman whose body was found near the sausalito shoreline on friday has been released by the marin county sheriff's office. 70 year-old carolyn dean. she was found dead on friday near the surf. not far from the spinnaker restaurant. police say that she was found fully closed and floating in the water. the sheriff's office says that foul play is not suspected, but they are still investigating in the south bay. 2 people have been detained in connection to a report of an armed intruder that put a college campus on lockdown. authorities responded to west valley college around noon today after a school employee called saying there was a man with what look like a rifle in one of the school's parking lots. initial reports from police said the person of interest was associated with that red cadillac. their concerned

parents rush to the campus in saratoga to make sure their children were safe. i mean, called my son who was in a classroom and said he had been in lockdown. they have locked down the door. >> and they had moved away from the windows and that he was pretty frightened. >> deputies say they eventually found and detained 2 suspects who had an airsoft rifle. the college canceled classes for the rest of the day. those classes will resume as normal tomorrow morning. >> san jose's fire chief is calling on the city manager to take disciplinary action against those involved in a strip club scandal 5 months ago happened last october outside the pink poodle, adult entertainment club. a video shared on social media shows a woman in a bikini climbing out of a fire truck parked outside the club. the investigation found the firefighters actions violated department policies. san jose fire chief for robert's safety and junior has asked the city manager to take disciplinary action against

those firefighters. the names of the employees involved are being kept confidential. new at 9 san francisco police asking for your help in finding this missing man. police say 28 year-old edwin serrano was last seen leaving his home on edinburgh street yesterday to go to business on the excelsior street. but he did not return home. he is considered at risk due to a medical condition. police say he's 5 foot. 2 weighs about 110 pounds with black hair and brown eyes. he was last seen wearing a black shirt, blue pants and black shoes. anyone with information about his whereabouts has been asked to call san francisco police. silicon valley bank is the largest bank failure since the 2008 financial crisis. it was a major bank for the tech startup industry. also the wine industry. but the sudden failure of that bank has left people wondering about the safety of their money. kron four's justine waldman has the latest. now

>> a long line of bank customers outside silicon valley bank trying to get answers and their money back. anything, i think the north as anything. >> trying to get we. different bank account with lee and more. so in terms of how we can, you know whether you get a bar, you know, whatever you have on the bank >> the vice president of finance for our coast labs there at the bank's headquarters in santa clara to withdraw the startups money, the federal reserve announced monday it has launched a review of the supervision and regulation of svb following its sudden implosion. the dominoes started to fall last week after depositors and investors tried to withdraw 42 billion dollars from svb leaving the bank with a negative cash balance. adding to the financial fears signature bank in new york also failed and will be taken over by state regulators by

monday. president biden stressed no losses will be paid for by taxpayers. >> americans can have confidence the banking system is safe. all customers who had deposits of these banks can rest assured. rest assured they'll be protected. instead the money will come from the fees that banks pay into the deposit insurance fund the f d i c sets a $250,000 limit per account. and how much will back up customer deposits. >> but the vast majority of deposits at both as pb and signature banks were in accounts that far exceed that limit. i think the major thing you can take a moment to look at is if you have an account with a singular owner, you with more than $250,000 and why not have 2 accounts? so let's go ahead and set ourselves up for protection by looking at the limits of the insurance of the fbi. see would have if a bank collapse. >> as an overall, i did the financial health of our

institutions in the united states are pretty solid. >> con valley bank did not respond to requests for comment in the newsroom. i'm justine waldman, kron 4 news and we have reaction now from state lawmakers about the collapse and why they believe the federal government actually made the right choice to step in when it did. >> that's coming up at 9.30. >> in national news tonight, scary moment. caught on camera in massachusetts. a school bus hit utility pole and then crashed into an apartment. this happened this morning in fall river. it's about 50 miles south of boston. police say the bus was headed to school and had 4 students on at the time. one of them was taken to hospital for back pain. the bus driver was cited for negligent operation of a motor vehicle marked lane violation. >> senate republican leader mitch mcconnell is out of the

hospital after suffering a concussion last week. a spokesperson says the 81 year-old we'll spend some time at an inpatient rehabilitation facility before he can return home. mcconnell tripped and fell at a dc hotel last week. he also suffered a minor rib fracture. happening now back to our weather coverage at california community already flooded is bracing for even more water. >> the pa river's levee rupture grew to at least 400 feet since it failed over the weekend and more rain is on the way. kron 4 s justin campbell joins us live from the santa cruz county fairgrounds. he's now serving as a temporary shelter for hundreds of people. justin. yeah, that's right. the threat of more flooding for this community is very real. and especially since the levee has tripled in size since it failed. >> early saturday morning and with more rain on the way, more than 300 people are making this place home right

now here at the santa cruz county fairgrounds. and they will be living here for the next few weeks. >> just for your wife and your time. they're stressed. >> the heart andres garcia evacuated with his family. he lives 6 houses away from the river and it's his 3rd time evacuating over the years. it is frustrating. monterey county officials say the levee breach has tripled in size since a levee failed saturday flooding highway one in the community, a puddle california highway patrol has no timetable on when the highway will re open. the county says crews are working to repair the levee before the next atmospheric river starts monday night. despite his 3rd time evacuating garcia will stay here. >> i know my neighbors and we know each other and we look out for each other. >> while others are looking out for them, donating clothes and water. i have mostly everything. thank god.

all deposits at the santa clara based silicon valley bank state lawmakers are praising the move. they're urging californians to not panic. in fact, the california state senate banking and financial institutions committee chair tells us. >> she is cautiously optimistic after the federal government took action. senator monique limon sent a letter to the federal deposit insurance corporation or fdi. see over the weekend urging the feds to guarantee in full. also looking valley bank deposits, including those in excess of $250,000 now that the biden administration says it will do just that. le mon says she's confident the worst-case scenario has been avoided. >> at this critical moment, it likely following panic. and at

the same time they have not to us of the few. well has its like we might have done for ups in 2008. >> governor newsom responded to the biden administration saying that the administration's actions have, quote, calm nerves and had profoundly positive impacts on california. members of the california women's caucus and other leaders announced bills which they say will expand access. >> to reproductive healthcare, state senator and chair of the legislative women's caucus, nancy skinner, along with state leaders and advocates say they want california remain a safe haven for abortion, as well as improved access to contraception and pregnancy care. the bill package includes legislation that protects medical records and information. this all comes in response to the u.s. supreme court's decision last year to overturn roe v wade. >> ladies and gentlemen, it is 2000. 23 and we are still seeing that we're protecting

round of that rain moving on shore so far. just some lighter showers. >> begin to pop up around the bay area. but again, that will likely intensify as we head through the night tonight, especially after midnight, round 2 to about 7 in the morning. i think that the bulk of this system comes through and we'll see some very heavy rain and some extremely gusty winds. we've got some ball watches for warnings flooding going up around the bay area all around the bay area issued by the national weather service looking for the chance of that flooding tomorrow with the rise in many of the local creeks and streams right now, the forecast for the major rivers like the map on the russian all expected to stay within their banks. some place to watch out for, though, in the santa cruz mountains. they've already have some issues there. now. yes. lorenzo river looking to crest again above flood stage may be just below major stage, but still cresting at 21.6 feet. got to watch out for socal creek as well as you could likely see some flooding in the santa cruz mountains with that heavy rain to go along with that. i think this may be more of an issue as the winds,

the winds are going to be ferocious tomorrow morning. we could see some gusts of 50, maybe 70 miles an hour, especially along the coastline and over the coastal hills, likely going to see many power outages around the bay area. and of course, many trees and debris in the roadways. if you're out there traveling early to get to work. >> all right, lawrence, the 95th academy awards last night. it was everything everywhere. all at once. the dominated was 7 winds, including best picture. the film beat out some really big budget movies like avatar, elvis and top gun maverick. sam rubin has a recap. >> sunday night at the oscars deeper, some winners turned into the real winners as one film had a particularly good evening. welcome to the 95th oscars. >> they came in with the most nominations in everything everywhere. all at once came up with the most oscar wins 7 in all, including 3 of the 4 major acting awards along with best director and best

health tonight, lawmakers introducing a bill that targets toxic fumes inside airplanes. the proposed law would educate consumers about the effects and characteristics of toxic fumes as well as put the system in that would allow incidents involving toxic fumes to be reported. lawmakers are also looking at ways to detect toxic fumes on the plains of representative for the airline industry said that there should be a study to validate a health before any laws are actually passed and toilet paper could be contaminating water all around the world. researchers at the university of florida found what they're

expecting rainy weather and the snow to really impact the high country in that period. in fact, another round of heavy snow and some very gusty winds. maybe some of those gusts over 100 miles an hour across some of the peaks. there could see one to 3 feet of snow above 6500 feet. but look at that. above 8,000 feet, we're talking maybe 5 feet of snow across the higher peaks. i mean, it's really to get rough up there. expect major delays if you're heading that direction, some of the lower levels below 4,000 feet, you may have to deal with a little flooding, but that some tropical rain moving on in other tonight. yes, indeed, the clouds are gathering outside some light showers so far rain will be picking up going to be heavy times after midnight tonight into early tomorrow morning. maybe 1, 2, inches in some of the city's the mountaintops to 2, maybe 4 inches of rain flooding, a likelihood with this storm system by tomorrow morning. wind damage. also a likelihood with power outages scattered about the bay area. it's been an impressive season so far all these areas shaded in the gold. yeah. those already above normal for the entire

season. we've got a long way to go. we've got much more rain on the way. time it out for you here you see the rain as we head toward midnight tonight. more scattered showers but kind of picking up. then as we head to early tomorrow morning, 03:00am or so that rain starting to get a little ferocious in spots. and then all that yellow and orange starts to roll in going to be heavy at times overnight tonight. it's tomorrow morning. if anything, the storm system may have slowed down just slightly. and that means well, the entire commute going to be an issue early on tomorrow with that heavy rainfall moving through and the gusty winds. we'll see a lot of debris on the roadways. look at the heavy storms even by 08:00am tomorrow morning in the north and then probably going to start to turn to more scattered showers by the afternoon. but got a long way to go here. in fact, long way to go apparently with the wintry season is we've got unsettled weather looks tomorrow. looks like we'll dry things out on wednesday and thursday with a little luck of the irish. it should be dry on saint patrick's but this next weekend, we may not get so lucky they're just some time out. yeah. so there's
