beautiful out there now. it's just hard to believe. we've such a major storm sitting up the coast, but >> here we go. let's see if we can time it out for you. now get you to your day tomorrow. going to be a rough day. i think tomorrow we start with a couple raindrops course right now. just some partly cloudy skies, beautiful kind of a calm night. see the trees, not even waving in the wind. that will change by tomorrow see that storm really kind of ramping up. so time now for as we head through the night tonight, you can see more clouds begin to filter in your skies by tomorrow morning. you could be in few scattered showers early on tomorrow worning about 8, 9 o'clock. just some widely scattered showers. you notice the winds start to ramp up and coming out of the south as we head through the day. well, those winds really start to ramp up. and by noon, we're talking about some heavy rainfall beginning to move in the north bay. then watch what happens in the afternoon. really getting ripping across the bay area. but usually these atmospheric river comes in sheets. it just starts. and then it just comes in wave after wave after wave some more intense than the other. some embedded thunderstorms in that as well continue to ramp

up to the evening hours. very heavy rainfall across the entire bay area. look at that. the models really want to intensify that in the north bay by tomorrow evening that as a whole lot of rain coming down in a short amount of time. and then i think the focus will begin to shift a little further to the south overnight tomorrow night into early on friday morning. you see some heavy patterns of rain begin to develop there as well. but then taken more of a southerly focus into the santa cruz mountains by the early morning hours. rainfall totals, as you might expect, atmospheric river subtropical moisture going to be impressive. maybe one to 3 inches of rain in some of the urban areas likely going to see some flash flooding. definitely some public out there on the roadways. you get over the mountain tops in the north bay in the santa cruz mountains. we're talking 5, 6, inches of rain, maybe some places much as 8 inches of rain between now and saturday morning. >> all right, lawrence. well, no wonder a flood mitigation efforts are underway in contra costa county. this as more severe weather is set to barrel through the bay area for an extended period of time in san pablo county public works. crews are laying

sandbags to try to divert the flow of water. that's where kron four's philippe djegal all tells us neighbors have grown accustomed to the flood waters streaming through their streets during heavy rain storms. >> lose that walks out to a welcome sight in front of her home on fordham street in san pablo wednesday, a roll of sandbags rescued near those a storm is coming. her home typically floods. it gets really bad. contra. costa county public works. crew of 7 lays down to 600 sandbags filled with up to 4 tons of sand in front of was house and a few of her neighbors. it's really frustrating. our cars are unable to go out. sometimes we can partner. you have to park all the way across the street. in the past. the floodwaters rising up to 2 feet high. often the result of the debris field, drainage creek that causes storm drains to back up onto the intersection. >> of greenwood drive and fordham street maintenance

worker nicholas welch says sandbags are the county's best option right now to mitigate the problem would like to do more for people. >> but this is all we can really do well, she says this area will still likely flood regardless, but at least the sandbags will help channel the water into storm drains. this is a mainly to protect that house there from getting. ocean waves running up to her front door when the cars go because the water gets pretty deep. >> people who live here may have no choice but to drive through flood waters to get to and from their homes. public works. and was it just hope drivers do so slowly? we're just hoping for the best. we were all getting prepared, prepared for the long haul in san pablo. police to home run games. >> caltrans is closing some lanes for the next few days to clear fallen trees damaged in last month's storm starting today until friday from 9 in the morning until 3 in the afternoon. one southbound lane from bear creek to summit road will be closed from next

monday through wednesday. one northbound lane from summit road to blossom hill road will be closed during those very same hours. and you can join us online as we track the latest arms. you can do that by scanning the qr code on your screen. it will take you to our web page. that's where we will update you on any flooding and road closures as well as power outages in your area. >> in the south bay, we're learning more about a suspect arrested in connection to a bombing at a pair of pg and e transformers. police released new video of one of those bombings today. kron four's madyun shows us the video and has the latest on the investigation. >> san jose police release surveillance video of the january 5th, 2023 bombing of a pg and e transformer on snell avenue. investigators say the video also shows the alleged bombing suspect. 35 year-old peter caress it at the scene before and after the explosion riding on a bicycle riding away on his bicycle after igniting the device and they

see started. >> go up in flames. video was collected among other evidence in the investigation and police say it played a key role in identifying caress it as the primary suspect in this pg. any transformer bombing. >> prior transformer bombing incident of pg e equipment back in december of 2022. and without >> people being willing to share their surveillance videos with we probably wouldn't have made the progress on this case that we did. so that was essential. peter caress, it was arrested on march. first, his home and potomac court became the scene of a massive law enforcement investigation that included bomb experts from the fbi. all of us at the scene last week took a methodical approach and collecting evidence. >> to ensure that no evidence was overlooked and to ensure the safety of the surrounding neighborhood, various items were seized, including a homemade liquid explosive. >> multiple, energetic, homemade, destructive devices, pipes, wires, fuses and various chemicals.

>> sounds a police. investigators say firearms not registered to caress. it were also seized. that is home. now, though a suspect has been charred. san jose police investigators say they have yet to determine a motive in this case. >> although they say they are beginning to learn more about background. i don't know if he has formal training explosives and bomb making, but he's he's very educated in any science field. >> peter caress, it is facing multiple charges related to explosives and a child endangerment charge because his 3 children were in the hole with all of the hazardous bomb making materials. and jose has it made you kron? 4 news. >> next on kron, 4 news at 6. the u.s. passport renewal system is back up again by even the expedited applications are now taking more than a month to process.

travelers may have to wait longer to get a passport this year as demand is skyrocketing, the state department issued a statement saying that demand has far surpassed the number of passport applications seen during previous surges and international travel. >> currently it is taking the department 8 to 11 weeks for routine passport processing an expedited processing, which costs an extra $60 has an estimated wait time of 5 to 7

weeks. >> a spring break trip could cost you even more than it cost before the pandemic flights to the most popular destinations are up, particularly to warmer spots like orlando, florida, round-trip tickets to orlando from anywhere in the u.s. from now through april, are 31% higher than the same time in 2019. that's according to airlines reporting corporation which processes tickets for travel agencies. other places are costing even more tickets to cancun are up. 51%. las vegas is up. 41%. the increase in prices reflects an air travel resurgence following the pandemic. >> are held tonight. it's not even spring and parts of the united states are reporting an early start to allergy season. pollen counts are high or extremely high and the southern and eastern united states right now, researchers say flowers are blooming much earlier than normal this year after an exceptionally warm february, they say because of climate change allergy season is starting earlier and it is

>> at our 4 zone forecast with a live look at the glistening listening tail lights of traffic heading across eastern span of the bay bridge into san francisco at sunset. and lawrence is standing by with the latest information on that storm. that's heading our way. you've got to be really careful out there on the roads. i think as we head toward tomorrow, we're going to watch this storm system ramping up. maybe couple scattered showers in the morning for the commute. but by the afternoon where the storm is going to be raging all around the bay area. >> out there this evening, though, kind of quiet, though now, but we are awaiting the atmospheric river and all that moisture coming up from the sub tropics all the way down into the wine island chain and those so warm air temps hold more moisture and it's just going to dump it right here in the bay area. so we've got flood watches posted for the entire bay area throughout the day tomorrow into sunday as well. likely going to see some fast rising creeks and streams, localized flooding as well. right now the forecast for the major rivers, the nap on the russia expected to stay

within their banks. but some place to watch very closely tomorrow is the san lorenzo river and the santa cruz areas. you're going to see some a quick rise there right now only at 60, but expected to crest at about 23 feet. if that does occur, that is a major flood along the san lorenzo river. alright, that being said, we've got some winds that are going to be whipping up to 20 to 30 mile an hour sustained as we head toward about the middle of the day tomorrow into the afternoon, maybe gusting to 50 plus miles an hour along the coastline. so you see here in the models start to ramp up overnight tonight, you'll see those winds begin to pick up, moving up out of the south. maybe some 15, some 20 plus mile an hour gusts early tomorrow morning. then by noon, the colors really just roll in and by tomorrow evening, you're talking 50 plus mile an hour gust. look at that in half moon bay. 54 miles an hour. very stormy weather for tomorrow. rain continuing heavy into friday morning. then should turn to showers by friday afternoon. >> kron 4 sports.

represents both the leading and most consequential threat to u.s. national security and leadership globally. top intelligence officials say the chinese communist party is rapidly advancing economically militarily and technologically. but how well we stay ahead of and manage this competition will be fundamental to our success navigating everything else. not only did they talk about the threats but also how lawmakers hope to combat them. united states must aggressively invest in talents, tools and research the lead in tomorrow's technologies. intelligence chair mark warner emphasize the need for the u.s. to focus on competing with china's tech capabilities. senator marco rubio specifically zeroed in on why he wants to ban the chinese owned app tiktok. they can collect our data, manipulate information, poison the minds and feed garbage into the minds known as people. fbi director christopher wray says those things are on the intelligence community's radar. i wholeheartedly agree that technology and economic security have become

a texas zoo more than 20 years ago has finally been returned zoo staff say the alleged thief had been a volunteer who had somehow stolen the gator when it was still just an egg or a hatchling. she had kept it at her home for more than 2 decades until officials with parks and wildlife discovered she didn't have the right permits to own the 8 foot long reptile. authorities contacted the zoo which then realized that the woman had once worked for them. the woman was cited and faces $1000 in fines after 2 months of eruptions. the kilauea volcano on hawaii's big island is finally quiet. scientists at the u.s. geological survey say >> there was no lava flowing on the crater floor yesterday. started erupting again january. the 5th. >> the latest eruption started nearly started after a nearly month long pause is one of the world's most active volcanoes. the 2018 eruption. you might remember destroyed more than
