>> from the area's local news station. you're watching the kron. 4 morning news at no. >> morning and thanks for joining us. so we got a little clearing going on. i'm daria on james. yeah. luckily, if you're just stepping outside right now. >> you've got the better of the weather conditions this morning. it started off pretty wet, but now it's tapering off and the week is going to end up pretty wet, too. we've got john in the weather center walking us through what's going to be a pretty wet weekend starting with tomorrow, right? starting tomorrow. so the breaks are going to be few and far between. so that means you've got to enjoy this because after morning rain fall, things have cleared up. really nice. we stay clear all day long. the rest of the day, no risk of showers out there into the afternoon. so take that as an invitation to get out there as much as you can. your view from suture towers? sure does. look nice. looking down at the golden gate bridge. we are seeing conditions that will remain clear from this point forward as well. now we do

have some showers just barely lingering down in the south bay between fremont and san jose right around fetus as well as around morgan hill. still some moderate rainfall there. most of us have cleared out, though, as for the sierra nevada, not so clear just yet snow is really falling for you up there. we have chain controls in effect of 80 and highway 50 current temps are in the 40's getting close to the 50's for alameda in hayward in concord at 48 degrees. same for you up in napa and nevado. so temperatures are climbing already. winds already decreasing along with that cloud cover. moving on out so conditions the rest of the day looking great. wish we could say the rest of the forecast is looking so good. talking iffy conditions with rain and snowmelt. still to john, thank you for that. let's get you rolling this morning. if you're traveling along 101. >> 61 minute. drive from 85 up emma part. now we start off the morning. not too long ago. we got up to 75. so we are seeing a little improvement, not much. i would certainly

hop on to 80 or 82. if you are going to take another highway. 23 minutes. that's how long it's going to take you to make it to that fremont street exit. if you're traveling into the city a 80 to 1, 0, one. 31 minutes. that's down from 40 minutes there. so we're seeing a little improvement across our san mateo bridge, 80 cilantro down towards ville. pete is about 50 minutes to make that drive this morning. and if you're taking 6.80, doubling down to fremont at that pleasanton accidents and no got an accident. so slow you down just a bit. darya. james, back to you. all right. let's get back to our team coverage of everybody get ready during this little bit of dry weather that we have for the big storm. that's on the way. big storm. lot of communities being warned of the potential of flooding, especially the low lying areas. >> and so that's why crawford's will trend is standing by at one location where people are being proactive about being ready for little sunshine a little bit morning. well. >> john is pinpoint the sun is out. so you might even get a sunburn for the rest of the day. and then tomorrow you

if you want some sandbags. there's time talking about why it was so important for him. my house is getting older. >> and i had somebody go under yesterday and there are some. some water. up near the foundation where the wall of the houses so wanted to stat that for a few days, why would have this? river of water that's coming at us. >> so my location is at 29, 50 walnut boulevard. they prefer that year-old walnut creek resident. but there are no homeowners out here just to make sure come down, grab the sandbags. it is free. there are plenty of sandbags stations all over the bay area. i'm sure that you go to our website. we'll let you know if you don't need sandbags. there's still work to be done. take advantage of the sunshine. clear your gutters. walk around your property just to see if you're, you know, trees or okay, god forbid a tree falls

on top of your we saw last month just from those strong winds, much less. if you add the winds and the water and all that bad weather coming our way. >> and now the true story, tom, before all this atmospheric river, he was 30 years old and look at him now. i feel the same way >> back to you. is whether his age just all. pretty thank thanks. we'll talk about trees down. there are still trees down and caltrans is still trying to. >> figure out how to fix them all. get out of the roadway there closing lanes for the next few days to clear everything that fell from the last storm. and that was last month. so today through friday, 93 1 southbound lane from bear creek to summit road is going to be closed so they can make sure there's trees are out of there. and then next monday, through wednesday, one northbound lane from summit road to blossom hill will be closed during the same hours, trying to still clear the roadway. i'm in the midst of now this storm. so can't keep up. obviously, stay to the crop will keep you

covered as we get through this next atmospheric river. >> also this morning, we're following a disturbing story out of the south. and we've got to tell you about police trying to figure out who it was that put up a new set of kaiser building in gilroy. definitely got attention for the wrong reasons. crown was michael thomas is in gilroy with what we know at this hour. let's take a look. >> kaiser officials say this news finding this book painful and triggering saying that they're doing everything they can to figure out just exactly who placed it and why it was placed. take a look over here. this is a parking lot of which it was found and they say that it was found hanging in one of these trees, an exact date as to when the hangman's noose was found has not been given nor has the exact tree. i did speak with kaiser officials and asked if the news had been removed. they said that they could not confirm or deny our team did search for one from the public street view, but could not find what hospital officials say it is being seen as a hate crime and is currently an open investigation with police. kaiser itself also initiated a private investigation with a 3rd party company said in a

statement tuesday, won't this alarming discovery cause shocked, discussed pain and anguish for our staff and physicians and gilroy and throughout northern california, the hangman's noose is a painful and triggering symbol of the history of violence against african-americans in the united states. went on to say, quote, investigations are still underway, but we're not waiting for the conclusion of these reviews to acknowledge the trauma that this incident has caused. the hospital says that they are still working with police and providing the latest robust security systems to make sure everybody is safe. they're also providing emotional support for as we get more information on we'll keep you updated both online. >> and on air in gilroy, michael thomas >> it's 907, and the alameda county district attorneys says she's going to be adding additional charges of a hate crime. in a 2020 we one attempted murder case in warning. the video you're about to see is very disturbing because there is a car repeatedly ramming into a person that's where the attempted murder charge comes

in. this is the moment that the man was hit and he was hit 6 times, buy this car on december 6, 2021 of the parking lot on fremont boulevard in fremont. they've arrested the driver. newly elected alameda county district attorney pamela price says she's been reviewing old cases like this, including this one where she says that quill akbar khan, who she says was behind the wheel at tempted to murder a 45 year-old african-american man. >> we believe that based on the evidence that mister. browns assault was also racially motivated and a hate crime. under california law and that it should have been charged as such by my predecessor. she did not do so. but we are here right. a great, wrong. >> by adding that enhancement, if khan is found guilty, it will extend his prison sentence. and this isn't the first time that he's been charged with a hate crime. it was also an incident in august of 2021. khan was supposed

pretrial hearing this week, but that has been moved to april 14th. >> 908, on the clock. and happening today, the san jose police department is going to be sharing some new details about the man accused of having several explosives inside of his house. police say that peter ca ross of lived at a home on potomac court with his 3 young children. that's the home where police found a stockpile of highly explosive bomb making chemicals. police say that paris of planted multiple bombs targeting infrastructure around san jose. they say that included the pg and e transformers that were blown up back in december and january. we'll keep you updated both on air and online about what comes out of today's news conference. so stay tuned. meanwhile, in the north bay school community confronting a crisis after a deadly stabbing at a high school. 16 year-old jayden pn to died after he was stabbed inside our classroom at montgomery high school in santa rosa. there was a large showing at last night's public forum. students were their

parents as well. all speaking to santa rosa school board members and the superintendent, the event was set up so that the members of community could talk about their safety concerns. >> he that medicaid i this is that last week i need a shift in school and that needs to change and that she started needs change. we do not need to off get this. >> well, a lot of the parents and students there say that last night's forum was a step in the right direction, but that it needs to be followed up with action. >> time now is 9.10 and san francisco mayor london breed is demand in the city board of supervisors approved for supplemental budget proposal of 27 million dollars to fund police overtime. the mayor says if they don't approve that, it's going to be impossible for the community to get the service that it

it lasts because come tomorrow. that's when things really change. on let's get the details, john. yeah, we saw the rain this morning. it's out now and we're looking at quite hours sitting in or some sunshine at this point. >> sunshine that we are going hold on to the rest of the day. so definitely enjoy it. because after this, it's gray, it's wet and potentially little hazardous to be out and about too terribly much. the sierra nevada, we're seeing heavy snow returning up there. this is one of the last low elevation snow falls we're seeing in the sierra before a warmer system will be reintroducing some rainfall into the snowy slopes and resulting in a lot of melt occurring and a risk of flooding. the bay area, the area quieting things down. now we've got a couple of snow flurries remaining around mount hamilton. a few light sprinkles around milpitas low-pressure area still centered up with us. we're still in this cooler air mass, but on our doorstep, a much warmer air mass and atmospheric river. that's funneling this moisture plume right to the bay area. a big warmup comes along with it.

that means snow level retreating to ever higher elevations and those lower elevation feet of snow that we had been seeing melting off along with the multiple inches of rainfall coming along with it, posing the risk of flooding. today, though, we're just taking a breather. before we get there, a good chance to get outside. do some storm preps if you need to just enjoy maybe get some errands out of the way, if you want to enjoy a nice sunny afternoon. tomorrow, showers start light but pick up towards the afternoon. heaviest of rainfall arrives thursday night into friday and it is going to be a rough drive into work for commuters on friday morning as we see so much rain in those heavier pockets. pretty consistent over a span of well over 24 hours, lingering all the way into saturday. rainfall amounts the next several days, anywhere from 2 to 4 inches of it. upper elevations like the santa cruz mountains could see upwards of 7 inches. then we're going to see even more arriving into monday and tuesday. that's just going to pile up even further for much of the bay. as for the sierra

nevada snow will retreat to above 7,000 feet in elevation elevations. below that, we'll be seeing a lot of rainfall in the mix that includes at lake level at lake tahoe where temps will rise above freezing into the low 40's. so expect a slushy mess up there. if not some flooded areas. winter storm warnings will take effect thursday for those highest elevations where you're still see feet of snowfall at the very crest of the sierra for the bay area. every single area that in our viewing area going to be under flood watches starting tomorrow through sunday. daytime highs today will be in the 50's with san jose at 57 degrees. our warmest temperature. but it only gets warmer from here along with the arrival of the rain comes the return of 60's for highs tomorrow afternoon. rainfall really intensifies last through friday. our heaviest of rain tapers off on saturday picks back up into sunday and monday, especially rain. allow rain across the board there, john. he will. we started off wet this morning and that

>> it's 9, 24 5 women are suing the state of texas. they say they were denied abortions despite the pregnancies putting their lives at grave risk. this is the first apparent case of pregnant women suing over the newly impose rules following the overturning of roe v wade, one woman develop sepsis and had to go into intensive care. a hospital refused to allow her to abort a fetus and the it could not be saved due to a rupture. and that's what happened to her. and the lawsuit seeks to clarify. the dodgers cannot be prosecuted for providing abortions if they believe it's necessary to treat emergencies that threaten the patient's life or health. this lawsuit is backed by the abortion rights group center for reproductive light rights. the organization says that texas's law is unclear leading doctors to refuse to

perform abortions even when exceptions should >> international news, a un official estimates the damage from that catastrophic earthquake in turkey and syria last month will exceed 100 billion dollars representative of the un development program says that they're working on a final estimate and they'll have those numbers before a donor conference, which is take, which is set to take place in brussels next week. the earthquake, as we know, killed more than 52,000 people destroyed buildings and major infrastructure in both turkey and syria. well, there's a new initiative from california lawmakers to crack down on hidden fees that you may be paying the 6 pieces of legislation tackle so-called junk fees on everything from hotels to concerts to rental cars when making transactions online. the total cost is often not disclosed until you're at the very end of the purchasing process. and lawmakers say companies need to be up front about the total cost from the start.

today's the day to prepare. rushing to be talking live on the phone here in a moment with pg e about how they're preparing. so hopefully you don't have a power lost during the storm. so lots to cover here. yeah, lots to cover. john has the details. good morning. yeah. nice to see clearing out now. it didn't take long to get there. we saw a rainfall early this morning. so still watch for some wet spots on roads. >> but this is what it's looking like. more and more of you outside at the golden gate bridge, marin county sunset, richmond districts. >> all looking nice and cleared out now in san francisco and slowly following that up further south in the bay where showers still hanging out for only a couple of spots. looking at a few areas of light sprinkles down in the santa clara valley. some moderate rain between morgan hill and gilroy. so watch for a wet 101. but overall, it's even coming down down there. now. not so come up in the sierra snow falls really only picking up at this point. we're going to see some heavy snow throughout the course of the morning. 80 is still open, but it is under chain controls at this moment. so get ready for some even

worse weather up there. if you happen to be heading that direction, my advice do not be heading up there likely to get snowed in, not dealing with some flooding in the days to come. our current temps are now rising into the low 50's for a couple of spots. sam, a tale as well as novato right at 50 degrees. billy, how getting close to 49? same for you in alameda temps will continue to rise into the afternoon. winds will continue to calm down and skies will continue to clear out. this sets us up for some really nice conditions later today to take full advantage of because the rest of the forecast isn't looking so clear and dry anymore. those details still ahead right now. john, thank you for that. well, you still have a slick go because it's been raining all of this morning about. >> 22 minutes as you're traveling into the city and if you're taking bought, remember those slow those trains down today because of the wet track. 25 min iran. 1 traveled across towards the peninsula. a richmond center fell bridge about a 10 minute ride at a richmond and the golden gate bridge. 37 to the tolls about

23 minutes. i don't see any intense winds across this portion of the bay area. james, back to you. thanks a lot. let's continue our team coverage because as you were cg is getting they are hoping that nothing goes wrong with this huge storm that's rolling at preparation is key. and joining us this morning from the utility is tomorrow, sir. kiss in. >> thank you so much for joining us this morning. i assume you guys have your work cut out for you. getting ready for what's about to come. >> we are prepared for this storm. we know that it's going to be hitting tomorrow quite strongly in certain areas here in the bay area. we the north bay south bay, but especially the peninsula to really see the impact of the storm. so we have crews heading in those directions to make sure we're standing by and ready to respond to any problems that may occur. any power outages that may happen. we also have our meteorology team working overtime, making sure that they are on top of everything that's happening. we've been

tracking the storm for some time. so we are prepared. we've got our stopped. i love of equipment set up the bay area so that if we do experience an outage, poles, wires and other equipment are all ready to ready their there. and we don't have to go outside the area to access like, what do you what physically can you do, though, for example, with the power poles in the trees and stuff like that to anticipate that something might come down like today. what are you running around doing? >> at this point, we are just really preparing. so we don't see outages at this time. we're not seeing down budget haitian. it's too early. this is the time we get crews from other areas that maybe lesser hits. we bring them into the bay area to the areas that we expect are going to be hit we also have our vegetation teams out there out 3.65 365 days. a year doing work, but it's especially important during

this time because vegetation is one of the major causes power outages during storms. it's because of those gusty winds and we are going to experience the gusts during the storm. we're also going to be experiencing warmer weather during the storm which can lead to that is something that we want people to really be aware of. the mindful creeks and streams may flood during the storm be safe. it is something that can cause access issues for our crews. but at this time we have a plan in place. we've got our technology that helps us determine where we expect the most power outages where we need to have our crews standing by and ready to roll all. it's good to hear that you guys got crews preposition to try to jump on these problems as they pop up. >> for anybody watching who let's say during the course of the storm comes across a poll that looks like it's damage, maybe even a limb that's down on lines, maybe even lines down on the road. what do you

want them to do? are they to call pga need to want to give you would rather they called 9-1-1 and have the police call you guys. what's the proper thing to do? >> the first and foremost, if you see lower down power lines always assume their life, keep yourself and others away. you call 9-1-1 first and called pg and e seconds. okay. okay. good enough. and also, are you i do. if you have any areas that you're still deali havfrie tahoe and >> they're like an an up and, you know, other counties along the way that are still without power and dealing with, you know, the remnants of the last storm. so how's that going? >> here in the bay area, we were able restore our customers in a timely manner. we're able to get our customers turned back on. there are certain pockets where there may have been access issues that took a little longer. but we are ready for this storm. we want our customers to be ready as well. so that means being prepared from today. make sure you go around check for those flashlights. make sure they have fresh batteries. make

love and that's something they want to prepare for in marin county. they're doing what they can to get everything ready. and you can see the wallop that the last storm gave us here color the area of concern, sycamore avenue and locust avenue that had to close down in january when we had that huge storm because flooding. and we chatted with baker, colin. he's the assistant manager for marin county's office of emergency services. and he says >> that the county emergency plans are in place, but he is also hoping that people prepare ahead of time so that they can mitigate what may be coming. >> we've got folks from public works who are out doing things like clearing storm grates him places debris tends to accumulate cosplaying want to watch things up. so making sure all those things are clear and sid or if you're in an area that floods a lot good, you know, go out to hardware. goodman is your own people and get some sandbags. now, all the skies clear, we have very limited ability to supply sandbags. >> and in the meantime, you are urged to sign up for the emergency alerts like next ul

because that'll be crucial. letting you know what's close, what's open and what's a problem in your neighborhood. >> all right. and they quickly also have to let you know to the gas prices. and here's a quick update for you this morning. so far, the statewide average at this point roughly 4.92 a gallon, which is up about $0.15 from last week and up $0.30 from a month ago. here's the graphic. you can see for yourself that more than half the bay area counties are still above $5 a gallon with napa county, the most expensive at 5.13, on average. the cheapest. that's a county at $4.87. per gallon. >> it's 9.38, right now. and still ahead, we're introducing you to a remarkable woman whose life oracle vols around saving animals in need and fi

>> 9.41 is the time in san francisco's sanctuary city policy will stay as it is. city supervisors voted against a proposal to add fentanyl to the list of crimes that would give reason to arrest undocumented immigrants. supervisor matt dorsey was the only one in favor of allowing police to target undocumented immigrants possibly leaked to the dealing of fentanyl. san francisco is among the first cities in the country to be dubbed the sanctuary city, which prohibits local police from stopping and arresting. people based solely on their national origin or immigration status. the city's policy does provide, though, a list of crimes allowing prosecution, including things like

further north, especially stilling it onto a few showers down south in a few clouds over the tri valley. all that is clearing out in short order. this low pressure area, just part of the last remnant of cold weather systems that have brought us that low elevation snow fall now being replaced by an atmospheric river. we know what that means. these tend to be those warmer systems packed with a lot of moisture, especially rainfall that pushes into the bay area starting tomorrow and along with it, snow level creeps to higher and higher elevations. that means areas that would impact a snowfall now to be replaced with rain. a lot of melt occurring and a lot of fresh rain means the opportunity for a lot of flooding potential in the sierra today. it's nothing like that just yet. lots of sunshine. enjoy every second of it. tomorrow we'll have a few sprinkles during the morning. really? rainfall increases tomorrow afternoon, though, and our heaviest of rainfall will be tomorrow night through friday, solid at least 24 hours. if not, 48 pretty continuous rain and heavier pockets of rain and

yellow, orange and red indicating those heavy downpours that will be pushing into the bay area along with it. multiple inches of rainfall let alone over the weekend. and we're going to add a few more inches on top of that as we move into next week, the sierra nevada also inches upon inches of rain on top of what has been feet of snowfall for the sierra nevada temperatures rising above freezing at lake level at lake tahoe means a lot of snow belt, a slushy mess if not flooded in areas around lake tahoe. you head up above 7,000 feet and we're still going to maintain snow level at that. so that means multiple feet of snow at the highest of elevations but melts in the foothills in lower elevations of the sierra. that means flooding. and we do have flood advisories for the entire bay area starting thursday through sunday. same applies to the central valley as well as the sierra foothills. today's daytime highs in the 50's san jose being our warmest spot at 57 degrees. and looking ahead, we're only getting warmer from here. contrary to what you'd

expect when rain moves in, it's actually going to be very much so on the warmer side on these cloudy days today, lots of sun after this rain and cloud cover all day long thursday into friday, saturday, lighter showers and then kicking it back up into sunday and monday of next week rate. don, thank you for that. we've a pretty busy morning. we've seen delays across the bay area in. >> a lot of slick spots. if you're traveling into the city is going to take about 24 minutes now on the eastbound side of the bridge. we do have an accident there right near that treasure island exit. so if you're traveling from the city towards the east bay, you're going run into a slight delay. the westbound side. you can see the meter lights. what's slowing us down? 21 minutes a 80 to 101. as you're heading across towards the peninsula. let's check on some of our highways like 101 of the south bay. 42 minutes travelers from 85 up towards menlo 80's san leandro down towards to 37. got to take about 40 minutes to make that drive, howie, for 21 minutes, antioch, into concord's to 42

crockett down towards the maze about 23 that's better than 35 minutes. and if you're traveling to snow right at that pleasant, his exit, we still do have an accident. so doubling down to fremont. going to take about 55 minutes. darya. james, back to you. thank you. international women's day in kron four's recognizing remarkable women of the bay area. yes. and today we want to tell you about a woman who's dedicated her life to helping animals in need and helping them find. >> their forever home kron four's amanda hari introduces us to paley boucher. >> ok, i hear you. but paley boucher has been answering than 20 years. the phone re starts ringing like it could bring in the middle of night. it could bring. >> i keep it under my pillow. boucher founded rocket dog rescue back in 2001, it's a volunteer based organization dedicated to saving homeless and abandoned dogs and other animals from danger of abuse, neglect where euthanasia. it

also has a 24 hour helpline for any animal in need. the organization fosters the animals then finds them permanent homes. the animals that are pouring into the shelters set. >> have like will live and die without ever having been chain are loved her treated with i just couldn't turn away from it. boucher also goes to overcrowded shelters throughout the bay area to find animals most in need showing me these cute little puppies in these little love. the things in the state won't. and then there's light. >> a three-legged pit bull or like one eye and like, okay, we're taking him first after my heart lives. i know what it feels like to be. you know, without. kindness in the world. and i know it feels like to be scared and unsure like many of the animals. she rescues. boucher also had a tumultuous start. i a ward of the court to an unfit mother.

she says her upbringing was unstable. her family suffered through homelessness and not knowing where their next meal would come from. >> but she found comfort in animals. i would find little animals on the street like a little kittens that were covered in fleas and just like. >> we can i just take care as an adult. her love for animals continue to grow into rocket dog rescue. we saved over. 14,000 animals >> it. you know, over the past since we started i remember every single one of them, nothing matters to her. but these dogs, that's it inc. hillo has adopted 3 rocket dogs and each has a special place in her heart. >> diana was the first. then her husband adopted boomer. was my husband. so make this dog. and and denver has been convinced her to add rosita, the pack 8 months later, he suddenly passed away leaving maureen with rosie. she has been my lifeline and my savior
