♪ my $6.99 popcorn chicken is back. only at jack in the box. >> from the bay area's local news station, you're watching the kron. 4 morning news at 6. >> good morning and thanks for waking up with us. i'm sorry and i'm james are waking up to a wednesday morning. a wet wednesday. there's some alliteration for yeah, and we're not going to be out of it any time soon. and that's going to intensify. this is as good as it gets. you should prepare today for the real rain. yeah. which comes well, let's find out. we've got john in the weather center. when does this all start like in ernest? yes. so today's rainfall, free short-lived. we've got a lot of it this morning, but it moves out here within the next couple of hours. >> that we're smooth sailing the rest of the day tomorrow, atmospheric river moisture arrives and that is going to provide a big switch up te the pattern we have been seeing

just consistently rainy through tomorrow, late in the day friday into saturday. all in all your best start to the weekend for a whole lot of outdoor activities. right now. what we have out there is some gray skies definitely over the bay area. rainfall is at its very heaviest out in contra costa county. currently, we are seeing some heavier pockets of rain in the east bay hills as well as out towards and on over to concord and bay point down to san ramon. you've also got a pocket of heavy rainfall there. showers are in the light to moderate side. but some of those inland areas are definitely getting some heavy rain at this moment. also note that we still have the low elevation snowfall up around about hamilton as well as in the north bay mountains, too. snow really coming down now up in the sierra nevada. this is all something that changes as temperatures warm up our atmospheric river, going to be a warmer system. that means a lot of snow melt and the risk of flooding at the tail end of this week. temperatures are currently in the 40's. it's pretty mild, actually san jose

at 45 san francisco and oakland at 47, even much of the north bay in the 40's to get things started. and although breezy right now winds will generally calm down through the day as skies clear out really nicely late morning into the afternoon. great job. thank so that we've been tracking in accident on the san mateo bridge. >> 92 westbound there about 30 minutes to make that drive. as you're commuting 80 to 101. so that's why drive times up right now, hoping to able to clear that off the bridge 20 minutes into the city. no accidents or disabled vehicles. just slick conditions out there and the meteor lights are now on. a richmond center fell bridge about 8 minutes tolls to want to. what if you're traveling at a richmond golden gate bridge about a 20 minute drive. 37 to the tolls. and as you're traveling to orinda right at wilder row, there is an accident there. so now walnut creek down to 5.80. it's going to be about 17 minutes. all right. james, back to you. thank you. ran a

602. and our top story is the weather. so we're going to see how the bay area's getting ready for this major storm headed our way. everybody doing their own thing. most of the bay area obviously warned about the possibility of flooding. >> that could be a big concern, especially in the east bay in the north bay, many working to try and weatherproof their homes or buildings or streets if they can, as much as sandbags can do. that is right the best methods we have at this point. crawford's will trend. >> live in walnut creek with a look at what folks are doing high will. >> i think it's the best method because it just stacked on top of each other and it's hard for water to get through. and it's highly effective and area. our favorite word, it's free. so it's right behind me. they have this and they have the sign that says sandbag station, they have the bags, but they need if you want it, they just need you and you need a shovel. they're having sandbag stations all over the bay area. so it's rinse and repeat, we saw this about a month ago when it was really bad. if you need more sandbags

while they're available to you and if you need sandbags this time thinking you dodged a bullet and maybe you won't dodge it again. well, it's available to you as well. so take a look at your screen. there are places all over the bay area, but we happened to choose one for you. this one happens to be in walnut creek. it's located at 29, 50 walnut boulevard. of course, it's available to you every minute of the day for the next whatever. however, needed. but most certainly of the next couple of days because john says it's going to be i doozy. keep in mind, you can do things without sandbags to protect your home. there telling people look around your place, make sure it's clean, maybe even check on the status of your trees. you never know how precarious they may be. and god forbid a falls on top of your house or anybody in particular, of course, so use this window of opportunity when they will

that was not said. and as to exactly when that was not given either. but officials did say that is currently being seen as a hate crime. and it's being investigated by police and also the company is seeking a 3rd party investigation saying in a statement this alarming discovery caught shop, discussed pain and anguish on our staff and physicians in gilroy and throughout northern california. hangman's noose is a painful and triggering symbol. the history of violence against african-americans in the united states. its site stirs outrage to the bigotry and continues to be a threatening symbol of hatred meant to inflict pain. now it also went on to say investigations are still underway, but we are not waiting for the conclusion of these reviews to acknowledge the trauma this incident has caused. now, according to officials, they say that they are using their camera systems and all electrical devices to not only boost up their security, but they're also trying to use it to help with the investigation finding out just exactly who put it there

and why did reach out to them this morning to find that they have update where they could give me exact dates as to when this happened. not heard back yet. but as we get more, we'll continue to keep you updated. but that's a very latest here in gilroy. i'm michael thomas. i will send it back to you guys live in the studio. ok? thank you very much, michael 606. and the alameda county district attorney says she's going to be adding additional charges to a 2021 attempted murder case. and a warning. >> the video we're about to show you, you may find very disturbing because the video shows a car repeatedly hitting a man. now the driver is in jail, accused of running over this person repeatedly in a parking lot. in fact, 6 times this was december 6, 2021. the parking lot is in fremont fremont boulevard. newly elected alameda county da pamela price says she's been reviewing old cases, including this one where she says a quill akbar khan attempted to murder a 45 year-old african-american man with his car.

>> we believe that based on the evidence that mister. browns assault was also racially motivated and a hate crime. under california law and that it should have been charged as such by my predecessor. she did not do so. but we are here right. a great, wrong. >> if he is found guilty, then cannes sentence will be extended because of this. and this isn't the first time that khan's been charged with a hate crime. it was also an incident in august of 2021. khan was expected to have a pretrial hearing this week, but that has now been moved to april 14th. >> 608, on the clock. and happening today, the san jose police department is going to be sharing some more details now regarding the man accused of having several explosives inside of his house. police say that peter karasev lived in a home on potomac court with his 3 young children. where they found a stockpile of highly explosive bomb making chemicals inside.

police say car said planted multiple bombs targeting infrastructure around san jose including when he allegedly blew up p-g need transformers back in december and january. we'll keep you updated both on air and online about what comes out of today's news conference. well, in the north bay school community confronting a crisis now after that deadly stabbing at a high school. 16 year-old jayden pm to died after he was stabbed inside an art classroom. montgomery high school in santa rosa. there was a large showing at last night's public forum where students and parents spoke with santa rosa school board members and the superintendent, the event was set up so the community could talk about their safety concerns. >> he that medicaid so important. i this is that last week i need a shift in school and that needs change and that she started needs change.

>> we do not need to off get this. >> you can hear some of the comments their parents and other students say the evening. was a move in the right direction. but they say each be followed with action. >> time now is 609. san francisco mayor london breed is demanding the city's board of supervisors approved for supplemental budget plan of 27 million dollars to fund the police. the mayor says if the board does not approve this proposal, it will be impossible for the public to get police officers to community members who need it. >> i'm fighting for this city. no, it got pushed me out of the city. i was born or racing now was going to stop me for standing up for what i believe in. >> the mayor also demand supervisors approved a contract extension for urban alchemy, a program that puts civilian ambassadors on the city streets. pittsburgh police are investigating a deadly crash that killed a pedestrian last night. the area of stoneman avenue at briarcliff drive. that's just outside of black diamond high

especially a big rain and that percent ok and don't even think like it wasn't affected. i had played. you remember your tail day on sunday? i mean, i know what it's like. it was 3 and a half hour delay. but still, he can't where you're going and people are nice and hopefully you get where you're get frustrated on in the weather center with more on the weather and how it's going to be impacting everybody. just probably a little bit of an impact out there. if you're darya love the hear the rest of us. maybe a little. you can that that's ok. you just got to be patient with it for sure. and once you get through that, you should be able to get where you're going. just fine. >> this is your look at downtown san francisco. yeah, it's coming down out there. mostly moderate rainfall this morning. but a few heavier pockets too. heavy snowfall really picking up in the sierra nevada. now you can see heavy snow now falling, especially above around 4,000 feet in the sierra snow levels going to climb in the days to come. and that's where we get a bit of a problem as of right now, our heaviest of rainfall is out in the east bay starting to calm down for the north bay. this line of

showers. pretty clear to see where it's causing the most issues right now, oakland down to hayward coming down along both 5.80, as well as 6.80, further inland on up from san ramon to concord highway 4 from antioch, all the way over towards hercules is definitely pretty wet at this point, too. we've been in the midst of colder air masses which have allowed snow to fall at lower and lower elevations. why we've seen so many snow cap slopes right here in the bay area. but we trade this in for some tropical moisture in atmospheric river making its return to the bay area after a long this is going to push some of that warmer air our direction along with this moisture laden environment and that brings a lot of rain to the bay area and rain at further and further upper elevations of the sierra resulting in a lot of snow melt and wash out of some of those really snowpack slopes. that's why we do have flooding concern this morning. we have rain, but it actually moves out really quickly today by 09:00am. most of us are looking at sunshine and hold

on to that sunshine for the rest of the day today. tomorrow we start the day with a few isolated showers, but rainfall becomes more and more of a thing later on in the day. this is the start of your atmospheric river set up. that takes us through tomorrow afternoon evening on into friday and eventually lingers into saturday and even sunday rainfall this weekend, anywhere from 2 to 5 inches of it. we're going to get more into next week and the next 7 days will bring anywhere between 5 to even 10 inches of rain. that's the flooding risk. we have the sierra nevada is going to see increasingly high elevations, increasing flooding risk up there at lake level. lake tahoe temperatures rising above freezing. so going to start to become a slushy mess up their lot of standing water in areas that have just been seeing snowfall. you had above 7,000 feet and it will be snow in the sierra already looking dicey up there from thursday through sunday. we've got continued winter storm warnings and from thursday through sunday for the bay continued flood watches as we see so much rain coming down

right here at home today. we do clear out, as i noted, so your best chance to get outside highs will be in the 50's. lots of sunshine this afternoon. then it's to the rain we go starting tomorrow and especially into friday, lingering into saturday and sunday. also don't forget to adjust those clocks as you go to bed on saturday night. spring forward an hour rain, the that well, a long 24 while the road and we have an accident there. >> so drive times around. 21 minutes, walnut creek as a traveling down to 5.80, this morning. our bay bridge slick conditions out there. 21 minute ride traveling into the city and then we still have that disabled vehicle along or san matteo bridge. the drive times went down a bit for up to 30 minutes now at around. 26. that's right near the high-rise, hoping they're going to get that cleared off pretty soon 101, in the south bay. 32 minutes. 85 into menlo park. how we for your busy right now. 51 minutes, antioch, into congress to 42 and again, you've got very

slick and wet conditions. an uptick in traffic there doubling down a fremont. 19 minutes for you. if you're taking that and 8.80, san leandro down towards to 37 just around. 32 minutes. darya. james, back to you. thanks. a lot is 6.18, and as california is grappling with how to respond to homelessness, lawmakers are calling for more. >> accountability on how state funds are use. yeah, that's been a big question. capitol correspondent eytan wallace takes a closer look at some of the action legislature say needs to happen. >> in order to make sure this money spent right. >> it's an all too common sight across the state. homelessness. the quick drive in downtown sacramento. and this is what it looks like near 9th and h streets just blocks from the state capitol. the statewide issue was garnered th attention of lawmakers with some now calling for more transparency into how state homeless funds are spent. among those lawmakers, republican assembly member josh hoover, he said

the joint legislative audit committee, this letter asking for a formal audit to look into where the state billions of dollars it spent on homelessness over the last few years. >> ended up specifically. he wants to know how the state spent 20 billion dollars since 2018 to tackle homelessness. in the letter, he writes, quote, californians deserve to know whether the billions of dollars invested to date are actually making a difference and not it will ensure that spending is tracked and results are measured hello, gop assembly member tom lackey was not involved with writing the letter but agrees there needs to be more clarity about homeless spending and results to show for it. clearly what has happened is we've shown our intent to try to address this. it >> area, but we need and accountability, peace and more accountability. democratic assembly member lose beavis agrees. a new proposal from her would require local governments to use state funds for homeless related matters to publicly share their goals. if those goals are not met, the funds could be transferred to other local governments where the goals are achieved.

homelessness impacts all of our communities and our constituents want us to do something and over the last few years, california invested on homelessness, but a lot of our constituents still see, you know, homeless encampments. they see, you know, not enough permanent housing being built. and so they want to know what is the state getting for the money that it's investing. >> and as for that other request, well, the joint legislative audit committee is set to take up new requests in the coming weeks, reporting from the state capitol wallace kron. 4 news. >> all right, 6.21 the time in the national news, president biden is set to unveil his budget proposal today keeping medicare fund. it is one of his top priorities. our dc correspondent alexandra limon has the details from washington this morning. hi, alex. >> deiah james, good morning. the white house says the president's budget proposal would fund medicare by increasing taxes on the highest earning americans. at

the state of the union address, democrats and republicans cheered for the idea of not slashing social security or medicare. >> i did is unveiling his budget proposal when you dress what americans care most about. >> extending medicare solvency by 25 years. the white house says the plan will also lower some costs for older americans who receive medicare without costing a penny in benefits. that is great. >> to pay for it all. president biden proposes raising medicare taxes on americans who earn more than $400,000 a year from 3.8% to 5%. the plan would also close loopholes to ensure capital gains and other investment income is subject to the medicare tax. massive tax increases more spending, but republicans aren't happy with the president's proposal and say they plan to block it. but you know, the present budget is replete. with what they would do if they could.

>> all right. we're back at 6.25. and for your money this morning, gas prices are going up once again. the current average price for a gallon of gas here in the state is for 92, which is up to $0.15 in the last week, in the last month. more than half of the bay area's pay more than $5 a gallon. and as you glance down the list, you can see that includes napa county, san mateo, san francisco, sonoma county marin, alameda. they're all paying north of $5. you get below five-dollars windshear out towards santa clara county contra costa and solano county. >> the chatter drive further. maybe get you live there. hopefully get a james. don't drive too far to get a deal is what i'm saying. the federal reserve indicated it may raise interest rates higher and faster than previously predicted. fed chair jerome powell told the senate banking committee the fed would continue to raise rates and high inflation and a strong economy persist. palace comments raised the possibility that the fed will boost its key interest rate by

a half a percentage point at next meeting, which is later this month. the central bank has raised the rate 8 times in the past year. powell also took back some of his recent comments about declining inflation. >> my colleagues and i are acutely aware that high inflation is causing significant hardship and we're strongly committed to returning inflation to our 2% goal. >> inflation has slowed from its peak in june of 9.1% down to now 6.4%. however, progress stalled in january. >> and it is 6.27. will be back with a full check of the weather. a live look storm tracker for shows. we've got a lot of activity to talk about. more on that coming up.

costa county, not looking at it coming down just yet. i'm going zoom in on contra costa first because this is where we're seeing heavier pockets of rain such as along 6.80, as well as highway for stretching right there along the car. keenness solano county also pretty wet and it doesn't take long before you get into snow up in the hills right above solano county bay bridge still wet but lighter showers out that direction. showers spotty on the peninsula still holding on to rain around mountain view. sunnyvale on over to fremont snow still falling on our bay area. mountaintops in speaking of snow, it's only picking up in the sierra nevada coming down really heavy right now. we do still roadways open, but don't be surprised if you see chain controls are even closures. that points. now, the good news about today is the rain pushes out and then we enjoy a lot of sunshine. we're already starting the morning, fairly mild in the 40's and will rise well into the 50's this afternoon. a bit breezy for a few of us. but winds also calm down. this is going to set us up for the nicest afternoon of

your forecast after today. not so nice to be planning anything outdoors. and that's because atmospheric river arriving tomorrow. midday lingering into friday when our various heavy rainfall gets here. so might be deceiving. looking outside right now. that's temporary. we do get a really nice afternoon, perfect because the san mateo bridge, quite frankly, worries me just a bit because we have a disabled vehicle right near that high rise. >> on the san mateo bridge and you can see just how bad visibility is. you can't see much of anything. so about 30 minutes for you. if you've taken that bridge, they want to take the dunbar bridge because of that. the bay bridge right now, slick meter lights are on right now. 22 minute ride. a richmond center fell bridge about 11 minutes tolls to 101. if you're traveling there and the golden gate bridge about 20 minutes, 37 to the tolls. we had an accident. ryan are in the right near wilder road that we just saw clear off of our highway. there's about 20 minutes. walnut creek down to 5.80, darya. james, back to

you. thank you. reyna 6.32. in the north bay. the storm preparations are under way because they know what can happen in a big storm like so they're preparing as best they can. we know the strong winds have done roof damage that toppled trees. >> we know that flooding concerns are also there to. in fact, officials in marin county are doing everything they can. >> to prepare and they're cleaning up areas right now. there are prone to flooding. one particular area of concern is the intersection of sycamore avenue and locust avenue because after it closed to due to flooding back in january, they're still working to get everything right. woody baker calling who's the assistant manager for marin county's office of emergency services, says that the county has emergency plans in place, but they are really hoping that people prepare ahead of time. >> we've got folks from public works who are out doing things like clearing storm grates him places debris tends to accumulate and cause flooding. want to watch things up. so they're making sure all those things are clear and sid or if you're in an area that floods a lot good, you know, go out

to hard were and your own people and get some sandbags. now, all the skies clear, we have very limited ability to supply sandbags. >> yeah. in the meantime, residents are urged to sign up for the emergency alerts like next ul ahead of the storm. so you know what's what? and we also do push alerts on kron. didn't want to make sure that you sign up for those 2. in the east bay doctors and dentists working for the contra costa county health department and that that area, they say they're understaffed and overworked and underpaid. their union has been working without a contract for more than 4 months. and members have voted to authorize a strike. if there's no resolution, they say physicians who are already overloaded with patients will take on more next year when the county takes in 30,000 new people receiving medical help. >> a lot of a r p c police take that work home with them and our up late at night trying address there in basket. that's just would never a to the source

possibility. >> in a statement contra costa, health services says in part, quote, health systems across the country are struggling to recruit and retain medical staff at all levels. contra costa health is no different. and union members would still strike if an agreement is not reached. >> well, let's talk about a shortage of veterinarians continues to be a problem all across the u.s.. and that's leading to treatable pets having to be euthanized as kron four's. rob nesbitt reports one oakland based company is using telemedicine to help. during the pandemic. we saw massive increase in pet adoptions, which means more demand for vet appointments. the industry is overwhelmed in some say being able to do a simple facetime with of that will help. >> we know that virtual appointments with your doctor work in the last 3 years as proof of that. but what about when your dog or cat needs medical attention? the company does has been matching pet owners with veterinarians virtually since 2021. and founder joe specter explain

the benefits. >> and given that it can take, like i said to 3 weeks to get an appointment, at least telemedicine can put you in touch with someone be on. doctor google to actually like figure out how to address the issue, diagnosing conditions over a video call and then prescribing treatment. but specter says it's not easy everywhere. california has had laws in place since the early 90's restricting telemedicine for pets. you can do to advice you can do jen. all advice, but you cannot actually providing any sort of specific advice for provide prescriptions or any treatment plants. specter says virtual appointments don't work for every pet and the more serious situations such as spay and neuter or cancer require in-person appointments. i first heard about the veterinarian shortage from san francisco spca ceo doctor jennifer scarlet. >> she also says that telemedicine is part of the solution. long term. we need more headed in the short term. we need. >> we need tools such as tele medicine to help us mitigate

the suffering and the lack of care that's happening right now. the california veterinary medical board is a government agency that calls the shots and the sf spca has filed a federal lawsuit against the board with hopes to expand access to virtual care under the first amendment. that but it have the right to get professional speech and clients have the right to receive that. the lawsuit was filed 2 years ago. and doctor scarlet says the problem is too serious to wait. that's why she's also supporting a bill recently introduced in the california legislature to ease restrictions. >> and possibly entice licensed veterinarian to have left the field to start working. virtually. maybe they have family pressures. they didn't physical pressures, but i just want to be able to virtually. so it's a it's a wonderful way to engage more that americans and keep them into practice to give an idea for just how stressful working conditions are for veterinarians right now, the cdc says one out of every 6 bets has considered suicide. another big reason why doctor scarlet inspector both say

telemedicine is needed. reporting in the newsroom. i'm rob nesbitt kron. 4 news. >> thank you, rob. it is 6, 37 and in the south bay, residents in one neighborhood are on high alert now after multiple audi's have been broken into by thieves. so these break-ins of it happening in the hammond park neighborhood, which borders campbell and san jose. it happened last couple months. thieves are targeting certain model audi cars which have a valley key in the glove box. one resident tells us is 2012 audi been broken into 3 times in the last 5 months. in fact, surveillance video actually captured this man right here. breaking into an audi that was parked in the driveway about a block away. and here you can see him getting into the car using the valet key and driving off. neighbors say these crimes are becoming more and more frequent mayfield, helpless about it. >> what the violation, you know, you wake up the next morning, your car's busted in try do i put letter up there that says i don't have the valleycam anymore. i don't know if someone comes to smash the window. there's really nothing that were to be able to do to stop it. unfortunately.

specifically in this county where we've seen some of these buildings where the roofs are caving in because the snow is getting so heavy that the roofs can no longer hold them. and as we're taking a look at the skies just behind me, you can see visibility is heavily reduced. i mean, we can barely make out much beyond. you know, our current vantage point and i can tell you, we've been on the roads this morning, not only having moments where the snow is and suddenly falling falling heavily, but then we have moments where we're slipping and sliding along this road and to kind of add to the woes, you know, we're experiencing an atmospheric river that's forecasted to happen for tomorrow. that's expected to bring additional heavy snow that's expected to bring additional rainfall to the area. so a lot of people worrisome on how this is going to impact their halls. already seeing collapses. roof collapses in some instances. what exactly is going to unfold where it's only? >> adding making it heavier on some of these groups. >> wow. yeah. and with that

because the snow is picking up now the sign the bottom of the start to be obscure now, you know, the signs along 80, they're high up there. so 10 feet, maybe. that is a lot of snowfall. and they're also lower than the road where their position too. so it's impressive, but it's also impressive thinking that a lot of that snow is now about to wash off some of those lower slopes. that's where the risk of flooding comes from as temperatures warm up, you're not going to see snow line as low as it has been. it's going to retreat further and further upwards rain is going to replace those areas where a lot of snow has been falling like in nevada county right there where it's going to look a lot different here in a couple of days. snow really picking up in the sierra. it's still relatively low elevation, but we're seeing a transition already beginning to occur as we start to see temperatures warming up, it's going to warm further into the weekend. our heaviest of rainfall right now is in the eastern contra costa county, really just south of antioch, out towards brentwood. you also got a few heavy spots around san ramon and danville

definitely coming down from marin county as well as closer to the coast. still in the midst of this cooler pattern. but atmospheric river is right at our doorstep plunges on into the bay area starting tomorrow, replacing what has been really an arctic air mass with tropical moisture that pushes into the bay snow line rises to higher elevations above 7,000 feet. you're still going to get a lot of snowfall but below it, that's where we're going to see some issues as we do see a mix occurring of rain and snow and a lot of rain that will wash away some of that snow. we get a lot of sunshine today. today is a good chance to get out there this afternoon. enjoy what's about to be some really pleasant weather tomorrow. rain fall starts light during morning. our shouldn't cause too many problems for your morning commute. it's later in the day. we're really begins to pick up from that point forward thursday afternoon into thursday night and into friday, especially heavy rain just stays consistent with us and temperatures will warm along this a time frame as well as we move into the weekend. highs pushing into
