our developing story which is a tesoro refinery in martinez flare-up which is led to a shelter stay for areas nearby. >> refinery official say they're working to get the refinery shut down after an unexpected power outage caused refining to essentially come to a complete halt just after 4:00 this afternoon. it took a half-hour for the cloud of black smoke to get a notice from local officials and now they've issued a shelter in place order for residents of the surrounding communities. people in those committees are encouraged to go inside, shut the windows and doors, not read the outside air because the fares that are firing up behind me have a thick cloud of black smoke attached. they what we know this is a safety mechanism and it's working the way it's supposed to. when the

refinery shuts down all these toxic gases that are used in the process get released. they set off these flares to burn the toxic contents of the gases to keep them from reaching into the atmosphere. the result is a lot of black crime gets into the air and to really be irritating to people with sensitive long spirited if you find your been irritated by this black smoke your supposed to go inside take a shower presents demon wash off the area of skin that may be irritated and wait for authorities to some the all clear which will be broadcast on musical outlets on kron 4. to try to figure out why there's a power outage it has something to do with the piccinni's substation located on refinery property. were expecting the be holding a press conference to update us on their progress later on this evening. once again to try to shut down the refinery while they're figuring out the source of the power outage and get the electricity back on people are being encouraged to stay indoors and show all the windows and doors. jonathan
