an affordable price. oliver zaun doesn't want to fight with the dairy industry, just co-exist. >> whatever happened, we were disqualified. i don't want to blame anybody. i just want to offer consumers alternatives. that's it for the news at 5:00. cbs news bay area with juliette goodrich starts right now. >> thanks so much. we want to get to breaking news, a traffic nightmare seriously for the friday evening commute, police now cornering a shooting suspect on interstate 80 in fairfield. both directions of the freeway are still shut down. the delay is stretching all the way to the bay bridge. minutes ago police made their move on the suspect vehicle. also a san jose police officer in critical condition after responding to a domestic violence call at a motel, what we've learned about the moments leading up to a gunbattle. >> you could go to this call a thousand times and nothing ever goes wrong and the 1,001 time is this one. a new batch of pop-ups

filling vacant storefronts in san jose, how some enterprising women are getting a boost to help get their dreams off the ground. >> it's wild to see the growth from making these in my kitchen to now having a retail opportunity. saturday is a first alert weather day. i'm tracking rain, gusty winds, and much colder temperatures in the forecast. this is cbs news bay area with juliette goodrich. >> good evening. we do begin with that breaking news. a standoff involving a shooting suspect has brought traffic on interstate 80 in solano county to a complete standstill for the friday evening commute. this all started in the north bay and now police have the suspect cornered on the freeway in fairfield. this is near the cordelia conjunction area that connects to 680. anne makovec has been following the latest developments and is in our newsroom. what can you tell us? >> we've been watching the chase and then the standoff for
6:02 pm
hours today from our chopper. over the past 20 minutes we saw two tactical vehicles you can see from our live picture here close in on that suspect sedan and officers right now on top of that vehicle as well as alongside. it looks like that sedan really has no room to move, totally blocked in there on the lanes of 80 which right now both ways are closed, just so you know. that is in fairfield, solano county. nobody is going either direction on 80. the suspect's vehicle is pinned now between the two armored vehicles. officers with guns drawn are standing by. we've seen the suspect moving inside this sedan, but it's tough to tell what that person's doing. we've also seen some of those officers throwing objects near the vehicle. we aren't sure what the objects that the officers are throwing are right now. earlier our chopper spotted the back window of the silver sedan be riddled with bullet holes when we zoomed in
6:03 pm
on it. not clear where those bullet holes came from, if somebody was shooting from inside the car or some kind of rounds were fired into the vehicle from outside. no word yet on if the driver might be injured. police are using drones to try to get a safe look at what is going on inside that vehicle. backing up here, our chopper watched the chase earlier this afternoon down 580 on the richmond-san rafael bridge with several come cars on the tail of the silver toyota corolla as they drove through the north bay eventually going east, the driver avoiding spike strips after several attempts by officers to stop the vehicle as it went from petaluma through oakland bobbing and weaving through traffic until finally stopping in fairfield where it is right now, near 680 by the cordelia junction. officers lined up a few yards from the car first and then moved in with those armored vehicles, all lanes of 80 closed right now. let's go back out live to
6:04 pm
our chopper feed. you can see the vehicles there surrounding the suspect vehicle, the silver sedan. in that sedan is a person accused of shooting into an suv this morning. that's all we know now. a woman was driving that suv and she was not injured, but her window was shot out. officers tracked the suspect's license plate and then they found this vehicle around 2:00 p.m. in the north bay with the driver in it. that was near rohnert park. from there the chase was on. here we are some four hours later and the standoff continues. the chp is leading this chase and standoff and on the phone right now officer david deroot, david, what can you tell us about where things stand now? >> well, we're doing everything we can to make some progress and get him out of the vehicle, but so far nothing's working. >> can we tell unequivocally there is only one person in that vehicle? >> i believe so. i haven't
6:05 pm
been able to confirm that, though. >> we know this is a shooting suspect. is there something else in the person's background that makes the chp so intent on nabbing this person? >> not that we know yet. more so just today and the earlier shooting and we believe there's a gun that was -- we believe we saw a gun inside the vehicle during this standoff. >> i know you tracked this vehicle down using the person's license plate after that shooting this afternoon or this morning rather around 11:00. do you have the person identified? do you believe the person in there is the registered owner of this car? >> unknown at this time. >> okay. has the car been reported stolen? >> no. not that i'm aware of. >> okay. very good. i know you don't want to talk a lot about your tactics, but we see the armored vehicles. we saw officers throwing some objects near the suspect car. can you give us any intel what's going
6:06 pm
on? >> well, looks like they threw some smoke canisters in there and it was reported that he has a gas mask in there. looks like he was prepared for this. so they're trying different tactics now. >> what do you say to probably thousands of people affected by the traffic backup that would just want you to just get in there and get this guy? >> yeah. there's nothing to make it better for them. they are stuck and there's nowhere for them to go. we understand that. if you have any way to exit the freeway prior to where this incident is at, please do so, but we understand it is an absolute nightmare out there traffic-wise. >> no timeline when this could be wrapped up? >> no. i mean they are, as we can all see, they're making progress, but i don't have a time frame, no. >> chp officer david deroot, thank you. we'll check in with you throughout the evening.
6:07 pm
meantime back to you, juliette. >> thank you and thank you to our chp officer. the big thing now is the traffic and obviously there's not a timeline. we want to get you caught up on the traffic impact. here are our traffic maps and it shows this epic backup, interstate 80 east now backed up into a vallejo. interstate 80 west traffic is stopped into fairfield. north 680 is also impacted, as is nearby highway 12. this all is happening where all those roadways come together. we're certainly staying on top of this story. we've covered it all afternoon. we'll continue to and have more updates as we go along. let's get to other news. the bay area downtown is looking for a boost and san jose launched an idea that may be a win/win, a chance to breathe some life into empty buildings and help out budding entrepreneurs. we recently reported some positive news for the bay area's biggest city.
6:08 pm
university of toronto reported visitor activity in downtown san jose jumped 28% from last march to this february. now the city is hoping to build on that momentum by filling some of its vacant storefronts. five new pop-up shops are open for business along paseo de san antonio between third and fourth streets not far from san jose state, all of them owned by women. len ramirez spoke to some of them about what it means to get a head start on their entrepreneurial dreams. >> reporter: a lot of businesses would love to move into a brick and mortar in downtown san jose, but the cost is too much for many of them. this program allows a lower point of entry so they can get indoors, try out their ideas with a goal of becoming eventually self-sufficient. cutting the ribbon, bringing
6:09 pm
down the barriers, all part of a big idea in downtown san jose to activate vacant storefronts and give five businesses a helping hand. >> it's wild to see the growth from making these in my kitchen to now having the retail opportunity and not only to sell my handmade candles, but to teach them. >> reporter: marselena castro has one of the pop-ups that just moved into two vacant storefronts on el paseo san antonio. she shares space with two other businesses. across the paseo all five businesses are women-owned. >> three weeks ago this was a completely empty space and now making it our own and space it up, we're so blessed. >> reporter: the program is called moment paseo, collaboration between the city of san jose and downtown association to help businesses get started and hopefully generate a buzz in foot traffic. the association pays the rent and the businesses pay
6:10 pm
back a portion based on their sales. >> it's kind of almost like a trial pad, you know, for small, very small microbusinesses to experience what it takes to run a business and whether they could potentially go bigger and eventually have a big space on their own. >> reporter: it's not without challenges. the businesses must stay open a minimum number of hours and if another business paying full rent wants their space, the pop-ups might have to move out. >> the fact we're here when three weeks ago it was empty, now being able to make it our own and spice it up, we're so blessed. >> reporter: first day sales were good, but the businesses will soon find out what it takes to survive long term and if they can go from pop-up to up and coming. >> san jose's mayor says there are about 70 vacant storefronts in the downtown area, down from 80 a year ago. today san francisco launched another strategy to
6:11 pm
boost foot traffic downtown creating an entertainment zone in the financial district. it's being pitched as bourbon street san francisco style where businesses would be able to sell alcohol for people to drink outdoors. the first zone would be on front street between california and sacramento. we'll have more on the idea and how businesses in that area feel about it all coming up at 7:00. let's take you across the bay, if you can make it across the bay this evening. first fridays is one of the positive things happening in oakland. here is a live look from the street fair happening in the kono district and they're celebrating the vibrant art and culture of the community. tonight they are honoring latin heritage all with an array of food and activities for the community to partake in. again, this festival is running until 9:00 tonight, certainly a lot of foot traffic this evening. weather's nice before a big change tomorrow. it will stay dry for all these outdoor events tonight,
6:12 pm
but a may storm is moving in big time. tomorrow is a first alert weather day. it looks like showers first arrive in the morning, but let's get to the guy who knows it all, chief meteorologist paul heggen. >> you wouldn't guess rain is on the way this evening, but big changes over the next 12 hours. first you'll notice cloud cover rolling in across the bay area through the rest of this evening and overnight, but no rain until early tomorrow morning. the first showers move into the north bay just before sunrise. we'll start with the north bay, showing the forecast rainfall totals in the circles on our indicators here and the arrival time underneath the city name. arriving in santa rosa already about an hour before the sun comes up, closer to sunrise for the rest of the north bay, maybe a little after for napa. farther to the south arriving around san francisco and oakland by 7:00 a.m. or so, amounts pretty consistent across the bay area, between a half inch and an inch of total
6:13 pm
rainfall, maybe a little more closer to the coast. redwood city could have just over a half inch of total rainfall, half moon bay closer to 1 inch of total rain. you'll see that moving in around 7:00 a.m. later arrival inland in the east bay and the latest arrival in the santa clara valley and south bay where we will see rainfall amounts very similar to the rest of the region, just have to wait till 10:00 or 11:00 in the morning and the winds will kick in. gusty conditions will be with us the next 24 hours or so and that will make the cold temperatures feel even colder. here's a look at the ten-day temperature trend for livermore, one of the chillier spots tomorrow, mid- to upper 50s. that's normal for the 1st of january. we'll warm up rapidly. look at that climb. by the end of next week back into the 80s, quite a ride in store beginning with the sharp drop in temperatures tonight and tomorrow. >> stay with us for updates on this weekend's rain on air and streaming on cbs news bay area
