makeup these days, they're not just for adults anymore. but are they safe? should we rethink the culture of cosmetics? with this afternoon, a state lawmaker joins us live to talk about a push. to keep certain products out of kids hands we'll have that conversation in just a moment, but 1st, let's get to your news headlines. we're monitoring. breaking news right now, the chp is in the middle of a high speed chase down 580 past the richmond, san rafael bridge. the suspect can be seen here from our chopper driving a silver toyota corolla. was several cop cars on its tail right now unclear exactly why police are chasing this car we'll have more information on this as it develops. and we're learning more about a shootout that injured 2 police officers in san jose. police say a mother and her children were at an extended stay hotel in san ignacio avenue, hiding from a convicted felon with an illegal gun police identified that person as kevin brian's who was on active felony probation with more in south for his arrest.

they say he ended up in a gun battle with the officers at the hotel last night. one of those officers is in critical condition. the other was released from the hospital. the suspect was i also injured and police arrested him after they say he jumped from the 3rd floor. in san francisco, maryland and breed is hoping to revitalize. downtown by creating an environment zone in the financial district. her proposal would allow bars and restaurants to sell alcohol during outdoor events on front street between california and sacramento. this is all part of a broader statewide effort that could see the creation of more entertainment zones. in san francisco and elsewhere. the city of san jose is also trying something new to boost downtown businesses. local leaders held a ribbon cutting event to unveil 5 women owned pop up shops near the san jose state campus as part of a city backed program to fill empty storefronts and give entrepreneurs a place to expand. yeah. former house

speaker nancy pelosi is among the 18 recipients of the medal of freedom. it is the nation's highest form of honoring civilians, former vice president al gore and actress michelle yeoh also received a medal. all right on the 1st alert weather now hope you enjoy this gorgeous stretch of warm weather because it's about to change that rain we've been talking about. it's coming. it's just around the corner meteorologist jessica birch is in our virtual view studio timing it all out for us, jess. >mix of sun and clouds in the forecast for us as we head into this afternoon, but really, we're just gearing up for a huge cold front that's moving its way in as we head into our saturday forecast that's going to bring in heavy rain at times. it's also going to bring in snow to the sierra. it's going to bring in gusty conditions, all throughout northern california. but luckily it's a 1 day event for us because once we head into our sunday forecast, we dry up fast with a gradual warming trend into next week, because i'm not sure if i told you yet, but we are also going to be dealing with some chilly temperatures around the corner.

we'll get to that in just a 2nd. better yet. let's time out the storm because today we're just seeing that mix of sun and clouds in the forecast for us, especially along our coastline into the overnight hours. around 6 a.m. that 1st band of rain pushes through santa rosa stretching down into san francisco by 10:00 am now it becomes widespread throughout the bay area stretching down into the santa clara valley with heavy pockets of rain at that, all the way up into the north bay still with light, moderate showers. you see that in that green and yellow color now that continues to sweep to the south into the afternoon hours. notice how on the back end we're seeing light scattered showers at times, but a lot lighter compared to that early morning and afternoon setup now into the overnight hours, that area of low price usher sweeps off to the sierra, where they are under a winter weather advisory. we're going to continue to keep a close eye on that as we head into this weekend. luckily, we dry up once we head into our sunday forecast, so how much rain are we expected to get close to an inch in areas like pacifica over an inch, expected all the way over into pleasant and pretty impressive numbers up in the north bay to now, taking a look at our friends up in the

sierra, they could see anywhere from 4 to 8 inches of snow, but there was gusty conditions. definitely. make it difficult to travel. so let's take a look at the bay area 1 more time for us today because today it's beautiful another day of 60s in san francisco 70s across the bay bridge into oakland 70s up in the wine country with 60s near redwood city. yesterday. we were talking about 80s near antioch. now we're in the upper 70s. so just a little bit cooler, but no matter where you live in the bay area, you're going to notice a lot cooler conditions once we head into our forecast tomorrow because keep in mind, this is a cold front these 70s, almost 80s that we have today are quickly going to turn into 50s as we head into our saturday forecast a bundle up. stay warm, maybe sleep in and you're probably going to miss most of the rain event anyways, once we head into sunday monday, we'll see a mix of sun and clouds and then here we go into next week. look at this huge warm up right around the corner. we have operated. he's expected for our inland areas. as early as next thursday, and we'll see 80s into the bay area to from san francisco over in oakland as early as next thursday. it'll be beautiful, dry and it's

right around the corner. >liz>kids. tweets and teens who scroll through their social media feeds had likely come across a get ready with me. post you've probably seen them. that's where beauty influencers go through each step of their skincare routine showing you the latest products and trends. and a lot of young people are buying up those products. but it's gianna franco reports. there are questions about how safe they are. and of course, the cost. >just seeing some things like super basic because i'd like small as more >reporter>like many 13 year olds. these days. brenna cares a lot about her skin. wash moisturized than sunscreen. >super hydrating and stuff, >reporter>guided by her mom kelly, who knew the 1st step in her daughter skincare routine was to make sure she was educated on the products. something she wished she knew when she was younger. >days of um noxeema. and you

know? say knives. yeah. yeah. the probably scrubs that we were told we needed to do or should do, and then you find out later that putting broken shells on your face is probably not good idea. >reporter>some items can be useful, some trendy and some expensive. >i think it's just kind of finding encouraging. skincare and taking care of your skin, but also making sure that it's not going to break the bank with all the influence earth out there. 1 of the greatest things that i feel so happy about is that yeah. our younger patients are getting passionate about skincare. >reporter>doctor knock fan is the chair of dermatology for kaiser permanente, who says for teens keep it simple. >a gentle cleanser, a good sunscreen and a gentle and light moisturizer. is what i would recommend. to my twins and those seem like really good, logical steps to sort of

even get them in the habit. obviously choosing healthier products. i'm assuming, you know things that don't have a lot of natives or things in it. is that something you should look for as a parent when you're getting that 1st skincare brand for your kids? yeah, i had absolutely and the reason being is in our younger patients. there is skin. it's still remains thin. and so they can be more sensitive. compared to our adult patient population. >reporter>she also says higher and serums and layering products should be used for more mature skin >honestly, if anyone in the house is going to use more expensive skincare is going to be me because i needed more. >reporter>brenda hopes that teens don't get too caught up in the influencer posts about beauty. he and pay attention to what they put on their skin. >i don't really know why kids are using britain all. to be honest, it doesn't make a lot of sense because like your skin super but young and stuff >reporter>after all, beauty isn't just skin deep. it's also about finding the beauty within >just posts like stuff about

we are continuing to monitor breaking news. from contra costa. county, right? now, the chp is in the middle. of a high speed chase enrichment just minutes ago, police tried to stop the driver was spike strips, but the suspect drove right past them. our chopper spotted the car plowing through several intersections against unclear exactly why police are chasing this car, but we will continue to monitor it. this afternoon. we're breaking down a new effort to ban the sale of anti aging products to kids and teens in our state, just as they are surrounded by images of them on social media with influencers as young as 9 years old promoting these types of products, a lot of kids are going for them, and experts say it can mean big money for the brands. >with influencers a consumer can go from not being aware of

a product. to suddenly being aware of a product to buying a product within minutes. and that is an amazing marketing channel for these brands. >liz>the federal trade commission has rules that require influencers to disclose if they are being paid by a brand or receive a product for free. but the problem is >that doesn't always come through and there's so much content, and there's so much noise. is near impossible. two police all of it. >liz>all right. joining me live now is state assembly member alex lee. alex. thanks so much for joining us. why was this caused so important to you? tell me about the bill. >reporter>absolutely thank you so much for having me on. i want to talk about a bill i introduced hb 2491 that would actually ban the sale of anti aging, anti aging products that contain potentially harmful chemicals to children. it would ban it to the sale of kids that are 12 and under kids that are

12 under now, mind you. it's already ridiculous and a bit of a paradox that children are buying anti aging products. in fact, it's you know, they're already very useful, and he's heard in prior segments. their skin is already much more sensitive, but it turns out not only is it ridiculous these chemicals can leave lasting harm and effects on their skin because the chemicals contained red annals, which actually the young woman in earlier in the segment talked about which can be quite harmful and harsh on the skin. so what we're doing is while there is a fuel, social media trend right now, it's actually legal today for kids to walk in as young as 10 years old to retailer and buy these chemicals that could potentially lasting damage on their skin. and so we want to make sure that we're protecting our children. >liz>so how would you enforce this will require some sort of of labeling on the products. or with the salesperson have to checked out a child's idea. how can you kind of regulate this? >reporter>yeah. so the bill as of today gives a lot of leeway to retailers and companies to figure out what's the best way to inform the public that 1 these substances are illegal

for children, 12 and under and not suitable for them. you know, it's already knowledge by these companies that these anti aging chemicals are not suitable for children. they already not just yet. they don't put any labels on their own websites on their products. in fact, if a parent was concerned and they bought, say, drunk elephant off the shelf and they went through all the little papers and boxes, they would say nothing. about it today that it's not sort of for young children. but in fact, they already acknowledge that it's harmful and dermatologists even especially in the british associated pathologists, already knowledge to be harmful. um, harmful, so, yeah, we give a lot of leeway. it could be a sign saying on online or in person in the store, saying it's not sort of for kids or it could be. i'd checks but we give a lot of leeway to retailers you to figure out best because actually today we have a lot of industries that self police and soft regulates, say, you know, that 12 year old can't walk into r rated movie >liz>alone >>and they can't buy an end. rated game alone either. >liz>okay. well, does some of the responsibility in this lie on the influencers. themselves in terms of choosing products

that they are advertising would they also have to provide a disclaimer before they feature a post that contains products that have written all in it. >reporter>yes. so the general public for parents for kids and for influencers, it's very hard to know about the dangers of retinol and alpha hydroxy acids or just targeting this bill, unless you really dig into it and our skin care professional, so a lot of these folks are buying these skincare products because they're anti aging, or they could clothes things that people collectively really want, right. but they don't even have the access to information to know that this could be harmful to their young viewers with themselves in the 1st place, so we just want to make sure that the industry which is a multi bill we know industry is taking some accountability and making sure that what they already know. could be a danger they're taking some accountability for us so that they're not profiting off of kids burning their faces. >liz>and go back to the companies themselves. you know the packaging on some of these products are clearly marked. to be attractive for kids. you brought up a brand that uses really bright colors. i mean, some of them even looked like

candy. is there some kind of regulation on that as well? are you holding the count the companies accountable for not advertising to kids? >reporter>okay? well, he certainly having dialogue with the industry and trying to figure out what's the best way to address this issue. we thought it would be simple rather going down the nesting doll of advertising or social media to go right after the source, which is the sale because today 10 year olds can walk up to the store legally, even if the storm ploy ease their dermatologists, their parents probably say you don't really need that, but they can buy it on their own right now as today and even though the industry knows that could be potentially harmful to children, they continue to profit off of teens, tweens and kids really even in previous byzantines. so it's really important to make sure that and yes, the design is by no accident there, colorful pastel, they're friendly to kids, right? that must be part of the intention. >liz>yeah, we saw that a lot with tobacco products as well. okay. where does the bill stand and what's next? >reporter>yeah, the bill passed out of its 1st committee earlier this month. it's going to go through its 2nd committee

soon, and we hope to have it on the assembly floor by the end of the month and there and it will do the whole bill becomes a law song, but we'll go and there's been a lot of good support from our colleagues and they really are alarmed by this trend of children going for anti aging products that could potentially hurt their skin, but also alarmed that the industry continues to profit from this >liz>will be watching to see what happens with this assembly member alex lee, thank you so much. >reporter>thanks so much for having >liz>now we've talked a lot about the role of social media and how it can play in the marketing of certain skincare and makeup products to kids and recently, florida's governor signed a bill that would ban social media accounts for children 14 and under. it would also require parental permission for 14 and 15 year olds. so we asked some bay area parents for their take on the right age to allow kids to use social media. >i think it depends on the kids. kind of maturity and where there at? but i think 15 inches. a good try to hold off as long as possible. we're

starting to talk about 1 of these programs where you all the parents get together and agreed away. wait. until i think it's 8th grade. but i'm trying to go as long as i can just just hearing all these stats about the depression levels, raising self esteem and um, just missing out on more social interactions, i think it's a really big deal. i feel like it really affects them more than we know. you know whether that's them being addicted to a like button or body dysmorphia because they're seeing x y z and they're like i want to look like that, um, and i think there's a lot of stuff going on. i guess i can really influence them that they don't really know, especially when their parents aren't around. >liz>a few months ago. meta, the parent company of facebook and instagram, pushed for legislation that would require apps stores to get parental approval when users under the age of 16 download apps and the proposal to shift underage user responsibility to companies like google and apple came as

wild. to me. it's been a topic amongst my group of friends recently finding out about this because you know a lot of us of a certain age. if you will. it's hard to believe that some girls are so obsessed with skincare and not even that into >liz>it. we want their skin >anne>exactly >>what are you soap and water baby? >anne>but these videos online talking about it, it really is hard to ignore. their called sephora girls. and while a lot of us were at toys r us at their age, they are checking out skincare displays. and trying on all of the samples and all of the smells. they're totally into it. they know what brands they like, and there are accounts with people ranting about this showing how some kids maybe trash displays or even treat employees rudely making the shopping experience tougher. for those who skin actually needs a little tlc 1 user on x posting going from your bed to a shift at sephora on a sunday is like that scene from mean girls when the whole school was fighting like animals. kill zeros, posting. i have officially experienced the

horror of little girls under 18 in sephora, another user posting. i just saw sephora girls for the 1st time ever and the tiktok's did not lie their wild. and then the crying emoji and i actually have not seen these girls myself because i don't even go makeup shopping that often and of course i'm on tv. when i hit the stores, i'm usually in and out. i know what i'm going for. >liz>we're done. you're on a mission >anne>should try more things, but i mean, it's just expensive and slightly boring. >liz>that's so interesting, cause i'm the polar opposite. i am absolutely a victim of scrolling instagram and seeing a celebrity say, oh, i used to scream every night and it makes me look wonderful. my god! >anne>oh, >>yeah. add to cart and you can see where these younger girls are so, um vulnerable to that kind of messaging. and then if you walk around sephora or any other beauty store and you see the products that they're attracted to they look like toys almost
