that come with serious charges. >> a pause in people's day is not as significant as not being able to find food. >> i just wish i'd have left 20 minutes earlier. i'd have missed all this. >> when you have this level of a disruption to our whole transportation system, i think we need to draw a line. a notorious east bay prison that's been called the rape club is shutting down after years of allegations of abuse, what it means for the women serving time there. this is cbs news bay area with juliette goodrich. >> hello. i'm sara donchey in today for juliette. protesters had a clear goal, to disrupt business as usual and they succeeded. their demonstration over the war in gaza took over bay area freeways hauling the commute for hours and we're learning more about the sophisticated tools they used and serious charges they're facing. it was part of a nationwide day of
6:01 pm
economic protests to coincide with tax day. this morning pro palestinian protesters blocked parts of 880 both directions in oakland. then another group blocked the southbound lanes of the golden gate bridge leading the chp to shut it down both directions at the height of rush hour. in total about 40 people were arrested. we start in oakland with two separate protests on i-880 that dragged into the afternoon. about 300 protesters blocked the southbound lanes at seventh street. chp eventually was able to back them onto the freeway off ramps and then they reopened all the lanes by 1:00. five protesters were arrested in that location. earlier on i-880 north about seven protesters hung a banner that read free palestine. they used concrete barrels to make it harder to remove them. >> officers had to contend with
6:02 pm
eight 55-gallon drums filled with cement, rebar, and heavy duty chains attaching protesters to the drums. >> it took a while for chp to get them free from those barrels. this is video of them getting the last protester out and handcuffing them. because of those particular tactics, chp says protesters are facing extensive charges, including conspiracy to commit a crime and false imprisonment. we spoke with one of the protesters about their overall message. >> they're sending them hundreds and thousands of bombs, drones, surveillance technology, all these things while at the same time claiming to care about palestinian civilians. >> itay hod continues our coverage. he's been talking to commuters that got stuck in all this. itay? >> reporter: good evening. i'm on seventh street. behind me is the on ramp to 880 south. around 7:00 a.m. about 300 protesters blocked that on ramp bringing the morning commute to a halt. it was all part of a
6:03 pm
day of action in solidarity with gaza, frustrated drivers sitting in traffic more than five hours. >> getting really frustrate. >> reporter: sal valencia was driverring to work monday morning when all of a sudden traffic came to a halt. >> at the beginning i was kind of afraid, didn't know what was going on. i was afraid for my life. >> reporter: a construction worker, he was rushing to hayward for a job but found himself stuck more than five hours. >> basically this is not fair for a lot of people going to work. they're trying to make some money and look what happened. >> reporter: shortly before 7:00 a.m. pro palestinian protesters shut down lanes of interstate 880 in oakland, stopping the morning commute in two different locations. monday's protest was part of a
6:04 pm
multicity coordinated demonstration called a15 since it took place on april 15th. it aimed to disrupt local and global economies with a goal of putting pressure on governments to financially divest from israel and to call attention to the ongoing war in gaza. the protests created an epic traffic jam that went on for miles. >> there's people waiting for me who was supposed to bring material so they can start working and look what time it is. i don't think i'll be able to do any work today. >> reporter: but not everyone was frustrated. some drivers said they didn't mind the wait. >> this is a small inconvenience for me at least. i can just speak for myself. compared to whatever else is going on in the world. >> reporter: sal, who says he doesn't follow the events of the middle east, believes the protesters are not achieving their goals. >> to me this is not helping. >> reporter: all lanes were reopened midday, but traffic
6:05 pm
was moving slowly. we should mention the port of oakland halted all operations today in advance of the protests. >> thank you so much. we appreciate it. it was also a mess at the golden gate bridge. protesters took over both lanes for more than four hours. anne makovec shows us they had their own strategy. >> the demonstration of the golden gate bridge made news across the country because it is such an international landmark, but for us around here it's one of the few routes in and out of the city. this was a big deal when the protest started around 8:00 a.m. during the busy morning commute. protesters were standing in the southbound lanes with that banner saying stop the world for gaza. then the chp shut down the northbound lanes as a staging area. so nobody was going anywhere for about four hours. here's a look at backup from above, traffic snarled for miles beyond the robin williams tunnel to the north. officers were finally able to start
6:06 pm
turning around some of the cars that had not yet reached the bridge, but those that had were stuck. >> i have to work for a living. so i'm out here. i can't miss work. i understand it's a very important issue and it's very sensitive, but i don't know if this is the best way to do it. >> i'm against that type of protest. >> reporter: why? >> because it disrupts traffic and i don't really -- and people are going places and trying to live their lives, too, and, you know, what do you think, aunt judy? >> no. this is too violent of protest even though they're peaceful, no. it's too violent. >> finally late this morning we saw some of the protesters being detained, 26 in all. the chp says some of them had chained themselves to their vehicles, covering those chains with pipes as they stood outside of their cars. afterward we heard from some of the demonstrators that this is the strategy they could use
6:07 pm
again. >> we're going to keep pushing until people pay attention. we know from our history people's actions work and they won't listen to us unless we hit them where it hurts, which is in the economic region. so we're going to keep pushing and disrupting. >> we spoke with our security expert, jeff harp, who said public resources used today left other areas vulnerable. >> there are other things going on in the area that are important. so it's really a shame that we tie up law enforcement's hands for so long when other things -- they could be doing other more productive things. >> a similar protest blocked traffic on the golden gate bridge in february, but that protest did not result in any arrests and they only briefly closed the freeway. sports director vern glenn was one of the many, many people stuck in the golden gate bridge traffic today. this was his view trying to get from marin to sfo but going nowhere fast. protesters did not interrupt the bay bridge today,
6:08 pm
but chp was ready in case anyone tried it. there were patrol cars, orange cones blocking off the far right lane going westbound. >> free free palestine. >> we're also keeping an eye on another protest unfolding in the east bay as we speak, this one at the tesla plant in fremont. demonstrators are calling for a ceasefire in gaza there as well, many chanting, holding signs and flags outside the parking lot for that tesla facility. there were large protests elsewhere in the country, too. several hundred demonstrators shut down the brooklyn bridge and in chicago protesters blocked access to o'hare international airport. this is not the first time protesters calling for a ceasefire have shut down bridges here, of course. dozens of people were arrested on the bay bridge in november while president biden was in town for the apec conference. last month protesters targeted air travel shutting down the international terminal at sfo using cars to
6:09 pm
block the entrance. we brought you continuing coverage of today's protest shutdowns throughout the morning on air and streaming on cbs news bay area. you can find us on the free cbs news app or pluto tv. still ahead, a women's prison plagued by allegations of rampant sexual abuse is shutting down. why the feds are closing it after years of trying to change the culture. >> their recognition of the fact they can't meet constitutional requirements now and finding that the solution is closure is very telling. paris hilton turning her past trauma into action, how she's speaking out at the state capitol to help young survivors of abuse.

the federal women's prison in dublin that's been plagued by sexual abuse scandals is shutting down. it comes after a court-appointed special master arrived at dublin to oversee reforms. the prison was known as the rape club because of allegations of rampant abuse. len ramirez reports hundreds of inmates could be moved out of the prison in days. >> reporter: guards are now blocking the main visitors entrance to the women's prison here in dublin and it appears transport buses have also been moved into the area. so it appears that things are moving rather quickly after getting confirmation today that the prison will be shut down, but for how long we still don't know.
6:13 pm
it was not business as usual at the federal correction institution in dublin known as fic. guards set up a blockade where visitors usually drive into the facility and prison buses could be seen moving into parking lots and driveways, although no inmates appeared to board the buses just yet. >> we were notified today the prison is going to be closed by the bureau of prisons and we didn't have any sort of notification prior to this morning. >> reporter: maurice montez is an attorney with rights behind bars, an advocacy group that represents inmates, and sued the prison over numerous sexual abuse and civil rights violations. the shutdown came as a surprise she says just days after a court-appointed special master came in last week. all 600 inmates could be moved to other facilities by friday. >> their recognition of the fact they can't meet
6:14 pm
constitutional requirements now and find the solution is closure is very telling. maybe that is the best step. >> reporter: last month the fbi searched the prison as part of a years long investigation into sexual abuse of inmates by guards. since 2021 at least eight prison personnel have been charged with abuse. five pled guilty. two were convicted and another case is pending. all pending are 50 several rights cases. >> people were subject to forcible sexual assault by officers, were subject to officers forcing them to conduct strip shows at the facility and they would do things like that using their methods of power, so saying they will issue a disciplinary order if they don't do these sexual acts. >> reporter: it's not yet known if the shutdown is temporary or permanent. inmates and their families are concerned about where they will be sent next to serve out their sentences. montez hopes some nonviolent offenders can be
6:15 pm
credited and have their sentences reduced. >> we hope that they can take meaningful steps to release people and make sure they aren't further harmed throughout this whole process. >> the prison employs just over 200 people who could be forced to relocate to keep their jobs. fci dublin is one of six women-only federal prisons and the only one west of the rocky mountains. last year a former warden was convicted of sexually assaulting multiple women and lying to the fbi. he was sentenced to 70 months in prison. star power at the state capitol today, heiress and media personality paris hilton met with lawmakers pushing her support for a bill to help reform and create transparency at youth treatment facilities in california. paris hilton says this stems from trauma she experienced firsthand. she says she was abused in a treatment facility in utah when she was 17 years old. the proposed bill would require the department of
6:16 pm
social services to allow information related to the use of restraints and seclusion rooms to be accessible to the public. >> i want children who are experiencing this now and who have experienced it in the past, them to know that i believe them and i'm going to continue shining a spotlight on this and fighting for this. >> the bill would only apply to licensed state treatment facilities and the goal would be to have the dashboard up and running by january 1st, 2026. the transparency is something lawmakers on both sides of the department of social services have been required to do all along. back here in the bay area san francisco sheriff's office puts jails on lockdown after a series of attacks on deputies and other staff members. the union for deputies says the situation is so severe that officials need to call in the national guard. the sheriff's office calls that idea premature even though some of the injuries from incidents over the past two weeks were reported to be serious. during the lockdown currently visits have been canceled and various programs and services are on

we've been talking for it feels like years, but it's been weeks and months, about this pattern of wet weekends and not being able to enjoy it even though we need the rain. i'm going to say that a million times again, but are we finally looking at some extended dry weather for the week and ultimately the weekend? >> yes. you can look ahead to the next weekend even on sunday
6:22 pm
night. it looks dry. so finally, yeah, dry weekend. maybe we can even get two in a row, but i'm not going that far in the future. let's look at what you need to know as we head through the next several days with a dry stretch of weather making itself at home across the bay area this week and into that upcoming weekend. some patchy fog is possible late tonight, won't last long, much warmer beginning tomorrow, but especially by wednesday and thursday. that's the peak of this next little warm spell, more clouds passing through the skies over the bay area by the end of the workweek and knock our temperatures back to near average heading into the weekend. those clouds passing through even saturday and sunday are not going to squeeze out any kind of moisture. switching perspectives looking out from top of the mark hopkins hotel, blue skies, clouds in the distance, temperatures backing down after topping out in the mid- to upper 60s to around 70 degrees for the most part. it was significantly cooler in san francisco and right along the coast. that's where temperatures still are only 58 degrees downtown. everybody else is in the 60s. the temperatures will drop off
6:23 pm
quickly through the rest of tonight and patchy fog developing by early tomorrow morning. as we look at futurecast, barely anything showing up. fog shows up as brighter white. it should be gone by 9:00, 10:00, just high clouds passing through the skies overhead tomorrow afternoon. those will filter the sunshine, but they won't block it. so that sunshine doesn't have to burn off the cloud cover like this morning and we'll be able to warm up to a greater extent. temperatures will start off close to normal in the 40s across most of the bay area, some of the warmer spots barely below 50 degrees. temperatures warm up to about 4 to 8 degrees above average, upper 70s in san jose, los gatos and morgan hill. some of the warmer spots get up to 78 degrees, a similar range inland in the east bay, fremont and redwood city, mid-70s, cooler along the coast, a degree or two above normal, half moon bay up to 62, upper 60s in san francisco, about 4 degrees above average,
6:24 pm
about low to mid-70s for the north bay. if there is any fog that lingers a bit longer, it would likely be in the north bay valleys. it's going to be gone fast enough your temperatures should be a few degrees above normal. dog walking forecast tomorrow, paco here not looking enthusiastic about the prospect of a walk. maybe he'll perk up with the pleasant forecast tomorrow. he calls santa rosa home it will be low to mid-70s, high cloud cover way up in the atmosphere filtering the sunshine. humans, dogs, mammals of all sorts get to enjoy warmer temperatures the next couple days. on the ten-day outlook for san jose, the warmest days are wednesday and thursday, but once we drop down a bit inland parts of the bay area are still several degrees above average friday, saturday and sunday and a cooler pattern by the middle of next week. that could be accompanied by a return of
6:25 pm
maybe an unsettled pattern as well, a long way down the line. let's look at the seven-day forecast. we will start with those inland temperatures, the warmest across the entire bay area, warmest days continuing through thursday. once we drop still mid- to sometimes upper 70s through the weekend and into the beginning of next week. the warm-up around the bay won't be quite as dramatic and won't last quite as long, temperatures around the bay back down to about normal for this time of year. photo bombing, first day back from medical leave and sara is trying to mess me up. mid-60s wednesday and thursday and back to around 60 degrees heading into that again, brace yourselves, dry weekend. >> can i join? >> okay. >> sorry. >> her first day back. figuring out how to do our jobs. >> check in with me at 11:00.
6:26 pm
>> we've got another one in between. you got to do 7:00, making you aware. >> we'll do our best. thank you. still ahead, it's a new way for 9ers fans to show their love for the red and gold and you may be able
