right now at 5:30, impact fees are often blamed for driving up the cost of housing in california, why they could soon be a thing of the past. a san jose is declaring war on abandoned vehicles with neighbors saying it takes too long for cars to be removed. the city is trying to solve it by telling neighbors there's an app for that.

>> reporter: robin estrada is an account executive in san jose who travels around the city making sales calls. >> i'm constantly driving monday through friday for western site services. >> reporter: and going to active construction sites takes her to many different parts of the city. >> i see a lot of things that need to be fixed in the city of san jose, abandoned cars being one of them. >> reporter: and those abandoned cars are not hard to find. mayor matt mahan says neighbors have been speaking up. >> just in the first few months of this year we actually received over 6,000 complaints about abandoned vehicles in our neighborhoods in front of our businesses. >> reporter: the apparently abandoned cars haven't been driven for months. some are stolen and many more seem to be just junked on city streets. the problem in san jose is that there was a confusing mixture of ways to report them in

shifting responsibilities, but mayor mahan says not anymore. >> we are happy to officially announce the new vehicle concerns update that makes it easier to be part of the solutions. >> reporter: it's an update to the city's 311 app which is available to download for free. >> all abandoned vehicles will soon be cross-checked with a stolen vehicles list. if a vehicle proves to be stolen, it will be immediately routed to our police department for a response. >> it's pretty user friendly. >> reporter: although robin lives in san jose, this was the first time she tried out the app. it allows users to fill in the location of abandoned cars and describe the make and model. it also connects to your camera app so that you can take a picture. robin liked that you can also report graffiti and potholes on the same app. >> any problems that you have in your neighborhood, if you use this app and things happen faster, you feel better about where you live. >> reporter: the city hopes more neighbors will download the app and use it, but it will take time to see if it makes a

difference in cleaning up blythe in san jose. meantime police in san jose busted up an illegal operation manufacturing and selling assault weapons. david rios and dustin mole have been arrested. a search of one of their homes turned up tools to manufacture assault rifles along with a number of weapons and ammunition rounds. police also found a storage unit used by one of the suspects. >> in searching the storage unit, they located various other assault rifle parts for manufacturing and sales. >> those guys were arrested and charged with conspiracy to manufacture assault weapons. a man suspected of smashing windows at a san francisco mosque is now facing hate crime charges. police say 35-year-old robert graedhis skateboard toakthe windows last week at the mosque on sutter street. he came back to the building on wednesday night and mosque leader say they were able to keep him talking until police

could arrive and arrest him. the translator of los angeles dodgers star shohei ohtani, ippei mizuhara, was released on bail on the condition he goes to gambling addiction treatment. mizuhara was convicted of stealing from ohtani's personal bank account to pay off millions in gambling debt. prosecutors say there's no evidence ohtani knew about his translator's gambling and the mlb star is fully cooperating with the investigation. mizuhara owned about $41 million total -- owed rather about $41 million total to bookies from sports betting. he could face up to 30 years in prison if he's convicted. more than half a million roku accounts have been compromised in a cyberattack. the san jose-based streaming platform said hackers gained access to user accounts through stolen login credentials. the company said those credentials used to access roku accounts likely came from a data breach on a different site. we spoke with a cybersecurity expert who

said the breach allowed hackers to use linked credit cards to make purchases. >> you can order subscriptions. you can order roku gear, really anything that's enabled through the platform. >> the company says it is reversing charges and refunding all affected accounts. this comes just weeks after a separate roku breach exposed more than 15,000 accounts. california builders now have a better shot of fighting off development impact fees after a supreme court ruling today finding that those kind of fees can be challenged in court. those fees often go to fund public works. developers say they've become too high, but california courts have been blocking legal challenges in many cases and now the supreme court's decision revives that possibility. local business group the bay area council is celebrating the ruling arguing up till now fees have been applied in an arbitrary manner. for months now the antioch pd has been short staffed with dozens of officers out on

one person is dead and 13 injured after an 18 wheeler crashed into the texas department of public safety building. police say a man named clennard parker stole a big rig from a nearby gas station and as he was chased by a deputy, he took a hard right intentionally ramming the truck into the building. all 14

people were inside the office during that crash, but the suspect was not injured. police arrested him. investigators believe he was upset because he was denied his commercial driver's license renewal the day before. wonder why. back here in the bay area the police staffing crisis in antioch is really starting to wear on the department and the community. a racist texting scandal as nearly half the department on leave. andrea nakano shows us what people who live there are doing until more officers are hired. >> reporter: david works at jj aquarium in old town antioch. he says he feels safe with his pup rex by his side, but businesses are continually getting hit by thieves. >> it's been kind of a big struggle here with our neighbors being broken into a few times, the backdoor kicked in and local law enforcement don't have any access or capability to help us. >> reporter: the antioch police department is short 35

sworn officers according to mayor lamar hernandez. of the 80 officers only 39 are on patrol. the criminals are fully aware the police department is understaffed. >> they know. they know when there's cops out. they know where the cops are and where they aren't and they take advantage of it. >> reporter: mayor hernandez-thorp says at least on patrol the department is only one officer short, but the investigative and traffic divisions is where the shortage is noticeable. he says 20 candidates have been hired since he started offering the $30,000 incentive program, but they still have to get through the police academy. >> we just don't feel safe and we just need more officers and i don't see that happening anytime soon. >> reporter: for now antioch has hired private security officers to patrol the downtown area plus residents have noticed chp officers especially to put the brakes on sideshows

retain talent in a competitive job market, as many employees feel overworked and underpaid. first alert meteorologist darren peck earning his cash this weekend, tracking another storm on the way to the bay area. >> yeah. another case of dramatic spring whiplash. we were in the low 80s yesterday. today it's mid-60s. we'll use the virtual map now to show you daytime highs tomorrow. there is a lot to talk about the rain. we'll do that this visit. pick out your part of the bay. most of us don't get out of the 50s tomorrow. we're going right back into winter. it's like stop, start, spring full head long, nope, yanked back into winter. that's what we'll do the next two days. there's going to be light snow falling on mount hamilton tomorrow. fremont, you're going to 58 degrees tomorrow, but before you hit that daytime high between 5:00 and 7:00 in the morning the hills down there, mount hamilton particularly if you get up

above 3,500 feet, lick observatory, it's going to be light snow, make an inch or two there. we can already see the forecast imagery back there. we'll look how this plays out in terms of what's coming our way from this storm. you can see the radar showing up with showers off the far north coast. that leading edge of rain isn't getting down here till after midnight. you might see a few light showers in the north bay after 10:00 p.m. tonight. here we start to get into the best rain, the early morning hours widespread steady rain, 6:00 a.m., when everybody is seeing their most noticeable rain bay area-wide. that will clear. we'll get back into the center of the system and then watch this. beautiful counterclockwise circulation, the engine of this storm, center of the low. the closer you get to that, the more likely you are to experience the occasional thunderstorm. this storm does have the ability to do that. isolated showers the second half of

showers is what we'll be experiencing. saturday evening, 5:45 through like 10:00 that system will be able to give us somewhat more impressive ingredients for some of that rain to come in the form of an isolated thunderstorm. then sunday we should pretty much be done. sunday it will be a few leftover scattered showers at best. there really shouldn't be a lot to it. look at the storm on the big picture. we were updating you on the story of the road closures in big sur because part of highway 1 washed out. big sur is going to get the lion's share of this. there's 2 1/4 inches coming down there. from a snow standpoint, you can see what's going to happen in the sierra, not going to snow a it lot. all we're looking at there is a winter weather advisory and it doesn't even include i-80 or highway 50. it will snow on i-80 and highway 50. we'll get 5 to 6 inches of snow at most on donner pass. you'll need chains for a time, but it won't be a blockbuster winter storm. snow level will get down to around 4,000 feet. the other way to color code the map is

switch our perspective back here at home and look at what the storm prediction center has done yet again for another day tomorrow. they've colored in the map for us showing that we've got a small chance for those isolated thunderstorms. it's just one more tool to use in addition to looking at futurecast and spotting those little bull's eyes on there. storm prediction center thinks there's enough ingredients in this that that saturday evening window likely not here for the widespread rain. that's saturday morning. this is like midnight through 8:00 a.m. everybody gets the widespread rain. then there's a break. don't get fooled. late morning tomorrow there's not a lot going on, but watch how the number of showers picks up and you start to see a bit more of the red bull's eyes on here. this is the 5:00 through 10:00 window when we have a chance to see some isolated thunderstorms move through. after that look how everything gets pulled to the south. sunday is much better. there's a chance for a shower, but we're looking at

sunday here and there's not a lot to it. sunday it might just be a few stragglers hurrying to catch up with the storm as it leaves and they won't have much to them. your sunday plans most likely outdoors are fine, but there is a 10% chance, maybe 20% chance you might get a shower. you'll see how we've done the seven-day forecast as a result of that. there's technically rain both days. so saturday and sunday both have rain on them, but saturday's the much more rainier day than sunday. monday we're done. we start warming up next week and we will be back in the 80s or at least low 80s for inland parts of the bay by the middle of next week. anne, back to you. >> thank you. time for a check on what is ahead at switch. let's switch over to juliette goodrich. >> thank you. there's a block party tonight in oakland. first fridays is back after a three-month break because of financial struggles. it turns out even the nonprofit that runs it is not immune to crime,

the warriors host the pelicans tonight, second to last game of the regular season, moving pictures on "the late show." if you're like me, this is what it feels like trying to figure out the dubs play-in scenarios right now. if golden state wins their final two games, they will be the nine seed, but if the kings lose once, the warriors will move up to eight. that's big because then they would only need to win one play-in game. over to soccer, the earthquakes in white back home tomorrow at paypal park, still heated over this loss last weekend. the austin football club scored the game winning goal in the 101st minute, but san jose manager gonzalez here felt there were multiple calls that went against his club. >> there's not enough respect for san jose earthquakes. i think the officiating, they need to do a better job
