off homes and businesses and leaving tens of thousands of people in the dark. escalating tensions in the middle east. a warning that iran may be planning to strike back inside israel soon, and growing concerns about the fate of the hostages. but first -- [ chants ] >> arizona now the center of the abortion rights showdown as a shouting match erupts on the floor of the state legislature. good morning, and good to be with you. i'm anne-marie green. arizona is reeling over what comes next after the state's high court ruled that an 1864 near-total ban on abortions can be enforced. doctors say the statute threatens women's lives and their livelihoods. meanwhile, both major presidential candidates spoke out against the ruling. cbs news' jarred hill is joining us from new york to talk all about this. good morning. >> reporter: good morning, anne-marie. arizona's new stricter abortion

law is proving to be a political challenge for national republicans in particular, trying not to alienate an anti-abortion rights base and more moderate voters who believe that this law goes too far. >> now you have people who are scared to do their job. >> reporter: doctors in arizona now in limbo. >> it's not just abortion providers. we're talking about your e.r. physician who now has a patient in front of them who is bleeding into their abdomen. >> reporter: part of the fallout after arizona's supreme court reinstated a civil war-era law banning all abortions except of dying. conservative legal group alliance defending freedom argued in favor of the decision. >> life is always worth protecting. >> reporter: abortion rights are taking over the presidential race in a major swing state that president biden won in 2020. >> elect me. i am in the 20th century, 21st century. >> reporter: even former

president trump who just days ago said abortion should be left up to the states, is distancing himself from this state's ruling. >> does it go too far? >> yeah, they did. it will be straightened out. >> reporter: arizona's democratic governor katie hobbs has pushed the legislature to repeal the law. yesterday state republicans blocked those efforts. now many are pushing a ballot initiative in november to protect abortion rights. >> i really hope this mobilizing a lot of younger folks to vote. >> reporter: with reviews in lower courts, it could take weeks before the statute likely takes effect. in the meantime, doctors at one arizona clinic say they'll continue to provide abortion services until the law says they can't. now the doctor from that clinic told cbs news that they've already sent some women out of arizona for services because of the previous 15-week ban. clinics across the southwest are now anticipating a scramble across that region if this new law does, in fact, take effect. anne-marie? >> all right. jarred hill in new york. thank you so much. now to the severe storms

pounding the south with torrential rain, damaging winds, and tornadoes. one person was killed as the storm swept across scott county, mississippi. among those hardest hit, parts of louisiana where a tornado left miles of destruction and knocked out power to tens of thousands of people. the storm system is heading up the eastern seaboard this morning. here's cbs' mark strassmann. wow! >> reporter: as many as three tornadoes may have touched down in and around slidell, louisiana. >> oh! >> reporter: wind gusts of up to 110 miles per hour tore through the city just north of new orleans. >> came too fast and did a lot of damage, and it left fast. >> reporter: about 50 people needed rescuing after winds sheared the roof off an apartment building. >> it happened really fast. while we were trying to pack a few things, my ceiling caved in. his ceilings caved in. >> the damage is unbelievable. >> reporter: officials in saint tammany parish reported the impact was catastrophic and extensive with more than 100

buildings damaged. >> this storm was no joke. it's something we haven't seen here in slidell in a very long time. >> reporter: flash flooding in new orleans swelled roads overwhelming drivers and marooning vehicles. as the storm moved east, this was the scene on i-10 in mobile, alabama -- water everywhere flooding highways and causeways. it's the same storm system that lit up the sky overnight and brought heavy rain and hail to east texas. in port arthur, a tornado flattened this church and another shredded this strip mall outside houston. more than a foot of rain fell in some parts of the state, and in dallas a month's worth of rain fell in just three hours. one death from the storm has been reported in mississippi outside jackson where the storm churned a swath of downed trees and power lines. i'm standing in front of a ruined building. this is a general contracting business. and the owner told us earlier

this was also his life's work, and now it's gone in seconds. mark strassmann, cbs news, slidell, louisiana. in the middle east, there's new fears of a major escalation in the ongoing war. president biden is warning that iran is planning a major attack inside israel soon in retaliation for last week's bombing of the iranian consulate in syria. biden told prime minister benjamin netanyahu the u.s.' commitment to israel's security is ironclad. growing tensions over a new israeli air strike in gaza. it killed three adult sons and four grandchildren of hamas' political leader ishmail haniyah who lives in exile in qatar. israel says that the sons were hamas operatives including a commander, and that could complicate the ongoing talks to broker a cease-fire and hostage deal. the latest response from hamas is raising fears that more hostages may be dead than already known.

israeli officials tell cbs news hamas is unable to locate 40 israeli hostages needed for the first phase of the proposed cease-fire which included all women, children, and injured and elderly. well, it was a big night at the white house as president biden and the first lady hosted a state dinner for japanese prime minister fumio kishida. ♪ biden's fifth state dinner since becoming president was meant to highlight the strengthening alliance between japan and the u.s. the two leaders met for two hours at the white house earlier where they unveiled plans for joint military cooperation in the face of tensions between china and taiwan. >> we both remember the choices that were made to forge a friendship that were once only a devastating fight that existed before. tonight we pledge to keep going. >> it was a star-studded night with guests ranging from former president bill clinton, hillary

(vo) trade-in any iphone in any condition and get a new iphone 15 pro - on us. only on verizon. a life-and-death drama involving a horse caught on video in florida. sheriff's deputies and firefighters rescued a horse that was exhausted and drowning in a retention pond this week. emergency responders kept the horse's head above water while a harness was used to pull it to safety. it took a few minutes for the horse to regain its strength. it was reunited with its owner, and it appeared unhurt. a bird warning for new yorkers, and a ramadan celebration ended in chaos. those are some of the headlines on the "morning newsstand." "the philadelphia enquirer" reports three people were injured when a shootout erupted

during a celebration marking the end of the muslim holy month of ramadan. authorities say two rival groups opened fire yesterday in a crowded city park outside a mosque. at least 30 shots rang out sending people running for cover and diving under tables. two people were hit in the crossfire. a 15-year-old boy was shot by police who say he had a gun. a teenage girl who was fleeing suffered a broken leg when she was hit by a responding police car. five people were taken into custody. the "richmond times dispatch" says a former assistant principal at a virginia elementary school was charged with felony child neglect. it's in relation to the case of a 6-year-old boy who shot and seriously wounded his teacher. a grand jury report says ebony parker ignored multiple warnings that the boy had a gun before he shot his teacher, abby zwerner, last year. she earlier filed a $40 million

lawsuit against parker and other school officials. and "the new york times" says people are being warned not to interact with sick birds after bird flu was detected in the city. about half a dozen birds were found to be infected with a virus in city parks and green spaces, according to a new study. a human infection from the outbreak was earlier reported -- was rather reported earlier this month in texas in a dairy farm worker who had contact with a cow that was presumed to be infected. the cdc says there's no sign of bird flu spreading between people though. still to come, what's in your home internet service? you will soon be seeing new labels showing you exactly what you're paying for. you're paying for.

experience if that makes sense. here we go. skydivers in texas got to witness monday's total solar eclipse from high above the dallas area. 41 people took part, jumping out of two airplanes just as the sky darkened. the dives were almost five years in the making. look at that. thrilling. dallas police have issued an arrest warrant for kansas city chiefs wide receiver rashee rice and another man in connection with a six-car accident that injured four people. police say rice, who was driving a lamborghini, and another driver in a corvette were speeding last month when they caused a train-reaction collision. he's wanted on charges including aggravated assault and collision involving serious bodily issue. and shohei ohtani's former interpreter is negotiating a plea deal. ippei mizuhara was fired amid allegations he stole from the star's bank account to cover gambling debts. the "new york times" says
