this is the morning edition. >> thank you so much for joining us, it is eclipse monday, april 8th. we also recognize that this could have happen from day one. >> i want the conflict to be over but it will never be over for the war in israel and gaza with the big shift in the ongoing conflicts. >> i don't think it is over i just think we have to have optimism and visionaries who will like to come back and make oakland strong like it was before. >> the a's upcoming goodbye is just another setback in the oakland corridor. but people are not giving up on their city just yet. renters will be able to save money for other needs like grocery and medicine. >> a rent control battle heating up in the east bay. >> spiritually and emotionally, just a meaningful experience. one of the most amazing things that is

available to humanity. >> and eclipse extravaganza, we are just hours away from a history making event. good morning, to all of you. . feeling a little bit of a parent that we didn't get our kids glasses? >> i wonder if the kids will be thinking they are on the counter. they are not. i failed. >> we have so many tips for parents who forgot to get the glasses. >> we will rescue you. let's go live outside, looking from the mark hopkins. we will talk with jessica in a minute . we know we are not in the path of totality, meaning our view of the eclipse won't show us the sun totally covered. but we will see some coverage. >> we will not be getting any clouds, it will be a beautiful day. if you are looking up with those special glasses to see the partial eclipse, clear

blue, head of -- heading into the afternoon, a little bit of cloud coverage in gilroy but we will see those passing clouds over the next couple of hours and other than that, nice for us. there are the clouds near gilroy, with some high passing clouds until the 7:00 hour, other than that, clearing up pretty fast, just in time for the partial eclipse in the bay area. and to watch the total eclipse from texas into the northeast, where they see that path of totality, taking a look at the forecast, i think we have better weather. as we zoom into areas like texas, they are dealing with a stream of storms from the austin area into dallas and all the way off into states like mississippi and louisiana. a little more north, notice the clouds

following that same path, i'm hoping for the best for everybody, but there is a chance that some of us might not get the best view. back here in the bay, the moon will pass to the south and we will see about 34% of it covered into the 11:00 hour. the next time we will see that is close to 2045. we will have more on that coming up in a bit. our traffic report, it has been a beautiful start of the day on our roads. we know many of you are just waking up but a good majority will be headed out during this hour so we will update you on the major trouble spots. some slow conditions at the top of the hour over in pittsburgh, westbound traffic starting to pick up towards antioch. a little slow but a focus spot as we tend to remain a bit sluggish. anytime for new top stories.

new peace talks in the israel-hamas war. negotiations set to resume in cairo in two days. israel has significantly reduced the number of troops on the ground in southern gaza, raising concern about future plans. six months into the destructive war, experts are warning that a famine is imminent. or eight trucks traveled into the region days after israeli defense forces mistakenly launched a strike that killed seven world central kitchen aid workers. a boeing 737 was forced to return to denver for an emergency landing after the engine cover ripped off during takeoff. the faa saying the southwest airline plane detached, striking a wing flap, forcing the plane to turn around. it is important to note that the engine was not made by boeing. this is the latest in a growing list of close calls aboard u.s. commercial flights recently. the most high profile when a door plug on an alaska

airline flight blew out midair. or last month when the wheel came off of the united plane as it was taking off from sfo. it is a history making day for millions across the country as a rare solar eclipse will cause americans to do one thing together at the same time, that is to look up . you will hear a lot about this phrase today, the path of totality, which essentially means for cities and towns in 15 states the sun will be totally covered by the moon for a period of minutes. buffalo, new york, bangor, maine, loxahatchee, texas. these are some of the big spots, with these small towns swelling with thousands of visitors looking to come in and buy up all the eclipse merchandise. in texas, the last

time and eclipse happened there were no cars on the roads, just horses and buggies and cotton fetched about nine cents per pound. and while we are not in the path, students and workers will get up starting at around 10:14 this morning. the maximum partial eclipse will hit at 11:13 and it will last about two hours. try not to miss out. it will be the last opportunity to see something like this until 2045. when you are doing so, go out and say hello to your neighbor. you will have plenty of places for communion -- community, the space center will have events going on. sky gazers will also get eclipse safety glasses and have a chance to look at the interstellar spectacle through a fancy telescope. lauren toms,

joining us, and they have all the tools to make this especially fun. >> reporter: that's right. excitement sweeping the country, especially for those in the path of totality. thousands of people have been chasing for their chance to see this rare phenomenon. i spoke to one eclipse chaser who said it is about more than just seeing a total solar eclipse, but about the feeling it brings. scott is chasing the solar eclipse. >> i have four plans for monday. i think i'm chasing , at this point, the others have been easier. the idea of practice of trying and trying again is absolutely essential. i don't want to miss out on this chance to try.

>> reporter: it is more than a cosmic phenomenon he is chasing, it is a feeling that sparked inside of him when he witnessed the first total solar eclipse in 2012. >> that is when i first got that sort of cosmic feeling that people talk about. it is just something incredible about the sun being blocked by another object. it is very dramatic and makes you feel very part of the whole thing. very, i don't know if small is the right word, but you get a perspective, like an actual perspective. >> reporter: and experience bigger than himself, bigger than any individual and one that he is moving heaven and earth to witness once more. >> once the totality hits, it is so shocking because the transition from day to night is 30 seconds. you know, it's like this incredible joy , because everything lined up . >> reporter: in his quest to capture the solar eclipse

stretching across the u.s., he will travel from san francisco to pennsylvania and new york over the several days to catch a glimpse. over the last 12 years he's grown to share his astronomic passion with others, becoming an amateur solar photographer along the way . >> it made me realize how special our world is and how pressure it is -- precious it is. >> keeping in mind the human component beyond the stars. >> right about now. yep, over. woo hoo! >> chasing the magic of the cosmos. the bay area is not in the path of totality, but we can expect to see a slice of the total solar eclipse in the

celebrating bridge builders in the bay area. last night in pleasanton it was my honor to be a part of recognizing and awarding several eagle scout recipients. the bay area council of the scouts held a packed celebration to recognize young men and young women who earned the rank of eagle scout. they do it by meeting goals and earning badges and doing service projects that will last for decades. i got to meet so many great scouts. among them is chase, he won the eagle scout project of the year

we are not in the path of totality but we got a little break in the weather. >> i know, if we could just move that path over here, because we have better weather than the stretch of the path of totality. beautiful way to kick off the morning, 40s and 50s throughout the bay and later this afternoon we will hit 70s for daytime highs. a little bit of cloud coverage in places like gilroy, and then clear as we gear up for a beautiful total eclipse. we are getting a partial eclipse in the bay area. the total eclipse is happening from texas, to missouri and all the way into areas like pennsylvania and maine. as we take a look at that path of totality, in the forecast, this is a live satellite and radar imagery. the storm system goes

hillside you are going to see. if you haven't got out on the road, you may want to pour your coffee and get out on the road a little early. toward the san mateo bridge, a few more brake lights toward 101. a bit steady as you make your way across the bridge. eastbound seems to have a more open ride. looking at the san jose mineta airport where travelers will have more options this summer. spirit airlines will be offering new nonstop flights to los angeles, portland and baltimore. starting june 5th there will be two daily flights to los angeles, one daily flight to portland international and four weekly flights to baltimore washington international. college basketball perfection.

taking a live look at oracle park . giants fans, the time has come for one of the biggest signings to make his debut. to tell messiah and winner like stout will take the hill and it comes after a strong performance from one of our other new assignees, matt chapman put the giants ahead of the padres with two rbi. the

from cbs news bay area, this is the morning edition. right now , 6:29, get ready, bay area, just after 10:00 a.m. you will see a partial eclipse. we hope you jump in for fun whether outside or joining us online. this will be the last solar eclipse until 2045. in 15 minutes we will go live to indianapolis where thousands are gathering for the moon's total upstage of the sun. they are in what is called the path of the totality.

>> how old will you be when we have the next eclipse? >> in my 70s. taking a look outside on this beautiful monday morning. we did luck out when it comes to the weather. >> reed had so many fun facts this morning, do you have anymore? >> off the top of my head, durango, mexico where poncho vera's house is, that will be one of the very best places to see the eclipse. a little history and science intersection. >> i got the birds one and this one. real fast, reed also mentioned that birds get quiet just as the path of totality is happening, or at least when the eclipse is happening. we will put it to the test. looking outside as the birds are chirping. a little cloud coverage in the southern portion of the santa clara valley. taking a look at the

futurecast you can see that coverage holding on tight for just a little longer in those areas but it will clear up just in time for a beautiful opportunity to look up to the skies with special glasses. we see a partial eclipse in the bay area. into the afternoon we continue to see clear conditions. from texas, stretching to the northeast, where they will see 100% of the total eclipse, take a look at their forecast. they are dealing with some pretty active weather in areas like texas, mississippi and louisiana. here is the live satellite imagery as we zoom in to areas like austin, all the way to louisiana, dealing with some heavy storms. a lot of clouds in the northeast, too. i'm hoping for the best for everybody, this is a great opportunity to dive into

science, and get the kids excited. if you have kids in the bay area, make sure to get those glasses for them. from looking up to looking out for you on your traffic report. a crash has been moved out on 101. the right lane remains blocked but all three left lanes are now opened . expect some big delays as we can see all of that red on the map. luckily this dense area doesn't seem to stretch too far out. metering lights are now on on the bay bridge and this is what you see every day. take a deep breath and get ready for some delays, plan accordingly. maybe play your eclipse playlist. when you leave your house this is sort of what the view is on the bridge just after the fremont exit. poce are still searching

for the driver involved in a deadly crash in contra coa county. a nine-year-old girl was killed in the crash on 6 in concord sunday morning. the driver veered off the interstate and flipped several times before getting out and running away. for other passengers in the car were taken to the hospital. in the south bay and investigation is underway at the santa clara county jail, a 27-year-old man was found dead in his cell early saturday and they are working to determine a cause of death. so far there is no evidence of foul play. and tel aviv protesters took to the streets to demand a cease-fire and release the remaining hostages. israeli troops started to reduce their presence in southern gaza and in israeli spokesman told cbs news that it is an evolution of the war effort and not a partial withdrawal. an apparent de-escalation in the conflict has

palestinian and israeli activists hopeful that the suffering and the war might finally end. jose martinez reports. >> reporter: a long awaited announcement for a member of the arab resource organizing center and has been at the forefront of hundreds of protests calling for a cease-fire in gaza. >> we welcome any news that indicates that there will be a de-escalation in the genocide against palestinians . >> reporter: on sunday the israeli military announced that they pulled back the majority of ground forces in the gaza strip following a significant offensive and only one brigade remains in the area. >> we also recognize that this could have happened from day one. this could have happened when there was 3000

palestinian deaths as opposed to 35,000. >> reporter: the missing families group has also been actively involved in protests, calling for the release of israelis by hamas. >> now that they have diffused all areas and diffused hamas, they felt secure to leave the area and let the population slowly come back. which, i mean, i don't want civilians, israelis nor palestinians , to suffer or be away from their homes. they have a lot to build . >> reporter: this is a step in the right direction for both sides. she says it could help facilitate the release of at least 150 israelis that are still hostage through more

targeted operations. >> i want it to be over, but it will not be over for those who lost their loved ones and it will never be the same for those who lost their homes or were kidnapped. >> reporter: while they both acknowledge the significance of the idf's decision, they want to continue efforts to work toward sustainable resolution. >> until we see more pressure by the united states including withdrawal of funding and arms to israel, we think they will try to continue that policy. we need to see the pressure continuing and we will continue coming out in the thousands to protest against our elected officials to make sure that happens. >> my position as an israeli and american civilian is to make sure that innocent people are safe . my only goal is to help bring them back home.

let's go to concord landlords are upset about a recently passed rent control ordinance. john ramos shows the reasons that advocates say that the investors are trying to squeeze more money out of people and it is time for a fix. >> by preventing high rent increases renters will be able to save money for other needs like groceries and medicine. >> reporter: the rally at this concord park sounded like a campaign for rent control but that is a battle that has already been won . the question is, who will win the war? >> it was approved by city council, 4-1 , and these wealthy realistic groups are putting this on hold. this will create for renters to keep getting more rent increases or unjust evictions. we want the residents of concord to know

what is going on in the city. >> with that, this item is closed. >> reporter: in february the city council approved new rent controls and unjust cause eviction protections for renters and made it clear that they felt they needed to have more control over landlords. >> it has been a rough night and a rough seven years. we gave it seven years without acting and quite frankly, it didn't work. we wouldn't be having this conversation if your colleagues and friends, or whatever, who own property, and our landlords weren't harassing tenants or abusing their rights. >> what i say to that is penalize those people, not the homeowners and small mom-and-pop places. >> the concord resident says the ordinance went from eight pages to 30 and gives eviction

protection to people living in all presidential buildings and says that homeowners could lose control over all of their properties and is spearheading an effort to put this on the ballot. >> we ask them to put this to the vote. let the citizens of concord, which includes everybody, vote on the ordinance. and that is what the referendum is about. >> reporter: the law will be on hold for 30 days as she tries to get enough signatures for the referendum. if she can't, it goes into effect immediately. and that is why they were caravan in through the streets on sunday afternoon trying to raise awareness and support if it should come down to about . >> if the citizens of concord boat as a majority, then so be

it. we will have to live with it. we are in it, that is a democracy. if they voted down, that should tell the council something. >> if it is unsuccessful, they would be back to square one on the tenant protection lot they spent seven years creating. taking a live look at the oakland coliseum where the a's announcement to leave the city certainly hurt sports fans but it is also a blow for the nearby business corridor. it took decades to infest in east oakland in the corridor, but now businesses are starting to see people leave and they are shutting their doors and it is really frustrating those who put in the hard work to get businesses there in the first place. while the a's are leaving over different reasons, the result is the same, less tax dollars, fewer jobs and a lot of people in east oakland are upset .

>> just helping crime escalate even more, without the jobs and making money, how are you going to live? crime seems to be the only thing working in the city of oakland. >> joining a lot of you who say public safety has to improve or more businesses will leave. we will have to wait to see the full impact of the a's leaving and they are scheduled to play their last home game on september 26th. we are joined by tony dokoupil, he is life and i see a lot of people camping behind you in indianapolis. when you look up, are you seeing any clouds? >> reporter: that is a great question, i can say that there are no clouds in the sky of any significance at the moment. the sun is up and it is heading towards its rendezvous with the moon. the weather actually improved overnight and it is

arizona, he has made his way there because of the ncaa men's championship tonight between connecticut and purdue. he will also be talking to dawn staley, the head coach of the undefeated women's champions , the south carolina gamecocks, they won last night. caitlin clark may be the best player of the year, but the best team of the year, still the gamecocks . >> it was a great day for caitlin clark . even though they didn't take home the ring, what an amazing game and an amazing series. i can only imagine that the studio crew is ordering pizza, thank you, so much, tony. at the time is 6:44. growing frustration for elon musk this morning. his pledge to fight back over free speech and misinformation. here is a live look outside

time now for your money watch report . elon musk says he will challenge an order by a supreme court judge in brazil ordered his company to block some accounts. in a post on x elon musk accused the judge of abusing the rights of the constitution. the judge threatened to impose heavy fines of any reactivation of accounts in question. let's talk powerball. somebody in oregon won $1.3 billion. no jackpot winner until the draw in oregon. if they take the cash option it would be a little bit more than half $1 million in their bank account. >> bomber , for them. >> you will still do okay, and

i don't feel bad that they will have a complicated tax year. they can afford a few people to help them out. total solar eclipse today, for some people . not us. while we won't see the moon totally block out the sun, we will still see a partial eclipse that begins at 10:14 a.m. and the best viewing at 11:13. if you are traveling to a different state that is under the path of totality you will most likely get an experience you will never forget. >> it will be memorable, that is the unique part to say i know exactly where i was >> the next solar eclipse is set to appear in 2045. parts of europe will experience it in just two years. joining us from indianapolis, a city under the path of totality, our senior space consultant, bill, welcome. and for those outside

of the path of totality, can you describe what people will see? >> reporter: a partial eclipse is lots of fun to watch, even if it doesn't go total. you will see the moon take a bite out of the sun. it will become crescent shape, which is utterly unique. and you don't want to stare at that with the unaided eye, you absolutely want to use eye protection. even partially covered, it is still thousands of times too bright to take in without risking permanent eye damage. so you need some of those solar eclipse glasses. take a good look at it, or a little pinhole camera. punch a tiny hole in cardboard and project an image on a piece of paper. definitely worth the effort though. >> we brought up those special

sunglasses, so what do they actually do when it comes to helping the view? >> reporter: it is basically darkening the sun by about 99.999% you really can't see anything through those glasses except for the sun. they lower the intensity of the light enough where you will not get that intense radiation that could damage the retina of your eye. and it is really not just because of the eclipse, if you go out on any day and stare at the sun you can risk eye damage. so, you've got those glasses, use them. >> one last question, how do scientists predict the pattern behavior of the moon? >> reporter: it is interesting, you got a bunch of things going on. you have to take into account the earth's orbit and the earth's rotation and that moons orbit. all of these things are moving at the same time and it turns out that

astronomers, literally, 2000 years ago they could predict upcoming eclipses. it is kind of mind-boggling, just kind of repeatedly watching and taking note, you can figure out a pattern. now they do it with computer accuracy down to fractions of a second. i was looking at your eclipse on my ipad and it will model it just as if i'm there. it's quite amazing how that works. >> that is awesome. thank you so much. and of course, make sure to wear those protective glasses. you can join us today for eclipse watch, our special coverage starts at 10:00 a.m., streaming on cbs news bay area and on the free cbs news app. in the bay area, we will get about 34% of the partial eclipse. luckily the weather

is shaping out to be perfect. right now in gilroy and some southern portions there is a little bit of cloud coverage, but that is starting to bleed off. a little breezy with the wind out of the north at around 20 miles per hour. the rest of us will notice just a little bit of a breeze. before we get into the overnight, the eclipse is happening this morning and like i mentioned, we will get about 30% and for our friends in the path of totality, here is the forecast. not the best weather down in the south in areas like texas and louisiana. now a little bit of alabama they are dealing with some really active weather and cloud coverage that could impact the total eclipse viewing. as we extend it to the north, areas like michigan and pennsylvania, we will continue to keep a close eye on that heading into the next couple of hours. they are heading closer and closer into that opportunity. into the east

bay, sunshine and 70s, the birds are floating around the bay and it is a beautiful as we wake up and head out the door. later today, tapping off in the 70s in san jose. so lots to talk about for the next couple of days. i want to dive into this week's forecast. after today, we have a high pressure moving in, warming up into the 80s for the inland areas of before the cold front moves in for the weekend giving us showers lasting into saturday and sunday, cooler and cloudier. so some big changes right around the corner. marin county, san francisco county, upper 70s by wednesday and cooling down into the upper 50s by saturday. i will keep you updated. and the traffic department, southbound 101 in petaluma, expecting some delays due to a crash blocking
