from cbs news bay area, this is morning edition. the word of the day is eclipse. it is monday, april 8th. >> let's get it started. we recognize that this could have happened from day one. >> it will not be over for those who lost their loved ones. hope for people in the bay area with a big shift in the ongoing conflict. >> i don't think it is over but we have to have optimism and have a vision to come back and make it tough and strong like it was before. just another setback in the oakland business corridor , but

people are not giving up on their city just yet. renters will be able to save money for other needs like groceries. >> if they voted it down, that should tell us something. spiritually and emotionally just a meaningful experience. one of the most amazing things that is available to humanity. >> and eclipse extravaganza, just hours away from a history making event. getting excited on this monday morning. gianna is off, did she won -- win, someone won the lottery. >> not unless she was in oregon. but that doesn't mean we will just automatically go to sleep. we know we are not

in what is called the path of totality, meaning our view of the eclipse won't have total coverage but we will see some. what is the clouds looking like? >> we will see about a third of that son not visible and luckily the cloud coverage is nonexistent. taking a live look starting over san francisco into the bay shoreline. waking up to clear conditions there, all the way down to san jose and into the north bay, if this is the first time seeing the virtual reality map, this is what it looks like with clear visibility. we usually see some clouds. a little closer to home, clear conditions for us just in time for the eclipse. only a third will be hidden, but as we take a quick look, at least we have better weather than some other areas.

the big forecast for us, it will get gusty into the afternoon, light winds this morning and he continue to sweep to the south into the afternoon. gusting anywhere from 20 to 30 miles an hour. this is all the way through the 7:00 hour and then later tonight it will die down. for all those people in the path of totality, texas, there is active weather, all the way to the northeast where they are also dealing with clouds, too. we will keep an eye on that over the next couple of hours. from the path of totality to your path to get to work or school, in traffic, some minor crashes at the top of the hour we would like to let you know about. at the bay bridge there is a crash currently in the process of the clearing stages. it is blocking two lanes westbound on the bay bridge just before fremont street exit. not major buildups of

for now. although earlier it did cause quite a few slow patterns for those trying to merge. in the south bay, a minor crash on 101 in sunnyvale. luckily, no delays there. time for a look at the top stories. new reports of progress and peace talks in the israel-hamas were. negotiations set to resume in cairo in two days. israel has significantly reduced the number of troops it has on the ground in southern gaza, raising concern about future plans. six months into the destructive war, experts are warning that a famine is imminent. or a trucks traveled into the region days after israeli defense forces mistakingly launched a strike that killed seven world central kitchen aid workers. palestinians and israelis here are reacting to the announcement that israeli troops are on the move. at 5:30 we will take you to the east

bay where there is new hope to the end of suffering from the war. investigations are underway in the santa clara county jail, a 27-year-old man was found dead in his cell on saturday. they are working to determine the cause of death and there is no evidence of foul play. a boeing 737 was forced to return to denver for an emergency landing after the engine cover ripped off during takeoff. the faa saying the southwest airlines plane the detached, striking a wing flap, forcing the plane to turn around. it is important to know that the engine was not made by boeing. this is the latest in a growing list of close calls on board u.s. commercial flights recently. the most high-profile one being that door plug on an alaska airline flight that blew out in the air. last month a wheel came off a united plane as it was taking off from sfo.

this is a history making day for millions across the country as the rear solar eclipse will cause americans to do one thing altogether at the same time, and that is to look up. you'll hear this phrase a lot today, path of totality. essentially that means for hundreds of cities and small towns in 15 states the sun will be totally covered by the moon for a period of minutes. buffalo, new york, bangor maine and waxahachie texas, these are among some of the better spots to see the big spot over the sun. these are small towns swelling with thousands of visitors coming in to look up and buy up the eclipse merchandise. let's put this into perspective, in waxahachie, the less time eclipse happen, no cars, just horses and buggies filled the streets.

>> the next one is in about 20 years from now. i don't know if i will be able to see a total solar eclipse in the united states in 20 years. i figure this is the time. >> ed drove from california. if you want a prime spot, you will have to go to mexico for that. according to astronomy.com, that is the main destination to see the total eclipse. and while we are not in that path, students and workers, we know you will leave your desk at around 10:14. the maximum partial eclipse we will see is about 11:13. that will last for about two hours. but try not to miss out, it will be one of the last opportunities here for us until 2045. i will be in my 70s. you will have plenty of places to have community today around the event. the oakland basin science center is inviting you to be part of the science

demonstrations. sky gazers will get eclipse safe glasses and have a chance to look at the inter-speller -- stellar spectacle . a lot of stargazers are out there. good morning, my friend. >> excitement is stretching across the country for people in that path of totality. thousands of people have been chasing their chance to see this rare phenomenon. i spoke with one chaser who said it's more than just about seeing the solar eclipse but about the feeling it brings. scott is chasing the solar eclipse. >> i have four plans for monday. i think i'm chasing it at this point. the other eclipses have been easier. >> or at least he is trying to.

>> the idea of practice, trying and trying again is absolutely essential. i don't want to miss out on this chance to try. >> more than a cosmic phenomenon, it is a feeling that's parked inside of him when he witnessed his first total solar eclipse in 2012. >> that is when i first got the cosmic feeling people talk about. it is just something incredible about the sun being blocked by another object. it is very dramatic and makes you feel very part of the whole thing. mary, i don't know if small is the right word, but you get a perspective. an actual perspective. >> and experience bigger than himself, bigger than any individual, and one he is moving heaven and earth to witness once more. >> once totality hits it is so shocking because the transition from day to night is 30 seconds. it's like this incredible joy, right , because

we are celebrating bridge builders in the bay area. last night in pleasanton it was my honor to be part of recognizing scout recipients with a packed celebration recognizing young men and young women who earned the rank of eagle scout with goals and badges and service projects. those projects will lessen our community for

around 10:17 a.m. this is the view from mt. diablo. hopefully it will stay clear for all of today's the festivities . >> i wish we were in the path of totality, but we will still see a partial eclipse, which is exciting. as we take a quick look at conditions, it is shaping up to be a lot better throughout the bay compared to other areas throughout states that are under the full eclipse. gilroy, light passing clouds and luckily we will be clearing up fast into the afternoon. we will continue to see clear skies into the evening. let's talk about the eclipse just a little more. we mentioned, the path of totality goes straight from texas into michigan and the northeast, as we head into

california we will see about a third of the sun disappear. weather conditions, thanks to high-pressure offshore, a lot better compared to some areas close to texas. mississippi, louisiana, they are dealing with some active weather. as we had all the way up northeast, clouds passing through areas of pennsylvania, stretching all the way to michigan. so we will keep a close eye on that. back in the bay, into the afternoon, starting to see that much-needed warm-up, sitting in the 60s from san francisco to oakland, 70s returning to the bay area in the inland areas. it will be even better when we see 80s right around the corner. in the santa clara valley, 72 near san jose, the foothills , los gatos in the

upper 60s. over the next seven days, a nice little warm-up all the way into wednesday and thursday with clear skies lasting and then you can imagine what that is. a cold front moving in, cooling temperatures down, bringing in gusty conditions and that rain lasting into saturday and a little bit of sunday. let's get a check in on our super commuters going over the altamont pass. slow conditions, this is the start of the traffic even though it is quite early. we will see it pick up throughout the morning hours for those coming in through tracy and heading into livermore. the san mateo bridge, not many brake lights, looking pretty good. smooth sailing in either direction. a quick check of the golden gate, you can count the cars on the right hand, pretty crystal clear.

in jorge soler and we can call that a day, the giants win it, 3-2. to the warriors, they had a strong six-game winning streak until the dallas mavericks snapped that. yesterday they faced the utah jazz without steph curry and it was all hands on deck. he is hot and cold but thankfully found his offensive prowess, klay thompson mustering up 32 points. jonathan commingle came off the bench, 21 points and 10 boards, his first return since tendinitis forced him to miss six games. they made a strong statement for the playoffs, beating the jazz 118-110. the warriors didn't want a mandatory summer vacation anytime soon. they are a game and a half behind the lakers and will play in l.a. tomorrow night. women's ncaa yesterday's national championship game did not disappoint. south carolina brought the ring home but it was not easy going up against

from cbs news bay area, this is the morning edition. right now at 5:30 in the morning, starting at just after 10:00 a.m. you will see a partial eclipse. we hope you jumping , whether outside or online. we have cameras all over. this will be the last solar eclipse until 2045. in about 15 minutes we will go live to indianapolis where thousands are gathering in the

path of totality. taking a live look outside, the start of a new work week, this is the view from the salesforce camera. we say good morning to all of you in the east bay and oakland. jessica, you and reed are very busy today as we cover this partial ittle chunk ver this partial taken out. >> i think we will see a lot more than some of our friends in the path of totality due to the good weather here and not so good weather and other parts of the state. it will be breezy into the afternoon, wendy sweeping in from the north to the south at around 15 to 20 miles per hour. keep that in mind. other than that, clear, with a little bit of clouds close to gilroy and southern portion of the valley and then we see clear skies all throughout the morning and afternoon hours. just in time to see our partial eclipse in

the bay area. let's take a quick look at the path of totality. we will get about a third of it covered, but for our friends in texas into illinois, probably wondering, should i be jealous of them? a lot of parts of those estates are dealing with pretty active weather, texas is seeing a line of storms, stretching all the way into louisiana and all the way up to our friends in michigan. the more south you go into areas like west virginia and pennsylvania, they will have active weather today, too. we will have a close eye on that and will have that coverage , streaming all the way into the 10:00 hour. from the path of totality to your path this morning, all paths are looking clear. median lights will turn on in a few minutes. this is your view at the top of the toll plaza

with commuters just cruising on in. we will check back in once the lights goes on so you can see what you will face as you head into san francisco. the richmond/san rafael bridge looks downright nice in that direction, making your way over the bridge. nice drive, no delays. overall great start for your monday on all bay area bridges with no major buildups. time for a look at the top stories. police are searching for a driver involved in a deadly crash in contra costa county. a nine-year-old girl was killed on 680 on sunday morning. investigators say a driver veered off the interstate and flipped several times before getting out and running away. four other passengers in the car were taken to the hospital. and tel aviv protesters took to the streets to demand a cease-fire and release the israeli hostages. israeli troops have started to reduce their presence in southern

gaza. an israeli spokesman told cbs news that it is an evolution of the war effort and not a parcel -- partial withdrawal. an apparent de-escalation in the conflict has both palestinian and israeli activists in the bay area hopeful that the suffering and the war might finally end. >> reporter: a long-awaited announcement from a member of the arab organizing center and has been at the forefront of hundreds of protests calling for a cease-fire in gaza. >> we welcome any news that indicates there will be a de-escalation in the genocide against palestinians . >> reporter: the israeli military announced they have pulled back the majority of the ground forces following the conclusion of a significant offensive and only one per grade remains stationed in the

region. working six months since the conflict erupted. >> we recognize this could have happened on day one. it could have happened when there were 3000 palestinian deaths . >> reporter: members of the hostages have been actively calling for the release of israelis held by hamas. >> now after the idf diffused all the areas , they felt secure to leave the area and let the population slowly come back. which, i mean, i don't want civilians, neither israelis nor palestinians to suffer and be away from their homes. >> reporter: for her, this is a step in the right direction for both sides. she says it

could help facilitate the release of at least 150 israelis that are still hostages through more targeted operations. >> i want the conflict to be over. it will not be over for those who lost their loved ones and it will never be the same for those who lost their homes and were kidnapped. >> reporter: while they both acknowledge the significance of the decision, the emphasize the needs for continued efforts to address the root causes of the conflict and work towards sustainable resolution. >> until we see more pressure by the united states including the withdrawal of u.s. military funding and arms sales to israel, we think they will try to continue that policy. we need to see that pressure continuing and we will continue coming out in the thousands to protest and put pressure on the elected officials to make sure change happens. >> as an israeli and an

american civilian, i want to make sure that innocent people are safe . my only goal is to help wring them back home. >> let's go to concord where landlords are upset about a recently passed rent control ordinance. john ramos shows you the reasons that advocates and developers are trying to squeeze more money out of people. >> by preventing high rent increases, renters will be able to save money for other needs like groceries and medicine. >> reporter: the rally at this concord park sounded like a campaign for rent control but that is a battle that has already been won . the question is, who will win the war? >> it was approved by city council, 4-1. real estate groups are putting this on hold. this will create for

renters to keep getting more print increases or evictions . we want the residents of concord to know what is going on in the city. >> with that, this item is closed. >> in february the city council approved new rent controls and just cause eviction protections for renters and made it clear that they felt there needed to be more control over landlords. >> it has been a rough night, it's been a rough seven years. we gave it seven years without acting, and quite frankly, it didn't work. >> we wouldn't be having this conversation if your colleagues and friends , or whatever, who owned property, weren't harassing tenants or abusing their rights. >> but i say to that is penalized those people, not the homeowners or small mom

and pop places. >> reporter: some think they went too far saying that the city tenants ordinance went from eight pages 230 and gives protection to people living in all residents including single-family homes. she is spearheading an effort to put concord's new ordinance on the ballot. >> we had asked them to put this to a vote . let the citizens of concord, both tenants and landlords, that includes everybody, vote on the ordinance. that is all we ask . >> reporter: by law, the ordinance is on hold for 30 days while they try to raise enough signatures to qualify for the referendum. if she can't, the ordinance goes into effect immediately. and that is why tenants rights activists

were carry venting through the streets sunday afternoon, trying to raise awareness and support if it should come down to a vote . >> if the citizens of concord vote as a majority that they want rent control, then so be it. we are in it, that is a democracy. if they vote it down, that should tell the council something. >> reporter: if the referendum is successful, the entire ordinance would be scrapped and the city council would be back to square one on a tenant protection they spent seven years creating. >> if you live in concord you will see people out gathering signatures. they have until april 18th together 7200 signatures. taking a look at the oakland coliseum where the a's announcement to the city certainly hurts a lot of sports offense. it is also a major economic low for the corridor. officials say it took decades to convince companies to invest in oakland in the corridor and now as businesses start to leave my people are

frustrated that years of hard work is vanishing right before our eyes. so as the days are leaving for a different reason, the result is the same, less tax dollars and fewer jobs. >> it is helping crime escalate even more. without the jobs and making money, how will you live? crime seems to be the only thing working in the city of oakland. >> many of you tell us the city has to improve public safety for more businesses so that they will stay open , or they will leave. we will have to wait for the full impact of the a's leaving and they are scheduled to play their last home game september 26. speed, science and the celestial event of a generation all come together. we will take you live to the indianapolis motor speedway.

is the excitement trembling out there? >> reporter: it is. you can feel the tingle in the air. it has been 819 years since this area last experienced a total solar eclipse and people have been pouring in from all 50 states, even other countries, just to witness the celestial event. today the indianapolis motor speedway hosts a different history making event, becoming what is believed to be the largest viewing site in the country for the solar eclipse. >> every indycar driver abuse this place as kind of your pseudo home. >> andrew is looking to slow down on the moon blocks out the sun. >> i want to be somewhere where we can be alone. we should all enjoy in our own individual ways. >> more than a dozen areas that lie in the path of totality. the thompson family

drove nine hours from minnesota to get the full experience. >> it will be memorable because that is the unique part in which we get to say hey, i saw that and i know exactly where i was. >> reporter: i am on the track of the motor speedway, the only one out here and in a few hours i will be joined by tens of thousands of people with all our faces pointed toward the sky. this professor of aeronautics and astronautics at purdue, for him the eclipse is just one part of the event. >> spiritually and emotionally just a meaningful experience. one of the most amazing things available to humanity. >> for those missing out on the path of totality, the next solar eclipse to appear won't be until 2044 although parts of europe will experience one in just two years. and even
