[ laughter ] parenting 101. all right, let's take a quick look at what's going on outside. it is a cool and chilly morning and i was hoping reed was going to say something along the lines of i don't know always gets soup on days like today but it's a chilly afternoon ahead ofus and a wet one too. showers moving in from offshore. a first alert weather day for a reason. the cold front is moving in and it's bringing in everything. seriously, big no card. we have rain and we have some snow and we have a little bit of mix flurries and we have gusty conditions and gosh, and we have cool temperatures. daytime highs today upper 40s and lower 50s and there's the current look at the radar this morning throughout the bay area. just near san francisco county and all the way up into the marin headlands too stretching over into richmond and soon to be vallejo. head

more south. snowfall all the way up near mount hamilton. of course it's a higher elevated area that are going to see that today. we can expect about an inch up there. and the rest of us here in the bay area, well, depends on where you live. when it comes to how much rain we can actually expect. take a look at this. all the way throughout this morning, as we time this out for the morning commute, maybe you leave the house around 6:00 a.m. or 7:00 a.m. so within the next hour, this is what it's looking like. the showers start to sweep into the peninsula. up into the north bay giving us about a quarter inch just near santa rosa, san francisco at that point. closer to tenth of an inch. and same trend in half-moon bay. but the band of rain continues to sweep off to the east and now the east bay is getting hit with not nearly as much as the friends near the north bay. but around 11:00 hit and miss showers and i'll time the rest of the day out for you coming up in a bit. for now over to you, g. >> all right jess, thank you. taking a look at the roadways. we know when it's a first alert weather day not fun on the roadways but hey a little bit of the calm before the storm. heading steady right now with dry roadways for the most part at least at the bay bridge toll plaza. where we're

not seeing too much going on. very minimal brake lights and we are still in that spring break traffic pattern. where we're not seeing too much through there. if you are headed westbound over into san francisco. now we are starting to see things getting a little bit busy westbound 80 as you head out of hercules and into richmond. things getting a little bit crowded through there. down to about 27 miles per hour. nicole? now the a's are gearing up for the first road trip to detroit. was oakland able to avoid a boston red sox sweep? ross stripling took the mound for oakland and get this. he threw seven innings striking out three and the only run that he gave up was a sac fly in the 4th. but a's hitters needed to be more clutch. eight hits and no runners home. kenley jansen gets noda swinging to end the game and the red sox complete the sweep defeating oakland 1-0. the a's play in detroit tomorrow. unfortunate loss for the a's seeing that pitching was really on point yesterday.

but what's more unfortunate reports coming out that the team is finalizing a deal to play in sacramento after this season of course. >> yeah. hits just keep coming right? and not there at the mound. for now, they're just reports nothing confirmed but what is confirmed this morning is that the a's face an ending in their lease with the oakland coliseum. so there's that. and a's leadership was supposed to meet in sacramento yesterday to talk about that possible move to sutter health park which is home of the giants' triple-a affiliate. lot of meeting happening on thione but in the coming days because it speaks to money moves. the chronicle reporting this morning the a's are trying to readjust their broadcasting contract with nbc sports. now that is important to them because the team is only guaranteed the full amount if their sports network of the deal if they play in the bay area. that's the business part of the conversation. so that's something to look at very closely as the days go on. but let's talk about you the fans. will you follow the team to

sacramento? >> will diehard a's' fans like yourself support the team if they were to be at sutter health. >> i -- i will be in there in protest. just as i am at in of the activities we put together out in oakland. no. i will not. >> he won't. now let's talk about what you fans say you want. you want a keep the a's in oakland. the team met with oakland officials. what happened there? the statement from the a's said that they were far apart with the city on the specific terms. now meanwhile, in las vegas, the a's look ready to move into this new $1.5 billion ballpark. by 2028. this is what the dugout digs would look like pretty fancy. things are happening fast in las vegas. get this. the a's have hired the same company that the raiders used to oversee ticket and suite sales even before ground is broken on the ballpark. already looking to sell tickets. and this. this is the lead story in las vegas for

days. this is the tropicana casino resort and you see the chains going up there. they closed it in recent days, seven plus decades of service in las vegas ended. las vegas locals in fact got alast chance tour of the casino and everybody there was told the place would be demolished in october to clear the way for the new a's' ballpark on the las vegas strip. you see the chains going up there. >> wow. >> we were there for super bowl. right in that area. i mean, i actually wanted to get footage and do a story on it because you could just sense the relocation was near and it was happening and just seeing the chain across the door, kind of like the nail in the coffin. >> it's like the worst breakup. just going on so long and i feel like -- either make it happen and move on but i mean i feel like now we're there right? this is happening. >> it is happening and it's happening a lot the same way it worked in las vegas for more than a decade. it's happening the same way as it did with the raiders. exactly the same way. we saw the ticket sales go on and we saw the land and we saw -- it's literally a carbon copy of the same plan. >> i will say this, the raiders -- i mean people were upset they were leaving but i don't

know. it didn't feel so tumultuous like it did with the a's. >> the raiders left before. we've broken up with the team before. look live over in san francisco because the crowded race for mayor in the city has another high-profile politician throwing his hat in the ring. after months of speculation, supervisor aaron peskin says he is joining the race. he's expected to make his formal announcement at a rally in chinatown this weekend. outside of peskin, there are three other candidates trying to unseat mayor breed. supervisor safai, former san francisco mayor mark ferrell, and daniel lurie of course heir to the levi strauss fortune. nurses working for santa clara county are entering the third and final day of picketing. they say they went on strike demanding better pay, staffing, and security. their contract expired back in october. the county says it does offer competitive salaries. the county also hired nearly 1,000 nurses to keep essential services running during the strike. time right now 6:09.

this 7.4 quake devastated the mountain territories and the city landscapes alike. look at that. violent shaking left a lot of building like this one either leaning or toppled all together and then right there in the rubble, the rescuers risking their lives and trying to get into the buildings one by one. systematically. looking for life. there's also a massive effort to keep those buildings stabilized long enough to evacuate people who are still trapped inside. we know this. taiwan is no stranger to earthquakes, really part of life there like the bay area but this one, was different. it was the biggest and most violent quake in

almost three decades. it also hit at the worst possible time just as people were heading to school and to work. in fact, more than 1,000 confirmed injured and we've also learned that a tenth person has died and stories of people crossing the waters this morning. here's california's woman telling about the rude ashakening shed felt from the shaker. >> definitely a shock when it happened. the whole room was shaking and we tried to find like somewhere to hide like under a table. >> guess what? the shaking has not stopped. this morning reports out of taiwan say more than 300 powerful aftershocks have been felt which continue to destabilize the mountain areas and the buildings where people remain trapped. this morning, also there are reports of the majority of people trapped are in a national park area. sadly, most of them are hotel employees. >> and we're also hearing that tsunami warnings continue in the region this morning. taiwan is no stranger to tremors. the island sits a i long the ring of fire, it's an area around the edges of the pacific ocean

that's known for frequent seismic activity. now our coastline also sits on this area. but it's not often an earthquake of this magnitude shakes beneath the place as populated as taiwan. well, last time taiwan felt this was in 1999 when a deadly 7.6 magnitude quake killed more than 2,000 people. since thin mayor of hualien says they have been trying to gather resources and educate citizens on self-protection. updates throughout the day. continuing coverage on ire and on the website kpix.com and on the free cbs news bay area app. well, we are in first alert weather day mode today with that wet weather headed this day but i want to talk a little bit about what's happening with the earthquake in taiwan. i know you have spent a lot of time there jessica, and earlier you and i were discussing how different it is with the building seeing them toppled over and leaning like that. >> absolutely. i mean the epicenter was in hualien which

by theway along the east coast only about 4% of the population. the rest is on the west coast. still impacts being felt today in areas like taipei. felt the slicking too. that's where most of the footage is coming in from. is the heavier populated areas to. what's going on here in the bay area? it is a first alert weather day. and i'm sure you can guess the reason why if you can taking a look at the screen right now. it's a very active morning already along the coastline. we're starting to see snow near mount hamilton already up into the sierra too. the cold front that's moving in is bringing in some cold air. shocker right? not a warm front. just along the coastline. that shower setup is starting to wrap the peninsula and we're starting to see some moderate pockets of rain close to vallejo within the next 15 minutes or so. stretching down into the santa clara valley some of us are waking up to dry conditions. some of us are starting to see just a little bit of the showers but mostly in the foothills and higher elevated areas. for now. now as

we take a look at futurecast, this shows a really good picture what's to come right around the corner. all the way into the 7:00, 8:00 hour. santa clara valley starts getting hit and areas like fremont down into san jose close to about 0.01 of rain around that point. but then that continues to sweep off into the east. now we're left with about 0.1 of rain down there. snow near the mount hamilton region and quarter inch in the north bay. what's cool about the storm or fascinating is the fact that you can see the center of low pressure system sitting just offshore. they work in a clown clockwise direction and continue to see that circulation moving into this afternoon and overnight hours tonight as it sweeps to the south giving san francisco a close to half inch of rain. down into the santa clara valley top off crease to around a quarter inch. and at least tonight. because by tomorrow morning, there's still some lingering showers on the back end of it and that's mostly along the coast. but we just talked about snow near mount hamilton. that's a pretty cool to mention just a little bit more in total we can see close to around an inch at the peak and a little bit of dusting off close to the santa cruz

mountains too. so lots of changes as we head into this afternoon. but let's take a look at the daytime highs today. we're off to a chilly start and we're off to a chilly finish and really i mean just thinkn't it. two days ago 70s off in the east bay and sunshine. today, it's cloudy as can be already and it's only going to get cooler from here on out really. at least that's what it feels like. grab the jacket by the way before you head out the door, just my friendly reminder to you. down into the santa clara valley we're waking up to a mix of some clouds in the forecast. but those clouds will continue to get a lot thicker in the next couple of hours and actually see some rain like i said just close to that 9:00 hour sweep throughout the south bay and all throughout the rest of the east bay too. we have a big warm-up right right. more on that coming up in a bit. for now over to you, g. >> thank you, jess. i can't believe weather going to see the 80s next week considering we have the wet weather and chilly temperatures today. yes, grab the jacket and umbrella. give yourself a few extra minutes when the rain settles in on the freeways. right now, we're doing all right for the most part. there are a couple of things going on but here's the headlines. busy ride now already san mateo bridge

westbound commuters you are seeing some brake lights as you work your way towards foster city. getting on to 101. now you shouldn't have any troubles northbound 101 from that point. but i'm going to zoom in here and there's a trouble spot just south of 92. so if you are taking 84, working out of mountain view or palo alto definitely run into a few brake lights here, two lanings blocked northbound 101 around holly street. there's a traffic alert in effect. so pretty serious accident reported in that area. minor delays. it's still early. and again we're in that spring break traffic pattern. so a lot less cars on the roadway but just be advised it is getting busy through there. and we're tracking a few brake lights westbound 80 as you work your way into richmond. reed? good morning to those of you getting ready for the walk or run in golden gate park. it turns 154 today. if you are there just before lunch, near the conservatory of flowers, mayor london breed and the city's parks and rec leaders will deliver remarks to celebrate and kick off activities for kids and their families. you can see that starting at 11:30. >> that light show looks

gorgeous. oracle park where the giants will hold their home opener tomorrow against the san diego padres. reliever turned starter jordan hicks will take the mound against san diego's strikeout machine dylan cease. first pitch 1:35. now let's hope it's a better series than their bender with the dodgers. the giants entered yesterday on a three game losing streak. and rookie harrison nook the mound. the san jose native lasted five innings and allowed four runs but with great giants' power comes a great comeback. right? not if shohei ohtani has anything to say about it. 7th inning. yanks one for reason insurance run. the first home run in a dodger uniform. giants newcomer jorge soler made it interesting in the 8th. this is his second home run in two days. but the dodgers hold off the giants, beating them 5-4. ♪ ♪ sounds nice right? how

that can depress us enough that we don't want to feature the bay area bounce-back. it's an arts initiative bringing live music to the mid market neighborhood. those musicians play each day along market street between 5th and 8th street. get out of the way there. look at all >> reporter: tori roze and the hot mess are heating up the scene along market street on this thursday outside sam's american eatery. >> we're having a great time doing this. really you see people from every walk of life going down the street. >> reporter: a twist on the tradition of busking where street performers play music in public places, hoping for tips. busk it! is a campaign to ask instead for more people to visit or stick around in san francisco's mid market neighborhood. >> we are trying to let people know hey, no, we're still here. we're still doing stuff. there's still -- artists here. >> reporter: tori loves it

makes live music more accessible at a time when so little remains affordable in the city. >> i think the changes down here are truly felt. by those to those of us that are here every day. >> reporter: but it's also a chance to give mid market a second look. the mid market foundation which organized the busk it! campaign as part of its market street arts initiative says the neighborhood is making a comeback. >> lot of people have an idea about mid market that just isn't true anymore. >> reporter: not just a business district, with restaurants and shops but also the city's theater scene and a place people call home. but they're still fighting the impression that spending time along market street isn't safe and people may still want to avoid the area. >> we have our days, yes we have our moments. but overall, there is so many amazing things happening down here. >> reporter: market street arts pays the artists for participating in busk it!. the mid market foundation receives some funding from the city's office of economic and work force development. ♪ and while the goal is in part to help businesses get more customers

live look from our salesforce tower cam and gianna, what is that? is that a spider web or those rain drops. >> that looks like rain drops to me. and right on time. >> yeah. because it is a first alert weather day. jess has the rain already begun. >> oh, yeah. along the coast though because right behind me you can see the live cameras down in san jose and there's no rain drops here just yet. that's going to change as we head into this next couple of hours and we're waking up to cloudy skies down into the santa clara valley. we're waking up to rainny conditions now along the coast and along the peninsula. straight into the first alert doppler on this first alert weather day. before you head out the door please, please, please, please, please, grab the jacket and grab the umbrella it is going to be a chilly day for us today. we're expecting daytime highs to top off in the upper 40s and lower 50s throughout the bay area as this cold front is really making its way in. right now as we speak. so let's zoom in a little bit closer to some communities anywhere from santa rosa stretching down into novato. some light showers, heavier showers close to the marin headlands and wrap into

san francisco within the next 20 minutes or so. some heavier pockets already falling near richmond and up into vallejo. as we head a little bit more south this cold front is so chilly especially in our higher elevation areas we're actually sitting up into mount hamilton with a little bit of a dusting right now. into the santa clara valley we go, like i just mentioned it's still dry and cloudy. but it's going to look a lot different as we take a look at the next couple of hours, futurecast is a great tool right now to show you the rain that's moving in into your local communities within the next couple of hours. here we go into the 8:00 hour, areas like concord a little bit of rain pick up there. snow just north of clearlake and north of -- santa rosa actually. and down into the santa clara valley we go, we continue to watch the system sweep off into the east. giving us a close to around 0.1 just by 11:00 a.m. i'll have more on this storm coming up in a bit. loleta know how long it's going to last and how much you can expect in the local community. gianna, over to you. taking a look at the roadways right now if you're

getting ready to head out the door, live look now at the suspect system bridge. just be careful on the roadways and don't forget the umbrella and that jacket and to give yourself some extra time. what's going to help us though, we're in that spring break traffic pattern. so 6:30, right now and look at that. traffic isn't that bad on 880. looking pretty good on 101. with the exception of that ride on 101 northbound near holly street. we have a traffic alert in effect two lanes are blocked due to a crash. pretty serious crash if they've shut down lanes there for a longer period of time. more than 30 minutes that's when they officially issue a sig alert. so use 280 in the meantime just minor delays through there. well, people in big sur are being asked to clear out of their homes before spring storm brings more rain to the area. now authorities are once again closing highway 1 which was damaged you can see this was from a previous storm last saturday. so part of the highway slipped away and fell into the ocean below. the chp had been leading one way convoys to get people and and out of the area but those convoys have been suspended for today and tomorrow as the rain is expected to move in. that

means residents and businesses are cut off. >> it's just -- absolutely essential that that single lane be made open to the public at the earliest opportunity so the businesses can reopen and employees can be back at work. >> local chamber of commerce says the shutdowns have eliminated about 80% of big sur's work force leading to losses of more than $1 million a day. we are into april and we're still talking about the district 16 race for the u.s. house. so we now know after last month's primary former san jose mayor liccardo is the frontrunner. he's going to preplace retiring congresswoman anna e shoo to beat those going against him but the question is who will he face against him in the general election? that's the real headline. so what is that headline this morning. it's a tie. evan low and joe

simitian deadlocked at exactly 30,249 votes. each . san mateo and santa clara counties will issue the official results by 5:00 p.m. today. what happens next? it's up to the candidates to decide whether to request the recount. otherwise there will be a three way race in november. >> state law basically says that when there's a tie for the two positions that we're talkinabout righby the way, a c requesting a recount has to cover the cost themselves and there's really no assurance that the person who pays for it and requests that recount will see results that they want in their favor. six in ten americans believe that climate change is causing harm in the united states. and that it will get

worse during their lifetime. that's according to a pew research center survey. and amid those concerns, two peninsula mothers are encouraging young people to think about how they can care for the environment. sharon chin introduces us to this week's bay area jefferson award winners. >> reporter: when shirley lee and eileen kim met years ago as moms of elementary students, they never would have predicted their shared passion would take them down a path of encouraging young filmmakers. >> they just inspire me. >> they can definitely make a difference. >> reporter: eileen and shirley were board members with the citizens environmental council of burlingame, an environmental education and advocacy group. and they wanted to inspire more children to learn about our planet outside of the classroom. >> i'm sure there's some things going on, but there's no curriculum right now. >> i thought, well, let's try to put on a film fest for students to kind of share their ideas about the environment. >> reporter: so they launched

the first annual citizens environmental club student film festival in 2018. they drew on students' affinity for making videos. >> anything else, feel free to leave a note. >> yes. >> reporter: every year, students in grades four through 12 create their own film of up to five minutes that shows how they care about the world around them. a free workshop offers storytelling tips. winning entries receive $150 cash prizes funded by peninsula clean energy. >> but studies have shown there's a major partner in crime. [ mooing ] >> reporter: kayla ling won a top award for her seventh grade film on the environmental impact of red meat. now a tenth grader, she says the experience has shaped her career goals. >> i grew really passionate about telling stories about environmental justice through filmmaking, through storytelling. and i was really empowered to do that. >> some people posted a youtube link. >> reporter: today, kayla is a

festival judge and part of the planning committee that includes members of the citizens environmental council and burlingame high school and the nueva school. in the end, shirley and eileen say the young filmmakers aren't the only winners. >> they learn about what's going on and the problems with, you know, wasting water or wasting food. they actually can go to their parents and point things out to their parents. >> just take that interest and to continue it. that is why we do it. >> reporter: so for encouraging san mateo county students to learn about and care for the environment, this week's jefferson award in the bay area goes to shirley lee and eileen kim. >> this year's film fest winners will be announced and their films screened on wednesday night, april 24th at admission to the event at the burlingame high school theater is free. >> you are -- i was talking back to you, nicole. sorry

now taking a live lookoutside from oakland on this thursday morning. good morning to our friends in the east bay. be careful as you head out the door, the rain is back and it is a first alert weather day. good morning, as we wake up and head out the door, here's the first alert doppler kind of glitching right now and let's zoom in and pause it so you can see in live time what the weather is looking like for us on this first alert weather day. it gusty and it is wet for many of us as we wake up and head out the door. for our forecast near vallejo stretching all the way over into areas like novato and all the way down into san rafael too. we're waking up to wet conditions along the coastline right now and the pockets of rain are heavier than others near mill valley for example and all the way into berkeley.

yellow color moderate rain currently falling. in the peninsula that's the most active right now. the time 6:42 and this system is going to eventually move offinto the east impacting the santa clara valley and the mount hamilton already seeing some snow in the east bay too. but let's take a look at mount hamilton because in total, what we're expecting to see after the storms sweep through is about an inch of snow to the peak. so it's going to be a beautiful light dusting that we're going to see up there. you might even be able to see it down into the santa clara valley as we head into our forecast tomorrow. once things start to clear up. this morning throughout the bay we're waking up to rainy skies and that will continue to sweep to the east in the early morning commute hours. grab the umbrella and the jacket if you are heading out the door, a cool one for us today. this area of low pressure is a cold front and you can see the center of it right here. it's continuing to swirl its way down to the south and in the evening hours tonight giving about a half inch of rain near san francisco. just by 8:00 p.m. and close to about an inch all the way up into the north bay. as the system continues to sweep off into the east though, we're going to be left with some unsettled weather in our

early morning hours tomorrow. in total we'll get close to an inch but not actually past it in the north bay. today and tomorrow the pollen count is moderate. not the worst, not best but this weekend as we start to dry up it will start to actually get a little bit worse. polln't count is still allergy season and in full force but let's take a step back and talk more about today. it's a cool chilly day for us today here in the bay area. our daytime highs are only sitting in the 50s. anywhere from antioch over into livermore. for our friends along the peninsula too. think about it. immean just gosh, two days ago we were talking about sunshine and 70s and now these clouds are starting to roll in to the santa clara valley. and soon we're going to start seeing rain right around the corner in that community too. but let's take a quick look at what's happening as we head into the next seven days. it is cool for us today. but i mean, gosh, look at the rest of this week. we start to dry up in the weekend and sunshine around the corner into early next week and 80s in the forecast too as we head into next wednesday.

gianna? my gosh jess, hard to believe that 80s are just around the corner because we've got a first alert weather day. busy on the roadways. so here's a live look at conditions at the san mateo bridge and you can see it's a little crowded right now westbound as you head over towards 101. not too bad though. we are in the spring break traffic pattern so traffic is still moving along at the limit. at least in some spots it's going to slow down just a little bit as you get a little closer to 101 this morning. okay. taking a look at traffic elsewhere. zoom in just south of there on 101 working northbound near holly street. a traffic alert in effect there. pretty serious crash blocking lanes. things are busy as you work your way in and around the area. a few extra minutes taking that ride north 101 near holly street. but again, here's the good news. again, with less cars on the roadway makes it a lot easier to kind of squeeze through the backup. 280 is all clear if you want to use that instead. working there in both directions. well, that's a look at your morning drive. we're going to shift gears though and the new cbs hit "elsbeth" is back. the colorful lawyer is now cornering criminals in new york. the show returns tonight

21%. smaller companies also saw a reduction but only from 39% to 28%. the national coalition small business for america's future is urging lawmakers to not let the law lapse. they also say the tax cut needs a revamp or they're doomed. >> in the end, the taxing system in this country needs to be perceived by americans as being fair. >> small business is the backbone of the country. we employ half the people in this country. >> well, the coalition says new language needs to be carved out in congress to help close the gap between small businesses and large corps rations. the powerball jackpot is climbing even higher; there was no big winner last night for the billion dollar prize. that means the jackpot for saturday night's drawing goes up to an estimated $1.23 billion. it's the fourth largest jackpot in powerball history. and while no one hit the jumbo jackpot, two tickets matching five numbers minus the powerball were sold in southern california. one

[ applause ] okay, you ready to rock? i am. this week's bay area backstage takes us to san jose where a group of kids are rocking out and ready to light up the montgomery theater in cmt's "school of rock" the musical. the show tells the story of a misguided rocker who unexpectedly ends up teaching a group of kids at a private school. they form a band and together, they learn that through music, they can build bridges. and for some of the youngperformers, learning this role meant taking on an extra skill. >> our name. that is rock & roll. >> they sing. they dance. they act. but there's one more skill these kids need to be in this musical. they also need to know how to rock. san jose's children's musical theater

will be taking on "school of rock" for the first time. and four members of the cast are in the band. cj, donnie, hope and falcon will all be playing six to seven songs live leading the show. some learning to play their instruments just months ago. how long have you been playing the bass? >> i learned it for the show. >> balancing a busy rehearsal schedule in the middle of being just kids. >> soccer and this band. >> you fit in homework? >> yeah. >> here we go. ready? begin. >> artistic director of cmt and school of rock kevin hauge, he says seeing the kids handle all this responsibility and a marquee show is impressive. >> we try to teach extra skills whether it's tap dancing or maybe it's singing more classically trained or learning how to sing pop. in this case, we're so proud that our young musicians have brought their

instruments into a studio, some of them having played very little if at all. and they've been able to create true musical magic. ♪ >> and the adults that star in the show, well, they think so too. >> the kids are fantastic. it's so much fun getting to hang with them. >> that is cj. he stars as dewey. his role was made famous by jack black in the movie. but on broadway, it was made famous by alex brightman. >> that's not my point. my point is -- the man. >> a bay area native and cmt alum, who was also nominated for a tony for his role as dewey. >> how come none of you told me you could play music? >> alex brightman started here when he was 10 years old and through that time, he grew into a remarkable performer obviously. he reminds me so much of the kids i get to work with in this production. and the fact that they really believe in going the extra
