anne makovec in for ryan yamamoto. it was a 7.4 magnitude quake that killed at least nine people and injured more than 900 others. there have been dozens of aftershocks with a magnitude greater than 4.0 near the epicenter of the earthquake. right now, rescuers are rushing to save people from collapsed structures, highways and tunnels. this video shows the moment that a building fell. at least 143 people are still trapped in the rubble. new video shows look at the aftermath just hours after the quake hit. you can see huge buildings left-leaning near the city of hualien. the massive quake hit as commuters were making their way to work and school. >> [ speaking in a global language ] >> that woman was anchoring a live newscast in taiwan when the quake struck. even though things were crashing all around her in the studio, she managed to stay relatively calm through the entire quake . the impact

was so strong that it sparked landslides and it was even felt in neighboring china. authorities issued tsunami warnings in taiwan and japan but both have since been lifted. we were at sfo this morning as passengers arrived on a delayed flight from taipei. one passenger we spoke with described the moment the airport started shaking. he says everybody ran and took cover. >> it shook about 15 seconds but somehow it seemed a lot longer. two thirds of the meeting room, or the hallway, just empty. they were running out into the streets. >> now taking a live look at the white house where the biden administration says the u.s. is ready to offer assistance. the economic fallout on the quake has yet to be calculated but it could lead to supply-chain issues. the island is home to taiwan semiconductor manufacturing which is a major supplier of chips to bay area tech giants apple and nvidia.

facilities are being inspected. turning to our weather now, it has been pretty gray and nasty outside. here is a live look. after yesterday's weather, we are seeing a cooldown across the bay area and we are tracking a spring storm. let's get over to meteorologist jessica burch in our virtual view studio. >> it is a lot cooler and cloudier today for us with our daytime highs along the peninsula sitting in the 50s. we are holding on tight to the upper 60s today into the santa clara valley and off near antioch and concord. a little cooler into napa and sonoma. as we take a look at the next couple of days, some big changes around the corner. we are starting off with a cold front that is moving in for tomorrow. that will change the forecast completely. cloudy skies today into the evening hours tonight. that initial band of rain moves in early tomorrow morning. that is stretching off into the rest of the bay around 8:00 a.m. we

will continue to watch the rain sweep to the east. do you see the snow right there? it will be so cold that we could see some flurries up into our hire elevated areas like mt. diablo, stretching all the way down to mt. hamilton too. we will keep a close eye on that through the afternoon hours with this center of low pressure continuing to wring out more moisture over the afternoon and evening hours tomorrow night. by friday morning, a half inch of rain throughout the bay area and then clearing conditions into early saturday morning. police in san jose are investigating a deadly hit and run this afternoon. it happened in the area of neiman boulevard near elkins way. that is right by montgomery elementary school and silver creek high school. video from the scene shows two smashed up cars being towed away. you can see police have blocked off that area. details about the victim or exactly what happened has not been released but police say the incident did involve two drivers. to san francisco now where video of a brutal attack in the middle of the mission district is getting a lot of attention.

a homeless person was beaten in the streets and the person who shot this video told us that this attack stems from a much larger problem. we have been following the city's efforts to crack down on sex work in the mission for over a year now. they even installed concrete barriers at one hotspot to try to keep john's away but neighbors tell our kenny choi that the problem is moving from one street to another. >> a woman who asked to be identified as jane, fearing retaliation, is speaking out. >> as she was sitting on top of this woman, she was beating her, hitting her in the head very hard. >> after this video of a suspected sex worker near 21st, repeatedly striking a homeless person last saturday afternoon. she believes city leaders are not listening. >> it is a problem that they have allowed to exist and they seem to have --

>> lawlessness has spiked and entered the neighborhood after the city made it more difficult for cars to enter capp street where soliciting of sex workers became problematic last year. >> i saw, apparently, a woman thrown out of a car. i have seen them fighting, somebody beaten like sat on. >> what do you want to see happen? >> i want to see enforcement. >> district 9's candidate chandler has been highlighting the issue for residents in the mission. >> i am not surprised but i am horrified by it because the neighbors have been talking about this for years and they feel like they have gotten no response. >> chandler is calling for one police officer to patrol the street regularly and the immediate installation of license plate readers to deter sex workers. >> i am one of the only candidates that supports the police department and it is not because i think it solves all

of our problems but it does allow the city to address the quality of life issues. >> san francisco police arrested and booked a 24-year-old female suspect from fairfield into jail for aggravated assault. jane believes more can be done. >> they are not enforcing the law here in the way they have in the past neighborhoods . >> she and neighbors hope this latest incident will spur enforcement by the city. >> police say the woman who was beaten was sent to the hospital but she is expected to be okay. the state supreme court is taking up the fight over people's park in berkeley. uc berkeley took over the park this year and closed it off as a construction site. today, the justices are hearing oral arguments in the case brought by two groups opposed to building student housing there. still had a noon, the oakland a's looking for a temporary home after they failed to reach a deal with oakland, where the team is heading. wild weather leaves a path

of oakland to extend their current lease at the coliseum. esb and reporting the a's property two year deal worth 17 million but the city says it will extend its lease through a five-year contract for $97 million. in san francisco, we are seeing more tourists come to the area and that is helping the global economy but in our post-pandemic era, the boom of the tourism industry in the city is unfolding against a backdrop of what is going on downtown. according to the san francisco travel association, the city attracted 23.1 million visitors last year and also saw massive increases in hotel bookings and revenue generated by tourists. we talked to one local restaurant owner on the embarcadero who says that wars and boosts have really helped business. >> the industry, when we don't have the foot traffic or reservations, it is boring. we need a lively environment. we

are really excited and very hopeful that it will ramp up. >> while san francisco tries to rebuild a tourism comeback, other economic challenges are still an issue like a huge office vacancy rate, 35%. that is according to real estate firm cbre. major cleanup efforts are underway today in kentucky after dangerous tornadoes tore through several neighborhoods in scott and jefferson counties. here is a look at some of the damage that shows the incredible force of the storms. at the university of kentucky, rain and winds were so extreme that one student was literally swept off his feet. >> holy -- >> yeah, a little further east in ohio and west virginia, communities faced violence and -- violent and destructive winds which left homes and rvs shredded. back to our first alert

weather now. certainly calm in comparison. taking a live look outside at the city of san francisco, tomorrow at this time will be a different picture, a little bit wetter. let's check back in with meteorologist jessica burch. >> as of yesterday, all of the sierra is sitting above average for snowpack this season, which is pretty impressive. last winter was even more impressive with 17 atmospheric rivers that swept throughout the state of california. we have a trough of low pressure dipping its way down, impacting us tomorrow and giving plenty of snow to the sierra. that system will bring in lots of rain forest tomorrow morning but starting off today, cool and cloudy conditions filling the bay area. the winds sweep in from the north, gearing up for the rain to impact us tomorrow morning with some moderate pockets of rain. it is so cold that this area of

low pressure is moving in from the gulf of alaska and we could see some snow in the higher elevated areas, stretching over to mt. hamilton by lunchtime. we will continue to watch that first band of rain sweep into the sierra. the center of this area of low pressure is just offshore and it swirls its way in to central california, heading into the evening hours on thursday, leaving behind some unsettled weather throughout our friday forecast. we have a splash of showers at times as we start to clear up heading into the weekend forecast but, remember, i said this is moving in from the north. it is a surge of cold, cold, dense air and that will change our forecast as we head into tomorrow. let's take a look at today and then we will compare it to tomorrow because we are expecting upper 50s and lower 60s from san francisco across that cloudy bay bridge into oakland. we are expecting upper 50s all along the peninsula with 60s anywhere in our inland areas, livermore

scam artists have wedged themselves into almost every type of business. we are always reporting on it. now we are starting to see them use

people's desperation over a lost pet as bait. more on how the scammers are pulling on people's heartstrings to get into their wallets. >> i got every type of dog toy any dog could enjoy. i've got clothes, treats. >> rachel has been fostering dogs for years but her worst nightmare became a reality when her latest foster pup slipped out of his harness and bolted. >> i was beside myself because this is san francisco. we have cars and coyotes. >> she quickly posted to social media and community groups, asking for help finding sid but that is when she became a target for scammers, praying on her peer and desperation to find sid. >> some of the scam texts were obvious. the grammar and the spelling would be strange and they would not make a lot of sense. some of the texts were

shockingly convincing and really resembled texts i got from real people in the neighborhood who genuinely wanted to help me find sid. >> she had been warned about this possibility but had to chase every lead to find sid. >> i so desperately wanted sid to come back. i was very close to believing some of the scam texts. >> and text messages shared with cbs news, one scammer claimed to be associated with animal care and control and said they found sid but the group's executive director says similar spoofs have happened before. >> in every case that we have heard of, the scammers had done some variation of pay us to get your dog back. that is not how any shelter in the bay area works. if your dog is micro chipped, we will call you and say, hey, the microchip comes back to you. we have your dog and we would invite you to come in and pick up your dog.

>> san francisco spca says in this case, a picture of the animal may be the key to detecting a fake. >> some will send you the photo that is in your notice or they will slightly alter the image to make it look different and send it back. those are big red flags. >> for sid and rachel, they have a helpful happy ending after neighbor sent a picture of him hiding under a car in a local neighborhood. >> knowing how scared i was, i was not thinking straight. knowing that the scammers were relying on me to be frantic and confused, i felt really angry that someone would want to take advantage of a person in a situation. >> reunited and ready for his next chapter with his forever family. >> we wish that little guy luck. experts say to avoid a scam, never share your personal or financial information. they also recommend microchip in your dog to make sure it is detectable by local shelters. one of the bay area's
