changing situation for workers, but business owners say it is an expense they just cannot afford. >> reporter: it was another busy day for the workers at this wiener schnitzel in east san jose. orders come in and the food goes out. for long time employee abel hernandez, nothing about the work changed today, but he'll see a bump in his next paycheck. he was already earning over the old minimum wage of 16 an hour, but now he'll go up to 20. he said it will be good for some but not the bosses. he was talking about jeremy marcus and his father joseph. they built up successful wiener schnitzel franchises in san jose and gilroy. >> it's going to cost us $45,000 more per store, which we have three. so if you times

that by 12, looking at hundreds of thousands of dollars. >> reporter: jeremy says it feels like his industry has been singled out. >> that's the part that hurts us. it's not the raises. it's just the fact it was targeted at the restaurant industry in general. >> reporter: jeremy says the stores are raising prices on some items by 10 to 20 cents, but they also offer specials and coupons. they are scaling back hours for workers to the bare minimum and taking up the slack by increasing the hours jeremy and his father put in. >> i have worked 14 straight days and i haven't had a day off. so this will be three weeks without a day off based on what i've had to do schedule-wise. >> we've found substantial wage increases. we did not find employment declines. >> reporter: uc berkeley professor michael reich has studied the economic of wage increases in california over two decades and says as a whole the fast food industry is healthy and not in danger because of this increase. >> this cost shock is affecting all the employers in the industry at the same time. so

therefore, your price increase will be matched by price increases everywhere else. you won't lose market share. you'll still be able to sell it, but a ten cent increase in a burger, consumers will say oh, gee, it's $5.10 instead of $5, but they won't change their behavior. >> reporter: one customer who supports the worker is bracing for higher prices. >> i think that's good, but then it's kind of like bittersweet because then everything else goes up. >> reporter: abel says the wage increase probably won't amount to much extra for him, but he does worry that his hours will be cut and he says he wants what's best for him and his employer. >> starting this year the minimum wage for all california workers is now $16 an hour. the federal minimum wage remains at 7.25 an hour since 2009. i'm devin fehely in the newsroom. retail theft regrettably is nothing new in san francisco, but we had one of our producers and he just

happened to be at a walgreens near civic center when a group of several shoplifters started brazenly filling bags with merchandise. check out this video he shot on his phone, seven or eight people seen ripping items off the shelf and leaving a mess on the floor before walking out. employees watched them without interfering. some other shoppers recorded what happened as well. the store is located on market and ninth streets. this happened around 4:00 yesterday afternoon. police say they showed up about four hours later. the store was closed by then. they did leave some information about reporting criminal incidents. the city has said it's focusing on stopping organized retail theft for a while now. last month they announced hundreds of security cameras will be going up around the city to fight crime. automated license plate readers are being installed at 100 intersections in early march. police touted a 30% drop in property crime compared to last year and a 17% drop in burglaries. this is a live look at the state capitol. for the

next couple weeks lawmakers will host special public safety hearings concerning a number of bills designed to prevent and prosecute retail crime. those bills are part of a 14-bill package called working together for a safer california. it's a state senate plan to address both retail theft and the fentanyl crisis. one of the bills would increase penalties on organized thieves who engage in large scale resale schemes. the safer california plan was introduced in february. it appears to have bipartisan support. >> thank you, devin. another united flight diverted this weekend, this one headed to san francisco from frankfurt, germany, friday. it was due to a toilet overflowing into the cabin. the boeing 777 circled over the north sea before returning to frankfurt. united said this was a maintenance issue with one of the lavatories. a couple hours after takeoff. the aircraft was back in service yesterday. it's the latest in a series of united flights that had malfunctions and safety incidents that have forced diversions. in the meantime tensions

are growing between two of the bay area's largest airports over naming rights. officials in oakland want to rename the airport to san francisco bay-oakland international airport. they argue visitors often don't know exactly where oakland is, so they choose sfo to get to the bay area, but the plan is getting some pushback from officials at sfo. at 6:00, why they say the potential name change could lead to customer confusion. let's take a live look from oakland. tomorrow city officials will meet with the a's to discuss extending the team's stay at the coliseum. the a's lease expires after this season, but their new stadium in vegas isn't expected to be ready until 2028. mayor sheng thao says she is committed to doing everything in her power to the a's rooted in oakland. a live look at san francisco right now, live look at oracle park where the giants are backtracking after ripping up memorial tiles at mccovey cove. the plan was to move the

inscribed messages into a digital kiosk, but many fans who bought those personalized tiles decades ago say they didn't pay for a kiosk. some of the inscriptions were tributes to late family members. so the disappointed fans are making their voices heard. now the team says they will find a new place for those tiles. turning to weather and a beautiful start to the workweek after near perfect conditions on easter sunday, unfortunately it's not going to stay that way. >> first alert meteorologist darren peck tracking changes as the week moves along. hey, darren. >> guys, it's going to be kind of dramatic actually because the view we were just seeing from our camera on treasure island and out our windows here and if you've been outside today, you know. this is a spectacular, sunny, low 70-degree day. in addition to the view, what are the current temperatures? a lot of us are in the low to mid-70s. pick out your part of the bay. take those numbers and by thursday

pretty much nobody is getting out of the 50s for daytime highs like a big drop and thursday morning, friday morning, morning lows are down into the upper 30s for many inland valleys. it's 70 degrees in livermore now. thursday morning you might be looking at temperatures in the upper 30s. one quick view, the big picture shows you a big pool of cold air coming our way. that's obviously the headline we're talking about now. if we step it back and visualize the other aspect of this, this does mean rain. the rain is going to get here on thursday. we'll have widespread showers thursday. the scattered showers will stick around into friday. it looks like thursday will be the more impressive day of the two in terms of rain. on the seven-day forecast you'll see both have rain in there, about a half inch. it's not a deluge, but it's the whiplash of it all, classic spring whiplash. don't get fooled by today or tomorrow. tomorrow's going to be just as nice as this. then on wednesday it's going to get windy and thursday

it's a totally different scenario. much more on the detail on this coming up in the complete forecast in a few minutes. back to you. in one week california's commercial crabbing season will come to an early end. it's just the latest blow for fishermen who have dealt with years of disruptions. >> it's one of these unexpected surprises that climate change has thrown at us. so now we're trying to figure out how we can adapt. >> coming up tonight at 5:30, why the whale entanglements forcing the ends of the season are becoming all too common and how scientists hope to help. police in oakland are looking for two drivers involved in a deadly hit-and-run. authorities stay a man in his 30s was hit by a car just before 6:00 this morning while crossing the street. this happened at the intersection of 98th and san leandro street. when the victim fell to the ground, he was then hit by another car. both drivers took off from the scene. police have not released a suspect description. police and crime stoppers is offering up to a $10,000 reward for information

leading to the arrest of those drivers. rideshare drivers mobilized for a protest in san francisco today. here they are staging a slow caravan in the mission before taking it to lyft and uber headquarters to demand better pay and working conditions. >> let's fight for what we believe and what we deserve. >> they say they can't survive or even pay for gas and insurance when they're only earning around 30% of the ride costs. lyft assures that drivers get at least 70%. these drivers say that's a flat out lie. driver organizer kunert drove from l.a. to the protest and said there are two sides to this issue, the company's profit margins and everyone else. >> riders and passengers that take cars with us, with are with you. you are not our enemy. we're in this together. your rates have gone through the roof. our pay has declined.

>> lyft shared this statement saying, "we are constantly working to improve the driver experience, which is why just this february we released a series of new offers and commitments aimed at increasing driver pay and transparency. this includes a new earnings commitment and an improved deactivation appeals process." uber says that it has created a new system for drivers to appeal deactivations and to protect them from false allegations. the company also says it works with insurance companies to help drivers obtain affordable coverage. still ahead, more than 1,500 people in one california community have been cut off from the outside world, the efforts to get things moving again after a chunk of highway fell into the ocean. a north bay man convicted of embezzling millions of dollars gets the news he's waited decades to hear, how he convinced governor newsom to grant him a pardon. and remembering a california man who was the last

the last remaining survivor from the uss arizona battleship that sank during pearl harbor has died. lou conter passed away this morning at his home in grass valley following congestive heart failure. >> our wilson walker sat down with conter in 2016 as he was leaving for a 75th commemoration ceremony in hawaii. >> here is the motion picture record released by the united states navy. >> the first bombs start. we knew what was going on immediately. >> reporter: 95-year-old lou conter doesn't need a news reel to know what happened at pearl harbor. he was right in the middle of it. >> i was the quarter master

third class on the 7th of december and the uss arizona. we only lasted nine minutes. >> here is the actual bombing of the mighty uss arizona. >> we took the bomb down on the star board side forward by number two turret. it went through five decks into the lower handling room of the forward magazines and it blew up the forward magazines. that's where you see the blast. >> reporter: 1,177 men died that morning on the arizona and of the 335 survivors only five are left. conter was given a grand sendoff to the 75th anniversary ceremony in hawaii, but he is not traveling alone. with his family he's taking the ashes of another arizona survivor, clarendon hetrick who died earlier this year at age 92. >> five of us left and three of us are going to be buried on

the ship with our ashes. >> reporter: and that he says will be his tribute to the men he considers heroes. >> they call us the heroes. we're not the heroes. the heroes are the ones that gave everything, their life that day. they're still there. we came home, got married, had children, grandchildren, great grandchildren, so we're just lucky. >> conter served in three wars flying 200 missions as a pilot and was even shot down twice. he also trained pilots on how to survive if they were ever shot down in enemy territory. lou conter was 102 years old. it was a close call for this stranded horse stuck in the santa ana river. you can see it right there. the horse had to be airlifted yesterday evening to safety after nearly 24 hours after being missing. calfire says the horse was so exhausted that he could not move, but here's a look at the horse recovering walking around

after that rescue. calfire says they expect that horse to be okay. right now about 1,600 people in big sur are stranded in their community after a huge chunk of highway 1 fell into the pacific ocean. the collapse happened saturday about 17 miles south of monterey. the big sur lodge has opened its conference room to offer some trapped motorists a place to sleep. others spent the night in their vehicles. our chopper was over the scene about an over ago. you can see how far traffic is backed up for miles both directions. drivers are asked to avoid the area, if you can. engineers are working to stabilize the highway, but they aren't sure how long it's going to take. let's check in with first alert meteorologist darren peck. beautiful chopper shots there. i know they're showing disaster from the mudslides and all that saturated mud, but weatherwise -- >> it was so beautiful today. what a great start to the month of april, sunny skies, so refreshing. >> we'll get two days like

this. tomorrow's going to be just as nice. it's really the setup for a classic case of spring weather whiplash. so enjoy these next few days, but just know we are due for a quick return to cold and rainy and i'm going to use the virtual map to show you the difference here from tomorrow to thursday. we'll look at two different sets of numbers. the first thing you'll see is tomorrow and tomorrow is going to look a lot like this. you have plenty of blue sky and daytime highs for many locations, many spots will warm up into the 70s. let's hang out here a second. now i'm going to switch up the numbers. let's get a better view in the south bay. some of the more dramatic temperature differences from tomorrow to thursday will show up down there. we'll say good-bye to the beautiful daytime highs tomorrow in the low 70s and i want you to see how much colder your part of the bay is going to be by thursday. some of these are close to 20 degrees

colder. it's a big drop. the cold air is one aspect of this. by the way, this means daytime highs in the 50s pretty much bay area-wide by thursday. let's use some of the forecast imagery to get more specific. we already know because we saw the leading edge of this last visit there's some rain coming with this and the rain won't be super impactful, maybe a half inch of rain, but it's coming in thursday. watch what happens when we get to futurecast to time out the arrival of the rain. here's thursday and the thursday rain pretty much comes through in the middle of the day. that's like noon right there when the bad widespread bands of rain move overhead and then we keep this chance of showers going from thursday. we'll put it into a slightly longer range look at this. it keeps going until we get to about friday in the afternoon. you'll see there's two days worth of rain in the seven-day forecast, but

the majority of this is going to come on thursday. friday it will probably be leftover showers. we could get maybe 0.8-inch of rain in santa rosa, over two days half an inch for san francisco. so it's widespread noticeable rain. we aren't concerned about flooding, but it's going to get wet, gray, and colder. speaking of colder, look at the other side of the state. there's still probably another 8 to 10 inches of snow coming to donner pass. a closer look at that as we look at thursday into friday for anybody who has to travel, this does have an impact on the drive. that is system number one coming through. it is the colder air. i think the visual addition of this probably is the image of the day in terms of giving everybody a heads up on what's coming. the colder air slings down here going into thursday and friday. morning lows getting down into the upper 30s for many locations for the inland valleys. let's put it

in the seven-day forecast and we'll do two separate microclimates. if you look at the forecast for the bay in general, the story is the same for the rain, widespread rain thursday, showers friday. yes, there's another system which could put a drop or two on sunday. it's primarily thursday and friday with the rain. now look at the other microclimate. we'll do this for inland parts of the bay because it's that temperature swing that really stands out. when we get rain thursday, daytime highs are low 50s after tomorrow's mid-70s. that's what's going to catch a lot of people. see you with more on this coming up in the next half hour. >> thanks, darren. up next, more than 30 years after a north bay man was convicted of embezzling more than $13 million, governor newsom issued a pardon. we'll hear from the man who says a huge weight has been lifted off his shoulders. >> this is the actual pardon itself and this is the work product that you have to do in

we're learning more about the couple killed in a deadly plane crash during a snowstorm in the sierra. silicon valley venture capital firm upwind identified them as laron and naomi petruska. the couple had been working as advisers since 2017. their plane went down

saturday night near tahoe-truckee airport. >> they're advising the plane was trying to land. >> the couple leaves behind three children. the exact cause of that crash is still under investigation. a north bay man convicted of embezzlement in 1987 was just pardoned by governor newsom. michael woodson had already been released from prison, but with the pardon he tells our jose martinez he's feeling a new sense of freedom. >> reporter: it's easter sunday in downtown novato and while families gathered to celebrate one man's holiday is particularly special. michael woodson at 82 years old is spending this easter with his son brian after receiving a life changing gift from california governor gavin newsom. >> this is the actual pardon itself and this is the work product that you have to do in order to apply for a pardon. >> reporter: michael, who spent five years behind bars, is now celebrating a new

chapter in his life. on friday governor newsom granted clemency to dozens of individuals, including michael, with 37 pardons and 18 commusicians. >> mmutations. >> what happens with so many people who go to prison, they are completely pushed away from society and sit over here somewhere and that's why so many reoffend because with a felony, i mean you can't be licensed. you can get a driver's license, but you can't -- you can't get a license to even cut hair in california. >> reporter: he was convicted by a marin county court in 1987 with 13 counts of embezzlement, accused of misusing $13.5 million from 400 investors perform then it took more than

two decades to get here. >> this was the binder i gave to the district attorney for marin to prove all of the recovery of all the money and then this went up to sacramento, also, but they followed up with extensive documents. they said oh, come on. this didn't really happen, did it? and i was able to prove it. so being able to prove the recovery of 12 million more than we started off with, i believe it's the sole reason that governor newsom gave me the pardon. >> reporter: and now he says all the weight he's been carrying for years is gone and hopes to be able to help other former inmates get back on track. >> with the pardon it does give me vindication to some level. some people will never say well, yeah. you're a crook, you know, but if you go inside that binder, you'll see that
